Modern societies have been termed risk societies. Western culture obviously is unable to cope with too much uncertainty. Risk management has become a paradigm for good governance and prudent policies. Further sociological analysis reveals that those who stand in for the fight against risks often turn out to be the ones who cause them. We therefore not only need to rethink our concepts of accountability; we also need to sharpen our political tools of defence against imminent threats.

Since the end of the Cold War the growing integration of the world markets and the emergence of an international legal system have dramatically decreased the regulation capacities of the nation states. "Building a Transnational Civil Society" analyzes structural crises of globalization processes and demonstrates chances and limits of actors in transnational civil society and political movements - in short a new cosmopolitan internationalism. The areas of investigation are new economic developments, old and new social movements and the reality of wars and humanitarian intervention.

A NATO Advanced Research Workshop (ARW) was conducted on June 21-23, 1994 in Visegnid, Hungary related to the clean-up of former Soviet military installation sites. This ARW included a technical site visit to the Komarom Base Site which is a former Soviet military installation in Hungary. During this three-day ARW, a strategy and set of recommendations were developed for selecting technologies and evaluating remediation as the economic and approaches for these sites. This strategy incorporated such critical issues financial conditions of the region, temporal considerations with regard to the urgency for which remedial actions are needed for these sites, the prioritization of resource allocations for site clean-up using risk-based considerations, and other crucial issues which will affect the implementation of remedial activities in the region. Approximately 40 invited experts, representing a number of different disciplines as well as both NATO and Cooperation Partner countries from the region, participated in this ARW. The types of former Soviet military installations in Central and Eastern Europe include: aircraft bases, fueling areas, maintenance and repair facilities, training grounds, non ammunition storage areas (for lubricants, chemicals, paints, equipment), ammunition storage areas, medical facilities, production facilities, and municipal facilities. Environmental contamination at these sites poses significant human health and environmental risks. Site contaminants include: solvents (e. g., BTEX), mineral oil hydrocarbons, polycyclic aromatic hydrocarbons (PAHs), chlorinated hydrocarbons, heavy metals, pesticides residues, and polychlorinated biphenyls (PCBs). The primary environmental media adversely affected by these contaminants are soils, ground water and surface water."

Dank der reichen, neueren Arbeiten von BABA (Japan), BURN (Australien), EDMuNDs (West-Afrika), GOSLINER (Sud-Afrika), LEMCHE (Nordatlantik), MAcFARLAND (Califor nia, Ostpazifik), MARCUS und DU BOIS-REYMOND MARCUS (Sao Paulo, Westatlantik), ODHNER (Skandinavien), ROGINSKAYA (Schwarzes Meer, UdSSR), THoMPsoN und BROWN (Grossbritannien) sind heute die Nudibranchia vieler Faunengebiete besser be kannt als die des europaischen Mittelmeeres. Dort finden sich rund dreimal so viele Arten wie in der sudlichen Nordsee, dies freilich bei meist weit geringerer Individuenzahl. Das bedingt, dass viele Arten schwer zu erhalten und wenig erforscht sind. Es ist daher das Hauptanliegen dieses Buches, die im vorigen Jahrhundert vor allem durch BERGH, A. COSTA, DELLE CHIAJE, MAZARELLI, PELSENEER, TRINCHESE, VAYSSIERE und VERANY gut bearbeitete, dann aber bis auf PRuvoT-FoLS Werk und wertvolle faunistische Einzel studien von BOUCHET, HAEFELFINGER, Ros, SORDI, TARDY und VICENTE eher vernachlas sigte mediterrane Fauna zunachst einmal soweit systematisch und anatomisch zuganglich zu machen, dass sie relativ leicht und sicher bestimmbar ist und mit derjenigen des Pazifik und West-, Nord-und Sud atlantik vergleichbar wird. Erst dieser Vergleich ermog licht weitere zoogeographische und stammesgeschichtliche Aussagen. Auch hoffen wir, dem Nicht-Systematiker durch zahlreiche neue Daten zur Autokologie und Embryologie Hilfe und Anregung zu geben. Das ausgewertete Material wurde seit 1954 von A. PORTMANN und seinen Mitarbei tern, u.a. Dr. HAEFELFINGER, Frau S. BOUSANI-BAUR, Frau E. FIORONI und Dr. U. BUR GIN-WySS in Villefranche und Banyuls gesammelt und skizziert, seit 1964 von L. SCHME KEL und Mitarbeitern in Neapel und Banyuls. Die Beschreibungen des speziellen Teils stammen von L. SCHMEKEL."
