Theme d'actualite au Niger et un peu partout dans la sous region
Ouest africaine, la decentralisation rentre dans le processus de
developpement des Etats africains. Au Niger les elections
municipales de 2004 ont jete les bases d'une vraie
decentralisation. Cinq ans apres le processus entame rencontre
plusieurs difficultes, difficulte de mobilisation des ressources,
la politisation des elus locaux souvent analphabetes, la qualite
douteuse des cadres et agents des services deconcentres. La methode
de conduite du TER utilisee ici est celle hypothetico-deductive,
c'est-a-dire que les travaux de recherche ont ete menes sur la base
d'hypotheses, hypotheses que nous avions verifiees a la fin de la
recherche. Entre autres resultats, nous avions constate la
faiblesse des rentrees fiscales au niveau de la commune Niamey V,
la faiblesse des investissements et enfin la large contribution des
ressources retrocedees par l'Etat dans le budget de la commune V."
