Unlike some other reproductions of classic texts (1) We have not
used OCR(Optical Character Recognition), as this leads to bad
quality books with introduced typos. (2) In books where there are
images such as portraits, maps, sketches etc We have endeavoured to
keep the quality of these images, so they represent accurately the
original artefact. Although occasionally there may be certain
imperfections with these old texts, we feel they deserve to be made

Revenue and expenditure forecasting plays an important role in
public budgeting and financial management, particularly during
times of financial constraint, when citizens impose greater
accountability upon government to use taxpayer dollars more
efficiently. Despite its significance, revenue and expenditure
forecasting is often overlooked in the budget process, and there is
an imbalance between practice and research in this area. Based on
the collaboration of budget scholars and practitioners, Government
Budget Forecasting fulfills two purposes- Enhances the
understanding of revenue and expenditure estimation both
theoretically and practically Stimulates dialogue and debate among
practitioners and academicians to identify good forecast practices
as well as areas for improvement
Divided into four parts, this comprehensive reference first
examines forecast practices at the federal, state, and local
levels, utilizing case studies that include California, Texas, and
Louisiana. It then explores consensus systems and risk assessment,
considering political factors and the costs of forecast errors. The
text concludes with a call to transparency and guidance from a code
of ethics, and a look at forecasting practices in emerging
countries.
New essays on late medieval manuscripts highlight the complicated
network of their production and dissemination. One of the most
important developments in medieval English literary studies since
the 1980s has been the growth of manuscript studies. Long regarded
as mere textual repositories, and treated superficially by editors,
manuscripts are now acknowledged as centrally important in the
study of later medieval texts. The essays collected here discuss
aspects of the design and distribution of manuscripts in late
medieval England, with a particular focus on vernacular manuscripts
of the late fourteenth, fifteenth and early sixteenth centuries.
Those in the first half consider material evidence for scribal
decisions about design: these range from analysis of individual
codices to broader discussions of particular types of manuscripts,
both religious and secular. Later essays look at the evidence for
the production and distribution of manuscripts of specific English
texts or types of text. These include the major Middle English
poems The Canterbury Tales and Piers Plowman, as well as key
religious works such as Love's Mirror, Hilton's Scale of
Perfection, the Speculum Vitae and The Pricke of Conscience, all of
which survive in significant numbers of manuscripts. The comparison
of secular and devotional texts illuminates shared networks of
production and dissemination, and increases our knowledge of
regional and metropolitan book production in the period before
printing. Contributors: DANIEL W. MOSSER, JACOB THAISEN, TAKAKO

The European Commission is arguably the world's most powerful
international administration. It plays a central role in the
political system of the European Union. The Commission is a
permanent presence in the life of the member states, but its
influence is felt far beyond their borders. Viewed historically as
the motor of European integration, the Commission is the subject of
intense controversy. It is portrayed frequently as technocratic,
monolithic, and unaccountable, but also as fragmented and weakly
led. According to accepted wisdom, it is populated by career
bureaucrats, who want only to expand the competencies of the Union
and therefore their own power.
This book tests these views. It asks: Who are the people who work
for the organization? What are their educational and professional
backgrounds? What do officials believe about the role of the
Commission in the EU today and whether the Union should have more
or less power? What leads them to choose to pursue a career in the
Commission, and how do they navigate its complexities? How does the
Barroso Commission compare to previous Commissions? How harmonious
are relations between cabinets and the services? What has been the
impact on the Commission of reform and of the 'big bang'
enlargement?
Co-authored by an international team of researchers, this book
draws on original data from the largest attitudinal survey ever
conducted by independent researchers inside the Commission, as well
as a structured programme of interviews with senior officials. It
provides an authoritative account of the European Commission of the
twenty-first century.
Influential scholars from Britain and North America discuss future
directions in rapidly expanding field of manuscript study. The
study of manuscripts is one of the most active areas of current
research in medieval studies: manuscripts are the basic primary
material evidence for literary scholars, historians and
art-historians alike, and there has been an explosion of interest
over the past twenty years. Manuscript study has developed
enormously: codices are no longer treated as inert witnesses to a
culture whose character has already been determined by the modern
scholar, but are active participants in a process of exploration
and discovery. The articles collected here discuss the future of
this process and vital questions about manuscript study for
tomorrow's explorers. They deal with codicology and book
production, with textual criticism, with the material structure of
the medieval book, with the relation of manuscripts to literary
culture, to social history and to the medieval theatre, and with
the importance to manuscript study of the emerging technology of
computerised digitisation and hypertext display. The essays provide
an end-of-millennium perspective on the most vigorous developments
in a rapidly expanding field of study. Contributors: A.I. Doyle, C.
David Benson, Martha W. Driver, J.P. Gumbert, Kathryn Kerby-Fulton,
Linne R. Mooney, Eckehard Simon, Alison Stones, John Thompson.

Developing Women Leaders in the Academy through Enhanced
Communication Strategies explores the experiences, strategies, and
triumphs of women who have attained leadership roles within the
academy as well as the shortfalls, disappointments, and battle
scars many women leaders have experienced in their quest to lead.
Clear direction, focused strategies, and enhanced communication are
necessary to increase the ever-growing number of women in
leadership positions in the academy. Contributions to this book
discuss the ways in which these concepts have been employed to
transcend the "academic ceiling" by creating mentoring networks for
women, training programs, and other "ladders of ascension,"
encouraging future leaders to be more assertive, self-assured, and
strategic within the academic terrain. Scholars of communication,
education, and women's studies will find this volume particularly
useful.

This study seeks to examine the life and work of Charles Hamilton
Houston and the scope of this project will focus on the
implementation and organization of the proposed plan in three ways:
philosophical ideas, constructive engagement, and lasting
contributions of this legal scholar activist. When compiling
scholarly articles for this volume, the challenge was examining not
just legal precedents of Houston, but his contributions to the
study of civic engagement, with emphasis on privilege, racism,
disparity, and educational philosophy.
Africa's Second Wave of Freedom represents the work of scholars who
share a concern with the development of civil society in Africa.
The first third of the book deals theoretically with the issues of
democracy and stability in Africa. In particular, the contributors
analyze the inadequacy of the United States' response to African
problems (such as environmental decay, spiraling debt, and health
epidemics) that do not respect national boundaries; the fragility
of democracy in Africa and the danger of reversion to
dictatorships; and the barriers to constitutional democracy in
sub-Saharan Africa. The remainder of the book consists of case
studies of various aspects of civil society from Mozambique,
Nigeria, Zimbabwe, and South Africa.
