Der zweite Teil bildet den empirischen Kern der Arbeit. In einer detaillierten Fallstudie wird ein komplexer Verwaltungsvorgang (der BAf G-Prozess ber alle Ebenen von der Antragstellung bis zur R ckzahlung) untersucht. Es wird nachvollzogen, in welchen Prozessstufen bereits E-Government-L sungen eingesetzt werden und welche Modernisierungsziele dadurch tats chlich erreicht wurden.
