neoliberal development schemes based on the concept of 'social
entrepreneurship' in Thailand and Southern India. With an original
approach, this book addresses the intersection between emerging
approaches to development; namely microfinance, microenterprise,
and social entrepreneurship, and the ability of societies to
generate their own public goods without state assistance. Utilizing
observation, fieldwork, and practice in Northern Thailand and
Southern India, as well as secondary sources from the southern Asia
region more generally, the author examines the challenges of
democratic governance and generation of public goods where civil
society and democracy, as development strategies, have become less
meaningful to citizens across the developing world than
micro-development. The author argues that these approaches to
development have impacts on development and civil society building,
but do not necessarily amount to political empowerment, raising
important questions for civic participation in the state when the
state is no longer viewed as the locus of public goods and

The study of prosody is perhaps the area of speech research which
has undergone the most noticeable development during the past ten
to fifteen years. As an indication of this, one can note, for
example, that at the latest International Conference on Spoken
Language Processing in Philadelphia (October 1996), there were more
sessions devoted to prosody than to any other area. Not only that,
but within other sessions, in particular those dealing with
dialogue, several of the presentations dealt specifically with
prosodic aspects of dialogue research. Even at the latest
Eurospeech meeting in Rhodes (September 1997), prosody, together
with speech recognition (where several contributions dealt with how
prosodic cues can be exploited to improve recognition processes)
were the most frequent session topics, despite the fact that th'ere
was a separate ESCA satellite workshop on intonation in conjunction
with the main Eurospeech meeting which included over 80
contributions. This focus on prosodic research is partly due to the
fact that developments in speech technology have made it possible
to examine the acoustic parameters associated with prosodic
phenomena (in particular fundamental frequency and duration) to an
extent which has not been possible in other domains of speech
research. It is also due to the fact that significant theoretical
advances in linguistics and phonetics have been made during this
time which have made it possible to obtain a better understanding
of how prosodic parameters function in expressing different kinds
of meaning in the languages of the world.

This volume explores the effects of transitional justice measures
on trust-building and democratization across twelve countries in
Central and Eastern Europe and parts of the Former Soviet Union
over the period 19892012. The author argues that transitional
justice measures have a differentiated impact on political and
social trust-building, supporting some aspects of political trust
and undermining other aspects of social trust. Moreover, the
structure, scope, timing, and implementation of transitional
justice measures condition outcomes. More expansive and compulsory
institutional change mechanisms register the largest effects, with
limited and voluntary change mechanisms having a diminished effect,
and more informal and largely symbolic measures having the most
attenuated effect. These differentiated and conditional effects are
also evident with respect to transition goals like supporting
democratic consolidation and reducing corruption, since these goals
respond differently to the mixtures of institutional and symbolic
reforms found in transitional justice programs. The author develops
an original transitional justice typology in order to test
hypotheses linking trust-building and transitional justice across
twelve cases in the post-communist region. The resulting new
datasets allow for a quantitative examination of the relationship
between different types of transitional justice programs and a
range of possible state building and societal reconciliation goals,
including political trust-building, social trust-building,
democratization, the strengthening of civil society, the promotion
of government effectiveness, and the reduction of corruption.

explicate trust-building dynamics, with particular attention to
