Research on evaluation shows that low-use and non-use of evaluation is common, yet evaluation is hailed as beneficial and worthwhile. The worth of evaluation is tied to its utilisation, presenting a paradox if evaluation is both revered and underutilised. This book investigates this paradox in the under-researched context of small development non-profit organisations, which have specific resource constraints and 'bottom up' community development values that complicate their ability to do and use evaluation in line with top down directives. At a time when lowering the dropout rate is said to be a national priority, America's longest running and largest dropout prevention program has gone strangely unnoticed. This highly readable book explores the hidden world of the continuation high school, the most common form of alternative high school. Deirdre M. Kelly analyzes the factors that limit its success and focuses especially on gender issues in these schools: how girls and boys slip in and out of the system in different ways, for different reasons, and with different consequences. Kelly finds that mainstream high schools attempt to mask their own dropout and pushout rates by sending marginalized students to continuation schools. These schools, therefore, become as much safety valves for the system as safety nets for the students, and the resulting contradictions and stigma hamper success. In the two continuation schools that she examined closely, completion rates were low. Kelly discusses the history of the continuation school and the ethnic and class composition of the student body: in cities, African-Americans and Latinos predominate, and in the suburbs, mostly middle-class whites attend. She examines for the first time how formal and hidden curricula and peer influences affect girls and boys differently and lead them to drop out of school. Drawing on a year's on-site observations, interviews with students and teachers, school records, and theories of gender, class, and ethnicity, Kelly both analyzes and brings to life what more than one student describes as the emotional "soap opera" of high school.

Interpreting the Peace is the first full-length study of language support in multinational peace operations. Building peace depends on being able to communicate with belligerents, civilians and forces from other countries. This depends on effective and reliable mediation between languages. Yet language is frequently taken for granted in the planning and conduct of peace operations. Looking in detail at 1990s Bosnia-Herzegovina, this book shows how the UN and NATO forces addressed these issues and asks what can be learned from the experience. Drawing on more than fifty interviews with military personnel, civilian linguists and locally-recruited interpreters, the book explores problems such as the contested roles of military linguists, the challenges of improving a language service in the field, and the function of nationality and ethnicity in producing trust or mistrust. Liquid Crystals LCs] are synthetic functional materials par excellence and are to be found in many types of LCDs; LCs self-assemble into ordered, but fluid, supramolecular structures and domains; they can be oriented in large homogeneous monodomains by electric and magnetic fields, Langmuir Blodgett techniques and also by self-orientation on suitable alignment layers; they are also anisotropic with preferred axes of light absorption, emission and charge transport with excellent semiconducting properties; they are soluble in organic solvents and can be deposited as uniform thin layers on device substrates, including plastic, by low-cost deposition processes, such as spin coating and doctor blade techniques; reactive mesogens polymerisable LC monomers] can be photopatterned and fixed in position and orientation as insoluble polymer networks. LCs are increasingly being used as active components in electronic and photonic organic devices, such as Organic Light-Emitting Diodes OLEDs], Organic Field Effect Transistors OFETs], Thin Film Transistors TFTs] and photovoltaic cells PVs]. Such devices on plastic substrates represent a major component of the plastic electronics revolution. The self-assembling properties and supramolecular structures of liquid crystals can be made use of in order to improve the performance of such devices. The relationships between chemical structure, liquid crystalline behaviour and other physical properties, such as charge-transport, photoluminescence and electroluminescence are discussed and explained. For example, high carrier-mobility, polarised emission and enhanced output-coupling are identified as the key advantages of nematic and smectic liquid crystals for electroluminescence. The advantageous use of anisotropic polymer networks formed by the polymerisation of reactive mesogens RMs] in devices with multilayer capability and photopatternability is described. The anisotropic transport and high carrier mobilities of columnar liquid crystals make them promising candidates for photovoltaics and transistors. The issues in the design and processing of liquid crystalline semiconductors for such devcies with improved performance are described. The photonic properties of chiral liquid crystals and their use as mirror-less lasers are also discussed.

Kojeve was famously understood by interpreters for seeing an "end of history" (an end that would display universal free democracies and even freer markets) as critical to his thought. He became famously misunderstood when interpreters, at the end of the twentieth century, placed such an end at the center of his thought. This book reads Kojeve again - as a thinker of time, not its end. It presents Kojeve as a philosopher and precisely as a time phenomenologist, rather than as a New Age guru. The book shows how Kojeve's time is inherently political, and indeed tyrannical, for being about his understanding of human relation. However, Kojeve's views on time and tyranny prove his undoing for making rule impossible because of what the book terms the "time-tyrant problem." Kojeve's entire political corpus is best understood as an attempt to rectify this problem.
