Sheed & Ward, in partnership with the Commonweal Foundation and with funding from the Pew Charitable Trust, proudly presents the first of two volumes in a groundbreaking series called American Catholics in the Public Square. The result of a three-year study sponsored by Pew aimed at understanding the contributions to U.S. civic life of the Catholic, Jewish, mainline and evangelical Protestant, African-American, Latino, and Muslim communities in the United States, the two volumes in this series gather selected essays from the Commonweal Colloquia and the joint meetings organized by the Commonweal Foundation and The Faith and Reason Institute, a conservative think tank in Washington. Participants in the Commonweal colloquia and the joint meetings-leading Catholic scholars, journalists, lawyers, business and labor leaders, novelists and poets, church administrators and lobbyists, activists, policy makers and politicians-produced approximately forty-five essays presented at ten meetings that brought together over two hundred and fifty participants. The two volumes in the American Catholics in the Public Square Series address many of the most critical issues now facing the Catholic Church in the United States by drawing from the four goals of the colloquia-to identify, assess, and critique the distinctive elements in Catholicism's approach to civic life; to generate concrete analyses and recommendations for strengthening Catholic civic engagement; to encompass a broad spectrum of political and social views of Catholics to encourage dialogue between Catholic leaders, religious and secular media, and political thinkers; to reexamine the long-standing Catholic belief in the obligation to promote the common good and to clarify how Catholics may work better with those holding other religious or philosophical convictions toward revitalizing both the religious environment and civic participation in the American republic. This first volume, American Catholics and Civic Engagement: A Distinctive Voice, includes a general introduction by Peter Steinfels and is structured in four parts, each of which include a brief overview. Part One, Catholic Thought in the American Context, explore the fundamental concepts that underlie Catholic social thought and their relevance to American public debate and public policy-the intellectual tools with which Catholics have often participated in the public square. Part Two, Catholic Institutions in the American Public Square, reveals the Church's vast presence in the American public square-from the church steeples that dot urban landscapes to primary and secondary schools, colleges and universities, hospitals, clinics and nursing homes, social service centers, orphanages, and shelters-and provides a detailed analysis of the place of the parish in the public square, the activities of the bishops' conferences in New York, Wisconsin, and the California, and the challenges facing Catholic health care providers. Part Three, Catholics in the Public Square: Autobiographies, includes the personal stories of politicians, journalists, lawyers, business executives, and labor leaders who describe how their faith shaped and is shaped by their work. Part Four, Catholics in the Voting Booth, relies on data from two wide-ranging surveys of how Catholics vote and assesses the impact on Catholic voters of the Catholic social tradition, of sermons, of parish community and sacramental life, and of papal and episcopal statements.

Christianity, not religion in general, has been important for American democracy. With this bold thesis, Hugh Heclo offers a panoramic view of how Christianity and democracy have shaped each other. Heclo shows that amid deeply felt religious differences, a Protestant colonial society gradually convinced itself of the truly Christian reasons for, as well as the enlightened political advantages of, religious liberty. By the mid-twentieth century, American democracy and Christianity appeared locked in a mutual embrace. But it was a problematic union vulnerable to fundamental challenge in the Sixties. Despite the subsequent rise of the religious right and glib talk of a conservative Republican theocracy, Heclo sees a longer-term, reciprocal estrangement between Christianity and American democracy. Responding to his challenging argument, Mary Jo Bane, Michael Kazin, and Alan Wolfe criticize, qualify, and amend it. Heclo's rejoinder suggests why both secularists and Christians should worry about a coming rupture between the Christian and democratic faiths. The result is a lively debate about a momentous tension in American public life.

People who participate in debates about the causes and cures of poverty often speak from religious conviction. But those convictions are rarely made explicit or debated on their own terms. Rarely is the influence of personal religious commitment on policy decisions examined. Two of the nation's foremost scholars and policy advocates break the mold in this lively volume, the first to be published in the new Pew Forum Dialogues on Religion and Public Life. The authors bring their faith traditions, policy experience, academic expertise, and political commitments together in this moving, pointed, and informed discussion of poverty, one of our most vexing public issues. Mary Jo Bane writes of her experiences running social service agencies, work that has been informed by "Catholic social teaching, and a Catholic sensibility that is shaped every day by prayer and worship." Policy analysis, she writes, is often "indeterminate" and "inconclusive." It requires grappling with "competing values that must be balanced." It demands judgment calls, and Bane's Catholic sensibility informs the calls she makes. Drawing from various Christian traditions, Lawrence Mead's essay discusses the role of nurturing Christian virtues and personal responsibility as a means of transforming a "defeatist culture" and combating poverty. Quoting Shelley, Mead describes theologians as the "unacknowledged legislators of mankind" and argues that even nonbelievers can look to the Christian tradition as "the crucible that formed the moral values of modern politics." Bane emphasizes the social justice claims of her tradition, and Mead challenges the view of many who see economic poverty as a biblical priority that deserves "preference ahead of other social concerns." But both assert that an engagement with religious traditions is indispensable to an honest and searching debate about poverty, policy choices, and the public purposes of religion.
Whether simply uneasy or downright hostile, the relation between religion and liberal democracy in this country has long been vexed and complex--and crucial to what America is and aspires to be. Amid increasingly contentious exchanges over fundamentalism, abortion rights, secularism, and pluralism, this book reminds us of the critical role that religion plays in the health and well-being of a democracy. A healthy democracy draws strength from a rich civic and social life, many forms of which are religious. Moreover, these contributions are anchored in the intrinsic commitments of faith, commitments that extend over time, linking generations past and present. Strengthening these commitments and practices, the authors suggest, will also fortify pluralistic civil society and democratic participation. Their book provides the analytical tools and historical perspective for building and reinforcing such a constructive engagement between religion and liberal democracy--and for understanding the ongoing dialogue between secular political philosophy and communities of faith. "Taking Faith Seriously" offers nine case studies that describe the multiple and subtle roles that religion plays on many levels in our civic life: increasing moral and social "capital," inspiring citizens to serve their neighbors, building relationships across barriers of race and income, and providing a moral vision of what kind of society we are called to be.
Mary Jo Bane and David Ellwood examine the American welfare system-its recipients, its providers, and the swirl of policy ideas surrounding it-with objectivity and clarity. Focusing on the AFDC Program (Aid to Families with Dependent Children), they examine the composition of the populations receiving assistance, the duration of that assistance-who receives benefits for a long time and who only briefly, during important transitional periods-and the prospects facing AFDC recipients within the administrative culture of the system. The authors identify three models that have been used to explain "welfare dependency" and test them against an accumulating body of evidence They offer suggestions for identifying potential long-term recipients so that resources can be targeted to encourage self-sufficiency. Finally, they review policy options.
