Local government employees have a higher propensity to engage in
collective bargaining than do private sector employees. This
springs from the tight competition in the local budgeting process
among those requesting, paying for, and providing services.
Spengler looks at this trend using a fiscal discontent hypothesis.
This approach suggests that the taxpayer revolts during the 1970s
and 1980s limited the budget discretion of elected officials and
forced public sector employees to turn to collective voice and
action to better compete for scarce public resources.
Two levels of employee collective voice are examined: the weaker
form of organizing and the stronger collective bargaining model.
Substantial differences in the use of each are analyzed based on
employee occupation, state, and type of local government. Scholars,
business practitioners, policy makers, and researchers in public
administration, labor relations, public policy, and local
government will find this study an important contribution to
understanding the phenomenon of organized collective voice.

The more generous social welfare system in Europe is one of the most important differences between the European and the US society. Defenders of the European welfare state argue that it improves social cohesion and prevents crime. On the other hand, the US economy is performing quite well such that crime rates might come down due to better legal income opportunities. This book takes this trade-off as a point of departure and contributes to a better interdisciplinary understanding of the interactions between crime, economic performance and social exclusion. It evaluates the existing economic and criminological research and provides innovative empirical investigations on the basis of international panel data sets from different levels of regional aggregation. Among other aspects, results clearly reveal the crime reducing potential of intact families and the link beween crime and labour market. A special focus is on estimating the consequences of crime, a topic rarely analysed in literature.

A high-spirited story about an enterprising only child and a
father's juggle to work from home Mika's father works from home and
he's very busy! He can never find time for the promised swimming
trip. So Dad allows Mika to choose herself a pet from the store
while he finishes the project-something quiet like a mouse. And so
begins a wonderfully turbulent story in which Mika brings home one
animal after another... The mouse gets lost so she gets a dog to
find it. the dog is followed by a seal, the seal a penguin. How
many animals can come to stay before a harassed father notices?
This is a high-spirited story about an enterprising only child and
a father's juggle to work from home.
First published in 1934, the majority of this book was developed
just prior to the Nazi seizure of power, with additional material
which reflects on its aftermath. It assessed the decline of
European power and the crisis of Western civilization in the face
of conflict between the ruling class and the lower classes, arguing
that only by adherence to their inherited 'Prussianism' would
Germany have the solidity to be able to combat these dangers.
Despite the influence of his previous writings on key Nazi figures,
his criticisms of National Socialism led to the book being banned,
although not before it had been widely distributed throughout
Germany. This work will be of interest to students of 20th century
German and European history.
First published in 1932, this book, based on an address delivered
in 1931, presents a concise and lucid summary of the philosophy of
the author of The Decline of the West, Oswald Spengler. It was his
conviction that the technical age - the culture of the machine age
- which man had created in virtue of his unique capacity for
individual as well as racial technique, had already reached its
peak, and that the future held only catastrophe. He argued it
lacked progressive cultural life and instead was dominated by a
lust for power and possession. The triumph of the machine led to
mass regimentation rather than fewer workers and less work -
spelling the doom of Western civilization.
Can a drop of perfume tell the story of the twentieth century? Can
a smell bear the traces of history? What can we learn about the
history of the twentieth century by examining the fate of perfumes?
In this remarkable book, Karl Schloegel unravels the interconnected
histories of two of the world's most celebrated perfumes. In
tsarist Russia, two French perfumers - Ernest Beaux and Auguste
Michel - developed related fragrances honouring Catherine the Great
for the 300th anniversary of the Romanov dynasty. During the
Russian Revolution and Civil War, Beaux fled Russia and took the
formula for his perfume with him to France, where he sought to
adapt it to his new French circumstances. He presented Coco Chanel
with a series of ten fragrance samples in his laboratory and, after
smelling each, she chose number five - the scent that would later
go by the name Chanel No. 5. Meanwhile, as the perfume industry was
being revived in Soviet Russia, Auguste Michel used his original
fragrance to create Red Moscow for the tenth anniversary of the
Revolution. Piecing together the intertwined histories of these two
famous perfumes, which shared a common origin, Schloegel tells a
surprising story of power, intrigue and betrayal that offers an
altogether unique perspective on the turbulent events and high
politics of the twentieth century. This brilliant account of
perfume and politics in twentieth-century Europe will be of
interest to a wide general readership.
