This book provides the first comprehensive comparative analysis of the emerging civil service systems in 9 Central and East European states. This volume analyses the impact of globalization on civil service systems across the Middle East and North Africa. The recent shift away from reactive to creative public policy management has caused considerable problems in Central and Eastern Europe.
