Crude oil extraction in the Niger Delta region of Nigeria generates 96% of all foreign earnings and 85% of state revenues, making it crucial to the survival of the Nigerian state. Several generations of state neglect, corruption and mismanagement have ensured that the Delta region is one of the most socio-economically and politically deprived in the country. By the late 1990s there was a frightening proliferation of armed gangs and insurgent groups. Illegal oil bunkering, pipeline vandalism, disruption of oil production activities, riots, and demonstrations intensified and in 2003, insurgents began kidnapping oil workers at a frenetic pace. In late 2005, an uber-insurgent movement 'organization' was formed in Nigeria. Christened the Movement for the Emancipation of the Niger Delta (MEND), it operates as an amorphous, multifaceted amalgam of insurgent groups with an unprecedented clinical precision in execution of intents. By focussing on kidnappings that are putatively connected to the struggle for emancipating the Niger Delta, Oriola makes the case for analysing MEND as a social movement organization, rather than a terrorist or criminal gang by showing how political processes shape kidnappings in the Delta. The use of violent repertoires of contention has not garnered sufficient attention in the social movement literature, despite the fact that that around the world, many similar groups are adopting violent tactics without necessarily eschewing non-violent techniques. Based on multi-actor research, including interviews and focus group discussions with community members, military authorities, 42 ex-insurgents directly involved in illegal oil bunkering and kidnapping, and official email statements from 'Jomo Gbomo', the spokesperson of MEND, this book will be of interest to sociologists, political scientists and peace and security studies scholars.

This book is a practitioner's guide to sustainable development, laying out strategies for attracting investment for communities and their partners. Energy from wave and tidal power is a key component of current policies for renewable sources of energy. This book provides the first comprehensive exploration of legal, economic, and social issues related to the emerging ocean energy industry, in particular wave and tidal energy technologies. This industry is rapidly developing, and considerable technical literature has developed around the technology. However, it is shown that challenges relating to regulation and policy are major impediments to industry development, and these aspects have not previously been sufficiently highlighted and studied. The book informs policymakers, industry participants, and researchers of the key issues in this developing field. Ocean energy is considered in the context of the blue economy and an industrialising ocean, and the topics covered include: development of policy (policy instruments, risk and delay in technology development); legal aspects (consenting processes, resource management, impact assessment); human interactions (conflicts, consultation, community benefits); and spatial planning of the marine environment. While offshore wind energy, sited in the oceans but not strictly derived from the ocean, is not the primary focus of the book, there is also discussion of the similarities and differences between offshore wind and wave and tidal power policy dimensions.
The authors of this in-depth study describe the theory and techniques that can be applied to the specific case of valuing potable water provided by groundwater supplies. The theory and techniques can be extended to valuing drinking water provided by surface water supplies, and also to valuing alternative levels of water quality. The theory and case studies discussed in the book suggest that important determinants of the economic value of water quality include: the probability of contamination measured objectively and subjectively, information on actual levels of contamination in household water supplies, socioeconomic characteristics of households, and the extent to which the values of water quality people hold include non-use components. The case study results also suggest that empirical valuation results are sensitive to study design effects such as the particular statistical technique used to estimate mean or median values. These results suggest that estimating water quality values using benefits transfer techniques is problematic, but perhaps feasible with improved data and valuation models. Government agencies, private consulting firms and NGOs involved in water quality policy as well as academic researchers, professors and students will find this volume of theory, application and technique an invaluable reference.

Moving beyond most conventional thinking about energy security in Europe which revolves around stability of supplies and the reliability of suppliers, this book presents the history of European policy-making regarding energy resources, including recent controversies about shale gas and fracking. Using the United States as a benchmark, the author tests the hypothesis that EU energy security is at risk primarily because of a lack of market integration and cooperation between member states. This lack of integration still prohibits natural gas to flow freely throughout the continent, which makes parts of Europe vulnerable in case of supply disruptions. The book demonstrates that the EU gas market has been developing at different speeds, leaving the Northwest of the continent reasonably well integrated, with sufficient trade and liquidity and different supplies, whereas other parts are less developed. In these parts of Europe there is a structural lack of investments in infrastructure, interconnectors, reverse flow options and storage facilities. Thus, even though substantial progress has been made in parts of the EU, single source dependency often prevails, leaving the relevant member states vulnerable to market power abuse. Detailed comparisons are made of the situations in the Netherlands and Poland, and of energy policy in the USA. The book dismantles some of the existing assumptions about the concept of energy security, and touches upon the level of rhetoric that features in most energy security and policy debates in Europe.

The Mekong Region has come to represent many of the important water governance challenges faced more broadly by the mainland Southeast Asian region. This book focuses on the complex nature of water rights and social justice in the Mekong region. Water scarcity is an increasing problem in many parts of the world, yet conventional supply-side economics and management are insufficient to deal with it. In this book the role of water trading as an instrument of integrated water resources management is explored in depth. It is also shown to be an instrument for conflict resolution, where it may be necessary to reallocate water in the context of increasing scarcity. Recent experiences of implementation in different river basins have shown their potential as instruments for improving allocation. These experiences, however, also show that there are implementation challenges and some limitations to trading that need to be considered. This book explores the various types of water trading formulas through the experience of using them in different parts of the world. The final result is varied because, in most cases, trading is conditioned by the legal and institutional framework in which the transactions are carried out. The role of government and the definition of water rights and licenses are critical for the success of water trading. The book studies the institutional framework and how transactions have been undertaken, drawing some lessons on how trading can improve. It also analyses whether trading has really been a positive instrument to manage scarcity and improve water ecosystems and pollution emission problems in those parts of the world which are most affected. The book concludes by making policy proposals to improve the implementation of water trading.
The Nuclear Threat Initiative and the Center for Strategic and International Studies joined to launch the New Approaches to the Fuel Cycle project. This project sought to build consensus on common goals, address practical challenges, and engage a spectrum of actors that influence policymaking regarding the nuclear fuel cycle. The project also tackled one of the toughest issues-spent nuclear fuel and high level waste-to see if solutions there might offer incentives to states on the front end of the nuclear fuel cycle and address the inherent inertia and concerns about additional burdens and restrictions that have stalled past efforts to improve the robustness of the nonproliferation regime. This report presents the group's conclusions that a best-practices approach to the nuclear fuel cycle can achieve these objectives and offer a path to a more secure and sustainable nuclear landscape.
