Fuel Taxes and the Poor challenges the conventional wisdom that gasoline taxation, an important and much-debated instrument of climate policy, has a disproportionately detrimental effect on poor people. Increased fuel taxes carry the potential to mitigate carbon emissions, reduce congestion, and improve local urban environment. As such, higher gasoline taxes could prove to be a fundamental part of any climate action plan. However, they have been resisted by powerful lobbies that have persuaded people that increased fuel taxation would be regressive. Reporting on examples of over two dozen countries, this book sets out to empirically investigate this claim. The authors conclude that while there may be some slight regressivity in some high-income countries, as a general rule, fuel taxation is a progressive policy particularly in low income countries. Rich countries can correct for regressivity by cutting back on other taxes that adversely affect poor people, or by spending more money on services for the poor. Meanwhile, in low-income countries, poor people spend a very small share of their money on fuel for transport. Some costs from fuel taxes may be passed on to poor people through more expensive public transportation and food transport. Nevertheless, in general the authors find that gasoline taxes become more progressive as the income of the country in question decreases. This book provides strong arguments for the proponents of environmental taxation. The absence of water supply infrastructure is a critical issue that affects the sustainability of cities in the developing world and the quality of life of millions of people living in these cities. Urban India has probably the largest concentration of people in the world lacking safe access to these infrastructures. This book is a unique study of the politics of water supply infrastructures in three metropolitan cities in contemporary India - Bangalore, Chennai and Kochi. It examines the process of change in water supply infrastructure initiated by notable Public Private Partnership's efforts in these three cities to reveal the complexity of state-society relations in India at multiple levels - at the state, city and neighbourhood levels. In Kazakhstan, the oil industry plays a crucial role in its economic and political life due to the country's considerable oil revenues and accompanying conflicting interests. Once a natural gas or oil well is drilled, and it has been verified that commercially viable, it must be "completed" to allow for the flow of petroleum or natural gas out of the formation and up to the surface. Regulatory Governance and Risk Management will be the first book addressing the diffusion of risk-based governance in the coal mining industry from a health and safety standpoint. More specifically, it aims to understand a puzzling phenomenon. Since the 1990s, the approach of risk-based governance has been widely adopted in almost all developed countries in Europe and commonwealth countries. It, however, has diffused much more slowly in the U.S. Using a diffusion approach and comparisons between Australia and the U.S., this book examines mechanisms that both drive and prevent the diffusion of risk-based governance in the coal mining industry. This book has two major selling points. First, this is a timely work given the Upper Big Branch coal mine explosion occurred in April, 2010. After this disaster, many asked why an enhanced level of enforcement after 2006 has not prevented catastrophic accidents from occurring and why risk-based governance, which helps other countries achieve better safety performance, has been largely ignored in the U.S. This book answers these questions and makes recommendations on how to remove barriers in moving toward risk-based governance. Ever since the publication in 1997 the original Scour Manual has helped many practising hydraulic engineers to deal with scour processes near hydraulic structures. In recent years new insights, such as probabilistic calculations, offered new opportunities to design structures more economically. These new insights are included in this update of the original Scour Manual, which is focussing entirely on current-related scour. This manual provides the engineer with useful practical methods to calculate the dimensions of scour holes in the pre-feasibility and preliminary stages of a project, and gives an introduction to the most relevant literature. This updated Scour Manual contains guidelines that can be used to solve problems related to scour in engineering practice and also reflects the main results of all research projects in the Netherlands in recent decades. The so-called Breusers equilibrium method has a central role, which can basically be applied to all situations where local scour is expected. The method allows to predict the scour depth as a function of time, provided that the available knowledge about scour at the specific structure is sufficient. For structures with insufficient knowledge available, alternative scour prediction rules are presented. The treatment of local scour is classified according to the different types of structures. Each type of structure is necessarily schematised to a simple, basic layout. The main parameters of a structure and the main parts of the flow pattern near a structure are described briefly insofar they are relevant to the description of scour phenomena. New scour formulas for the equilibrium scour have been elucidated. Evaluating a balance of forces for a control volume, it is possible to develop scour equations for different types of flow fields and structures, i.e. jets, abutments and bridge piers. As many scour problems are still not fully understood, attention is paid to the validity ranges and limitations of the formulas, as well as to the accuracy of the scour predictions. This information can also be used to carry out a risk assessment using a safety philosophy based on a probabilistic analysis or an approach with a safety factor. Moreover, the information on the strength of soils is extended and aspects are addressed such as scour due to shear failures or flow slides, that can progressively damage the bed protection which might lead to the failure of hydraulic structures. This updated Scour Manual presents scour prediction methods and deals with practically related scour problems. Consultants and contractors were invited to provide case studies of realized projects, including the methods that were followed. These case studies will help with grasping the concept of scour by the flow of water. This manual provides the engineer with the latest knowledge and with case studies that show how to apply the formulas and their limitations.

Minnesota has a unique role in U.S. water policy. Hydrologically, it is a state with more than 12,000 lakes, an inland sea, and the headwaters of three major river systems: the St Lawrence, the Red River of the North, and the Mississippi. Institutionally, Minnesota is also unique. All U.S. states use Total Maximum Daily Load (TMDL) approaches to addressing impaired waters. Every TMDL requires a substantial investment of resources, including data collection, modeling, stakeholder input and analysis, a watershed management plan, as well as process and impact monitoring. Minnesota is the only state in the union that has passed legislation (the 2007 Clean Water Legacy Act) providing significant resources to support the TMDL process. Positron emission tomography (PET) is an important clinical tool, and with its longer half-life, copper-64 has several unique attributes that make it a multi-purpose radionuclide with many potential applications. Additionally, copper as a trace element plays a pivotal role in several human metabolic and pathologic diseases and is involved in malignant cells biochemistry pathways. This offers the opportunity for scientists to explore the theranostic capabilities of copper-64.
