Since the 1990s, Baltic-Russian relations have been amongst the most contentious on the European continent. This volume examines energy security in a privatized, liberalized, and increasingly global energy market, in which the concept of sustainability has developed together with a higher awareness of environmental issues, but where the potential for supply disruptions, price fluctuation, and threats to infrastructure safety must also be considered. Part I commences with an essential introductory chapter which defines energy security and sets forth the key issues and themes of the book. There then follow several cross-cutting chapters which include sceptical analysis of energy security claims from an environmental perspective and a broader geopolitical analysis of energy security. Part II examines a wide variety of international, regional, and national approaches to energy security issues. Energy security concerns differ considerably from country to country, however most of the chapters examining particular nations provide an economic and historical context of their energy security concerns, followed by a detailed analysis of the legal provisions relating to each of the main energy sectors (oil, gas, coal, electricity, nuclear, and renewable energies). This entails examination of regulation, organization, and planning for security and other purposes. In a number of cases, energy security law is shaped by other factors such as market liberalization, environmental protection, and competition policy. Part III comprises two final chapters, the first contrasting the various national and regional approaches and analysing cross-cutting issues, whilst the concluding chapter forecasts future trends in the legal regulation of energy security.
Oil Spaces traces petroleum's impact through a range of territories from across the world, showing how industrially drilled petroleum and its refined products have played a major role in transforming the built environment in ways that are often not visible or recognized. Nuclear power is often characterized as a "green technology." Technologies are rarely, if ever, socially isolated artefacts. Instead, they materially represent an embodiment of values and priorities. Nuclear power is no different. It is a product of a particular political economy and the question is whether that political economy can helpfully engage with the challenge of addressing the environmental crisis on a finite, inequitable and shared planet. For developing countries like India, who are presently making infrastructure investments which will have long legacies, it is imperative that these investments wrestle with such questions and prove themselves capable of sufficiency, greater equality and inclusiveness. This book offers a critique of civilian nuclear power as a green energy strategy for India and develops and proposes an alternative "synergy for sustainability." It situates nuclear power as a socio-technical infrastructure embodying a particular development discourse and practice of energy and economic development. The book reveals the political economy of this arrangement and examines the latter's ability to respond to the environmental crisis. Manu V. Mathai argues that the existing overwhelmingly growth-focused, highly technology-centric approach for organizing economic activity is unsustainable and needs to be reformed. Within this imperative for change, nuclear power in India is found to be and is characterized as an "authoritarian technology." Based on this political economy critique the book proposes an alternative, a synergy of ideas from the fields of development economics, energy planning and science, technology and society studies.

This book sheds light on how global warming has caused the ongoing environmental disaster in the Arctic, namely its melting. This development, if left unabated, will have a major negative environmental impact, not only on the Arctic itself, but on the entire planet, including the worsening of global warming and rising sea levels. The latter is a major threat to all island countries and all countries having coastlines with open seas with major environmental, social, economic, political and military/security implications. The Arctic melting is bringing about challenges while opening doors for certain opportunities. These are the accessibility of the region's large oil, gas and coal reserves and minerals, including rare earth elements. They are in demand both in the Arctic littoral states (Canada, Denmark/Greenland, Norway, Russia and USA) and the Greater Arctic countries (Iceland, Finland and Sweden) as well as in other parts of the world. In particular, major oil and gas importers (China, India, Japan and South Korea) are interested in the Arctic energy resources, the main non-regional countries with a capability to engage in the region. The obvious importance of the regional energy and mineral resources makes the division of the region among the regional countries crucial. The melting of the Arctic ice will also lead to the availability for at least a few months a year of a Northern Sea Route and a Northwest Passage connecting Europe to North America and the North-Eastern part of Asia. The importance of these northern routes and the Arctic mineral and energy resources is contributing to a growing military presence of mainly the USA and Russia in this region, which could lead to an arms race. This book describes pathogen removal processes in aerobic granular sludge (AGS) wastewater treatment systems. Faecal indicators (E. coli, Enterococci, coliforms and bacteriophages) were tracked in full-scale AGS facilities and compared to parallel activated sludge (CAS) systems. AGS showed similar removals as the more complex CAS configurations. Removal mechanisms investigated in laboratory-scale reactors showed that the AGS morphology contributes to the removal processes. By tracking E. coli and MS2, it was observed that organisms not attached to the granules are predated by protozoa during aeration. 18S RNA gene analyses confirmed the occurrence of bacterivorous organisms (e.g., Epistylis, Vorticella, Rhogostoma) in the system. Particulate material in the feeding stimulated their development, and a protozoa bloom arose when co-treating with (synthetic) faecal sludge (4 % v/v). An overview of the diverse eukaryotic community in laboratory reactors and real-life applications is also provided. The microbial diversity of the influent was different compared to AGS and CAS sludge samples. However, no clear differences were found between them on species level. This study contributes to a better understanding of the mechanisms behind pathogen removals in AGS systems.

Attracting private investment and delivery of services to the poor majority are two of the major goals for reforming and regulating the power sector in sub-Saharan Africa. This book believes the important determinants of new investment in the electricity industry are the licensing process and the tariff regime. If the licensing process is to attract private investors, the procedures must be clear and must function efficiently and transparently, and the tariff regime reflect actual costs. The rationale for attracting private investment is straightforward -- the inadequacy of existing power systems in the region to meet demand. In many countries, frequent power cuts linked to inadequate electricity generation capacity are the norm rather than the exception. The rationale for considering the plight of the poor is based on both ethical and sustainability considerations. In ethical terms, access to energy is a fundamental human right in the context of social justice. In sustainability terms, a reformed private-investor-dominated power sector that does not recognize the plight of the poor may represent sound economics yet prove to be socially and politically unsustainable. It is therefore necessary to ensure that the recommended regulatory reforms are sensitive to the needs of the poor majority. This volume examines the extent to which the twin goals of attracting investment and providing energy to the poor are addressed by the existing legal and regulatory framework. By studying six countries in the east and southern African region, some helpful lessons worth sharing with other African countries are learned.
The remarkable story of one man's journey to leadership of the world's largest energy company, The Caravan Goes On is the first published inside account of the workings of the corporation by a CEO and represents a significant addition to the literature on the turbulent development of the world's oil industry. Frank Jungers, former President, Chairman and CEO of the petroleum giant Aramco, tells the inside story of his three decades in Saudi Arabia (1947-1978) with the world's largest oil producing company. A North Dakota farm boy Jungers rose to the top of one of the most important hydrocarbon enterprises ever, a company that eventually found itself responsible for nearly one-quarter of the world's oil resources. He writes of his face-to-face encounters with King Faisal and other Saudi leaders, and his role in steering the company through major international crises that included the 1973 Arab-Israeli war, the dramatic oil price increases of the 1970s, the Arab oil embargo and the OPEC hostage incident of 1975. Central to Jungers' story is his role in helping to develop Aramco's Saudi workforce in preparation for the eventual transfer of company ownership from four American oil majors to the Government of Saudi Arabia. He explains the unique nature of the ownership transfer, which was remarkably different from the bitter nationalization process seen in Iraq, Libya, Iran and Venezuela. Jungers describes how Aramco and the Kingdom of Saudi Arabia in an important sense grew up together, and he highlights the crucial role played by Aramco in the development of the young nation's infrastructure and economy. The Caravan Goes On describes the origins of the petroleum industry in Saudi Arabia, with the granting of a concession in 1933 to a subsidiary of Standard Oil of California, the first of Aramco's four oil-company parents. Jungers talks of his own origins as the son of farmer in North Dakota, the family's migration westward due to drought and depression, and his engineering studies at the University of Washington. Jungers began his career in Saudi Arabia working at Ras Tanura, site of Aramco's first oil refinery and oil tanker terminal. He describes how Aramco built its initial workforce, consisting of Americans, Italians, Saudis and other nationalities; he explains how it soon became clear that the future of the Saudi oil industry belonged not with foreign oil interest but to the people of Saudi Arabia; and he relates how he and others worked to give Saudis the training and incentives needed to take over and successfully operate what would become the world's premier oil producing and exporting company. At the same time, Aramco, with its technological expertise and its access to international specialists, began playing a central role in the development of the Kingdom of Saudi Arabia. The company, with support and encouragement of the Saudi Kings, took a lead role in building healthcare, agriculture, the railroads, the electric grid and other sectors of the Saudi economy. The story of the "King Faisal Era" (including the monarch's role in the oil price issue, the Arab oil embargo and his closed-door meetings with the King and his key advisers, including Oil Minister Shaikh Ahmed Zaki Yamani) are vividly described, as well as the shock of King Faisal's tragic death and the tense moments of the OPEC hostage incident that began in Vienna and ended in North Africa. Jungers speaks of his involvement in launching Saudi Arabia's Master Gas System, now a central part of the national economy and his pivotal role in the consolidation of Saudi Arabia's electrical power grid in the Eastern Province. When he returned to Saudi Arabia in 2008 to attend the celebrations of the company's 75th anniversary he fully realized the success of the Aramco venture - how it had indeed prepared large numbers of Saudis for the responsibilities of leading their country's oil industry into a new and exciting economic era. This personal, colorful and up-close view is required reading for oil-industry watchers as well as those interested in big business, geopolitics, America's role in the Middle East and the extraordinary transformation and emergence of modern Saudi Arabia since oil was discovered in its Eastern Province.
Renewable and carbon-neutral energy have been promoted as the future of energy production in the United States. Non-traditional energy sources show promise as alternatives to fossil fuels and may provide a sustainable source of energy in increasingly uncertain energy markets. However, these new sources of energy face their own set of political, administrative, and legal challenges. Green vs. Green explores how mixed land ownership and existing law and regulation present serious challenges to the development of alternative energy sources in the United States. Analytically examining and comparing five green energy sectors; wind, solar, geothermal, biofuel and hydro power, Ryan M. Yonk, Randy T. Simmons, and Brian C. Steed argue that discussing alternative energy without understanding these pitfalls creates unrealistic expectations regarding the ability to substitute "green" energy for traditional sources. This book examines the coordination of renewable energy policies in the European Union using an innovative theoretical approach to explain national policy making. David Jacobs asks, why are national support instruments for electricity from renewable energy sources converging, even though the harmonisation of these frameworks at the European level has failed? Which causal mechanisms lead to cross-national policy similarities? And what are the implications for policy coordination in the EU? The author traces the evolution of feed-in tariffs - the most successful and most widely used support mechanism for renewable electricity - in Germany, Spain and France. He reveals increasing cross-national policy similarities in feed-in tariff design - despite the failure of harmonizing instruments at the European level. He explains these increasing policy similarities by applying policy convergence theory. Policy convergence can occur voluntarily, based on transnational communication, regulatory competition and technological innovations and these findings have important implications for European policy steering. The key to this book is the interrelation of an innovative theoretical concept (coordination of policies in the international arena via voluntary cooperation) with a very topical empirical research focus - the promotion of renewable energies in the EU. Flooding is one of the most frequently occurring and damaging natural disasters worldwide. Quantitative flood risk management (FRM) in the modern context demands statistically robust approaches (e.g. probabilistic) due to the need to deal with complex uncertainties. However, probabilistic estimates often involve ensemble 2D model runs resulting in large computational costs.Additionally, modern FRM necessitates the involvement of a broad range of stakeholders via co-design sessions. This makes it necessary for the flood models, at least at a simplified level, to be understood by and accessible to non-specialists. This study was undertaken to develop a flood modelling system that can provide rapid and sufficiently accurate estimates of flood risk within a methodology that is accessible to a wider range of stakeholders for a coastal city - Can Tho city, Mekong Delta, Vietnam. A web-based hydraulic tool, Inform, was developed based on a simplified 1D model for the entire Mekong Delta, flood hazard and damage maps, and estimated flood damages for the urban centre of Can Tho city (Ninh Kieu district), containing the must-have features of a co-design tool (e.g. inbuilt input library, flexible options, easy to use, quick results, user-friendly interface). Inform provides rapid flood risk assessments with quantitative information (e.g. flood levels, flood hazard and damage maps, estimated damages) required for co-designing efforts aimed at flood risk reduction for Ninh Kieu district in the future.
Energy has become a major element to Russia's attempts, under Putin, to restore its influence over former Soviet territories and reaffirm itself as the dominant regional power. This book investigates how Russia has manipulated the energy of its neighbours on Russian energy supplies to achieve its foreign policy goals, focusing in particular on relations with Ukraine. This book, based on a multitude of primary Ukrainian and Russian primary sources until now not brought to the attention of Western readers, examines important events such as Russia's January 2006 suspension of gas supplies to Ukraine, and the implications for Ukraine's 'Orange Revolution', other post-Soviet states and Western Europe. However, it goes further in showing how domestic political conditions in non-Russian states may facilitate Russia's use of energy as a foreign policy weapon, investigating the local groups that often receive significant profits from allowing Russia to control energy markets and energy transit possibilities. With European countries becoming more dependent upon Russian energy, this book will be of interest not only to Russian Studies and Eastern European Studies experts, but to scholars of international relations and European politics.

Climate change, combined with the rapid and often unplanned urbanisation trends, is associated with a rising trend in the frequency and severity of disasters triggered by natural hazards. In order to face the impacts of such threats, it is necessary to have an appropriate Disaster Risk Assessment (DRA). Traditional DRA approaches for disaster risk reduction (DRR) have focused mainly on the hazard component of risk, with little attention to the vulnerability and the exposure components. To address this issue, this dissertation's main objective is to develop and test a disaster risk modelling framework that incorporates socioeconomic vulnerability and the adaptive nature of exposure associated with human behaviour in extreme hydro-meteorological events in the context of SIDS. To achieve the objective, an Adaptive Disaster Risk Assessment (ADRA) framework is proposed. ADRA uses an index-based approach (PeVI) to assess the socioeconomic vulnerability using three components: susceptibility, lack of coping capacities, and lack of adaptation. Furthermore, ADRA explicitly incorporates the exposure component using two approaches; first, a logistic regression model was built using the actual evacuation rates observed during Hurricane Irma, and second, an Agent-based model is used to simulate how households change their exposure levels in relation to different sources of information
This thesis presents analysis of the status of IWRM implementation along with the challenges with regards to policy and institutional measures as well as the required basin information and management instruments. The research entailed a detailed analysis of water resources systems based on a case study from the Awash River Basin in Ethiopia, covering the historical and present state of the challenges and gaps in policies, institutional arrangements and management instruments. The status quo of practical water management, implications of plausible management alternatives in terms of their impact to future water availability, demand fulfilment, patterns of use, and sustainability of the environment were examined. Moreover, the interlinkages and dynamics between key water dependent resources sectors, broadly categorized into water, energy, food, and ecosystems (WEFE) was explored to identify key tradeoffs and synergies. This was deliberated as to improving the synchronization of sectoral plans and resources management programs, thereby fast-tracking the coordination process in IWRM. Overall, the research provides a clearer understanding of the system-wide problems, structural challenges and possible future consequences regarding the management and sustainability of the entire water resource system. Ultimately the purpose is to set in motion new strategies and mechanisms to improve the implementation of the currently applied IWRM framework in the context of the SDGs.
The relationship between the price of oil and the level of economic activity is a fundamental issue in macroeconomics. There is an ongoing debate in the literature about whether positive oil price shocks cause recessions in the United States (and other oil-importing countries), and although there exists a vast empirical literature that investigates the effects of oil price shocks, there are relatively few studies that investigate the direct effects of uncertainty about oil prices on the real economy.
