Vom Affentlichen Gesundheitswesen ist heute vielfach die Rede -
meistens von seinen hohen Kosten, seinen SchwAchen und von der
SphAre zwischen medizinisch Machbarem und praktisch Finanzierbarem.
Doch es geht keineswegs nur um finanzielle Fragen, um BeitragssAtze
und KostendAmpfung, sondern A1/4berhaupt um die gerechte Verteilung
der verfA1/4gbaren Ressourcen, um die Ziele Affentlicher
Gesundheitsversorgung und um die anzuwendenden Verfahren ihrer
Festlegung. Die Abhandlung befaAt sich mit den
verfassungsrechtlichen Vorgaben fA1/4r das Affentliche
Gesundheitswesen. Hierzu werden vorrangig zwei Schwerpunkte
untersucht: die prAgenden Grundrechtspositionen und die Verfahrens-
und Organisationsstrukturen fA1/4r notwendige
Verteilungsentscheidungen.
Die Frage, welchen Einfluss die europaische Integration auf die
verfassungsmassige Ordnung der Bundesrepublik Deutschland ausubt,
war bis vor wenigen Jahren eine Nebenfrage. Sie betraf im
wesentlichen das Problem der Sicherung der Grundrechte. Die
europaischen Gemeinschaftsbestrebungen schienen vereinbar mit dem,
was das Grundgesetz uber Wesen und Gestalt des deutschen Staates

deren Resultat wir uns fragen mussen, wie viel von dem Staat, den

Change and development are going on all around us. On both an
international platform, as well as at the local governmental and
community level, governments, decision and policy makers constantly
strive to improve the world in which we live, seeking to make it
better and to improve quality of life. This book focuses on such

principle of local sustainability down to its constituent parts and
considers the extent to which it can be said to be central to local

The core structure of the regulatory regime for international civil
aviation (the 'Chicago System') is inter-national. The features of
the Chicago System were designed in an era when the world's
airlines were State-owned, and the most pressing international
concerns were for navigation and safety regulation. Economic
liberalization and intense globalization since the Second World War
have impacted on the industry; today, it is global. This book
observes the developing governance of global aviation, taking into
account the concepts of sovereignty, jurisdiction and
territoriality, and the proliferation of actors and participants as
partners in a global public policy network, to posit that an
upgraded system of global governance for civil aviation helps to
explain the emerging complex landscape for global governance of

Legal mechanisms for the management, development and protection of
water resources have evolved over the years and have reached
unprecedented levels of complexity and sophistication. This
phenomenon is largely in response to the global community's
sustainable development agenda, to the challenges and limitations
imposed by climate variability, and to scientific and technological
advances. Bringing together diverse experiences from across the
world, this book analyses existing water law and governance
solutions, their shortcomings, as well as developments and trends
in the light of changing circumstances. The legal mechanisms
examined range from international treaties, agreements and
arrangements on cooperation over transboundary water resources, to
the onset of novel issues arising out of technological advances,

the agrifood supply chain and agricultural policies across the UK,
this book provides the first in-depth analysis of agricultural
policy developments across the UK's four nations rooted in strong
theoretical and practical underpinnings. Arguing that the four
nations could be more ambitious in departing from the Common
Agricultural Policy and extending beyond the 'public money for
