Why, despite two decades of climate policy, have affluent democracies made so little progress in cutting greenhouse gas emissions? We know that there are ways of doing this that are both practical and affordable. It is politics that is the problem. Stringent climate policies may lead companies to redirect investment elsewhere, or lead voters to retaliate at the ballot box. There are many political obstacles to stronger action. What can be done? Based on an analysis of the logic of policy making, plus observation of recent developments in climate politics, this book identifies a broad range of political strategies that are available to governments that wish to take more effective action against climate change while avoiding serious political damage. Separate chapters deal with strategies relating to unilateral action, persuasion, political exchange, and changing the terms of political exchange. As our economic and natural systems continue on their collision course, Bruce Jennings asks whether we have the political capacity to avoid large-scale environmental disaster. Must a more effective governance be less democratic and more autocratic? Or can a new form of grassroots ecological democracy save us from ourselves and the false promises of material consumption run amok? Ecological Governance is an ethicist's reckoning with how our political culture, broadly construed, must change in response to climate change. Jennings argues that during the Anthropocene era a social contract of consumption has been forged. Under it people have given political and economic control to elites in exchange for the promise of economic growth. In a new political economy of the future, the terms of the consumptive contract cannot be met without severe ecological damage. We will need a new guiding vision and collective aim, a new social contract of ecological trusteeship and responsibility.
This book explores how individuals and communities perceive and understand climate change using their observations of change in the world around them. Because processes of climatic change operate at spatial and temporal scales that differ from those of everyday practice, the phenomenon can be difficult to understand. However, flora and fauna, which are important natural and cultural resources for human communities, do respond to the pressures of environmental change. Humans, in turn, observe and adapt to those responses, even when they may not understand their causes. Much of the discussion about human experiences of our changing climate centers on disasters and extreme events, but we argue that a focus on the everyday, on the microexperiences of change, has the advantage of revealing how people see, feel, and make sense of climate change in their own lives. The chapters of this book are drawn from Asia, Europe, Africa, and South and North America. They use ethnographic inquiry to understand local knowledge and perceptions of climate change and the social and ecological changes inextricably intertwined with it. Together, they illustrate the complex process of coming to know climate change, show some of the many ways that climate change and our responses to it inflict violence, and point to promising avenues for moving toward just and authentic collaborative responses.

Act 1, Sc. 2 This volume is the outcome of a NATO Advanced Study Institute held in August 1979 at Bishop's University, Lennoxville, Quebec, Canada. About 130 participants from all the countries of the aJiiance as well as India and Japan attended this event which lasted two weeks. Seventeen of these participants had been invited to present reviews of chosen topics, usually in their specialty. This book is constituted mainly of these presentations, which were prepared as chapters. In addition, six of the participants, whose seminars were found to complement the main chapters, were coopted by the invited lectures/authors to provide additional chapters. Although a lecture was given on electric fields, a chapter on this matter is unfortunately absent due to the lack of preparation time. One may say that Environmental Physiology of Fishes as a discipline originated in Canada. Having been involved as a teacher and worker in this field since 19 54, it was but natural that I was tempted to organise an ASI and get a volume out on the matter. I was encouraged by discussions with colleagues and the acceptance on the part of a large number of eminent colleagues to attend the ASI, deliver lectures and write chapters.
This book focuses on the development of DGT (diffusive gradients in thin films) and the related techniques for measuring and investigating the geochemical process and P transfer across the sediment/water or sediment/root interface in lakes. A series of DGT techniques such as new types of probes, test methods in sediment or the rhizosphere, DIFS (DGT induced fluxes in sediments and soils) model for kinetic P exchange, CID (computer imaging densitometry) for S(-II), and microchelex gel/LA-ICP-MS (laser ablation inductively coupled plasma mass spectrometry) have been developed. The corresponding chapters on the theory and methodology of DGT, the "internal P loading" or P transfer across sediment/root in two lakes, provide insights into the research method and conclusions, including the P release mechanism, the quantification of "internal P loading", kinetic P exchange in DGT/sediment interface, Fe- or S(-II)-microniches at submillimeter scales in sediments for the prediction of P release, and DGT as a surrogate for the prediction of P uptake by roots. It also offers new perspectives in the fields of P analysis and P process in micro-interfaces in lakes using DGT techniques. The P remobilization from Fe-bound P, the coupled Fe-S(-II)-P geochemical reaction and algae biomass breakdown causing P release, are elucidated using DGT methods in sediment layers. DGT parameters and curves for time or distance derived from DIFS can be used to assess kinetic P release in the sediment microzone. CID and LA-ICP-MS methods deliver Fe- and S(-II) images at submillimeter scales, which can be used for the quantification of flux related to microniche peaks and the prediction of P release from Fe-microniche or Fe-S(-II)-P geochemical reactions. DGT measurements in-situ in rhizosphere or rhizonbox can give CE (effective concentration) and CDGT values for the prediction of P accumulated in plant tissues. This book provides a valuable reference resource for senior graduate students, lecturers and researchers in the fields of the geochemical process of eutrophic elements in lakes, lake eutrophication mechanism and environmental analysis.

This publication collects the results of a practical experience of survey, through the direct control of satellite images from high to medium resolution, over areas subjected to desertification problems. The problems of the local population are closely tied to the equilibrium in the management of the territory, which is compromised by the difficulties of maintaining traditional methodologies of management. The new survey technologies, based on the Remote Sensing and Geographic Information System, allow analyzing the details of the present situation and point out the dynamism of the phenomena and the impacts with anthropogenic activities. Training has been carried out in the Tozeur area, in central Tunisia, where participants had the chance to analyze on the field a series of different aspects. It has also been possible to discuss similar experiences in distant territories and the importance of the physical processes of desertification. During the development of the intensive training on the job, visits to entrepreneurial truths concerning the management of the territory have been carried out. The analyzed area finds in tourism an answer to the necessities of improving the living conditions of the population. Specialists from twelve nations presented actions of management of the territory, with detailed attention on environmental security and the conditions of the territory. From the observations carried out the fragility of the landscape of the oases has emerged, which are subjected to total anthropogenic management and therefore closely linked to the availability of the specialized workers in the traditional methodologies. It is natural that the management of the lands changesaccording to modern technologies, but, with a too fast pace, this evolution risks to upset the management of the territory. The exchange of information, the ability to map the variations, the dialogue between the parts, will favor the maintenance of the political security in the Mediterranean region. This experience of cooperation and association constitutes a precedent for the development of a system of high education courses to be provided to the local communities for the common wellbeing.
Are established economic, social and political practices capable of dealing with the combined crises of climate change and the global economic system? Will falling back on the wisdoms that contributed to the crisis help us to find ways forward or simply reconfigure risk in another guise? This volume argues that the combination of global environmental change and global economic restructuring require a re-thinking of the priorities, processes and underlying values that shape contemporary development aspirations and policy. This volume brings together leading scholars to address these questions from several disciplinary perspectives: environmental sociology, human geography, international development, systems thinking, political sciences, philosophy, economics and policy/management science. The book is divided into four sections that examine contemporary development discourses and practices. This book explores the nexus among food, energy and water in peri-urban areas, demonstrating how relevant this nexus is for environmental sustainability. In particular it examines the effective management of the nexus in the face of the risks and trade-offs of mitigation policies, and as a mean to create resilience to climate change. The book delineates strategies and actions necessary to develop and protect our natural resources and improve the functionality of the nexus, such as: integrated management of the major resources that characterize the metabolism of a city, stronger coordination among stakeholders who often weight differently the services that are relevant to their individual concerns, integration of efforts towards environmental protection, adaptation to and prevention of climate change and disaster risks mitigation.
This book looks at global atmospheric processes from a physical standpoint using available current and past observational data taken from measurements of relevant atmospheric parameters. It describes various aspects of the current atmospheric state and its future evolution, focusing primarily on the energetic balance of the Earth and atmosphere, and taking into consideration the multi-faceted global equilibrium between these two systems, carbon, and water. The analysis presented in this book restricts itself to those objects and processes that allow us to obtain reliable conclusions and numerical estimations, in contrast to current climate models with much larger numbers of parameters for describing the same problems. As a result, in spite of the roughness of numerical parameters, the book unveils a reliable and transparent physical picture of energetic phenomena in the global atmosphere. In particular, it shows that approximately only one-fourth of atmospheric water returns from the atmosphere to the Earth in the form of free molecules. It was shown that the contemporary warming of our planet has an anthropogenic character, and that the average global temperature increases due to an increase of the concentration of atmospheric CO2 molecules, via an increase in atmospheric moisture, as well as an increase in the amount of aerosols in the atmosphere. Accumulation of atmospheric carbon dioxide plays a subsidiary role in this process and gives approximately one-third in a change of the global temperature, while an increase in the amount of atmospheric water by as little as only 0.3% per year explains the observed warming of the Earth. The book shows how the greenhouse instability of the atmosphere evidently has its origins in the Eocene epoch, presenting an analysis of the influence of various types of global energetic processes on the climate that differs from the official stance on these problems.
How do policymakers, businesses and civil society in India approach the challenge of climate change? What do they believe global climate negotiations will achieve and how? And how are Indian political and policy debates internalizing climate change? Relatively little is known globally about internal climate debate in emerging industrializing countries, but what happens in rapidly growing economies like India's will increasingly shape global climate change outcomes. This Handbook brings together prominent voices from India, including policymakers, politicians, business leaders, civil society activists and academics, to build a composite picture of contemporary Indian climate politics and policy. One section lays out the range of positions and substantive issues that shape Indian views on global climate negotiations. Another delves into national politics around climate change. A third looks at how climate change is beginning to be internalized in sectoral policy discussions over energy, urbanization, water, and forests. The volume is introduced by an essay that lays out the critical issues shaping climate politics in India, and its implications for global politics. The papers show that, within India, climate change is approached primarily as a developmental challenge and is marked by efforts to explore how multiple objectives of development, equity and climate mitigation can simultaneously be met. In many parts of the world, climatic variations are recognized as one of the major factors contributing to land degradation impacting on agricultural systems performance and management. To accurately assess sustainable land management practices, the climate resources and the risk of climate-related or induced natural disasters in a region must be known. Only when climate resources are paired with management or development practices can the land degradation potential be assessed and appropriate mitigation technologies be developed. This book is based on an International Workshop held in Arusha, Tanzania and should be of interest to all organizations and agencies interested in sustainable land management to arrest land degradation.
Can, and should, liberalism make itself hospitable to a politics which does justice to climate change?
