Contaminated Land - Reclamation, Redevelopment and Reuse in the United States and the European Union (Hardcover): Peter B.... Contaminated Land - Reclamation, Redevelopment and Reuse in the United States and the European Union (Hardcover)
Peter B. Meyer, Richard H. Williams, Kristen R. Yount
R3,005 Discovery Miles 30 050 Ships in 12 - 17 working days

Contaminated land policy is a key concern of governments and policy makers across the globe, yet discussion has traditionally focused on the particular experience of the United States. This major new book develops a framework for assessing laws and regulations regarding contaminated land and polluted properties, their clean up and reuse, and the assignment of costs and responsibilities for reclamation. In Contaminated Land, the authors, a European and two Americans, lay out a framework for cross- national comparisons of policy contexts as well as ways of examining the outcomes of different approaches to contaminated land and systematically compare approaches to this issue in both the EU and US. The use of this framework leads to a reassessment of specific policies, such as the polluter pays principle, which may be more successful in the EU than it has been in the US, and subsidiarity which, while problematic in Europe, may hold promise in a US application. Specific issues discussed include the nature and extent of the contaminated land problem, legal implications, regulation in the US, the 1980 Comprehensive Environmental Liability, Compensation and Reclamation Act, European experience and EU environmental policy, integrated comparative analysis and some lessons for the future. Contaminated Land offers valuable insights on policy responses to the problem of badly polluted land from the perspectives of planning, economics and sociology. In particular, this volume offers frameworks for comparison of different national settings to help determine the preferred and most promising approaches to contaminated land in any social, economic and legal policy context.

It is a cutting-edge academic monograph that combines industry, policy, and thought. In this book, the author not only discusses the humanities thoughts such as ethics, political economy, philosophy, and sociology, but also involves computer science, biology, and medicine and other science and engineering disciplines, effectively using interdisciplinary thinking as readers clarify how to explore ethical consensus and establish smart social governance rules in the era of artificial intelligence, so as to provide the most comprehensive and unique scientific and technological insights for smart economy participants, related practitioners in the artificial intelligence industry, and government policy makers. For academia, this is a representative book of Chinese scholars' systematic thinking on AI ethical propositions from a global perspective. For the industry, this is a book that understands the policies and ethical propositions faced by the development of AI industry. An important reference book, for policy makers, this is a monograph for understanding how policies in the AI industry make decisions that conform to AI industry practices and people's moral order.

Handbook on Public Private Partnerships in Transportation, Vol II - Roads, Bridges, and Parking (Hardcover, 1st ed. 2022):... Handbook on Public Private Partnerships in Transportation, Vol II - Roads, Bridges, and Parking (Hardcover, 1st ed. 2022)
Simon Hakim, Robert M. Clark, Erwin A Blackstone
R5,874 Discovery Miles 58 740 Ships in 12 - 17 working days

Second in a two-volume set, this book discusses the role of public-private partnerships (PPPs) in global transportation infrastructure, specifically focusing on roads, bridges, and parking. To provide vital services in an era of shrinking government budgets, public-private partnerships have become an increasingly important part of travel infrastructure worldwide. This book describes and analyses the structure of various models of PPPs in several countries, evaluating their effectiveness, and drawing policy implications for future use. The chapters were written by leading international researchers and practitioners in the transportation field where each chapter is a case study on the adoption, implementation, and outcome of transportation services. Taken together, these diverse case studies provide an integrated framework for evaluating, using PPPs, and suggesting policy implications to both the public and the private sectors in transportation. Providing rigorous empirical analysis of PPPs in transportation, this volume will be of interest to researchers in public administration, political science, public choice, and economics as well as practitioners and policymakers involved in establishing and monitoring PPPs in transportation.

The Challenge of Public-Private Partnerships - Learning from International Experience (Hardcover): Graeme A Hodge, Carsten Greve The Challenge of Public-Private Partnerships - Learning from International Experience (Hardcover)
Graeme A Hodge, Carsten Greve
R3,644 Discovery Miles 36 440 Ships in 12 - 17 working days

Public-Private Partnerships (PPPs) - cooperative institutional arrangements between public and private sector actors - are now an increasingly relevant and globally popular public policy option. The authors argue that even though PPPs are still evolving, there is now sufficient research to bring these joint ventures to account and to provide lessons for the future. The aim of the book is to investigate how PPP reforms function in comparison to the more traditional methods of providing public sector services and infrastructure and who typically experiences the successes and failures of these reforms. The Challenge of Public-Private Partnerships advances recent thought on PPPs in the areas of risk transfer, financial implications, contractual matters, politics, management and accountability. International case studies are presented from the United Kingdom, Europe, the US and Australasia, and the authors delineate the experience of PPPs in areas such as infrastructure and human services. A strong thread of accountability is woven throughout the book, synthesizing common issues, separating the rhetoric from the performance reality and providing strategies for better meeting the various international challenges for future PPPs. Re-examining the myriad meanings and definitions given to PPPs, and presenting a range of theories and frameworks to improve understanding of PPP events and outcomes, this book will be of great interest to those involved in public administration and public policy-making.

The Effects of Political Institutions on Varieties of Capitalism (Hardcover, 1st ed. 2017): Matthew P. Arsenault The Effects of Political Institutions on Varieties of Capitalism (Hardcover, 1st ed. 2017)
Matthew P. Arsenault
R3,874 Discovery Miles 38 740 Ships in 12 - 17 working days

This book identifies and explores the mechanisms linking political institutions and variation in capitalist systems. A strong correlation exists between varieties of political regimes and varieties of capitalism: majoritarian political regimes are correlated with liberal market economies (LMEs) and consensus political regimes are correlated with coordinated market economies (CMEs). Still, correlation is not causation. Empirical findings illustrate that partisanship and policy legacies, the number of political parties, electoral rules, and constitutional constraints are significant indicators of LMEs and CMEs. Arsenault finds that majoritarian institutions create an environment of adversarial politics and strong competition between actors, which makes credible commitment to nonmarket coordination mechanisms unlikely. Consensus institutions, on the other hand, promote an atmosphere of cooperation and coordination between actors, thus encouraging credible commitment to nonmarket coordination mechanisms. Qualitative case studies of Germany, Britain, and New Zealand confirm the quantitative findings and suggest that political regimes were instrumental in shaping the economic adjustment paths of these countries during the era of liberalization in the 1980s.

TRANSACTION COST ECONOMICS (Hardcover): Oliver E. Williamson, Scott E. Masten TRANSACTION COST ECONOMICS (Hardcover)
Oliver E. Williamson, Scott E. Masten
R17,495 Discovery Miles 174 950 Ships in 12 - 17 working days

Although what has come to be known as transaction cost economics has its origins in the 1930s, it was not until the 1970s that transaction cost economics as a systematic and identifiable field of study began. Since then, numerous theoretical developments and empirical applications have expanded and enriched the field. Recognition of its contributions to our understanding of organizations and institutions includes two Nobel laureates, Ronald Coase in 1991 and Oliver Williamson in 2009. This is an important selection of key articles on transaction cost economics by distinguished scholars including Ronald Coase, Herbert Simon, Kenneth Arrow and Richard A. Posner. This research review addresses key areas such as private ordering and credibility, contracts and organization, internal organization, vertical integration and contracting.

Limitarianism - The Case Against Extreme Wealth (Hardcover): Ingrid Robeyns Limitarianism - The Case Against Extreme Wealth (Hardcover)
Ingrid Robeyns
R762 R625 Discovery Miles 6 250 Save R137 (18%) Ships in 9 - 15 working days

No-one deserves to be a millionaire. Not even you.

We all notice when the poor get poorer: when there are more rough sleepers and food bank queues start to grow. But if the rich become richer, there is nothing much to see in public and, for most of us, daily life doesn't change. Or at least, not immediately.

In this astonishing, eye-opening intervention, world-leading philosopher and economist Ingrid Robeyns exposes the true extent of our wealth problem, which has spent the past fifty years silently spiralling out of control. In moral, political, economic, social, environmental and psychological terms, she shows, extreme wealth is not only unjustifiable but harmful to us all - the rich included.

In place of our current system, Robeyns offers a breathtakingly clear alternative: limitarianism. The answer to so many of the problems posed by neoliberal capitalism - and the opportunity for a vastly better world - lies in placing a hard limit on the wealth that any one person can accumulate. Because nobody deserves to be a millionaire. Not even you.

Domenico Siclari
R1,709 Discovery Miles 17 090 Ships in 10 - 15 working days

This book introduces and contextualizes the revised and strengthened legislation on the laundering of criminal funds mandated by the European Union on the 20th May 2015. The authors provide fresh and new insight into the EU's fourth directive 2015/849, with a specific focus on topics such as: beneficial ownership and effective transparency, the risk-based approach, the issue of supervision of payment institutions that operate across borders by agents, the new method of risk assessment, tax crimes inclusion in "criminal activity" definition, and the effects of new rules on the gambling sector. The authors present the new laws in the context of their legal genealogy and demonstrate the benefits they bring in raising the standards for anti-money laundering regulation and counter-terrorism financing. The book's comprehensive exploration of this new legislation will appeal to policy-makers, students and academics hoping to understand the changes more clearly.

Inflation Dynamics in South Africa - The Role of Thresholds, Exchange Rate Pass-through and Inflation Expectations on Policy... Inflation Dynamics in South Africa - The Role of Thresholds, Exchange Rate Pass-through and Inflation Expectations on Policy Trade-offs (Hardcover, 1st ed. 2017)
Eliphas Ndou, Nombulelo Gumata
R4,856 Discovery Miles 48 560 Ships in 12 - 17 working days

This book offers a comprehensive empirical analysis of South African inflation dynamics, using a variety of techniques including counterfactual analysis. The authors elaborate the roles in inflation of thresholds, nonlinearities and asymmetries introduced by economic conditions such as the size of exchange rate changes and volatility, GDP growth, inflation, output gap, credit growth, sovereign spreads and fiscal policy, providing new policy evidence on the impact of these. Ndou and Gumata apply techniques to determine the prevalence of updating inflation expectations, and reconsider the propagation effects of a number of inflation risk factors. Asking to what extent the evidence points to a need to enforce price stability and the anchoring of inflation expectation, the book fills existing gaps in South African Policy, and maintains a clear argument that price stability is consistent with the 3 to 6 per cent inflation target range, and that threshold application should form an important aspect of policy analysis in periods of macroeconomic uncertainty. As such, the book serves as an excellent reference text for academic and policy discussions alike.

This set of authoritative papers will be an indispensable reference source for scholars and practitioners in this field.

The Role of State Aid in the European Fiscal Integration (Hardcover, 1st ed. 2022): Rossella Miceli The Role of State Aid in the European Fiscal Integration (Hardcover, 1st ed. 2022)
Rossella Miceli
R3,294 Discovery Miles 32 940 Ships in 10 - 15 working days

This book analyzes the issue of European fiscal State aid in order to provide insights into the related evolution prospects and legal problems. State aid has assumed a central position in the field of taxation, becoming the most important instrument of European legal integration, especially in the area of direct taxes. This is the result of major regulatory and interpretative development, which has altered the initial European and national balances in the face of globalization and the problems of the new economy. In this context, the scope and objectives of State aid have progressively broadened, encompassing a significant level of both positive and negative integration of European national tax systems.

Sorry, We Have No Money - Britain's Economic Problem (Hardcover): Warwick Lightfoot Sorry, We Have No Money - Britain's Economic Problem (Hardcover)
Warwick Lightfoot
R1,386 Discovery Miles 13 860 Ships in 12 - 17 working days

In May 2010 the incoming UK Coalition Treasury Secretary was greeted by a light-hearted note from his predecessor, stating 'there is no money.' This message was relayed more seriously to the country that indeed 'we have no money' - a warning of the difficulties to come. A prime challenge to be faced is how to reduce public spending in relation to national income, while achieving a balance between a public sector that provides services that people need and also supports the functioning of a private sector that can finance a generous welfare state. Warwick Lightfoot uses his experience in government and economics to analyse the background to the current situation and sets out the potential for reform in the public sector. He shows that a large public sector can yield significant social and economic benefits, ultimately a wealthier economy with higher living standards and an economy better placed to meet the challenges of an older community in a more competitive world. "This book is a timely reminder of how little the UK's problems have to do with individual bank failures, recession and the business cycle. Warwick Lightfoot provides a clear and balanced account of the last few decades' dilemmas, controversies and policy choices; and argues convincingly that we should revisit the analysts and analyses of the 1970s as a guide to future action." Alison Wolf, Sir Roy Griffiths Professor of Public Sector Management, King's College London "All main party politicians are signed up to Mr Lightfoot's direction of travel; they should look to this book to understand why it might be a good idea to cut public spending." John Redwood MP, Chairman of the Conservative Economic Affairs Committee "A very timely book with a wide perspective and good argument." Professor Peter Sinclair, University of Birmingham "The historical causes and possible consequences of Britain's large public sector are the focus of Sorry We Have No Money. The arguments made by Warwick Lightfoot are provocative and well worth reading." Dr Graham Brownlow, Queen's University Belfast

This book offers a multidisciplinary account of the 'rule of law' as a central pillar of the classical liberal tradition. The authors analyze the original meaning of this expression as first introduced by British jurist A. V. Dicey, before examining its subsequent elaboration by Leoni, Fuller, Hayek and Oakeshott. Addressing the main philosophical and legal aspects of the rule of law, this volume will appeal to all those engaged in law, political theory, philosophy, economics, business ethics, and public policy.

Karl Farmer, Matthias Schelnast
R2,506 R1,423 Discovery Miles 14 230 Save R1,083 (43%) Ships in 12 - 17 working days

Revised and updated for the 2nd edition, this textbook guides the reader towards various aspects of growth and international trade in a Diamond-type overlapping generations framework. Using the same model type throughout the book, timely topics such as growth with bubbles, robots and involuntary unemployment, financial integration and house price dynamics, policies to mitigate climate change and the persistence of religion in a globalized market economy are explored. The first part starts from the "old" growth theory and bridges to the "new" growth theory (including R&D and human capital approaches). The second part presents an intertemporal equilibrium theory of inter- and intra-sectoral trade, investigates innovation, growth and trade and limits to public debt as well as nationally and internationally optimal climate policies. The debt dynamics of the Euro Zone and the origins of intra-EMU and Asian-US trade imbalances are also explored. The book is primarily addressed to upper undergraduate and graduate students wishing to proceed to the analytically more demanding journal literature.

A History (and Future) of the Budget Process in the United States - Budget by Fire (Hardcover, 1st ed. 2019): Paul Winfree A History (and Future) of the Budget Process in the United States - Budget by Fire (Hardcover, 1st ed. 2019)
Paul Winfree
R3,028 Discovery Miles 30 280 Ships in 10 - 15 working days

The United States has one of the most unique budgeting processes of any modern government. The "powers of the purse" are enumerated under the Constitution, but they were hotly debated by the nation's founding fathers. However, the lack of a legal guide for exactly how to delegate the powers, and under what conditions, has led to a process marked by power struggles-primarily between Congress and the presidency-over the last 230 years. Still, the budget and appropriations process is central to the functioning of the federal government. This book covers the transformation of American government through the lens of shifting budgeting power, while documenting the evolution of economic policy through the federal budget. As the nation and the federal government have expanded, the budget process has entirely broken down. This book also recommends changes that would help the budget process function more effectively. The chapters are organized both chronologically and topically to help the reader think through the evolution of the budget process. With its comprehensive approach to the history of the budget process-covering the entirety of US federal existence-this book will be a go-to resource for academics and public policy professionals interested in Congressional and executive history.

The book compares neoclassical and Marxian economics and points out that both the schools of thought seek to analyze how a capitalist society functions. The authors show that the neoclassical economics vindicates capitalism and prescribes policies that further the interest of the rich (giant capitalists), who own most of the non-human productive resources of the economy, whereas Marxian analysis yields the result that a capitalist society is exploitative and crisis-prone. Marxian economics also suggests that the class struggle inherent in a capitalist society will eventually transform it into an equal, just and humane socialist society The book also presents Keynesian theory, which suggests measures that can counter at least some of the crises that Marx said a capitalist country is subject to. It discusses the current state of the capitalist world, the recent crises it was subject to and assesses the three theories in the light of these experiences. It recounts the current states of two important socialist states, namely, China and Cuba. It discusses the economic performance of Soviet Union since its birth and explains the reasons for its disintegration. It compares economic performances of the capitalist and the socialist states and assesses in the light of the experiences of these two blocs of countries which school of thought is more acceptable and closer to the truth.

Improving the Tax System amid the Rule-of-Law China (Hardcover, 1st ed. 2022): Qiao Wang, Weiqun Xi Improving the Tax System amid the Rule-of-Law China (Hardcover, 1st ed. 2022)

This book discusses China's tax system, presenting a comprehensive and systematic research based on a multidisciplinary approach involving economics, finance, political science, sociology, law, public administration, history, and econometrics. With China moving toward the rule of law, this book proposes reforms to the tax laws and the stratified governance with a view to achieving tax neutrality, law-based taxation, tax equality and tax burden stability. It focuses on clarifying the implications, extension, nature, and features of a law-based tax system as well as the logical relationships between the optimization of the tax system structure, modern governance, law-based tax administration, as well as the tax-sharing system of tax collection and the rule of tax law. It suggests that optimizing the tax structure, reforming the tax-sharing system, improving local taxes, and restructuring the tax collection and management system will push China's tax system toward sound design and rule of law. This book is intended for scholars specializing in China's tax system and general readers interested in China's economy.

The recent world economic crisis showed very clearly that financial crises and sovereign defaults are severe threats to economic and social prosperity. In addition, it became apparent that currency crises and banking crises often occur together and are closely related to sovereign debt crises and defaults.

The present book contains new research on various important issues related to financial crises and sovereign default risk by leading experts in the field. The book discusses new modelling approaches to financial crises, defaults and their interdependencies. It also sheds light on the consequences of different sorts of crises for the trust in the institutions which are concerned with managing them. Moreover, it provides discussions of several institutional features of the EMU and the world financial system and in particular the risks inherent in these institutions. The book also includes interesting suggestions for solving crises and improving financial stability.

This book analyses several aspects of Hybrid Annuity Model (HAM), a form of hybrid public-private partnership (PPP) for development of roads sector in India. The book covers contractual, financing, taxation and accounting aspects of the HAM based PPP projects in India and provides a complete multi-dimensional view for readers. It is a comprehensive guide for multiple stakeholders involved in the development of infrastructure projects in developing economies across globe. Given that these are long-term concession agreements (around 15 years), there are inherent complications and the authors have tried to provide clarity on practical issues. The book adopts a novel case-study approach. Based on detailed financial and commercial assumptions for a road project in India, the authors have used around 100 numerical illustrations to provide a quantitative and qualitative understanding for readers. Another highlight of the book is use of international case-studies to provide key learnings in areas of project preparation and structuring for such hybrid PPP models. The risk allocation framework is also contrasted with the HAM PPP model to highlight the key differences. The international case studies have been selected from transport and water sector to illustrate the applicability of hybrid PPPs across multiple sectors to support sustainable infrastructure development. The target audience for this book include private sector developers, government agencies, deal practitioners, advisors, researchers and academia . This book will also serve as a useful guide for commercial lenders, development finance institutions (DFIs) and institutional investors who are looking to finance such infrastructure projects in the long term.
