"Cornelius P. Cotter" was professor of political science and chairman of the Department of Political Science at the Wichita State University. He has been a Republican National Committee Faculty Fellow and served as assistant to the chairman of the Republican National Committee.

"Bernard C. Hennessy" was the director of the National Center for Education in Politics and professor of politics at the New York University School of Law. He has been a Democratic National Committee Faculty Fellow.
