This volume explores the panic that is a central affective register of our current international order. Fears of Somali pirates, "Gypsy" kidnappers, African warlords, Ebola, "Mexican meth," pimps, coyotes, gangs, climate refugees and more, structure the dark side of a metropolitan unconscious. These are terrors over things that (might) cross borders, threatening the sanctity of territoriality and capital. Inspired by scholarship challenging panics around human and sex trafficking, the contributors to this volume develop the umbrella category of the global moral panic. Embracing the challenge of grasping a phenomenon not previously regarded as cohering, they consider panics provoked by travel, passage, transgression; panics over bodies that move. Like panics over trafficking, the episodes narrated here ride and feed a field of common sense regarding crime, rights, and state power. Their logics of victims and villains nourish notions of the centrality of punishment, drawing from and feeding taxonomies of gender, race, and nation, solidifying the order craved by capital. They spotlight the coloniality of power, the ongoing salience of empire, the savior logics of rescue, and the profound sexism organizing hierarchies of bodies and places. Panic, this volume diagnoses, is a crucial, undertheorized facet of contemporary local-global relations.

Over the last five years, headlines have thrust campus police departments from relative obscurity into the national spotlight. Campus constituents have called for campus police, as a tangible manifestation of the War on Crime within the sphere of higher education, to be disarmed, defunded, and abolished. Using a multidisciplinary approach that draws from the fields of history, American studies, ethnic studies, criminology, higher education, and sociology, Cops on Campus provides critical perspectives on the organization and social consequences of campus policing. Chapters uncover details of the structure and culture of university police—some of the best-funded and largest private police forces in the nation—and examine the institution in relation to racialized and gendered violence, racial profiling, and the surveillance of marginalized communities on and off campus. The volume also features interviews with students, staff, and faculty activists to showcase efforts to redefine and reimagine campus safety and explore alternatives for the future.

In Violence Work Micol Seigel offers a new theorization of the quintessential incarnation of state power: the police. Foregrounding the interdependence of policing, the state, and global capital, Seigel redefines policing as “violence work,” showing how it is shaped by its role of channeling state violence. She traces this dynamic by examining the formation, demise, and aftermath of the U.S. State Department's Office of Public Safety (OPS), which between 1962 and 1974 specialized in training police forces internationally. Officially a civilian agency, the OPS grew and operated in military and counterinsurgency realms in ways that transgressed the borders that are meant to contain the police within civilian, public, and local spheres. Tracing the career paths of OPS agents after their agency closed, Seigel shows how police practices writ large are rooted in violence—especially against people of color, the poor, and working people—and how understanding police as a civilian, public, and local institution legitimizes state violence while preserving the myth of state benevolence.

In "Uneven Encounters," Micol Seigel chronicles the exchange of popular culture between Brazil and the United States in the years between the World Wars, and demonstrates how that exchange affected ideas of race and nation in both countries. From Americans interpreting advertisements for Brazilian coffee or dancing the Brazilian "maxixe," to Rio musicians embracing the "foreign" qualities of jazz, Seigel traces a lively, cultural back and forth. Along the way, she shows how race and nation for both elites and non-elites are constructed together, and driven by global cultural and intellectual currents as well as local, regional, and national ones. Seigel explores the circulation of images of Brazilian coffee and of maxixe in the United States during the period just after the imperial expansions of the early twentieth century. Exoticist interpretations structured North Americans' paradoxical sense of themselves as productive "consumer citizens." Some people, however, could not simply assume the privileges of citizenship. In their struggles against racism, Afro-descended citizens living in Rio de Janeiro, Sao Paulo, New York, and Chicago encountered images and notions of each other, and found them useful. Seigel introduces readers to cosmopolitan Afro-Brazilians and African Americans who rarely traveled far from home but who nonetheless absorbed ideas from abroad. She suggests that studies comparing U.S. and Brazilian racial identities as two distinct constructions are misconceived. Racial formation transcends national borders; attempts to understand it must do the same.
