Would the Islamic State ever renounce violence? In the current political climate, the question seems preposterous. Yet, at the height of a terrorist campaign against tourists in Egypt during the 1990s, nobody expected that the group behind the attacks would issue and adhere to a nonviolence initiative. What drives groups to shift between nonviolence and violence? When do opposition groups move away from armed action, and why do some organizations renounce violence permanently, whereas others refrain temporarily? In The Violence Pendulum, Ioana Emy Matesan offers a theory of tactical change that explains both escalation and de-escalation in order to answer these questions. Matesan's analysis traces the historical evolution of four Islamist groups: the Muslim Brotherhood and al-Gama'a al-Islamiyya in Egypt, and Darul Islam and Jemaah Islamiyah in Indonesia. Drawing from archival materials, interviews, and reports, she focuses on turning points in each organization. Ultimately, she finds that Islamist groups alter their tactics in response to the perceived need for activism, shifts in the cost of violent versus nonviolent resistance, and internal or external pressures on the organization. Fear pervades dictatorial regimes. Citizens fear leaders, the regime's agents fear superiors, and leaders fear the masses. The ubiquity of fear in such regimes gives rise to the "dictator's dilemma," where autocrats do not know the level of opposition they face and cannot effectively neutralize domestic threats to their rule. The dilemma has led scholars to believe that autocracies are likely to be short-lived. Yet, some autocracies have found ways to mitigate the dictator's dilemma. As Martin K. Dimitrov shows in Dictatorship and Information, substantial variability exists in the survival of nondemocratic regimes, with single-party polities having the longest average duration. Offering a systematic theory of the institutional solutions to the dictator's dilemma, Dimitrov argues that single-party autocracies have fostered channels that allow for the confidential vertical transmission of information, while also solving the problems associated with distorted information. To explain how this all works, Dimitrov focuses on communist regimes, which have the longest average lifespan among single-party autocracies and have developed the most sophisticated information-gathering institutions. Communist regimes face a variety of threats, but the main one is the masses. Dimitrov therefore examines the origins, evolution, and internal logic of the information-collection ecosystem established by communist states to monitor popular dissent. Drawing from a rich base of evidence across multiple communist regimes and nearly 100 interviews, Dimitrov reshapes our understanding of how autocrats learn-or fail to learn-about the societies they rule, and how they maintain-or lose-power.

For over a decade now, thinking on regional relations in the Gulf has focused on the competition for regional hegemony between Iran and Saudi Arabia. Today, this perspective is outdated. The smaller Gulf Arab states, led by the United Arab Emirates, are calling for their own goals and interests to be considered and a new regional order has emerged. This book asesses the UAE's increasing power and the future challenges to security it poses. It is a contemporary history and analysis of the changing role of the UAE. Dina Esfandiary argues that the UAE has become more assertive in the pursuit of its own interests in the region and beyond - even when this puts it at odds with its regional allies. This behavior includes the build-up of its military and non-military capabilities, the diversification of its partners, and its willingness to use these resources. The appearance of a hastily-constructed barbed wire entanglement through the heart of Berlin during the night of 12-13 August 1961 was both dramatic and unexpected. On entering the European Union in May 2005, new member states have been required to adapt to a multi-level system of governance in public policy. In doing so, it has been necessary for them to conceptualize learning, institutional and policy adaptation within the EU system of governance, and to draw lessons from the experience of previous enlargement waves. In the wake of globalization, numerous social scientists are turning to concepts of mobility, fluidity and hybridity to characterize a presumed de-territorialization and de-bordering of contemporary social and economic relations. Why has ASEAN endured and why do members, many of whom remain comparatively weak and poor, continue to invest in the regional project? Existing answers, either that ASEAN is meaningless or that it has transformed regional affairs through the creation of shared values are both misplaced. Neither argument is empirically plausible. Instead, this Element argues that ASEAN has and continues to serve state interest through the creation of a shared ritual and symbolic framework. This framework has mitigated regional tension through the performance of regionalism, but has not fundamentally addressed the sources of that tension.
