How do societies identify and promote merit? Enabling all people to fulfill their potential, and ensuring the selection of competent and capable leaders are central challenges for any society. These are not new concerns. Scholars, educators, and political and economic elites in China and India have been pondering them for centuries and continue to do so today, with enormously high stakes. In Making Meritocracy, Tarun Khanna and Michael Szonyi have gathered over a dozen experts from a range of intellectual perspectives-political science, history, philosophy, anthropology, economics, and applied mathematics-to discuss how the two most populous societies in the world have addressed the issue of building meritocracy historically, philosophically, and in practice. Lebanon is an exceptionally misunderstood country; its religious politics are typically misrepresented and denigrated in Western political commentary. 'Sectarianism' is one of the most over-discussed yet under-analysed concepts in debates about the Middle East. Despite the deluge of commentary, there is no agreement on what 'sectarianism' is. Is it a social issue, one of dogmatic incompatibility, a historic one or one purely related to modern power politics? Is it something innately felt or politically imposed? Is it a product of modernity or its antithesis? Is it a function of the nation-state or its negation? This book seeks to move the study of modern sectarian dynamics beyond these analytically paralysing dichotomies by shifting the focus away from the meaningless '-ism' towards the root: sectarian identity. How are Sunni and Shi'a identities imagined, experienced and negotiated and how do they relate to and interact with other identities? Looking at the modern history of the Arab world, Haddad seeks to understand sectarian identity not as a monochrome frame of identification but as a multi-layered concept that operates on several dimensions: religious, subnational, national and transnational. Far from a uniquely Middle Eastern, Arab, or Islamic phenomenon, a better understanding of sectarian identity reveals that the many facets of sectarian relations that are misleadingly labelled 'sectarianism' are echoed in inter- group relations worldwide.

But is the wall more than an historical relict for the management of borders? In recent years, the wall has been given renewed vigour in North America, particularly along the U.S.-Mexico border, and in Israel-Palestine. But the success of these new walls in the development of friendly and orderly relations between nations (or indeed, within nations) remains unclear. What role does the wall play in the development of security and insecurity? Do walls contribute to a sense of insecurity as much as they assuage fears and create a sense of security for those 'behind the line'? Exactly what kind of security is associated with border walls? This book explores the issue of how the return of the border fences and walls as a political tool may be symptomatic of a new era in border studies and international relations. Taking a multidisciplinary approach, this volume examines problems that include security issues ; the recurrence and/or decline of the wall; wall discourses ; legal approaches to the wall; the 'wall industry' and border technology, as well as their symbolism, role, objectives and efficiency.

To understand fully the process of European integration, it is necessary to consider developments at the sub-national and local level. EU integration scholars have been examining the local level using the concept of multi-level governance (MLG) since the 1990s. While MLG was the first concept to scrutinize the position of local levels of public administration and other actors within the EU polity, it overestimates the degree of influence it ascribes to local levels, particularly as far as the rural is concerned. Focusing on Germany and Finland, with country specific information from all EU member states, this book combines MLG with the concept of structural constructivism, in order to reveal some of the hidden aspects of EU integration. Bringing together these concepts and methodologies and replacing mainstream theories of integration with this new approach, offers a more accurate picture of multi-level interaction in rural policy and of the impacts of European integration at the local level. By examining the Community Initiative LEADER+ and setting this within a discussion of the state and structure of rural development policy, this book looks at the challenges, opportunities and policy options which are available and have been implemented in rural development. It shows that these are often context dependent and that the future of rural development policies, their shape and institutional configuration depend on reforms put in place at all levels of governance. Finally, it argues that the MLG of rural development policy must be built with people who have the know-how and the (local) knowledge to implement development projects and who have made LEADER a success in the past.

The Indian Ocean is of tremendous geo-political and strategic relevance. More than eighty per cent of global seaborne trade in oil passes through the Ocean. Access to resources is under-regulated (fishing) or has yet to be conceived (deep sea bed mining) and security concerns such as piracy and the stability of strategically located states, are propelling countries to rethink naval capabilities and priorities. This applies to littoral countries as well as to extra-regional powers such as China, Japan, European countries and the United States, each of which is keenly interested in maintaining and securing open sea-lanes of communication. The revival in maritime concern is prompting new dynamics of competition and cooperation in a region that has historically been characterised by dense cultural, economic and political networks. The Indian Ocean is an extensive and expansive space where no one power has been able to hold sway. Hence, multilateralism and open regionalism are key contributors to stability, both in terms of military as well as commercial coordination. In this issue, scholars from Asia, Europe and the US examine institutions and examples of maritime governance within the Indian Ocean including security arrangements, evolving forms of alliance building and counter-balancing, policy planning and forecasting. Intimate Geopolitics begins with a love story set in the Himalayan region of Ladakh, in India's Jammu and Kashmir State, but this is also a story about territory, and the ways that love, marriage, and young people are caught up in contemporary global processes. Imagined Geographies in the Indo-Tibetan Borderlands: Culture, Politics, Place is an ethnography of culture and politics in Monyul, a Tibetan Buddhist cultural region in west Arunachal Pradesh, Northeast India. For nearly three centuries, Monyul was part of the Tibetan state, and the Monpas - as the communities inhabiting this region are collectively known - participated in trans-Himalayan trade and pilgrimage. Following the colonial demarcation of the Indo-Tibetan boundary in 1914, the fall of the Tibetan state in 1951, and the India-China boundary war in 1962, Monyul was gradually integrated into India and the Monpas became a Scheduled Tribe. In 2003, the Monpas began a demand for autonomy under the leadership of Tsona Gontse Rinpoche. This book examines the narratives and politics of the autonomy movement regarding language, place-names, and trans-border kinship against the backdrop of the India-China border dispute. It explores how the Monpas negotiate multiple identities to imagine new forms of community that transcend regional and national borders.

This book discusses the growing media engagement between China and Africa from the point of view of both these regions. The rapid increase in Sino-African contact has led to many controversies and debates in the media, often represented in simplistic terms and stereotypes that call for more in-depth scholarly analysis. Not only have the relationship between Africa and China made headlines in the media, but the media itself has also become increasingly central in the exchanges of capital and human resources between these two regions. The media has also become the terrain where China's new foreign policy takes shape in the form of 'soft power'. Examining international water allocation policies in different parts of the world, this book suggests that they can be used as a platform to induce cooperation over larger political issues, ultimately settling conflicts. The main premise is that water can and should be used as a catalyst for peace and cooperation rather than conflict. Evidence is provided to support this claim through detailed case studies from the Middle East and the Lesotho Highlands in Africa. These international cases - including bilateral water treaties and their development and formation process and aftermath - are analyzed to draw conclusions about the outcomes as well as the processes by which these outcomes are achieved. It is demonstrated that the perception of a particular treaty as being equitable and fair is mainly shaped by the negotiation process used to reach certain outcomes, rather than being determined mechanistically by the quantitative allocation of water to each party. The processes and perceptions leading to international water conflict resolutions are emphasized as key issues in advancing cooperation and robust implementation of international water treaties. The key messages of the book are therefore relevant to the geo-political and hydro-political aspects of water resources in the context of bilateral and multilateral conflicts, and the trans-boundary management of water resources, which contributes insights to political ecology, geo-politics, and environmental policy.
