Uncertainty surrounds every major decision in international politics. Yet there is almost always room for reasonable people to disagree about what that uncertainty entails. No one can reliably predict the outbreak of armed conflict, forecast economic recessions, anticipate terrorist attacks, or estimate the countless other risks that shape foreign policy choices. Many scholars and practitioners therefore believe that it is better to keep foreign policy debates focused on the facts - that it is, at best, a waste of time to debate uncertain judgments that will often prove to be wrong. In War and Chance, Jeffrey A. Friedman shows how foreign policy officials often try to avoid the challenge of assessing uncertainty, and argues that this behavior undermines high-stakes decision making. Drawing on an innovative combination of historical and experimental evidence, he explains how foreign policy analysts can assess uncertainty in a manner that is theoretically coherent, empirically meaningful, politically defensible, practically useful, and sometimes logically necessary for making sound choices. Each of these claims contradicts widespread skepticism about the value of probabilistic reasoning in international politics, and shows how placing greater emphasis on assessing uncertainty can improve nearly any foreign policy debate. A clear-eyed examination of the logic, psychology, and politics of assessing uncertainty, War and Chance provides scholars and practitioners with new foundations for understanding one of the most controversial elements of foreign policy discourse.
Taking an inter-disciplinary approach, Spruyt explains the political organization of three non-European international societies from early modernity to the late nineteenth century. The Ottoman, Safavid and Mughal empires; the Sinocentric tributary system; and the Southeast Asian galactic empires, all which differed in key respects from the modern Westphalian state system. In each of these societies, collective beliefs were critical in structuring domestic orders and relations with other polities. These multi-ethnic empires allowed for greater accommodation and heterogeneity in comparison to the homogeneity that is demanded by the modern nation-state. Furthermore, Spruyt examines the encounter between these non-European systems and the West. Contrary to unidirectional descriptions of the encounter, these non-Westphalian polities creatively adapted to Western principles of organization and international conduct. By illuminating the encounter of the West and these Eurasian polities, this book serves to question the popular wisdom of modernity, wherein the Western nation-state is perceived as the desired norm, to be replicated in other polities.
Since the early twentieth-century, Kurds have challenged the borders and national identities of the states they inhabit. Nowhere is this more evident than in their promotion of the 'Map of Greater Kurdistan', an ideal of a unified Kurdish homeland in an ethnically and geographically complex region. This powerful image is embedded in the consciousness of the Kurdish people, both within the region and, perhaps even more strongly, in the diaspora. Addressing the lack of rigorous research and analysis of Kurdish politics from an international perspective, Zeynep Kaya focuses on self-determination, territorial identity and international norms to suggest how these imaginations of homelands have been socially, politically and historically constructed (much like the state territories the Kurds inhabit), as opposed to their perception of being natural, perennial or intrinsic. Adopting a non-political approach to notions of nationhood and territoriality, Mapping Kurdistan is a systematic examination of the international processes that have enabled a wide range of actors to imagine and create the cartographic image of greater Kurdistan that is in use today.
A global history of human rights in a world of nation-states that grant rights to some while denying them to others Once dominated by vast empires, the world is now divided into close to 200 independent countries with laws and constitutions proclaiming human rights-a transformation that suggests that nations and human rights inevitably developed together. But the reality is far more problematic, as Eric Weitz shows in this compelling global history of the fate of human rights in a world of nation-states. Through vivid histories drawn from virtually every continent, A World Divided describes how, since the eighteenth century, nationalists have struggled to establish their own states that grant human rights to some people. At the same time, they have excluded others through forced assimilation, ethnic cleansing, or even genocide. From Greek rebels, American settlers, and Brazilian abolitionists in the nineteenth century to anticolonial Africans and Zionists in the twentieth, nationalists have confronted a crucial question: Who has the "right to have rights?" A World Divided tells these stories in colorful accounts focusing on people who were at the center of events. And it shows that rights are dynamic. Proclaimed originally for propertied white men, rights were quickly demanded by others, including women, American Indians, and black slaves. A World Divided also explains the origins of many of today's crises, from the existence of more than 65 million refugees and migrants worldwide to the growth of right-wing nationalism. The book argues that only the continual advance of international human rights will move us beyond the quandary of a world divided between those who have rights and those who don't.
Contrary to charges of religious "dogma," Christian actors in international politics often wrestle with the lack of a clear path in determining what to do and how to act, especially in situations of violence and when encountering otherness. Lynch argues that it is crucial to recognise the ethical precarity of decision-making and acting. This book contextualizes and examines ethical struggles and justifications that key figures and movements gave during the early modern period of missionary activity in the Americas; in the interwar debates about how to act vis-a-vis fascism, economic oppression and colonialism in a "secular" world; in liberation theology's debates about the use of violence against oppression and bloodshed; and in contemporary Christian humanitarian negotiations of religious pluralism and challenges to the assumptions of western Christianity. Lynch explores how the wrestling with God that took place in each of these periods reveals ethical tensions that continue to impact both Christianity and international relations.
Environmental rights are a category of human rights necessarily central to both democracy and effective earth system governance (any environmental-ecological-sustainable democracy). For any democracy to remain democratic, some aspects must be beyond democracy and must not be allowed to be subjected to any ordinary democratic collective choice processes shy of consensus. Real, established rights constitute a necessary boundary of legitimate everyday democratic practice. We analyze how human rights are made democratically and, in particular, how they can be made with respect to matters environmental, especially matters that have import beyond the confines of the modern nation state.
David G. Haglund's Sister Republics tells the story of the unique relationship between the United States and its first ally, France. Historians and political scientists have characterized interactions between the two countries in the spheres of security and defense policy in radically different ways: either the two comport themselves in a highly cooperative fashion, befitting their status as old allies and steadfast friends, or they act as bitter rivals, revealing their alliance to be at best dysfunctional and at worst destructive. This book is about Japan-China power politics in the military, economic and propaganda domains. Global institutions are afflicted by severe democratic deficits, while many of the major problems facing the world remain intractable. Against this backdrop, we develop a deliberative approach that puts effective, inclusive, and transformative communication at the heart of global governance. Multilateral negotiations, international organizations and regimes, governance networks, and scientific assessments can be rendered more deliberative and democratic. More thoroughgoing transformations could involve citizens' assemblies, nested forums, transnational mini-publics, crowdsourcing, and a global dissent channel. The deliberative role of global civil society is vital. We show how different institutional and civil society elements can be linked to good effect in a global deliberative system. The capacity of deliberative institutions to revise their own structures and processes means that deliberative global governance is not just a framework but also a reconstructive learning process. A deliberative approach can advance democratic legitimacy and yield progress on global problems such as climate change, violent conflict and poverty.

A critical look into how and why the U.S. military needs to become more adaptable. Every military must prepare for future wars despite not really knowing the shape such wars will ultimately take. In the face of such great uncertainty, militaries must be able to adapt rapidly in order to win. Adaptation under Fire identifies the characteristics that make militaries more adaptable, illustrated through historical examples and the recent wars in Iraq and Afghanistan. India is a democracy at bay. In July 2010, Wikileaks published Cablegate, one of the biggest leaks in the history of the US military, including evidence for war crimes and torture. In the aftermath Julian Assange, the founder and spokesman of Wikileaks, found himself at the centre of a media storm, accused of hacking and later sexual assault. He spent the next seven years in asylum in the Ecuadorian embassy in London, fearful that he would be extradited to Sweden to face the accusations of assault and then sent to US. In 2019, Assange was handed over to the British police and, on the same day, the U.S. demanded his extradition. They threatened him with up to 175 years in prison for alleged espionage and computer fraud. At this point, Nils Melzer, UN Special Rapporteur on Torture, started his investigation into how the US and UK governments were working together to ensure a conviction. His findings are explosive, revealing that Assange has faced grave and systematic due process violations, judicial bias, collusion and manipulated evidence. He has been the victim of constant surveillance, defamation and threats. Melzer also gathered together consolidated medical evidence that proves that the prison has suffered prolonged psychological torture. Melzer's compelling investigation puts the UK state into the dock, showing how, through secrecy, impunity and, crucially, public indifference, unchecked power reveals a deeply undemocratic system. Furthermore, the Assange case sets a dangerous precedent: once telling the truth becomes a crime, censorship and tyranny will inevitably follow.

Turkey is a country with a history of multiparty electoral competition going back to 1950, longer than many other nations in the world. Until recently, it was often perceived as a model country that showed the feasibility of democratic governance in a Muslim-majority society. However, the rise of religious-nationalist populism and sociopolitical polarization has resulted in an authoritarian turn that has stifled political liberalization. Turkish foreign policy has had strong linkages with the West, but now exhibits a more independent and assertive position. Turkish national identity remains exclusionary, as citizens not belonging to the dominant ethnic and religious groups face various levels of discrimination. Political violence persists in the forms of state repression, insurgent attacks, and terrorism; nevertheless, Turkish civil society continues to be resilient. The economy has exhibited sustained levels of growth, though it remains vulnerable to crises. Why has ASEAN endured and why do members, many of whom remain comparatively weak and poor, continue to invest in the regional project? Existing answers, either that ASEAN is meaningless or that it has transformed regional affairs through the creation of shared values are both misplaced. Neither argument is empirically plausible. Instead, this Element argues that ASEAN has and continues to serve state interest through the creation of a shared ritual and symbolic framework. This framework has mitigated regional tension through the performance of regionalism, but has not fundamentally addressed the sources of that tension. |
