Using the examples of the Ottoman Empire, Spain, Austria, France and Germany, this book describes the principal geopolitical features of the expansionist state. It then presents a model of the operation of the expansionist process over space and time. It goes on to apply the geopolitical characteristics of the model to the period after 1945 in order to assess the extent to which the Soviet Union might be considered as being an expansionist state, either actually or potentially. This latter question is obviously once more extremely relevant with the current events in Ukraine.
This volume, originally published in 1968, is in two parts. The first covers various geographical aspects of the internal structure and the external relationships of states and introduces some of the concepts which are examined in specific regional context in the case studies in Part 2.
Looks at the rollout of one of the largest infrastructure programs in human history to show how local governments play a complex role. China's high-speed railway network is one of the largest infrastructure programs in human history. Despite global media coverage, we know very little about the political process that led the government to invest in the railway program and the reasons for the striking regional and temporal variation in such investments. In Localized Bargaining, Xiao Ma offers a novel theory of intergovernmental bargaining that explains the unfolding of China's unprecedented high-speed railway program. Drawing on a wealth of in-depth interviews, original data sets, and surveys with local officials, Ma details how the bottom-up bargaining efforts by territorial authorities-whom the central bureaucracies rely on to implement various infrastructure projects-shaped the allocation of investment in the railway system. Demonstrating how localities of different types invoke institutional and extra-institutional sources of bargaining power in their competition for railway stations, Ma sheds new light on how the nation's massive bureaucracy actually functions.
Nusantaria - often referred to as 'Maritime Southeast Asia' - is the world's largest archipelago and has, for centuries, been a vital cultural and trading hub. Nusantara, a Sanskrit, then Malay, word referring to an island realm, is here adapted to become Nusantaria - denoting a slightly wider world but one with a single linguistic, cultural and trading base. Nusantaria encompasses the lands and shores created by the melting of the ice following the last Ice Age. These have long been primarily the domain of the Austronesian-speaking peoples and their seafaring traditions. The surrounding waters have always been uniquely important as a corridor connecting East Asia to India, the Middle East, Europe and Africa. In this book, Philip Bowring provides a history of the world's largest and most important archipelago and its adjacent coasts. He tells the story of the peoples and lands located at this crucial maritime and cultural crossroads, from its birth following the last Ice Age to today.
Islands are intrinsic parts of the Indian Ocean Region's physical geography and human landscape. Historically, many have played substantial roles in the regional cultural and economic networks, as well as in the regional political developments. Today, at least three issues bring these islands back to the forefront of the regional and global affairs, namely geopolitics and strategic matters, environmental conditions and challenges, as well as ocean affairs. However, there has not been yet a lot of research and publications on this phenomenon of islands' growing significance in the specific context of the Indian Ocean Region. This book provides a rare attempt to cover various issues related to geopolitics, international relations, history, security, anthropology and ocean/environment of Indian Ocean islands and their societies. More specifically, it provides case studies on Sri Lanka (foreign policy), Cocos and Christmas Islands (geo-strategy), Chagos Archipelago (history), Mauritius ('Indo-Mauritians'), Mauritius and Seychelles (maritime security), European Union and the Indian Ocean Islands (international relations), and Sundarban islands (environment and society). The chapters were originally published in a special issue of the Journal of the Indian Ocean Region.
How can we know a country, such as the United States or China, is revisionist, that is, whether it intends to upset the international order? What motivates states to act the way they do? Contesting Revisionism focuses on a particular kind of motivation inclining a state to challenge the existing norms, rules, and institutions of international order: revisionism. The authors offer a critique of the existing discourse on revisionism and investigate the origin and evolution of the foreign policy orientations of revisionist states in the past. Furthermore, they introduce an ensemble of indicators to discern and compare the extent of revisionist tendencies on the part of contemporary China and the United States. Questioning the facile assumption that past episodes will repeat in the future, they argue that "hard" revisionism relying on war and conquest is less viable and likely in today's world. Instead, "soft" revisionism seeking to promote institutional change is more relevant and likely. Focusing on contemporary Sino-American relations, they conclude that much of the current discourse based on power transition theory is problematic. A dominant power is not inevitably committed to the defense of international order, nor does a rising power always have a revisionist agenda to challenge this order. The transformation of international order does not necessarily require a power transition between China and the US., nor does a possible power transition necessarily augur war. After developing the concept of revisionism both theoretically and empirically, they conclude with a series of policy recommendations for enhancing international stability and diminishing tension in Sino-American relations.

Would the Islamic State ever renounce violence? In the current political climate, the question seems preposterous. Yet, at the height of a terrorist campaign against tourists in Egypt during the 1990s, nobody expected that the group behind the attacks would issue and adhere to a nonviolence initiative. What drives groups to shift between nonviolence and violence? When do opposition groups move away from armed action, and why do some organizations renounce violence permanently, whereas others refrain temporarily? In The Violence Pendulum, Ioana Emy Matesan offers a theory of tactical change that explains both escalation and de-escalation in order to answer these questions. Matesan's analysis traces the historical evolution of four Islamist groups: the Muslim Brotherhood and al-Gama'a al-Islamiyya in Egypt, and Darul Islam and Jemaah Islamiyah in Indonesia. Drawing from archival materials, interviews, and reports, she focuses on turning points in each organization. Ultimately, she finds that Islamist groups alter their tactics in response to the perceived need for activism, shifts in the cost of violent versus nonviolent resistance, and internal or external pressures on the organization. Groups turn to violence when grievances escalate, violent resistance is feasible and publicly tolerated, and there are internal or external pressures to act. In turn, groups renounce armed action when violence costs them too much, disillusionment eclipses the perceived need for continued activism, and leaders are willing to rethink the tactics and strategies of the group. By uncovering the reasons for escalation and de-escalation across a range of political environments, The Violence Pendulum reshapes our understanding of how decisions are made-and how nonviolence can be achieved-in armed groups.
China is building a New Silk Road that runs through the heartland of the Muslim world, promising it will create integrated economies and stronger ties across Eurasia and Africa. Robert R. Bianchi argues that while China has the financial and technical resources to accomplish its infrastructure goals, it is woefully unprepared to deal with the social and political demands of its partner countries' citizens. China and the Islamic World explores how China's leaders and citizens are learning-through their relationships with Pakistan, Turkey, Indonesia, Iran, Nigeria and Egypt-that they have to respect and adjust to the aspirations of ordinary people throughout the Islamic world, not just cater to the narrow band of government and business elites. Bianchi demonstrates that turbulent countries along the New Silk Road are likely to transform Chinese society at least as much as China changes them. This realization will be deeply unsettling for China's authoritarian rulers, who desperately want to monopolize power domestically. The party and state bosses have responded to challenges with a contradictory blend of flexibility abroad and rigidity at home, compromising with popular demands in one country after another while refusing to negotiate many of the same issues with their own citizens. This book shows how China faces a growing struggle to maintain their double-sided statecraft as it becomes apparent that the New Silk Road is not a one way street.
The Belt and Road Initiative (BRI) is emerging as a vital lynch-pin in China's efforts to establish a maritime and continental zone of influence in the Indo-Pacific region. The Belt and Road Initiative and the Future of Regional Order in the Indo-Pacific interrogates to what extent BRI represents an achievable vision of a China-centric order in Asia and explores its major security implications for the region. The contributions to this volume provide up-to-date analysis of the effect of BRI on the region's foreign policy and alliance patterns, its connection to geo-economics and domestic Chinese politics, and the policy responses of key Indo-Pacific actors. While acknowledging that BRI remains prey to a variety of internal and exogenous shocks, the contributors conclude that at the very least BRI will continue to disrupt the existing alignments of economic and strategic interests in the Indo-Pacific and that on this minimal basis BRI will likely be judged a success by China. For regional actors, however, the BRI simultaneously enhances choice while presenting strategic and economic risks of greater dependency on China - a dilemma intensified by the disruptive effects of the Trump administration on regional confidence in the longevity of American commitments and leadership.
How do people live in a country that has experienced rebellions and state-organised repressions for decades and that is still marked by routine forms of violence and impunity? What do combatants do when they are not mobilised for war? Drawing on over ten years of fieldwork conducted in Chad, Marielle Debos explains how living by the gun has become both an acceptable form of political expression and an everyday occupation. Contrary to the popular association of violence and chaos, she shows that these fighters continue to observe rules, frontiers and hierarchies, even as their allegiances shift between rebel and government forces, and as they drift between Chad, Libya, Sudan and the Central African Republic. Going further, she explores the role of the globalised politico-military entrepreneurs and highlights the long involvement of the French military in the country. Ultimately, the book demonstrates that ending the war is not enough. The issue is ending the 'inter-war' which is maintained and reproduced by state violence. Combining ethnographic observation with in-depth theoretical analysis, Living by the Gun in Chad is a crucial contribution to our understanding of the intersections of war and peace.
Many nations that are rich in oil and natural resources are plagued by undemocratic politics, war and civil conflict, corrupt governments, and volatile economies. Scholars have pointed to a "resource curse" as a root of the problem: the notion that valuable natural resources are connected to serious social, political, and economic problems. Entirely missing from the story, however, is an understanding about the role of the public in oil nations-specifically, the attitudes, values, and ideals they hold about important social, political, and economic issues. In Hydrocarbon Citizens, Nimah Mazaheri tells the story of how the discovery of oil dramatically transformed politics and society in the Middle East. He argues that the creation of oil-dependent economies cultivated a new type of citizen in the region: the "hydrocarbon citizen." These citizens hold attitudes, values, and beliefs about their governments and national politics that are very different from what is observed in countries that do not produce oil. Hydrocarbon citizens tend to view their governments as highly effective, generous, helpful, and responsive to the basic needs of society compared to the citizens of countries without oil. Hydrocarbon citizens also tend to be skeptical about the merits of democratization and more likely to believe that democratic governments are ineffective, unstable, and full of problems. Including a rich historical discussion, in-depth analysis of public opinion data, and original surveys conducted among Saudi Arabians and Emiratis, Mazaheri offers a new way of understanding the puzzling "resource curse" that has afflicted mineral-dependent nations around the world. Moreover, he provides a new way of thinking about current politics in the Middle East and explains why some of the region's long-lasting autocracies have been successful in resisting the rise of democracy.

"Churchill, America and Vietnam 1941-1945" offers a nuanced analysis of British policy towards the post-war structure of the European colonial empires. By ample, carefully deployed evidence, the book concludes, that Churchill was willing to sacrifice French colonial interests in Vietnam for the sake of his all-important 'special relationship' with America. This reveals not only a clear sense of Churchill's wartime priorities, but also fresh and original insights into the inconsistencies sometimes apparent in the Prime Minister's position - for example as a staunch defender of imperialism. Born in Civil War-era Cincinnati in 1857, William Howard Taft rose rapidly through legal, judicial, and political ranks, graduating from Yale and becoming a judge while still in his twenties. In 1900, President William McKinley appointed Taft to head a commission charged with preparing the Philippines for US-led civil government, setting the stage for Taft's involvement in US-Philippine relations and the development of his imperial vision across two decades. This political analysis exposes the fanciful logic that the United States can use nuclear weapons to vanquish nuclear adversaries or influence them when employing various coercive tactics. During the Cold War, American policymakers sought nuclear advantages to offset an alleged Soviet edge. Policymakers hoped that US nuclear capabilities would safeguard deterrence, when backed perhaps by a set of coercive tactics. But policymakers also hedged their bets with plans to fight a nuclear war to their advantage should deterrence fail. In The False Promise of Superiority, James H. Lebovic argues that the US approach was fraught with peril and remains so today. He contends that the United States can neither simply impose its will on nuclear adversaries nor safeguard deterrence using these same coercive tactics without risking severe, counterproductive effects. As Lebovic shows, the current faith in US nuclear superiority could produce the disastrous consequences that US weapons and tactics are meant to avoid. This book concludes that US interests are best served when policymakers resist the temptation to use, or prepare to use, nuclear weapons first or to brandish nuclear weapons for coercive effect.
Environmental rights are a category of human rights necessarily central to both democracy and effective earth system governance (any environmental-ecological-sustainable democracy). For any democracy to remain democratic, some aspects must be beyond democracy and must not be allowed to be subjected to any ordinary democratic collective choice processes shy of consensus. Real, established rights constitute a necessary boundary of legitimate everyday democratic practice. We analyze how human rights are made democratically and, in particular, how they can be made with respect to matters environmental, especially matters that have import beyond the confines of the modern nation state.
This edited collection surveys how non-Western states have responded to the threats of domestic and international terrorism in ways consistent with and reflective of their broad historical, political, cultural and religious traditions. It presents a series of eighteen case studies of counterterrorism theory and practice in the non-Western world, including countries such as China, Japan, India, Pakistan, Egypt and Brazil. These case studies, written by country experts and drawing on original language sources, demonstrate the diversity of counter-terrorism theory and practice and illustrate how the world 'sees' and responds to terrorism is different from the way that the United States, the United Kingdom and many European governments do. Fear pervades dictatorial regimes. Citizens fear leaders, the regime's agents fear superiors, and leaders fear the masses. The ubiquity of fear in such regimes gives rise to the "dictator's dilemma," where autocrats do not know the level of opposition they face and cannot effectively neutralize domestic threats to their rule. The dilemma has led scholars to believe that autocracies are likely to be short-lived. Yet, some autocracies have found ways to mitigate the dictator's dilemma. As Martin K. Dimitrov shows in Dictatorship and Information, substantial variability exists in the survival of nondemocratic regimes, with single-party polities having the longest average duration. Offering a systematic theory of the institutional solutions to the dictator's dilemma, Dimitrov argues that single-party autocracies have fostered channels that allow for the confidential vertical transmission of information, while also solving the problems associated with distorted information. To explain how this all works, Dimitrov focuses on communist regimes, which have the longest average lifespan among single-party autocracies and have developed the most sophisticated information-gathering institutions. Communist regimes face a variety of threats, but the main one is the masses. Dimitrov therefore examines the origins, evolution, and internal logic of the information-collection ecosystem established by communist states to monitor popular dissent. Drawing from a rich base of evidence across multiple communist regimes and nearly 100 interviews, Dimitrov reshapes our understanding of how autocrats learn-or fail to learn-about the societies they rule, and how they maintain-or lose-power.

The United States stands at a crossroads in international security. The backbone of its international position for the last 70 years has been the massive network of overseas military deployments. However, the US now faces pressures to limit its overseas presence and spending. In Beyond the Wire, Michael Allen, Michael Flynn, Carla Martinez Machain, and Andrew Stravers argue that the US has entered into a "Domain of Competitive Consent" where the longevity of overseas deployments relies upon the buy-in from host-state populations and what other major powers offer in security guarantees. Drawing from three years of surveys and interviews across fourteen countries, they demonstrate that a key component of building support for the US mission is the service members themselves as they interact with local community members. Highlighting both the positive contact and economic benefits that flow from military deployments and the negative interactions like crime and anti-base protests, this book shows in the most rigorous and concrete way possible how US policy on the ground shapes its ability to advance its foreign policy goals. |
