The transformation from traditional war between nation-states to conflict between nation-states and nonstate actors requires decision makers, policy analysts, military commanders, intelligence officials, and legislators to answer the question: is there a strategy for an unwinnable conflict? This book investigates US foreign policy and tests the hypothesis that transition-inspired democracy promotion will successfully establish liberal democracy around the world, and thus fulfil the aims of the American mission and its application of the democratic peace. It features two detailed case studies exploring political liberalization in Bosnia and Afghanistan, and suggests that the conclusions are applicable to other cases by highlighting the US mission in Iraq. The author critically examines US foreign policy in a theoretical and historical context, focusing on the United States Agency for International Development's (USAID) democracy assistance. It demonstrates that if liberal democracy is the end-goal of USAID's strategy then the theoretical and practical limitations of transition-inspired assistance will impede the attainment of this goal. In examining US democracy promotion in Bosnia, Afghanistan and Iraq during the Clinton and Bush administrations, the book concludes by considering its future during the Obama administration. Examining international water allocation policies in different parts of the world, this book suggests that they can be used as a platform to induce cooperation over larger political issues, ultimately settling conflicts. The main premise is that water can and should be used as a catalyst for peace and cooperation rather than conflict. Evidence is provided to support this claim through detailed case studies from the Middle East and the Lesotho Highlands in Africa. These international cases - including bilateral water treaties and their development and formation process and aftermath - are analyzed to draw conclusions about the outcomes as well as the processes by which these outcomes are achieved. It is demonstrated that the perception of a particular treaty as being equitable and fair is mainly shaped by the negotiation process used to reach certain outcomes, rather than being determined mechanistically by the quantitative allocation of water to each party. The processes and perceptions leading to international water conflict resolutions are emphasized as key issues in advancing cooperation and robust implementation of international water treaties. The key messages of the book are therefore relevant to the geo-political and hydro-political aspects of water resources in the context of bilateral and multilateral conflicts, and the trans-boundary management of water resources, which contributes insights to political ecology, geo-politics, and environmental policy.

Addressing and conceptualizing the changing character of borders in contemporary Europe, this book examines developments occurring in the light of European integration processes and an on-going tightening of Europe's external borders. Moreover, the book suggests new ways of investigating the nature of European borders by looking at border practices in the light of the mobility turn, and thus as dynamic, multiple, diverse and best expressed in everyday experiences of people living at and with borders, rather than focusing on static territorial divisions between states and regions at geopolitical level. It provides border scholars and researchers as well as policymakers with new empirical and theoretical evidence on the de- and re-bordering processes going on in diverse border regions in Europe, both within and outside of the EU.

By 1986 the gap had closed and today the trend is reversed, with more than half of the world's poorest now living in sub Saharan Africa. Why has Asia developed while Africa lagged? Since the early twentieth-century, Kurds have challenged the borders and national identities of the states they inhabit. Nowhere is this more evident than in their promotion of the 'Map of Greater Kurdistan', an ideal of a unified Kurdish homeland in an ethnically and geographically complex region. This powerful image is embedded in the consciousness of the Kurdish people, both within the region and, perhaps even more strongly, in the diaspora. Selected as one of 'Five books that help explain what is happening in Afghanistan' (Financial Times) So-called Islamic State began to appear in what it calls Khorasan (Afghanistan, Pakistan, Central Asia, Iran and India) in 2014. Reports of its presence were at first dismissed as propaganda, but during 2015 it became clear that IS had a serious presence in Afghanistan and Pakistan at least. This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. Though the central leadership has been struggling in implementing its project, it is now turning towards a more realistic approach. This is the first book on a new frontier in Islamic State's international jihad.

In this Element, the authors develop an account of the role of behaviour change that is more political and social by bringing questions of power and social justice to the heart of their enquiry in order to appreciate how questions of responsibility and agency are unevenly distributed within and between societies. Based on extensive archival research, this book provides a new and stimulating history of International Relations (IR) as an academic discipline. Contrary to traditional accounts, it argues that IR was not invented by Anglo-American men after the First World War. Nor was it divided into neat theoretical camps. This could result in destabilization and violence, jeopardizing national and international security to a new degree. However, climate change could also unite the international community. This is provided that we recognize climate change as a threat to humankind and so set the course for adopting a dynamic and globally coordinated climate policy. The Papuan conflict has been on the international radar screen since Indonesia became an independent state in 1945. When this did not happen, the conflict intensified. Asserting that the Papuans were treated unjustly by Indonesia and the international community, it is not surprising that many have come down squarely on the side of Papuan independence as a way out of the imbroglio.

While to some extent the Papuan's case cannot be denied, definite political and strategic realities should not be ignored. Unfortunately for the Papuans, their territory has immense geopolitical, geostrategic, and economic significance--not only for Indonesia, but also for others such as the United States, China, Australia, and a number of European countries. Papua is wealthy, under-populated and backward in terms of human resource development. Its future as a distinct entity is in real danger as the Papuans are becoming the minority in their own homeland. Due to the asymmetry of power, the Papuans' struggle has not made a breakthrough that would force Indonesia to rethink the future of the territory in any fundamental way.

Global governance has come under increasing pressure since the end of the Cold War. In some issue areas, these pressures have led to significant changes in the architecture of governance institutions. In others, institutions have resisted pressures for change. This volume explores what accounts for this divergence in architecture by identifying three modes of governance: hierarchies, networks, and markets. The authors apply these ideal types to different issue areas in order to assess how global governance has changed and why. In most issue areas, hierarchical modes of governance, established after World War II, have given way to alternative forms of organization focused on market or network-based architectures. Each chapter explores whether these changes are likely to lead to more or less effective global governance across a wide range of issue areas.
