Have you ever seen a politician fiercely attacking his opponent? Sure you have. Election campaigns without attacks on the rival candidate's performance, policy propositions and traits simply do not exist. Negative campaigning makes up a substantial part of election campaigns around the world. Though heavily covered in election news, the practice is strongly disliked by political pundits, journalists and voters. Some are even concerned that negative campaigning damages democracy itself. Negative campaigning has inspired numerous scholars in recent decades. But much of the existing research examines the phenomenon only in the United States, and scholars disagree on how the practice should be defined and measured, which has resulted in open-ended conclusions about its causes and effects. This unique volume presents for the first time work examining negative campaigning in the US, Europe and beyond. It presents systematic literature overviews and new work that touches upon three fundamental questions: What is negative campaigning and can we measure it? What causes negative campaigning? And what are its effects?
Few scholars have paid close attention to the factors internal to the Republican Party that helped the Right to consolidate its power within the party between the 1960s and the 1980s. Plugging the gap in party literature, The Rise of the Republican Right: From Goldwater to Reagan provides a comprehensive account of the rise of the Republican Right in the years between Barry Goldwater's 1964 presidential defeat and the election of Ronald Reagan as president in 1980. Conley demonstrates how the growth of the Right during this period was aided by a desire on the part of many Republican leaders to rebound from electoral defeat by rebuilding the party organizationally, rather than reforming it politically, through the introduction of a more "service" -oriented party structure. The Rise of the Republican Right will interest academics, party scholars, and researchers eager to gain a more nuanced understanding of the factors that helped the Right become a dominant force within the Republican Party.
The Kurds constitute the largest stateless nation in the world. Their position in Turkey attracts attention both within the country and internationally, particularly focusing on the demand for Kurdish independence. Yet since the 1990s, new Kurdish parties have formed within Turkey who have a variety of ideologies and demands that go beyond, and differ in opinion on, the question of independence. Much of the present literature on the topic looks at the Kurds of Turkey as a homogenous group with unified political demands, which over-simplifies their position within the political backdrop of Turkey. This book seeks to provide nuance and depth to the current debate on Kurdish political agency and presence in Turkey. Presently, the Kurds' political demands can be classified into four categories; democratic autonomy, their cultural rights to be granted, federalism (territorial autonomies) and independence (creation of a Kurdish nation-state). In a broad sense, these models can also be ordered into two categories; territorial political models (federalism and independence) and non-territorial political models (democratic autonomy and cultural rights). Considering the diversity within the Kurdish community - intertwinement of tribal, ethnic and national identity - and differences in their language, religion and ideology, there are several contributing factors for the emergence of the current varied political demands of Kurds. By explaining variation among the Kurds' political demands through close analysis of existing at emerging parties, this study challenges a deterministic approach to the Kurds which currently dominates the discourse.
Peace, war and party politics examines the mid-Victorian Conservative Party's significant but overlooked role in British foreign policy and in contemporary debate about Britain's relations with Europe. The book considers the Conservatives' response - in opposition and government - to the tumultuous era of Napoleon III, the Crimean war and Italian unification. Within a clear chronological framework, it focuses on 'high' politics, and offers a detailed account of the party's foreign policy in government under its longest-serving but forgotten leader, the fourteenth Earl of Derby. It attaches equal significance to domestic politics, and incorporates a provocative new analysis of Disraeli's role in internal tussles over policy, illuminating the roots of the power struggle he would later win against Derby's son in the 1870s. Following the collapse of Reconstruction in 1877, African Americans organized a movement--distinct from the white Populist movement--in the South and parts of the Midwest for economic and political reform: Black Populism. Between 1886 and 1898, tens of thousands of black farmers, sharecroppers, and agrarian workers created their own organizations and tactics primarily under black leadership. As Black Populism grew as a regional force, it met fierce resistance from the Southern Democrats and constituent white planters and local merchants. African Americans carried out a wide range of activities in this hostile environment. They established farming exchanges and cooperatives; raised money for schools; published newspapers; lobbied for better agrarian legislation; mounted boycotts against agricultural trusts and business monopolies; carried out strikes for better wages; protested the convict lease system, segregated coach boxes, and lynching; demanded black jurors in cases involving black defendants; promoted local political reforms and federal supervision of elections; and ran independent and fusion campaigns. Growing out of the networks established by black churches and fraternal organizations, Black Populism found further expression in the Colored Agricultural Wheels, the southern branch of the Knights of Labor, the Cooperative Workers of America, the Farmers Union, and the Colored Farmers Alliance. In the early 1890s African Americans, together with their white counterparts, launched the People's Party and ran fusion campaigns with the Republican Party. By the turn of the century, Black Populism had been crushed by relentless attack, hostile propaganda, and targeted assassinations of leaders and foot soldiers of the movement. The movement's legacy remains, though, as the largest independent black political movement until the rise of the modern civil rights movement.

This volume examines how religion is intrinsically related to politics in India. Based on studies from states across the length and breadth of India, it looks at political formations that inform political discourse on the national level and maps the trajectory of religion in politics. Illustrated by in-depth empirical research from six country studies, Gendered Electoral Financing: Money, Power and Representation in Comparative Perspective is the first cross-regional examination of the nexus between money, gender and political recruitment across the world. Discussing what we may learn from thinking about the EU in federal terms represents a two-fold challenge. It is on the one hand a matter of establishing 'how federal' the EU is (the EU's federal challenge). On the other, the EU has federal features but is not a state, thus raising the question of whether federal theory and practice may have to be adapted to take proper account of the EU (the EU's challenge to federalism). The contributions to this collection supplement and extend existing scholarship through focusing on two important lines of inquiry. The first focuses on the relationship between federalism and democracy, with particular emphasis on how federal systems respond to and deal with citizens' interests and concerns, within and outside the political system. Representation is explored both in the process of federalization, and as a feature of established systems. The second line of inquiry places the emphasis on the relationship among the governments of federal systems. The focus is on intergovernmental relations, and the particular merits that emanate from studying these from a federal perspective. American political parties have long existed in a gray area of constitutional law because of their uncertain status. Parties in this country are neither fully public nor fully private entities. This constitutional ambiguity has meant that political parties are considered private organizations for some purposes and public ones for others. This "public-private entity" problem has arisen in many different legal contexts over the years. However, given their case-by-case method of judicial review, courts have typically dealt with only very discrete parts of this larger problem. This work is an endeavor to describe and analyze the constitutional status of political parties in this country by synthesizing the best judicial and scholarly thinking on the subject. In the final chapter, I draw on these ideas to propose my own scheme for how political parties might be best accommodated in a democracy.
First published in 1976. This book covers working-class history from the decline of Chartism to the formation of the Labour Party and its early development to 1914. It gives a historical perspective to the essentially defensive, materialist orientation of twentieth century working-class politics. David Kynaston has sought to synthesise the wealth of recent detailed research to produce a coherent overall view of the particular dynamic of these formative years. He sees the course of working-class history in the second half of the nineteenth century as a necessary tragedy and suggests that a major reason for this was the inability of William Morris as a revolutionary socialist to influence organised labour. The treatment is thematic as much as chronological and special attention is given not only to the parliamentary rise of Labour, but also to deeper-lying intellectual, occupational, residential, religious, and cultural influences. The text itself includes a substantial amount of contemporary material in order to reflect the distinctive 'feel' of the period. Beginning with a review of the numerous studies that tend to emphasize the national, societal dimension of the Italian and French communist parties, Cyrille Guiat's book is a comparative study of the two parties from the early 1960s to the early 1980s.
Politics at the Centre is a comparative study of the rules, norms and behaviour surrounding political party leadership. The primary analysis includes 25 parties in Australia, Canada, Ireland, New Zealand, and the United Kingdom from 1965 onwards. The topics covered include methods of leadership selection and removal and the nature of leadership politics. The themes of the book include intra party democracy, with an emphasis on the relative roles of the parliamentary and extra parliamentary groups, and the causes of organizational reform within parties. Particular attention is paid to change over time and to differences among parties with explanations offered for both. Considerable attention is paid to the trend of expanding the leadership selectorate including consideration of why many parties are adopting this reform while others resist it. Data, collected from more than 200 leadership elections, are analyzed to consider issues such as the competitiveness of leadership contests, the types of individuals who win the contests and the longevity of leaders. The influence of different methods of selection and removal on these issues is also examined. Much of the analysis is based on in-country interviews conducted with active politicians, former and current party leaders, political journalists and officials of the extra parliamentary parties. Extensive use is also made of a comprehensive review of party documents related to leadership selection. Many real-life examples from all five countries are used to illustrate the central concepts and themes. A separate chapter considers the applicability of the findings from the Westminster systems to parties in other parliamentary and presidential systems. The concluding chapter makes a normative argument for a particular version of leadership selection and removal. This book is about why and how central and local governments clash over important national policy decisions. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations.
