Despite its democratic structure, Japan's government has been dominated by a single party, the Liberal Democratic Party (LDP) since 1955. This book offers an explanation for why, even in the face of great dissatisfaction with the LDP, no opposition party has been able to offer itself as a credible challenger in Japan. Understanding such failure is important for many reasons, from its effect on Japanese economic policy to its implications for what facilitates democratic responsiveness more broadly. The principal explanations for opposition failure in Japan focus on the country's culture and electoral system. This book offers a new interpretation, arguing that a far more plausible explanation rests on the predominance in Japan of clientelism, combined with a centralized government structure and electoral protection for groups that benefit from clientelism. While the central case in the book is Japan, the analysis is also comparative and applies the framework cross-nationally.

This book explores the British Labour Party and the trade unions and how their relationship with the Jews of Palestine and Israel has evolved over the past one hundred years. It also reflects the changing attitudes of the Labour Party and the unions towards the persecution of the Jews, a Jewish homeland in Palestine, Israel and antisemitism. An in-depth examination of critical events in European and Middle East history reveals the links between British unions and their Israeli union counterpart, the Histadrut (General Federation of Labour), and sets out the circumstances in which the unions went from backing the Labour Party's 1917 war aims declaration, which called for the establishment of a Jewish homeland in Palestine, through to the present day, which sees the unions promoting campaigns for boycotts and sanctions against the State of Israel.
First published in 2003, Decentring the Indian Nation examines the various centrifugal forces apparent in recent Indian politics. After achieving independence in 1947 India's elite opted to build a modern nation-state. This idea was carefully nurtured during the fight for freedom from British rule by the dominant Congress movement. In recent years, the idea of a centralised state has been challenged from a number of directions. Strong regional political movements have questioned the assumption that India's federal system requires a dominant centre. The related trend of identity-based mobilisation has challenged settled notions of Indian national identity. The authors discuss the idea that as a nation, India is becoming 'decentred', and consider the implications of this idea for the development of the Indian polity. Although the Socialist or Social Democractic parties played a key role in West European politics during the quarter century after the Second World War, they have been studied far less than their political rivals, the Christian Democrats. The story of West European Social Democracy after 1945 begins with a dilemma: Democratic marxism, which had been the parties' ideological and organizational principle until the Second World War, was becoming politically irrelevant. The three parties analyzed here represent the spectrum of reactions among Social Democratic parties to this realization. The debate over the parties' programs and ideologies did not, of course, take place in a vacuum: the author devotes considerable space to a comparative analysis of the parties' leaders and organizational structures as well as the evolution of Social Democratic domestic and foreign policies. Immensely readable, this book not only offers an in-depth analysis of the postwar period crucial for the history of Social Democracy but also, because of its cross-national treatment of these three major parties, adds significantly to our understanding of the processes of European integration and the evolution of the Atlantic Alliance.
American political parties have long existed in a gray area of constitutional law because of their uncertain status. Parties in this country are neither fully public nor fully private entities. This constitutional ambiguity has meant that political parties are considered private organizations for some purposes and public ones for others. This "public-private entity" problem has arisen in many different legal contexts over the years. However, given their case-by-case method of judicial review, courts have typically dealt with only very discrete parts of this larger problem. This work is an endeavor to describe and analyze the constitutional status of political parties in this country by synthesizing the best judicial and scholarly thinking on the subject. In the final chapter, I draw on these ideas to propose my own scheme for how political parties might be best accommodated in a democracy.
This book adopts an innovative conceptualization and analytical framework to the study of anti-system parties, and represents the first monograph ever published on the topic. It features empirical research using original data and combining large-N QCA analyses with a wide range of in-depth case studies from 18 Western European countries. The book adopts a party-centric approach to the study of anti-system formations by focusing on the major turning points faced by such actors after their initial success: long-term electoral sustainability, the different modalities of integration at the systemic level and the electoral impact of transition to government. The author examines in particular the interplay between crucial elements of the internal supply-side of anti-system parties such as their organizational and ideological features, and the political opportunity structure. Anti-System Parties is a major contribution to the literature on populism, anti-establishment parties and comparative political parties.
This book explores the Democratic and Republican Party platforms from 1840 to 2016. As the only official, institutionally sanctioned document espousing the parties' views on the state of the nation, the platforms present to the party faithful a diagnosis of what ails the country and the promise of possessing the necessary cure. In doing so, they offer more than a listing of specific issues in need of redress through legislative action, and moreover serve as a form of national storytelling through which political parties forge their vision of America and of what it means to be an American. Using topic modeling as an entry point into the documents, the author moves to consider more closely two related themes: those of how the platforms narrate the "American" self and individual freedom. With consideration of the extent to which the parties envision the self as an isolated economic actor or as an individual with a range of duties and obligations to a broader community, the spheres of action that they consider focal points for individual autonomy, and the extent to which they view liberty as freedom from restraint or freedom to act, this book sheds light on the historical trajectory of the growing fracture in American politics as well as the points of convergence across the two parties. Moreover, positing that behind their divisive rhetoric, both share a fundamental vision of what it means to be a "person," the author argues that perhaps their seemingly intractable differences are more a matter of degree than kind.
Going Dirty is a history of negative campaigning in American politics and an examination of how candidates and political consultants have employed this often-controversial technique. The book includes case studies on notable races throughout the television era in which new negative campaign strategies were introduced, or existing tactics were refined and amplified upon. Strategies have included labeling opponents from non-traditional political backgrounds as dumb or lightweight, an approach that got upended when a veteran actor and rookie candidate named Ronald Reagan won the California governorship in 1966, setting him on a path to the White House. The negative tone of campaigns has also been ratcheted up dramatically since the terrorist attacks of September 11, 2001: Campaign commercials now routinely run pictures of international villains and suggest, sometimes overtly, at other times more subtly, that political opponents are less than resolute in prosecuting the war on terror. The book also outlines a series of races in which negative campaigning has backfired, because the charges were not credible or the candidate on the attack did not understand the political sentiments of the local electorate they were trying to persuade. The effect of newer technologies on negative campaigning is also examined, including blogs and Web video, in addition to tried and true methods like direct mail.
This comprehensive edited volume conceptually develops the notion of 'de-Europeanisation' as an important development in the literature on Europeanisation, and applies it specifically to the case of Turkey. 'De-Europeanisation' is defined as the loss or weakening of the EU/Europe as a normative/political context and as a reference point in domestic settings and national public debates of both candidate and member countries. 'De-Europeanisation' manifests itself in two basic ways: as the weakening of the appeal and influential capacity of European institutions, policies, norms and values, leading to a retreat of EU/ Europe as a normative/political context for society and politics in a candidate/member state; and as growing scepticism and indifference in a given society towards the EU/Europe, risking the legitimacy of the EU/Europe as a reference point in cases even where reform is incurred. Using this concept, the authors analyse the diminishing impact of the EU in Turkish governance and politics after the opening of accession negotiations in October 2005. The relevance of 'de-Europeanisation' is investigated through ten chapters focusing on key policy areas including education, migration, democracy, the rule of law and media freedoms, and a number of key actors including civil society organisations, political parties and political leaders. This book investigates how liberal parties have evolved over time as a party family, in a comparative perspective. Through a discussion of the applicability of the concept of party family to liberal parties, it gives a better picture of the development, challenges, and opportunities for liberal parties in Europe. The history of liberal parties in Europe is peculiar and the origins of the liberal family are not clearly defined. Liberal parties are still quite heterogeneous given the various meanings embraced in the idea of liberalism, including economic liberalism, cultural liberalism, progressivism, social-liberalism. Bringing together the best specialists engaged in the study of liberal parties, and with a two-levels perspective (comparative and case study), this book renews and expands our knowledge on the liberal party family in Europe. Four major themes are developed, linked to the four approaches of the concept of party family: electoral performances, participation to power, ideology and political program, and party organization. These themes are systematically developed in case studies, and in comparative chapters. Primarily aimed at scholars and students in comparative politics, this book should especially appeal to scholars in the fields of political parties and party systems, representation and elections, voting behavior, and public opinion.
This comprehensive volume is a three-part study of whether the Chinese political system has maintained a significant degree of regime legitimacy in the context of rising domestic discontent, in particular the popular protests against socio-economic inequality and environment degradation. Part I presents the scholarly debate on the theoretical refinement and empirical measurement of regime legitimacy in contemporary China. Part II focuses on the challenges to regime legitimacy of the increasingly widespread popular protests and civil activism. Part III examines the regime's responses to these challenges, including coercive repression, adaptation, and economic performance. This book finds that, while repression can hardly stop popular protests - and often backfires - economic performance legitimacy is increasingly difficult to be maintained. The only way out is the adaptation to the changing domestic and international environment. The chapters in this collection were originally published in the Journal of Contemporary China.
Discussing what we may learn from thinking about the EU in federal terms represents a two-fold challenge. It is on the one hand a matter of establishing 'how federal' the EU is (the EU's federal challenge). On the other, the EU has federal features but is not a state, thus raising the question of whether federal theory and practice may have to be adapted to take proper account of the EU (the EU's challenge to federalism). The contributions to this collection supplement and extend existing scholarship through focusing on two important lines of inquiry. The first focuses on the relationship between federalism and democracy, with particular emphasis on how federal systems respond to and deal with citizens' interests and concerns, within and outside the political system. Representation is explored both in the process of federalization, and as a feature of established systems. The second line of inquiry places the emphasis on the relationship among the governments of federal systems. The focus is on intergovernmental relations, and the particular merits that emanate from studying these from a federal perspective. This book seeks to explore the potentialities of strengthening a new field of research within migration and diversity studies, that of immigrant incorporation in political parties. First published in 1976. This book covers working-class history from the decline of Chartism to the formation of the Labour Party and its early development to 1914. It gives a historical perspective to the essentially defensive, materialist orientation of twentieth century working-class politics. David Kynaston has sought to synthesise the wealth of recent detailed research to produce a coherent overall view of the particular dynamic of these formative years. He sees the course of working-class history in the second half of the nineteenth century as a necessary tragedy and suggests that a major reason for this was the inability of William Morris as a revolutionary socialist to influence organised labour. This book is about why and how central and local governments clash over important national policy decisions. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan's experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict.
