Populism is on the rise in Europe and the Americas. Scholars increasingly understand populist forces in terms of their ideas or discourse, one that envisions a cosmic struggle between the will of the common people and a conspiring elite. In this volume, we advance populism scholarship by proposing a causal theory and methodological guidelines - a research program - based on this ideational approach. This program argues that populism exists as a set of widespread attitudes among ordinary citizens, and that these attitudes lie dormant until activated by weak democratic governance and policy failure. It offers methodological guidelines for scholars seeking to measure populist ideas and test their effects. And, to ground the program empirically, it tests this theory at multiple levels of analysis using original data on populist discourse across European and US party systems; case studies of populist forces in Europe, Latin America, and the US; survey data from Europe and Latin America; and experiments in Chile, the US, and the UK. The result is a truly systematic, comparative approach that helps answer questions about the causes and effects of populism.

In the post-war era one of the most significant transformations in the democratic process throughout Western Europe has been the widespread introduction of regional elections. Symptomatic of this decentralization has been the shift of various legislative powers to regional governing bodies. This book examines how democratic communities resolve dilemmas posed by anti-system parties or, more specifically, the question of why democracies take the grave decision to ban political parties. On the one hand, party bans may 'protect' democracies, usually from groups deemed to undermine the democratic system or its core values, territorial integrity or state security. At the same time, banning parties challenges foundational democratic commitments to political pluralism, tolerance and rights to free speech and association. The book probes the deliberative processes, discursive strategies and power politics employed when democratic communities negotiate this dilemma. It examines discourses of securitization and desecuritization, preferences of veto-players, anti-system party orientations to violence, electoral systems and the cordon sanitaire as alternatives to party bans, and incentives for mainstream parties to cooperate, rather than ban, parties to achieve office and policy goals. The CDU might have been expected to struggle in the circumstances of a more diverse, secular reunified Germany, yet it has prospered to an extent almost unparalleled in western Europe. When Mexico's authoritarian Party of the Institutional Revolution (PRI) was defeated in the 2000 presidential election after seventy-one years of uninterrupted rule, many analysts believed the party would inevitably splinter and collapse. An authoritarian party without control over government resources and without a strong national executive creates both opportunity and incentive for ambitious politicians to leave the party and join a separate faction. To the surprise of many, however, the PRI managed to deviate from this pattern, and returned triumphantly to the presidency in 2012. Democratization and Authoritarian Party Survival: Mexico's Evolving PRI argues that those authoritarian parties that survive the transition to democratic elections do so because they are able to adjust to electoral challenges and the rigors of the ballot box more quickly and effectively than their internal party rivals. Such as in the case of the PRI, these electorally-oriented vote winners find ways to cooperate and avoid the dangers of internal ruptures. Those authoritarian parties in which vote-winning factions are unable to defeat their intra-party rivals, or those that divide and fragment, are less likely to survive the transition to democratic voting. Despite the interest in Mexico's former hegemonic party and its return to power, no full-length monograph has been dedicated to studying its transformation. This book takes a long lens view of authoritarian party survival and zeros in on the transformation of Mexico's PRI, making a substantive and novel contribution to the wider literature on party organizational change, authoritarian party survival, and democratization.

There is a widespread notion that Russia is forever fated to be an authoritarian country where liberalism and democracy can never make real progress. However, at the beginning of the twentieth century there was an extremely influential "liberationist" movement which culminated in the formation of a modern, Western-style liberal party, the Constitutional Democrats or "Kadets". The book provides a comprehensive history of the rise of the Kadets, focusing, in particular, on the revolutionary years 1905-06. It outlines how they dominated the first Duma elected by the people and analyses their policies, social composition and political tactics. The book challenges the view (shared by many historians) that the Kadets were inherently extreme, doctrinaire or unwilling to compromise, and argues that their eventual failure was primarily due to the intransigence of the old regime. The Russian Liberals and the Revolution of 1905 illustrates, in detail, that the Kadets offered a moderate alternative to reaction on the one hand and revolution on the other.

The studies collected in this book attempt to put them in the context of longer-term trends in Hungarian politics. When the Hindu nationalist Bharatiya Janata Party (BJP) assumed power in India in 1998 as the largest party of the National Democratic Alliance, it soon became evident that it prioritized educational reforms. Under BJP rule, a reorganization of the National Council of Educational Research and Training occurred, and in 2002 four new history textbooks were published. This book examines the new textbooks which were introduced, considering them to be integral to the BJP's political agenda. It analyses the ways in which their narrative and explanatory frameworks defined and invoked Hindu identity. Employing the concept of decontextualization, the author argues that notions of Hindu cultural similarity were conveyed, particularly as the textbooks paid scarce attention to social, geographical and temporal contexts in their approaches to Indian history. The book shows that intrinsic to the textbooks' emphasis on similarity is a systematic backgrounding of any references to internal lines of division within the Hindu community. Through a comparison with earlier textbooks, it sheds light on the contested nature of history writing in India, especially in terms of nation building and identity construction. This issue is also highly relevant in India today due to the electoral success of the BJP in 2014, and the efforts of the Hindu nationalist organization Vishwa Hindu Parishad to construct a coherent Hinduism. Arguing that the textbooks operate according to the BJP's ideology of Hindu cultural nationalism, this book will be of interest to academics in the field of South Asian studies, contemporary history, the uses of history, identity politics and Hindu nationalism.
