Can twenty-first century global challenges be met through the limited adaptation of existing political institutions and prevailing systemic norms, or is a more fundamental reconstitution of governing authority unavoidable? Are the stresses evident in domestic social compacts capable of undermining the fundamental policy capacity of contemporary governments? This book, inspired by the work of the distinguished scholar Peter J. Katzenstein, examines these important and pressing questions. In a period of complex political transition, the authors combine original research and intensive dialogue to build on Katzenstein's innovative insights. In the Nature and Origins of Mass Opinion (1992), John Zaller set out one of the most influential models of opinion formation: he presented the public as a pliable instrument of political elites, who are able to garner support simply by sending "cues" through the mass media telling Republicans or Democrats, for example, what "the" Republican or Democratic position is on a given issue. Contributors to this volume critically examine Zaller s model and its implications, empirical and normative. The introduction contrasts two different strands in Zaller s book, one of which confines the impact of media messages to politicians cues, the other of which emphasizes the impact of journalists interpretive frames. Other chapters examine whether elite domination of public opinion is desirable and assess how well Zaller s model has withstood two decades of research. In posing challenging questions about the relationship between state and society, theories of governance have promoted fierce debate regarding the capacity of government in an increasingly crowded policy terrain. Although the Socialist or Social Democractic parties played a key role in West European politics during the quarter century after the Second World War, they have been studied far less than their political rivals, the Christian Democrats. The story of West European Social Democracy after 1945 begins with a dilemma: Democratic marxism, which had been the parties' ideological and organizational principle until the Second World War, was becoming politically irrelevant. The three parties analyzed here represent the spectrum of reactions among Social Democratic parties to this realization. The debate over the parties' programs and ideologies did not, of course, take place in a vacuum: the author devotes considerable space to a comparative analysis of the parties' leaders and organizational structures as well as the evolution of Social Democratic domestic and foreign policies. Providing an ethnographic account of the Islamic Party of Malaysia (PAS) and its Youth Wing (Dewan Pemuda PAS), this book analyses the genesis and role of Islamic movements in terms of their engagement in mainstream politics. It explores the party's changing approach towards popular culture and critically investigates whether the narrative of a post-Islamist turn can be applied to the PAS Youth. The book shows that in contrast to the assumption that Islamic marketization and post-Islamism are reinforcing each other, the PAS Youth has strategically appropriated and integrated Islamic consumerism to pursue a decidedly Islamist - or 'pop-Islamist' - political agenda. The media-savvy PAS Youth elites, which are at the forefront of implementing new outreach strategies for the party, categorically oppose tendencies of political moderation among the senior party. Instead, they are most passionately calling for the establishment of a Syariah-based Islamic oder for state and society, although these renewed calls are increasingly expressed through modern channels such as Facebook, YouTube, rock music, celebrity advertising, branded commodities and other market-driven forms of social movement mobilization. A timely and significant contribution to the literature on Islam and politics in Malaysia and beyond, this book sheds new light on widespread assumptions or even hopes of "post-Islamism". Through a unique dataset covering half a century of policy-making in Britain, this book traces how topics like the economy, international affairs, and crime have changed in their importance to government. The data concerns key venues of decision-making - the Queen's Speech, laws and budgets - which are compared to the media and public opinion. These trends are conveyed through accessible figures backed up by a series of examples of important policies. As a result, the book throws new light on the key points of change in British politics, such as Thatcherism and New Labour and explores different approaches to agenda setting helping to account for these changes: incrementalism, the issue attention cycle and the punctuated equilibrium model. If politics is essentially about the struggle for power, why would anyone want to give away the power that one struggled for and won? This book traces the development of modern Syria focusing on the contribution of the Ba'th party and Ba'thist ideology. It examines the roots of the Ba'th in the intellectual ferment of the 1940s and charts its growing influence on Syrian politics. Special attention is devoted to the crucial Sixth Congress of the Ba'th Party in 1963 and the key ideological document, the Muntalaqat, produced by Michel Aflaq. After 1963 the military became increasingly dominant until Hafiz al-Asad came to power in 1970. Since then the Party has been less dominant internally but Syria itself has established a pivotal position in regional affairs. The book concludes by reviewing the prospects for Syria after Asad and the potential for a Ba'thist revival.

This book examines how inter- and intra-party coalition-building affects governability in South Korea. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book's research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. Managing Transitions examines the history and roles of China's minor parties and groups (MPG's) in the Chinese Communist Party's (CCP) united front between the 1930's and 1990's using Antonio Gramsci's principles for the winning and maintaining of hegemony. Gramsci advocated a "war of position," the building of political alliances to isolate existing state powers and win consent for revolutionary rule and transform society. Economic reform is now creating new socio-economic groups and the CCP is adjusting the united front and the MPGs to co-opt their representatives and deliberately forestall the evolution of an autonomous civil society and middle class which could challenge CCP rule. This has resulted in a new and expanding role for the united front, the MPGs and organisations representing the new interest groups.

This book provides a systematic and comparative account of the rise of 'new challenger parties' across Western Europe. Systematically comparing 229 elections since 1950 across 15 European democracies, including the United Kingdom, France, Germany, Italy, the Benelux and Scandinavian countries, this book questions why new challenger parties are more successful in some countries than others, and analyses the conditions that determine their emergence and subsequent success or failure. As one of the first systematic and comparative examinations of new challenger parties, this book looks at both new politics parties and extreme-right parties, and the structures to aid their emergence at the time of an election. Identifying two distinctive stages of party development, the author adopts a 'double-hurdle' model involving, first, the chances of emergence, and second, sustained success. This framework, in combination with a wide-range of empirical data, provides for an innovative and insightful analysis of a neglected topic. This book examines the ways in which Confucian political culture operates in contemporary Chinese politics and influences its development. The author argues that the authoritarian political culture performs functions similar to the democratic political culture, drawing on a wide range of data-surveys, interviews, archives, Public Hearing Meeting records, and the Party Congress Reports of the Chinese Communist Party-to substantiate and illustrate these arguments. In an authoritarian political system, the "legitimating values" of the authoritarian political culture persuade the public of their government's legitimacy and the "engaging values" equip individuals with a set of cultural dispositions, resources, and skills to acquire political resources and services from the state. In the context of Chinese politics, personal connections infused with affection and trust-the Social Capital in the Confucian culture-facilitate political engagement. Despite the country's continuous advocacy for the "rule of law," state and public perceptions of legal professionals and legal practices, such as mediation and lawyer-judge relations, are fundamentally moralized. A new "people ideology," which originated in the Confucian political culture, has been re-appropriated to legitimate the Party's hegemonic governing position and policies.

The Democratic Leader argues that leaders occupy a unique place in democracies. The foundational principle of democracy - popular sovereignty - implies that the people must rule. Yet the people can rule only by granting a trust of authority to individual leaders. This produces a tension that results in a unique type of leadership, specifically, democratic leadership. Democratic leaders, once they have the confidence and authority of the people, are very powerful because they rule through consent and not through fear. Yet in many respects they are the weakest of leaders, because democrats distrust leaders and impose on them a range of far-reaching constraints-legal, moral and political. The democratic leader must perpetually navigate the powerful and contending forces of public cynicism, founded in the suspicion that all leaders are self-interested power-seekers, and of public idealism, founded in a perennial hope that good leaders will act nobly by sacrificing themselves for the people. The Democratic Leader suggests that the inherent difficulty of this form of leadership cannot be resolved, and indeed is necessary for securing the strength and stability of democracy.

Julius Evola's writing covered a vast range of subjects, from a distinctive and categorical ideological outlook and has been extremely influential on a significant number of extreme right thinkers, activists and organisations. This book is the first full length study in English to present his political thought to a wider audience, beyond that of his followers and sympathisers, and to bring into the open the study of a neglected strand of contemporary Western thought, that of traditionalism. Evola deserves more attention because he is an influential writer. His following comes from an important if largely ignored political movement: activists and commentators whose political positions are, like his, avowedly traditionalist, authoritarian, anti-modern, anti-democratic and anti-liberal. With honourable exceptions, contemporary academic study tends to treat these groups as a minority within a minority, a sub-species of Fascism, from whom they are held to derive their ideas and their support. This work seeks to bring out more clearly the complexity of Evola's post-war strategy, so as to explain how he can be adopted both by the neo-fascist groups committed to violence, and by groups such as the European New Right whose approach is more aimed at influence from within liberal democracies. Furlong also recognises the relevance of Evola's ideas to anti-globalisation arguments, including a re-examination of his arguments for detachment and spontaneism (apolitia).

This book takes a fresh look at the trajectories of Israeli politics since the election of Likud in 1977, examining how right wing parties have adopted populist policies in order to carve out an identity and win support at the polls. As such it demonstrates how populism has become a hugely significant factor in shaping Israeli politics and society. The original perspective taken by the author allows for an understanding of the central phenomena of the contemporary political system in Israel, such as the Likud's party centrality in Israeli politics, the political force of the religious Shas party and the growing influence of certain political leaders.
