This book describes a comprehensive approach to applying systems science formally to the deep analysis of a wide variety of complex systems. Detailed 'how-to' examples of the three phases (analysis-modeling-design) of systems science are applied to systems of various types (machines, organic (e.g. ecosystem), and supra-organic (e.g. business organizations and government). The complexity of the global system has reached proportions that seriously challenge our abilities to understand the consequences of our use of technology, modification of natural ecosystems, or even how to govern ourselves. For this reason, complex mathematics is eschewed when simpler structures will suffice, allowing the widest possible audience to apply and benefit from the available tools and concepts of systems science in their own work. The book shows, in detail, how to functionally and structurally deconstruct complex systems using a fundamental language of systems. It shows how to capture the discovered details in a structured knowledge base from which abstract models can be derived for simulation. The knowledge base is also shown to be a basis for generating system design specifications for human-built artifacts, or policy recommendations/policy mechanisms for socio-economic-ecological systems management. The book builds on principles and methods found in the authors' textbook Principles of Systems Science (co-authored with Michael Kalton), but without prerequisites. Operations Research Management Science approaches have helped people for the last 40 years to understand the complex functioning of the systems based upon natural resources, as well as to manage natural resources in the most efficient manner. The areas usually viewed within the natural resources field are: agriculture, fisheries, forestry, and mining and water resources. All of these areas share the common problem of optimally allocating scarcity over a period of time. The scale of time or length of the planning horizon differs from one area to another. We have almost a continuous renewal in the case of the fisheries, periodic cycles in the case of agriculture and forestry and enormous periods of time much beyond the human perception in the case of mining resources. But in all the cases, the critical issue is to obtain an efficient use of the resource along its planned time horizon.

The theoretical claims for eco-tariffs are rigorously analyzed within a unified framework formed of an international trade model enriched with both a domestic and a global externality. During the course of the analysis the model is modified to analyze an array of contexts for which eco-tariffs have been claimed to improve environmental quality or welfare. The circumstances and conditions are characterised under which such tariffs can be shown to improve environmental quality and social welfare, taking account of general equilibrium effects. The theoretical results are applied in a policy analysis of eco-tariffs and other trade instruments in the context of domestic and global environmental policy in order to assess the relevance of the eco-tariffs that have been subjected to the theoretical analysis. Finally, the GATT/WTO rules and regulations are presented, since to date these have banned the use of eco-tariffs. The rules and regulations are mapped against the theoretical results to show which rules ought to be changed.

Food security is defined as the ability of countries, regions, or households to meet their required levels of food consumption at all times. Food security is an important component of human welfare, and it can act as an indicator of a region's development. In April 1992 the Foundation Eni Enrico Mattei organized a workshop on the regulation of nonpoint source pollution. This volume inc1udes the proceedings of that meeting, as well as additional original contributions, in an attempt to provide an overview of recent theoretical developments in the field. Research on the causes, consequences, and control of nonpoint source pol lution has been carried out over the last two decades. Interest in this subject has grown as a result of the increasing recognition of the insufficiency of traditional pollution control policies focused on the large scale, confined, and general ly predictable pollutant discharges. In fact, many contemporary problems are caused by the combined activities of small polluters, along with natural pro cesses, intermittent and unpredictable events, and often involve pollutants with complex environmental outcomes. Despite the progress made in understanding the nature and size of pollution from diffuse sources, the issue of regulation is still far from being system at ically and adequately addressed. This policy vacuum is partly attributable to the difficulty of adapting the traditional point source regulatory tool kit to the specific features of nonpoint source problems. Such features inc1ude the tech nical difficulty of identifying sources and measuring individual emissions, their variability over time and space, the role played by natural processes in detennin ing pollutant discharges at source and their ultimate impacts on the receiving environmental media."

This open access book aims to elaborate on the legal prerequisites to establish the liability of corporations for transboundary environmental harm, not only by identifying existing liability rules, principles and standards but also by analysing their potential for further legal development.
