The Japanese population is aging faster than any other in the world. The per centage of Japan's population aged 65 and above was only 7.1% in 1970, but just 30 years later, in 2000, it reached 17.2%. A declining birth rate and a rising average life expectancy will continue to push this trend further. This situation is causing serious problems for Japanese society.Structural reforms, especially tax and social security reforms, to accommodate this drastic demographic change have become an urgent policy issue. The purpose of this book is to establish guidelines for tax and social security reforms in Japan in terms that are both efficient and equitable. In this study, an extended life-cycle general equilibrium model is employed to rigorously take account of the rapidly aging Japanese population. The simulation approach adopted in our analysis permits us to calculate the effects of alternative policy packages on capital accumulation and economic welfare. This enables us to make proposals for concrete economic policies."
A thorough analysis of insider trading requires the integration of law and finance, and this book presents a theoretical and empirical examination of insider trading by incorporating a synthesis of securities law with that of financial theory. The book begins with a conceptual framework that explores the theoretical roles of markets, firms and publicly held corporations, including a discussion of corporate governance to determine both who may have access to nonpublic information, and their legal rights and responsibilities. The book then examines different aspects of the securities laws, including the Securities Act of 1933, the Securities Exchange Act of 1934, and a critique of the SEC disclosure rules and their ramifications for market efficiency. This is followed by a detailed chronology of insider trading regulations enacted in the U.S. since 1934 and an overview of the existing empirical literature on insider trading. Empirical evidence is presented on insider trading activities and the merit of anti-insider trading laws is evaluated on theoretical arguments and recent empirical developments. The authors conclude by arguing that insider trading laws and enforcement activities have failed and propose the decriminalization of insider trading.

As the demand for environmental quality is increasing and as the current GATT rules monitored by the WTO are not very suitable for environmental protection, either a new international environmental organization may be formed soon or new environmental regulations may be added to GATT. In either case, understanding of the interactions between trade and the environment will be vital. Trade and the Environment presents both the theoretical and empirical exposition of (i) the impact of trade liberalization on environmental quality; (ii) the impact of environmental regulations on international competitiveness; and (iii) strategic trade and environmental policies. An important feature of Trade and the Environment as compared to earlier books is that it brings together the reciprocal interactions between trade and the environment. It can be used as the main or complementary textbook for a course on trade and the environment.
International Finance and Financial Crises: Essays in Honor of Robert P. Flood, Jr. contains the proceedings of a conference held in honor of Robert P. Flood, Jr. Bob Flood has made important contributions to many areas of economic analysis, including regime switching, speculative attacks, bubbles, stock market volatility, macro models with nominal rigidities, dual exchange rates, target zones, and rules versus discretion in monetary policy. Contributors were invited to address any of the topics or others of their choosing. The results include five papers on topics in international finance; two of these papers, as well as the panel discussion, focus on speculative attacks and financial crises. The other three take new directions in exploring topics in which existing models leave much to be desired.
I. Until about a dozen years ago, the economic analysis of the relationship between political preferences and political demands was a rather straightforward, if dull, subject. The most common assumption was that the only political instrument available to citizens was the vote. Given this assumption, the analyst could express the outcome of the voting process in one of two ways. One possibility was to make the heroic assumptions necessary to obtain the median voter theorem, in which case, the political demands of the citizenry are simply the preferences of the median voter. The alternative was to make Arrow's Impossibility Theorem in which case even though individual preferences are well ordered, no collective preference function exists. On either of these approaches, institutions such as interest groups, political parties, or the structures ofpolitical representation played no role in the analysis. The work of "Chicago" scholars especially George Stigler, Gary Becker and Sam Peltzman took a different approach and emphasized the importanceoforganizationinmakingpoliticaldemandseffective, shifting thefocus from voting topolitical "pressure" byinterestgroups. However, in these models, voting as an instrument of political action simply disappears and the relationship between interest group pressures and electoral processes has never been clarified.
This collection of papers is an outgrowth of the "Game Practice I" th th conference held in Genoa from 28 to 30 June 1998. More precisely, it is the result of the call for papers that was issued in association with that conference: actually, nearly half of the contributions to this book are papers that were presented in Genoa. The name chosen for the conference and for this book is in evident and provocative contrast with "Game Theory": this choice needs some explanation, and to that we shall devote a few words of this Preface. Let us say at the outset that "Game Practice" would not exist without Game Theory. As one can see, the overall content of this book is firmly rooted in the existing Game Theory. It could be hardly otherwise, given the success and influence of Game Theory (just think of the basic issues in Economic Theory), and the tremendous development that has taken place within Game Theory. This success, however, makes even more evident the existence of problems with respect to the verification of the theory. This is patent from the point of view of the predictive value of Game Theory (the "positive" side): a lot of experimental and observational evidence demon strates that there is a large gap between theory and "practice".
The experience of privatization of social security has been predominantly in the Latin American region. Eight countries have undertaken either full or partial privatization of pensions: Argentina, Bolivia, Chile, Colombia, El Salvador, Mexico, Peru, and Uruguay. What did the policymakers expect? Were expectations realized? Can we learn anything from the collective experience of these countries? Can they be applied to other countries that are aspiring to privatize? How did the World Bank and other international institutions affect these policies? Pension Reform in Latin America and Its Lessons for International Policymakers analyzes in detail these important questions. The book begins with a detailed account of economic conditions in Latin America. It then discusses various models that policymakers rely on. Starting with a purely demographic model, it lays out advanced models of overlapping generations of Samuelson. The book gives extensive details of privatized pensions in each of the eight reforming countries. Two chapters are devoted to analyzing the reform in each country. Finally, detailed lessons are drawn that will help shape the debate for policymakers in other countries.
Organization, Performance and Equity: Perspectives on the Japanese Economy provides an analysis of key components of the Japanese economy and business structures, edited by two leading American-based Japan scholars. The contributions to this book are grouped into four major categories: organizations; income distributions; technological progress; and macro performance. The first section examines the retail sector, the role of information in evaluating distribution systems, and ownership structures and their effect on welfare, all in the context of the Japanese economy. The second section concerns issues of Japanese tax structures, growth, and income transfers, while the third section focuses on technology and productivity. Public Technology Procurement and Innovation studies public technology procurement as an instrument of innovation policy. In the past few years, public technology procurement has been a relatively neglected topic in the theoretical and research literature on the economics of innovation. Similarly, preoccupation with 'supply-side' measures has led policy-makers to avoid making very extensive use of this important 'demand-side' instrument. These trends have been especially pronounced in the European Union. There, as this book will argue, existing legislation governing public procurement presents obstacles to the use of public technology procurement as a means of stimulating and supporting technological innovation. Recently, however, there has been a gradual re-awakening of practical interest in such measures among policy-makers in the EU and elsewhere. For these and other related measures, this volume aims to contribute to a serious reconsideration of public technology procurement from the complementary standpoints of innovation theory and innovation policy.

This book brings together much of the best policy-oriented research on state and local mortgage revenue bond (MRB) programs. Most of this re search was conducted to evaluate the impact of MRB subsidies on housing markets and potential home buyers. All of the research is concerned with the "so what" question often ignored by economists: it addresses the implications of the research results for public policy decisions concerning MRBs. The need for this book becomes apparent when reading the transcripts of congressional hearings on MRBs. At those hearings, the policy debate seems underinformed. Aside from discussions of the General Accounting Office's periodic evaluations of MRB programs and impassioned rebuttals by MRB proponents, the hearing testimony consists mostly of assertions and anecdotal evidence, with some "yes MRBs work" and "no they don't" exchanges. Although the research in this book may not improve the level of the policy debate on MRBs, it can inform decision makers, experts, and citizens interested in housing policy about issues that should be examined when considering the future of MRBs. Also, it can point other researchers interested in housing policy in the direction of the questions about MRB programs that need additional attention."

In a little over one decade, the spread of market-oriented policies has turned the once so-called lesser developed countries into emerging markets. Many forces have been responsible for the tremendous growth in emerging markets. Trends toward market-oriented policies that permit private ownership of economic activities, such as public utilities and telecommunications, are part of the explanation. Corporate restructuring, following the debt crisis of the early 1980's has permitted many emerging market companies to gain international competitiveness. And an essential condition, a basic sea-change in economic policy, has opened up many emerging markets to international investors. This growth in emerging markets has been accompanied by volatility in individual markets, and a sector-wide shock after the meltdown in the Mexican Bolsa and Mexican peso, resulting in heated debate over the nature of these markets. Emerging market capital flows continue to be the subject of intense discussion around the world among investors, academics, and policymakers. Emerging Market Capital Flows examines the issues of emerging market capital flows from several distinct perspectives, addressing a number of related questions about emerging markets.
Contemporary Issues in Accounting Regulation looks at accounting regulation in a different way. The opening chapters explore the tension between the power of the state and the forces of the market, and other aspects of the political dimension to accounting regulation. The book also examines the process of setting accounting standards, highlighting the crucial role of standard setters in assessing the level of public support for an issue in the face of opposing positions taken by powerful interest groups. In addition, the book provides an introduction to the theoretical framework of accounting regulation, looking at choices between controversial accounting methods and at markets that are characterized by asymmetry of information and beliefs. The final chapters of the book are concerned with creative accounting, deregulation of financial reporting by smaller companies, and the link between price regulation and accounting policy choices.
Deterrence of market manipulation is central to the entire regulatory and legal framework governing the operation of American commodity futures markets. However, despite all of the regulatory, scholarly, and legal scrutiny of market manipulation, the subject is widely misunderstood. Federal commodity and securities laws prohibit manipulation, but do not define it. Scholarly research has failed to analyze adequately the causes or effects of manipulation, and the relevant judicial decisions are confused, confusing, and contradictory. The aim of this book is to illuminate the process of market manipulation by presenting a rigorous economic analysis of this phenomenon, including the conditions that facilitate it and its effects on market users and others. The conclusions of this analysis are used to examine critically some legal and regulatory anti-manipulation policies. The Economics, Law and Public Policy of Market Power Manipulation concludes with a set of robust and realistic tests that regulators and jurists can apply to detect and deter manipulation.
In the future, as our society becomes older and older, an increasing number of people will be confronted with Alzheimer's disease. Some will suffer from the illness themselves, others will see parents, relatives, their spouse or a close friend afflicted by it. Even now, the psychological and financial burden caused by Alzheimer's disease is substantial, most of it borne by the patient and her family. Improving the situation for the patients and their caregivers presents a challenge for societies and decision makers. Our work contributes to improving the in decision making situation con cerning Alzheimer's disease. At a fundamental level, it addresses methodo logical aspects of the contingent valuation method and gives a holistic view of applying the contingent valuation method for use in policy. We show all stages of a contingent valuation study beginning with the design, the choice of elicitation techniques and estimation methods for willingness-to-pay, the use of the results in a cost-benefit analysis, and finally, the policy implica tions resulting from our findings. We do this by evaluating three possible programs dealing with Alzheimer's disease. The intended audience of this book are health economists interested in methodological problems of contin gent valuation studies, people involved in health care decision making, plan ning, and priority setting, as well as people interested in Alzheimer's disease. We would like to thank the many people and institutions who have pro vided their help with this project.
The dramatic growth of international capital flow has provided unprecedented opportunities and risks in emerging markets. This book is the result of a conference exploring this phenomenon, sponsored by the Federal Reserve Bank of Dallas. The issues explored include direct versus portfolio investment; exchange rates and economic growth; and optimal exchange rate policy for stabilizing inflation in developing countries. It concludes with a panel discussion on central bank coordination in the midst of exchange rate instability.
Setting the issue "Most economists consider the marked increase in automatic stabilizers a highly favorable development with respect to maintenance of economic stability". Besides the rare privilege of having being signed by both Milton Friedman and Paul Samuelson (Depres,Friedman, Hart, Samuelson, and Wallace [1950]), among others, this sentence expressed as soon as 1950 the consensus view on the stabilizing effect of fiscal rules governing tax revenue and public expendi tures and transfers. This positive ex ante assessment will have been confirmed ex post as part of the explanation for post war stabilization (Burns [1960], de Long and Summers [1986], Moore and Zarnovitz [1986]). However, it becomes disputed in both its positive and normative aspects. Many institutional changes since the eighties point at curbing back the transfer mechanisms underlying automatic stabilizers, and legal restraints on deficits such as the US balanced budget amendment or the European Maastricht criteria would involve serious risks for the future of stabilizers. Under such rules "the government would become, almost inevitally, a destabilizer rather than a stabilizer" said Joseph Stiglitz, quoted by the New York Times (April 1995)). "Built-in stabilizers are automatic fiscal adjustments that reduce the national income multiplier and thus cushion the effects of changes in autonomous spend ing on the level of income" (Pechman [1987]). Early analyses of the automatic fiscal stabilizers include the contributions of A. G. Hart [1945], R. Musgrave and M. Miller (1948) and E. C. Brown (1955).
This book's purpose is to shed light on the threats and opportunities arising from the incentives and restrictions of governmental actions which food industry managers discover in their search for profits. The food industry, as defined here, includes farmers, their input suppliers, processors and distributors. This text explores how the private sector reacts to the stimulus of public support measures, rules and regulations which are usually motivated by entirely different ends than those desired within the private sector. No current single model of economic behavior as yet adequately encompasses or quantifies these complex vectors and forces. Management is comprised of many factors, most of which can be identified ex post but few of which can be appraised precisely ex ante. The perceptual processes by which managers respond to governments are influenced by culture, aptitudes, individual and collective goals. details of most government/business relationships are discussed Few openly since management and government officials are, understandably, often reluctant to share the decision tree route by which trust is built and understandings are negotiated. Our text differs from others in that we combine both a theoretical and experiential approach to the subject. The insights provided by the case study material give a more macro and yet realistic view than tha t usually offered elsewhere. We indicate the risks and dynamics of the situations faced by management while also showing the importance and strategic relevance of a solid analytical foundation for managerial purposes.
Corruption has been part of our economic and political life since ancient times. During the past few years, there has been a resurgence of interest in understanding the impact that corruption has on our societies. The objective of this volume is to stimulate further studies on corruption by providing a review of existing work in this field and raising some questions that warrant further research. Contributors to this volume synthesize studies dealing with various aspects of corruption and present some new questions regarding the origin and impact of corruption. Accordingly, this volume has two aims. First, it attempts to bring together essential elements of different approaches that have been used to understand corruption. Second, many of the contributors in this volume propose a shift in the focus of studies on corruption away from bribery-type activities to corruption that results in distortion of economic policies. Economics of Corruption seeks to define and model corruption. The contributions in this volume examine the political economy of corruption - that is, why it continues to exist - as well as its consequences, and what measures, if any, can be brought to bear on this phenomenon.
This chapter has set out in detail the models which are employed below in order to analyse the labour market effects of changes in tax rates and in alterations in the tax structure. The fundamental mechanisms underlying the different approaches have been pointed out. Moreover, vital assumptions have been emphasised. By delineating the models which are used for the subsequent analyses, implicitly statements have also been made about topics or aspects which this study does not cover. For example, all workers and firms are identical ex ante. However, ex-post differences are allowed for, inter alia, if unemploy ment occurs or if some firms have to close down. These restrictions indicate areas of future research insofar as that the findings for homogeneous workers or firms yield an unambiguous proposal for changes in tax rates or the tax structure in order to promote employment. This is because it would be desir able for tax policy to know whether the predicted effects also hold in a world with ex-ante heterogeneity. Furthermore, the product market has not played a role. Therefore, repercussions from labour markets outcomes on product demand - and vice versa - are absent. 55 Moreover, neither the process of capital accumulation, be it physical or human capital, nor substitution pos sibilities between labour and capital in the firms' production function are taken into account. Finally, international competition is not modelled.
Growing populations and economies have increased the public's awareness that the world's environmental resources are finite. The issues of global warming and the depletion of the ozone layer have given universal significance to what were once local and regional pollution problems. What is evident from Public Economics and the Environment in an Imperfect World is that Coasian negotiations fail to internalize the costs of environmental degradation, often calling for public intervention through the market mechanism. In its consideration of such issues the book includes contributions on assessment problems, institutional aspects, the need for coordination and efficiency, and distribution issues. |
