In this book, Mehrdad Vahabi analyses one type of conflict in particular: manhunting, or predation, in which a dominant power hunts down its prey and the goal of the prey is to escape and thus survive. This contrasts with traditional warfare, in which two (or more) powers enter into a conflict and the goal is to fight to win domination. The economics of escape casts light on costs and benefits of predatory activities, and explores the impact of violence as an impediment to developing countries with respect to assets structure. All central banks manage the supply of money and credit in their countries, increasing and decreasing them as needed to provide what economies need to keep growing. But when inflation is low, central banks can't use their usual methods to get money and credit into an economy that needs it. In 1996, the Japanese government introduced a policy package initiating massive deregulation and liberalization in the nation's financial sector, referred to as Japan's financial 'Big Bang.' This book argues that the emergence of the Big Bang Initiative poses numerous challenges to conventional interpretations of Japanese politics and represents a clear case of institutional change in Japanese finance. Whereas many observers stress continuity in Japanese politics, this book argues that the emergence in the 1990s of performance failures and scandals attributed to the bureaucracy, as well as the increase in the likelihood of a change in government in this period, led policymaking patterns surrounding the Big Bang to differ radically from those dominating public policymaking in the past. These developments led to change in the nature of the alliance between the ruling Liberal Democratic Party (LDP) and the Ministry of Finance (MOF), to a shift in priorities within the MOF, and to a heightened role for the public in policymaking. The result was that the MOF, long perceived as 'entrenched' and seeking to maximize tangible tokens of organizational power, became more than willing to launch the Big Bang, despite the fact that these reforms would strip the ministry of many of its regulatory tools and sever the ministry's close ties with the financial sector. The book also argues that these new developments prevented financial industry actors from forestalling these reforms, as they had done in the past with other reforms similarly threatening the viability of weaker firms. The findings reveal that not only politicians, but also bureaucrats and interest groups, have reasons to pursue public support to enhance their respective political influence. Consequently, well-organized groups do not always prevail over the unorganized public.

Conventional wisdom holds that legislators who bring "pork"-federal funds for local projects-back home to their districts are better able to fend off potential challengers. For more than four decades, however, the empirical support for this belief has been mixed. Some studies have found that securing federal spending has no electoral effects at best or can even cost incumbent legislators votes. In Pork Barrel Politics, Andrew H. Sidman offers a systematic explanation for how political polarization affects the electoral influence of district-level federal spending. He argues that the average voter sees the pork barrel as an aspect of the larger issue of government spending, determined by partisanship and ideology. It is only when the political world becomes more divided over everything else that the average voter pays attention to pork, linking it to their general preferences over government spending. Using data on pork barrel spending from 1986 through 2012 and public works spending since 1876 along with analyses of district-level outcomes and incumbent success, Sidman demonstrates the rising power of polarization in United States elections. During periods of low polarization, pork barrel spending has little impact, but when polarization is high, it affects primary competition, campaign spending, and vote share in general elections. Pork Barrel Politics is an empirically rich account of the surprising repercussions of bringing pork home, with important consequences in our polarized era.

Economists commit a category mistake when they treat democratic governments as indebted. Monarchs can be indebted, as can individuals. In contrast, democracies can't truly be indebted. They are financial intermediaries that form a bridge between what are often willing borrowers and forced lenders. The language of public debt is an ideological language that promotes politically expressed desires and is not a scientific language that clarifies the practice of public finance. Economists have gone astray by assuming that a government is just another person whose impulses toward prudent action will restrict recourse to public debt and induce rational political action.

This volume presents the most robust and useful methodology for the derivation of investment criteria for the evaluation and planning of public investment projects - public investment criteria. The methodological approach solves inherent defects of traditional methodology, namely an ad hoc application of the benefit-cost analysis in the static content. Although this approach originated in the water resources development project of the Harvard group, the authors' methodology has achieved a discrete and dynamic inter regional input-output programming model by which: (i) establishment of priorities among potential investment targets by taking account of economic benefits that are brought by implementation of a set of selected projects, and diffusing into the whole national economy, and (ii) rational allocation of limited public funds to the selected investment projects are consistently made, based on the opportunity cost criteria in the dynamic content. As these benefits make up a source for the stream of further created capital funds for public as well as private sectors over the planning time horizon, optimal re-investment of thus created capital funds are solved recursively in the endogenous model by approaching the turnpike path of the whole national economy. As an optimal solution, the allocated levels for trunk expressway network as well as for other transport facilities, which are balanced with the allocation for industrial capital formation, are obtained by period and by region. In the background of these processes, the imputed price and opportunity costs as a sort of contemporary "god" are always latent. Readers with basic mathematical knowledge will learn functional and practical meaning of the opportunity costs (and the imputed price) in the evaluation and planning of investment. Conquering this small obstacle will be a source of strong self-confidence for society, a worthwhile objective. Other applications of the methodology are also included in this book, which is helpful for practitioners frequently using the feasibility study method as well as experts who wish to understand the theoretical arguments related to public investment criteria. As one of the applications, there is a numerical solution of a composite transport system in which the amounts of roads, railways, and ports are derived quantitatively, not qualitatively. These are results of authentic public investment criteria that are built in the inter-regional input-output programing model.

Under Jamaica System, the sovereign currency US dollar has acted as the main international currency. This has caused vulnerability of money standard, instability of exchange rate system, and frequent occurrences of currency crises. Calls for international monetary system reforms have increased under these circumstances. Various programs such as improved international gold standard system, expansion of Special Drawing Rights, as well as establishment of single world currency surface. So this book has significant practical contributions as well. The major contribution of this book is the proposal of new scheme of establishment of supra-sovereign international currency. This is an entire new reform program that differs significantly from any past or current reform programs in international economic research fields from all over the world. |
