Modern Public Economics (Paperback, 2 Revised Edition): Raghbendra Jha Modern Public Economics (Paperback, 2 Revised Edition)
Raghbendra Jha
R2,425 Discovery Miles 24 250 Ships in 12 - 19 working days

In recent times not only have traditional areas of public economics such as taxation, public expenditure, public sector pricing, benefit cost analysis, and fiscal federalism thrown up new challenges but entirely new areas of research and inquiry have emerged. This second edition builds upon the strengths of the previous edition and incorporates results of research on new areas such as global public goods, environmental taxation and carbon permits trading and the complexities of corporate taxation in a rapidly globalizing world.

The book is a modern and comprehensive exposition of public economics. It includes extended discussions on topics of particular interest to developing countries and covers subjects such as:

  • taxation in an economy with a large informal sector
  • the challenges of using VAT
  • the use of randomized evaluation
  • theory of public expenditure and public goods including global public goods
  • incentive effects of taxation and tax incidence

This book discusses the major traditional areas of taxation and public expenditure as well as emerging issues relating to public economics in the globalized world economy. It will be useful as a reference and update on the modern literature on public economics for professional economists and policymakers, as well as providing invaluable information as a basic text for undergraduate and graduate students in public economics.

Budgeting for the Poor (Hardcover): M. Robinson Budgeting for the Poor (Hardcover)
M. Robinson
R1,517 Discovery Miles 15 170 Ships in 10 - 15 working days

"Civil society organisations play an increasingly important role in analysing government budget policies and in advocating for more transparent and inclusive budget processes in transitional and developing countries. Drawing on case studies of six budget groups across Europe, Africa, Asia and Latin America, this book is the first comprehensive study of the impact and significance of civic initiatives aimed at enhancing budget transparency and the poverty focus of government expenditure priorities. Achievements include improvements in the transparency of budgetary decisions, increased budget awareness and literacy, and deeper engagement in the budget process on the part of legislators, the media and civil society organisations. The case studies in this book show how budget groups produce greater equity in budget policies and strengthen democracy by fostering accountability, enhancing transparency and deepening participation and voice."--BOOK JACKET.

CGE Models and Capital Income Tax Reforms - The Case of a Dual Income Tax for Germany (Paperback, 2007 ed.): Doina Maria... CGE Models and Capital Income Tax Reforms - The Case of a Dual Income Tax for Germany (Paperback, 2007 ed.)
Doina Maria Radulescu
R1,491 Discovery Miles 14 910 Ships in 10 - 15 working days

Capital income taxation is a complicated issue because of the g- eral equilibrium implications these taxes have with regard to the int- sectoral and intertemporal allocation of economic resources. Together with Michael Stimmelmayr (CES, Munich) and Christian Keuschnigg (IFF, St. Gallen), Doina Radulescu from the Ifo Institute for E- nomic Research has designed a complex and particularly elegant - tertemporal general equilibrium model of the economy, called IfoMod. IfoMod makes it possible to calculate the welfare gains and losses from fundamental tax reforms in present value terms. One of the tax reforms Doina Radulescu analyses is the move - wards a dual income tax, as is used in some Scandinavian countries. She analyses this tax using German data, because it was recently p- posed, among others, by the German Council of Economic Advisors. In the meantime, IfoMod has become a standard tool for the Ifo Institute. According to the Council of Economic Advisors, it is not only sta- of-the-art, but one of the world's most developed and advanced CGE models for the purpose of analysing intertemporal allocation problems in growing economies. Hans-Werner Sinn Preface This book was written during my time acting as a PhD candidate in the Public Finance Department at the Ifo Institute for Economic Research in Munich.

Population Ageing - A Threat to the Welfare State? - The Case of Sweden (Hardcover, Edition.): Tommy Bengtsson Population Ageing - A Threat to the Welfare State? - The Case of Sweden (Hardcover, Edition.)
Tommy Bengtsson
R2,859 Discovery Miles 28 590 Ships in 10 - 15 working days

Tommy Bengtsson Population ageing, the shift in age distribution towards older ages, is of immense global concern. It is taking place to a varying degree all over the world, more in Europe and some Asian countries, less on the African continent. The worldwide share of people aged 65 years and above is predicted to increase from 7. 5% in 2005 to 16. 1% in 2050 (UN 2007, p. 11). The corresponding ?gures for developed countries are 15. 5 and 26. 2% and for developing countries 5. 5 and 14. 6%. While population ageing has been going on for some time in the developed world, and will continue to do so, most of the change is yet to come for the developing world. The change in developing countries, however, is going to be much faster than it has been in the developed world. For example, while it took more than 100 years in France and more than 80 years in Sweden for the population group aged 65 and above to increase from 7 to 14% of the population, the same change in Japan took place over a 25-year period (UN 2007, p. 13). The scenario for the future is very similar for most developing countries, including highly populated countries like China, India and Brazil. While the start and the speed differ, the shift in age structure towards older ages is a worldwide phenomenon, stressing the signi?cance of the concept global ageing.

Sovereign Debt - A Guide for Economists and Practitioners (Hardcover): S. Ali Abbas, Alex Pienkowski, Kenneth Rogoff Sovereign Debt - A Guide for Economists and Practitioners (Hardcover)
S. Ali Abbas, Alex Pienkowski, Kenneth Rogoff
R3,037 Discovery Miles 30 370 Ships in 12 - 19 working days

The last time global sovereign debt reached the level seen today was at the end of the Second World War, and this shaped a generation of economic policymaking. International institutions were transformed, country policies were often draconian and distortive, and many crises ensued. By the early 1970s, when debt fell back to pre-war levels, the world was radically different. It is likely that changes of a similar magnitude -for better and for worse - will play out over coming decades. Sovereign Debt: A Guide for Economists and Practitioners is an attempt to build some structure around the issues of sovereign debt to help guide economists, practitioners and policymakers through this complicated, but not intractable, subject. Sovereign Debt brings together some of the world's leading researchers and specialists in sovereign debt to cover a range of sub-disciplines within this vast topic. It explores debt management with debt sustainability; debt reduction policies with crisis prevention policies; and the history with the conjuncture. It is a foundation text for all those interested in sovereign debt, with a particular focus real world examples and issues.

Taxes, Spending, and the U.S. Government's March towards Bankruptcy (Hardcover): Daniel N Shaviro Taxes, Spending, and the U.S. Government's March towards Bankruptcy (Hardcover)
Daniel N Shaviro
R1,239 Discovery Miles 12 390 Ships in 12 - 19 working days

The United States is moving toward a possible catastrophic fiscal collapse. The country may not get there, but the risk is unmistakable and growing. The 'fiscal language' of taxes, spending, and deficits has played a huge and under appreciated role in the decisions that have pushed the nation in this dangerous direction. Part of the problem is that by focusing only on the current year, deficits permit politicians to ignore what is looming down the road. The bigger problem lies in the belief, shared by people on the left and the right alike, that 'tax cuts' and 'spending cuts' lead to smaller government, when in fact the characterization of any new policy as a change in 'taxes' or in 'spending' is purely a matter of labeling. This book proposes a better fiscal language for US budgetary policy, rooted in economic fundamentals such as wealth distribution and resource allocation in lieu of 'taxes' and 'spending'.

Structural Reforms Without Prejudices (Hardcover): Tito Boeri, Micael Castanheira, Riccardo Faini, Vincenzo Galasso Structural Reforms Without Prejudices (Hardcover)
Tito Boeri, Micael Castanheira, Riccardo Faini, Vincenzo Galasso
R3,026 R1,211 Discovery Miles 12 110 Save R1,815 (60%) Ships in 12 - 19 working days

Our economies face constant challenges from many different directions. Structural reforms are implemented every day, either to grasp the benefits of globalization and technological change, or to avoid foundering on unaffordable welfare systems or the rise of new economies. Despite this flurry of reforms, many of their effects are insufficiently understood. What makes reforms a success or a failure? Why do we witness systematically ambivalent attitudes to reforms? Can governments implement reforms differently, without inflicting prejudice to large fringes of the population? This book explores these issues by comparing a number of reforms, across a large set of countries and sectors. First, through an innovative multisectorial input-output analysis, the authors compare the effects of liberalisation reforms in the telecommunication and electricity sectors across Europe. Surprisingly, they find that very similar and well-intended reforms can generate highly contrasted outcomes. It is also shown that governments must consider the effects of each reform on all sectors of the economy. Second, the authors explore how governments can tailor their reform strategy to alter the redistributive effects of reforms. They show that the government's approach to reforms has been very different across time and across countries. A government's approach depends on local institutions, on the nature of the opposition, and on the scope of the reform under way. The authors, however, show that governments do have alternatives. Often, there are ways to tailor reforms so as to protect specific parts of the population; and there are ways to experiment gradually, to avoid costly policy mistakes.

Macroeconomic Policy in India Since the Global Financial Crisis - Trends, Policies and Challenges in Economic Revival... Macroeconomic Policy in India Since the Global Financial Crisis - Trends, Policies and Challenges in Economic Revival Post-Covid (Hardcover, 1st ed. 2022)
Sebastian Morris
R2,919 Discovery Miles 29 190 Ships in 12 - 19 working days

This book discusses the Indian economic crisis and brings out what went wrong and the correction necessary for getting the economy back to high growth trajectory, leading to economic transformation. To do so, the book covers trends in performance of Indian economy since the Global Financial Crisis to the COVID-19 effect, bringing out factors that have determined the same. The book questions the approach to macroeconomic policy of both the RBI and the government and brings out what it takes for macroeconomic policy to be supportive of high growth. It contains revealing contrasts with East Asia and China, although India has the same potential to grow with an expansion of manufacturing. Overall, it argues that macroeconomic policies (as much as structural, industrial, and trade policies) have been deficient and even good initiatives on the industrial policy and trade flounder for the lack of a strategic approach to macroeconomics. The book highlights the special opportunities present in an emerging economy with vast under and utilised labour and the macroeconomic policy initiatives that can take advantage of this key feature. It covers the macroeconomic data on growth using multiple indicators, then the external shocks and the internal policy measures/responses; besides, GVA/GDP, credit, exports, external transactions, interest and policy rates, yields, exchange rates, money, capital flows, indices of industrial sector, price indices and inflation, government expenditures, tax rates, fiscal deficits, market uncertainty measures to present a holistic picture of the economy and the shocks and policy actions that have followed. The book uses an innovative method of presentation and the consistency of the trends/stances of both monetary and fiscal policy using these large number of variables. It discusses the debate on overestimation of GDP/GVA growth estimates over the years from 2011-12 to about 2016-17 comprehensively. There is special coverage of GST with a comparison with China. Coverage also includes performance since the COVID-19 crisis again using a large number of indicators and an explanation for the same in terms of the limitations of the government's initiatives to counteract. The book is a quick and ready reference of what has happened in macroeconomic terms to those interested in the relevant facts. It is of interest to international economists, policy analysts, and investors whose need to understand that the Indian economy in macroeconomic terms and in terms of the stances and penchant of the government and the RBI is of value.

Andreas Burth
R2,382 Discovery Miles 23 820 Ships in 10 - 15 working days

Who Should We Treat? - Rights, Rationing, and Resources in the NHS (Hardcover, 2nd Revised edition): Christopher Newdick Who Should We Treat? - Rights, Rationing, and Resources in the NHS (Hardcover, 2nd Revised edition)
Christopher Newdick
R2,560 Discovery Miles 25 600 Ships in 10 - 15 working days

We invest more in health care than ever before, yet we are more anxious about doctors, hospitals, and the NHS in general. As perceptions of patients' rights have expanded, so has the transparency of the difficult choices that are routine. Government has become more critical of the NHS and the public less willing to wait for treatment. Why does demand for health care consistently exceed supply and how should Government manage the problem? There is a danger that improved rights for the strong and articulate will ignore less visible, or unpopular interests. How should the rights of elderly patients, or children, or those with terminal illnesses be balanced? Who should decide: the government, doctors, NHS managers, citizens, or the courts? How should decision-makers be held accountable, and by whom? How should governance regulate the NHS? As patients become 'consumers' of medical care, what choice do they have as to how, where, and when they will be treated; and should this include hospitals abroad? This completely revised new edition puts patients' rights into their political, economic and managerial contexts. It considers the implications of the Bristol Inquiry and the rhetoric of patients as 'consumers' of care. In balancing the rights of individuals with those of the community as a whole, it deals with one of the most pressing problems in contemporary society.

Public Finance (Paperback, New Ed): Carl Shoup Public Finance (Paperback, New Ed)
Carl Shoup
R1,679 Discovery Miles 16 790 Ships in 12 - 19 working days

Broad in scope and carefully balanced in emphasis, this book is a major treatise on the theory and practice of public finance. It is unique in its presentation of a worldwide perspective and in its treatment of both the instruments of public finance and the goals, effects, and criteria of public finance measures. The book is divided into three parts. Book One defines the field, specifies the possible meaning of the "effects" of a public finance measure, and describes the criteria by which these measures are commonly appraised. Book Two is concerned with micro public finance and opens with a discussion of the theory of public goods in general. Each of the major free government services and types of transfer payments as well as the taxes that government employs are then examined. This section concludes with a chapter on the relevant aspects of government borrowing and inflationary finance. Book Three considers the major goals of public finance policy and describes how the various instruments described in Book Two can be used in achieving these goals. Among the topics treated are the use of appropriate instruments to resolve conflict in goals, conceptual problems of measuring the public finance sector and its maximum and minimum economic limits, consensus goals of equity full employment and Pareto-optimism use of resources, and goals that evoke conflicts of interest within any community. "A very scholarly book of genuine value to its field by Shoup, one of the outstanding authorities in public finance in the world."--"Choice" "Carl S. Shoup" was McVikar Professor of Political Economy at Columbia University. At General MacArthur's request he led the team creating modern Japan's tax system. He was described as "the dean of contemporary public finance experts." "Steven Medema" is professor in the Department of Economics at the University of Colorado at Denver. He is the author of "Economics and the Law" and "Historians of Economics and Economic Thought" and serves as editor of the Transaction "Classics in Economics" series.
