Individuals make decisions but they do not do so in a social vacuum. The goods they buy are frequently status-symbols in a zero-sum game which some will win and some must lose. Their consumption of commodities is subject to the constraint that what one can do, all cannot. The pressure of coalitions and interest groups, the self- interest of politicians and bureaucrats may all work against a solution being found for some of the most urgent social and economic problems of our times. These problems form the centrepiece of the economic approach to social interaction that has been pioneered by Anthony Downs, Mancur Olson and Fred Hirsch. The book is a collection of essays written since 2010, and dealing, in one way or another, with the place of values in economic analysis. The centrality of values in the collection is not surprising, given that the thematic concerns informing the essays in the book relate principally to methodological issues in economic enquiry, to the normatively constrained aggregation of personal preferences into collective choice, and to problems of logical coherence and ethical appeal in the axiom systems underlying the measurement of economic and social phenomena such as poverty, inequality and literacy. While many of the essays are more or less technical in nature, they are all explicitly motivated by considerations that go beyond the formalisms of presentation to an involvement with the role of moral reasoning in economic analysis. In particular, the essays emphasize the importance of 'ought propositions' in a science which is all too often regarded as being wholly and exclusively 'positive' in its orientation. Today, states' ability to borrow private capital depends on stringent evaluations of their creditworthiness. While many presume that this has long been the case, Quentin Bruneau argues that it is a surprisingly recent phenomenon-the outcome of a pivotal shift in the social composition of financial markets. Investigating the financiers involved in lending capital to sovereigns over the past two centuries, Bruneau identifies profound changes in their identities, goals, and forms of knowledge. He shows how an old world made up of merchant banking families pursuing both profit and status gradually gave way to a new one dominated by large companies, such as joint stock banks and credit rating agencies, exclusively pursuing profit. Lacking the web of personal ties to sovereigns across the world that their established rivals possessed, these financial institutions began relying on a different form of knowledge created to describe and compare states through quantifiable data: statistics. This book analyzes the impact of Basel Accord in Bangladesh. More specifically, it focuses on the credit risk homogenization under standardized approach of Basel Accord where External Credit Rating Agencies (ECAIs) are allowed to rate the exposures, the potential risk of allowing sub-ordinated debt (Sub-debt) as Tier 2 capital, and multiple bank distress cases as a real-world scenarios. In doing so, the book explores why the ECAIs rating fail to capture the real credit risk of exposure and to what extent sub-debt is reliable as regulatory capital.
