This volume offers a critical historical assessment of the negotiation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and of the origins of the nonproliferation regime. The NPT has been signed by 190 states and was indefinitely extended in 1995, rendering it the most successful arms control treaty in history. Nevertheless, little is known about the motivations and strategic calculi of the various middle and small powers in regard to their ultimate decision to join the treaty despite its discriminatory nature. While the NPT continues to be central to current nonproliferation efforts, its underlying mechanisms remain under-researched. Based on newly declassified archival sources and using previously inaccessible evidence, the contributions in this volume examine the underlying rationales of the specific positions taken by various states during the NPT negotiations. Starting from a critical appraisal of our current knowledge of the genesis of the nonproliferation regime, contributors from diverse national and disciplinary backgrounds focus on both European and non-European states in order to enrich our understanding of how the global nuclear order came into being. This book will be of much interest to students of nuclear proliferation, Cold War history, security studies and IR.

ICRP Publication 78 replaces the previous ICRP Publication 54 on individual monitoring programmes and the interpretation of results of measurements for intakes of radionuclides by workers. The updating was considered necessary because ICRP published new dose coefficients for intakes of radionuclides by workers in 1994 (ICRP Publication 68). Those new dose coefficients were based on the most recent general recommendations of the Commission (ICRP Publication 60). The present report uses this new information and takes account of the new principles for the radiological protection of workers provided inICRP Publication 75. Thus, the report uses the revised models and the new dose coefficients to give guidance on monitoring programmes and interpretation of results for selected radionuclides of importance in occupational exposure.

The recommendations provided are primarily for organisations that are authorized to use X ray generators and other types of radiation sources for such purposes, as well as for radiation protection experts, radiation protection officers and staff of regulatory bodies. The International Commission on Radiological Protection issued its last basic recommendations in 1977. The recommendations have been used widely throughout the world to limit exposure of both radiation workers and members of the public to ionising radiations. Supplementary statements to the 1977 recommendations were issued when necessary by the Commission, but developments in the last few years have made it necessary to issue a completely new set of recommendations, officially adopted in November 1990. In publishing these recommendations, the Commission has had three aims in mind: to take account of new biological information and of trends in the setting of safety standards; to improve the presentation of the recommendations; and to maintain as much stability in the recommendations as is consistent with the new information. The recommendations are set out in the form of a main text supported by annexes. The main text contains all the recommendations, together with sufficient explanatory material to make clear the underlying reasoning for policy makers. The supporting annexes contain more detailed scientific information on specific points for specialists.

This book summarizes the results of 3 years of agricultural and forestry reconstructive efforts and applied research conducted directly in the affected areas of Fukushima following the Great East Japan Earthquake. It describes fast and effective revival methods and technologies from tsunami and radiation damages, demonstrated through the collaborative efforts of researchers, students, local farmers, forest owners, and municipalities gathered under the Tokyo University of Agriculture East Japan Assistance Project. Consisting of four parts, the first part of the book provides an overview of the damage and measures taken to overcome them by the local municipalities and the Tokyo University of Agriculture. The second part presents data and results of agricultural recovery from the tsunami-for example, monitoring systems, reconstruction models, and convenient, low-cost methods developed for the restoration of tsunami-damaged paddy fields. The third part focuses on recovery from radiation-contaminated farmlands and forests and consequent reputational damages. Included are various primary data obtained from field experiments and surveys, studies on the mechanism of contamination, and the results of radical monitoring, decontamination, and restoration techniques performed at this site. The final part is a collection of reflections of local farmers, forest owners, and students who participated in the project. The academic trials and errors recorded in this book are an invaluable contribution to disaster management and recovery processes.
