Decades of U.S. nuclear weapons production have exacted a heavy environmental toll. The Department of Energy estimates that cleaning up waste and contamination resulting from production activity will cost over $150 billion. Yet even once that money is spent, these sites will need long-term attention to assure protection of human health and the environment. In the authors' words, stewardship refers to "institutions, information, and strategies needed to ensure protection of people and the environment, both in the short and the long term," after the DOE finishes its "cleanup" of the weapons complex. Probst and McGovern make a compelling case for establishing a formal program of long-term stewardship for contaminated sites. The legacy of environmental damage is considerable: hazardous waste disposal, radioactive waste, and contaminated facilities are among the problems that will remain after DOE cleanup efforts are complete. Stewardship planning, they say, must start now. This report details the requirements of a successful stewardship program and discusses the daunting technical and political challenges facing such efforts. It articulates important issues to be tackled, such as the institutional home for key stewardship functions. The authors conclude with suggested next steps.
This book explores the politics of anti-nuclear activism in Tokyo after the Fukushima nuclear disaster of March 2011. Analyzing the protests in the context of a longer history of citizen activism in Tokyo, it also situates the movement within the framework of a global struggle for democracy, from the Arab Spring to Occupy Wall Street. By examining the anti-nuclear movement at both urban and transnational scales, the book also reveals the complex geography of today's globally connected social movements. It emphasizes the contestation of urban space by anti-nuclear activists in Tokyo and the weaving together of urban and cyber space in their praxis. By focusing on the cultural life of the movement-from its characteristic demonstration style to its blogs, zines and pamphlets-this book communicates activists' voices in their own words. Based on excellent ethnographic research, it concludes that the anti-nuclear protests in Tokyo after the Fukushima disaster have redefined social movement politics for a new era. Long before the tragedy of the 2011 nuclear disasters in Japan, the nuclear reactor at Chernobyl experienced an explosion, meltdown, fire, and massive release of radioactivity. Twenty-five years later, we still know very little about the event and its aftermath. Once home to the United States's largest plutonium production site, the Hanford Nuclear Reservation in Washington state is laced with 56 million gallons of radioactive waste. The identification and assessment of threats provides an essential basis for the selection, design, and implementation of nuclear security measures. For nuclear material and other radioactive material that is under regulatory control, and associated facilities and activities, the results of this identification and assessment are expressed as a design basis threat or representative threat statement describing the intentions and capabilities of potential adversaries against which the materials and associated facilities and activities are to be protected. An Implementing Guide was issued in 2009 under the title of Development, Use and Maintenance of the Design Basis Threat which was updated and revised. The result of this revision is the current publication. It provides a step?bystep methodology for conducting a national nuclear security threat assessment including both physical and computer security aspects, and for the development, use and maintenance of design basis threats and representative threat statements.
The disaster at the Chernobyl nuclear power plant was an event of obviously transnational significance-not only in the airborne particulates it deposited across the Northern hemisphere, but in the political and social repercussions it set off well beyond the Soviet bloc. Focusing on the cases of Great Britain and France, this innovative study explores the discourses and narratives that arose in the wake of the incident among both state and nonstate actors. Five years after the one of the worst nuclear accidents in history, Fukushima now only occasionally headlines national and international media. Rebuilding Fukushima gives an account of how citizens, local governments, and businesses responded to and coped with the crisis of Fukushima. It addresses principles to guide reconstruction and international policy environments in which the current disaster is situated. It explores how reconstruction is articulated and experienced at different spatial scales, ranging from individuals to communities and municipalities, and details recovery efforts, achievements, and challenges in the realms of public transportation, agriculture and food production, manufacturing industries, retail sectors, and renewable-energy industries. This book also critically investigates the nature of the current reconstruction policy schemes, and seeks to articulate what may be required in order to achieve more sustainable and equitable (re)development in afflicted regions and other nuclear host regions. Drawing on extensive fieldwork and local surveys, this volume is one of the first books in English that captures the knowledge and insights of native Japanese social scientists who dealt with the complexities of nuclear disaster on a day-to-day basis. It will be of great interest to students and scholars of disaster-management studies and nuclear policy.

This book offers a comprehensive assessment of the dynamics driving, and constraining, nuclear power development in Asia, Europe and North America, providing detailed comparative analysis. The book formulates a theory of nuclear socio-political economy which highlights six factors necessary for embarking on nuclear power programs: (1) national security and secrecy, (2) technocratic ideology, (3) economic interventionism, (4) a centrally coordinated energy stakeholder network, (5) subordination of opposition to political authority, and (6) social peripheralization.
