The international economic crisis has hit Europe, especially its 'periphery', remarkably hard, and has had deep consequences at the economic and political levels. Since its onset, parties in parliament (especially those in opposition) have found themselves faced with a dilemma: choosing between the need to cooperate with the government in order to overcome the crisis and the opportunity provided by a weakened government to stress their adversarial position, so as to be more easily re-elected and possibly get into power. What have they decided to do? This is a crucial question, for which there is no easy or intuitive answer. The present volume introduces a collection of works exploring this dilemma in southern European countries, by examining the opposition behaviour in Greece, Italy, Portugal and Spain; and in the European Parliament. In so doing, we shall try to understand not only what kind of impact the crisis has had on the level of consensus in parliament in the four countries mentioned, but also whether differences are observable across cases. This book was originally published as a special issue of the Journal of Legislative Studies.
Egypt was the first Arabic-speaking country to throw off the yoke of Turkish rule, with an attendant growth in European influence. The impact of the West was most obvious in the political-constitutional field, with the gradual adoption of Western patterns of government and political life. This book, first published in 1953, is the first work to trace the development of parliamentary institutions and political parties in Egypt and to consider the extent of Western influence on their inception, evolution and disruption. In the election to the House of Representatives in 2009, the Democratic Party of Japan (DPJ) almost tripled the number of its lower house members by winning 308 seats. It subsequently formed a coalition government with the Social Democratic Party and the People's New Party. The new ruling party promised to completely overhaul policymaking mechanisms that had been shaped over the past decades. Yet, the Japanese people quickly felt disappointed with the DPJ's 'policymaking engineering'. Examining the evolution of the decision-making process in Japan under the DPJ administration between the years 2009-2012, this book offers a multidimensional explanation for the reasons for the DPJ's failure in producing effective policymaking mechanisms. Implementing conceptual tools borrowed from historical institutionalism, the author explains why the Democrats displayed inflexibility in introducing selected elements of the Westminster system, incoherence in regard to many aspects of the decision-making reform, and unwillingness to take advantage of all of the institutional resources at their disposal. The book argues that the examination of the DPJ's origins and interactions with other parties is crucial in understanding its misconceptions regarding the institutional model, policy vision, and institutional tools required for a durable change in policymaking patterns. Illustrating its argument with a range of case studies, this book explains why, ultimately, the DPJ's concept of a politician-led government resulted in failure. It will also be helpful in understanding the prerequisites for the success of institutional reforms in general. In this book, first published in 1981, the authors trace and analyse the growth of transnational party co-operation and the factors important to it during the years before and immediately following direct elections. They recognise three major dimensions of transnational co-operation: the Euro-parliamentary groups; the new European party federations; and the national party frameworks in the member states. Voting in Old and New Democracies examines voting behavior and its determinants based on 26 surveys from 18 countries on five continents between 1992 and 2008. It systematically analyzes the impact on voting choice of factors rooted in the currently dominant approaches to the study of electoral behavior, but adds to this analysis factors introduced or reintroduced into this field by the Comparative National Elections Project (CNEP)-socio-political values, and political communication through media, personal discussion, and organizational intermediaries. It demonstrates empirically that these long-neglected factors have significant political impact in many countries that previous studies have overlooked, while "economic voting" is insignificant in most elections once long-term partisan attitudes are taken into consideration. Its examination of electoral turnout finds that the strongest predictor is participation by other family members, demonstrating the importance of intermediation. Another chapter surveys cross-national variations in patterns of intermediation, and examines the impact of general social processes (such as socioeconomic and technological modernization), country-specific factors, and individual-level attitudinal factors as determinants of those patterns. Complementing its cross-national comparative analysis is a detailed longitudinal case study of one country over 25 years. Finally, it examines the extent of support for democracy as well as significant cross-national differences in how democracy is understood by citizens. Written in a clear and accessible style, Voting in Old and New Democracies significantly advances our understanding of citizen attitudes and behavior in election settings.
Applying an intercultural and comparative theoretical approach across Asia and Africa, this book analyses the rise and moderation of political movements in developing societies which mobilise popular support with references to conceptions of cultural identity. The author includes not only the Hindu nationalist movement but also many Islamist political movements in a single category - New Cultural Identitarian Political Movements (NCIPM). Demonstrating significant similarities in the pattern of evolution between these and European Christian Democracy, the book provides an instrument for the analysis of these movements outside the parameters of the fundamentalism debate. The book looks at a number of key variables for understanding the evolution of NCIPM, and it goes on to analyse the transition of developing societies from rent-based political economies to capitalism and the (partial) failure of this transition process. It argues that there is a need to incorporate economic and class analysis in the study of political processes in developing societies against the continuing emphasis on cultural factors associated with the "cultural turn" of social sciences. The book is an interesting contribution to studies in South Asian Politics, as well as Comparative Politics.
Presidential debates are forums designed to present and select candidates for national office: Their purpose is to provide opportunities for candidates to win over undecided voters, to reinforce voters who have already made a decision about who to vote for, and to change the minds of those who are willing to reconsider their initial judgments concerning which candidate seems more fit to serve as president. Edward Hinck argues that debates are not primarily about presidential policy-making. Rather, they are opportunities to demonstrate a candidate's ability to lead by summarizing, in a specific test of presidential character, the larger conflict between the candidates. Hinck develops an in-depth rhetorical analysis of the presidential and vice presidential debates of 1960 to 1988. The analysis of each series of debates begins with an introduction that focuses discussion on the most important aspects of political image for each of the candidates, then develops a case for understanding the ways in which the debates revealed the rhetorical strengths and weaknesses of each candidate's performance. Hinck's neo-Aristotelian approach asserts that debates serve both deliberative and epideictic ends because they provide important information about the candidates that cannot be disclosed except in the dramatic confrontation of the debate, and because this dramatic confrontation enacts the democratic values of rational dialogue. Enacting The Presidency is recommended to scholars in communication and political science.
Often neglected in the study of far right organisations, post-communist Europe recently witnessed the rise and fall of a number of populist radical right parties. The Populist Radical Right in Central and Eastern Europe is the first comparative study to focus on the ideology, impact, and electoral performance of this party family in the region. The book advances a series of arguments concerning the context and text of these parties, and systematically analyses the supply-side and demand-side of populist radical right politics. Whilst populist radical right parties in Central and Eastern Europe maintain broad similarities with their West European counterparts, they come across as a distinct phenomenon worthy of study in their own right. Parties like Ataka (Bulgaria), Jobbik (Hungary), and the SNS (Slovakia) resort to historical legacies and contextual idiosyncrasies to frame their ideology; interact with other parties over a number of policy areas; and ultimately compete for public office on the basis of their nativist agenda. The book provides a novel framework for the analysis of different aspects of populist radical right politics, notably enhancing the understanding of this phenomenon by means of primary data such as personal interviews with party leaders and original expert surveys. Using the ideological features of these parties as an overarching analytical tool, this book is essential reading for students and scholars researching the far right, post-communist issues and European politics in general.

After its disastrous defeat in 2015, Labour is at grave risk of throwing away the 2020 general election. The party has to understand why it suffered such a devastating defeat and learn crucial lessons if it is to recover. The reasons appear obvious enough: the British public did not believe that Ed Miliband was a credible prime minister; people feared that a Labour government would plunge the British economy back into chaos; and they perceived that the party was out of touch on issues like immigration and welfare. Labour was not just narrowly defeated in 2015, it was overwhelmingly rejected by an electorate who no longer trust the party. Underlying all of this is a sense that Labour is a party that does not understand the modern world, wedded to an outdated 'cloth cap' image of heavy industry and the monolithic public sector. The risk for the Labour party, like social democratic parties across Europe, is further electoral defeat and then inevitably, permanent irrelevance. As of today, there are few signs that the party grasps why it lost and, in particular, why swing voters in marginal seats were not prepared to vote Labour. A party that does not understand why it was defeated scarcely deserves to be taken seriously by the electorate. This book examines why Labour so overwhelmingly lost the trust of voters, and crucially how the party under a new leader can win them back by 2020 - charting Labour's path to power.
The withdrawal of young Americans from electoral politics has been as startling as it has been mystifying. Possible explanations for this phenomenon have focused on increased levels of cynicism and distrust among young voters, the behavior of candidates and campaign consultants, and the importance of institutional barriers to voting. The study of political discussion has been broken into sub-categories including deliberative democracy, discursive studies, dynamics of interpersonal communication, and discussion network analyses, with substantial numbers of books and articles covering each. However, these areas are often treated distinctly and not brought together in a comprehensive and systematic way. Political Discussion in Modern Democracies: a comparative perspective reviews the breadth of the different literatures on political science and provides original comparative analyses of the nature of political discussion and its consequences on political deliberation and behaviour in numerous advanced industrial democracies worldwide. This book examines the domestic electoral consequences of the economic and financial crisis in Europe, particularly in those countries where the crisis manifested itself more devastatingly: the Southern European countries of Greece, Italy, Portugal, and Spain, as well as Iceland and Ireland. On the surface, the electoral consequences of the crisis seem largely similar, having resulted, in these countries, in large electoral losses for incumbents, as the most elementary versions of "economic voting" theory would have us expect. However, behind this fundamental similarity, important differences emerge. Whilst in some cases, on the basis of post-election surveys, it is possible to see that the "crisis elections" followed a previous pattern of performance-oriented voters, with no major changes either in known predictors of electoral choices or in basic party system properties, other elections brought the emergence of new parties, new issues and cleavages, altering patterns of political competition. By examining these different outcomes by comparing the "crisis elections" with previous ones, this book takes into account their timing relative to different stages of crisis. It also scrutinises party strategies and campaign dynamics, particularly as governments attempted (and sometimes succeeded) in framing events and proposals so as to apportion responsibility for economic outcomes. John Engler, former Governor of Michigan, once claimed that redistricting is one of the purest actions a legislative body can take. Academicians and political leaders alike, however, have regularly debated the ideal way by to redistrict national and state legislatures. The East European Radical Right in the Political Process examines the significance of radical right parties, along with other organizations, in terms of their involvement in the political process of new democracies. This book is a study of the Democratic Progressive Party (DPP), the Taiwan Independence Movement (TIM) and electoral politics in Taiwan during 2000-2012. It consists of two parts: the first part proposes a movement government framework to understand the fluctuating popular support for the DPP government during 2000-2008 when it was in power, and the second part includes a series of studies on the DPP's quick but limited revival during 2008-2012 when it was out of power. For the DPP in and out of power, its strategic relations with the TIM have either promoted or constrained popular support for the DPP under different circumstances. This book reviews the history of the TIM since 1945, its relations with the DPP since 1986, the DPP's strategies in dealing with the TIM, and explains how these strategies have significantly affected the size and composition of the DPP's support base since 2000 by analyzing rich survey data collected during 1996-2013. Theoretically, this book challenges the traditional dichotomous and overly structuralist understanding of state-movement relations; empirically, it provides both qualitative and quantitative analysis of Taiwan's major political and social events since 2000, such as presidential and legislative elections, and rise of Taiwanese nationalism.

Staten Island is New York City's smallest yet fastest growing borough: a conservative, suburban community of nearly a half a million on the fringe of the nation's most liberal, global city. Staten Island: Conservative Bastion in a Liberal City chronicles how this "forgotten borough" has grappled with its uneasy relationship with the rest of the City of New York since the 1920s. Daniel C. Kramer and Richard M. Flanagan analyze the politics behind events that have shaped the borough, such as the opening of the Verrazano Bridge and the closure of the Fresh Kills Landfill. Over the past seven decades and more, political parties have become an essential feature of the political landscape of the South Asian subcontinent, serving both as a conduit and product of the tumultuous change the region has experienced. Yet they have not been the focus of sustained scholarly attention. This collection focuses on different aspects of how major parties have been agents of - and subject to - change in three South Asian states (India, Pakistan and Sri Lanka), examining some of the apparent paradoxes of politics in the subcontinent and covering issues such as gender, religion, patronage, clientelism, political recruitment and democratic regression. Recurring themes are the importance of personalities (and the corresponding neglect of institutionalisation) and the lack of pluralism in intraparty affairs, factors that render parties and political systems vulnerable to degeneration.
