Discussing what we may learn from thinking about the EU in federal terms represents a two-fold challenge. It is on the one hand a matter of establishing 'how federal' the EU is (the EU's federal challenge). On the other, the EU has federal features but is not a state, thus raising the question of whether federal theory and practice may have to be adapted to take proper account of the EU (the EU's challenge to federalism). The contributions to this collection supplement and extend existing scholarship through focusing on two important lines of inquiry. The first focuses on the relationship between federalism and democracy, with particular emphasis on how federal systems respond to and deal with citizens' interests and concerns, within and outside the political system. Representation is explored both in the process of federalization, and as a feature of established systems. The second line of inquiry places the emphasis on the relationship among the governments of federal systems. The focus is on intergovernmental relations, and the particular merits that emanate from studying these from a federal perspective. This book seeks to explore the potentialities of strengthening a new field of research within migration and diversity studies, that of immigrant incorporation in political parties. The point of departure of all the contributions to this volume is that there is what we call a 'diversity gap' between political parties as public representative organisations and diversity dynamics in democratic societies. Exploring the current strategies of political parties developing first conceptual frameworks, theoretical foundations and empirical hypothesis and approaches, this book examines case studies from four European countries: Germany, Ireland, Portugal and Spain. American political parties have long existed in a gray area of constitutional law because of their uncertain status. Parties in this country are neither fully public nor fully private entities. This constitutional ambiguity has meant that political parties are considered private organizations for some purposes and public ones for others. This "public-private entity" problem has arisen in many different legal contexts over the years. However, given their case-by-case method of judicial review, courts have typically dealt with only very discrete parts of this larger problem. This work is an endeavor to describe and analyze the constitutional status of political parties in this country by synthesizing the best judicial and scholarly thinking on the subject. In the final chapter, I draw on these ideas to propose my own scheme for how political parties might be best accommodated in a democracy.
This book is about why and how central and local governments clash over important national policy decisions. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan's experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict.
To celebrate Singapore's fiftieth anniversary for its independence from Malaysia in 2015, 35 students, academics and activists came together to discuss and write about pioneering Singaporean human rights activists and their under-reported stories in Singapore. The city-state is known for its remarkable economic success while having strict laws on individual freedom in the name of national security, public order and racial harmony. Singapore's tough stance on human rights, however, does not negate the long and persistent existence of a human rights society that is little known to the world until today. This volume, composed of nine distinctive chapters, records a history of human rights activists, their campaigns, main contentions with the government, survival strategies and other untold stories in Singapore's first 50 years of state-building.
Few scholars have paid close attention to the factors internal to the Republican Party that helped the Right to consolidate its power within the party between the 1960s and the 1980s. Plugging the gap in party literature, The Rise of the Republican Right: From Goldwater to Reagan provides a comprehensive account of the rise of the Republican Right in the years between Barry Goldwater's 1964 presidential defeat and the election of Ronald Reagan as president in 1980. Specifically, it offers a historical-institutional analysis of the organizational factors internal to the Republican Party that helped the conservative Right maintain, and then expand its ascendant position within the GOP in the critical years between Goldwater and Reagan. Brian M. Conley demonstrates how the growth of the Right during this period was aided by a desire on the part of many Republican leaders to rebound from electoral defeat by rebuilding the party organizationally, rather than reforming it politically, through the introduction of a more "service" -oriented party structure. The Rise of the Republican Right will interest academics, party scholars, and researchers eager to gain a more nuanced understanding of the factors that helped the Right become a dominant force within the Republican Party.
Politics at the Centre is a comparative study of the rules, norms and behaviour surrounding political party leadership. The primary analysis includes 25 parties in Australia, Canada, Ireland, New Zealand, and the United Kingdom from 1965 onwards. The topics covered include methods of leadership selection and removal and the nature of leadership politics. The themes of the book include intra party democracy, with an emphasis on the relative roles of the parliamentary and extra parliamentary groups, and the causes of organizational reform within parties. Particular attention is paid to change over time and to differences among parties with explanations offered for both. Considerable attention is paid to the trend of expanding the leadership selectorate including consideration of why many parties are adopting this reform while others resist it. Data, collected from more than 200 leadership elections, are analyzed to consider issues such as the competitiveness of leadership contests, the types of individuals who win the contests and the longevity of leaders. The influence of different methods of selection and removal on these issues is also examined. Much of the analysis is based on in-country interviews conducted with active politicians, former and current party leaders, political journalists and officials of the extra parliamentary parties. Extensive use is also made of a comprehensive review of party documents related to leadership selection. Many real-life examples from all five countries are used to illustrate the central concepts and themes. A separate chapter considers the applicability of the findings from the Westminster systems to parties in other parliamentary and presidential systems. The concluding chapter makes a normative argument for a particular version of leadership selection and removal. Recently there has been a convergence of party funding regimes across many states of Western Europe. The driving force behind this process has been the introduction of state funding to political parties. This book subsequently asks why state funding to political parties has been introduced in ever more countries and yet there still remain some places where it has only been introduced to a decidedly limited degree? It argues that a consensus of the relevant parties is a prerequisite for the introduction of state funding, thereby assuming a nexus between particular forms of party competition and the outcome of party funding reforms. The author shows how the introduction of state funding is more likely to occur in countries where parties have a high number of institutional veto points at their disposal, where both policy- and office-seeking play a more important role in parties' strategic preferences than vote-seeking, and where the discourse on political corruption identifies state funding as a remedy against corrupt practices. These assumptions are confirmed for four cases: Germany, Sweden, the UK, and France. He argues that two constellations of independent variables facilitate the introduction or reform of state subsidies. On the one hand, in political systems that provide parties with a considerable number of veto points, vote-seeking generally plays a minor role in decisions about party funding. On the other hand parties can reach a consensus independently of the institutional environment and their strategic preferences by engaging in the discourse on political corruption. Decreasing levels of ideological polarisation prior to the introduction of state funding imply that causal mechanisms similar to the ones identified in the four case studies are at work in established democracies in Western Europe more generally. Thus, the book represents a first step towards a theory which explains differences and similarities in party funding regimes.
A long-standing debate in American politics is about the proper structure for political parties and the relative power that should be afforded to party professionals versus issue activists. In this book, Byron E. Shafer and Regina L. Wagner draw systematically on new data and indexes to evaluate the extent to which party structure changed from the 1950s on, and what the consequences have been for policy responsiveness, democratic representation, and party alignment across different issue domains. They argue that the reputed triumph of volunteer parties since the 1970s has been less comprehensive than the orthodox narrative assumes, but that the balance of power did shift, with unintended and sometimes perverse consequences. In the process of evaluating its central questions, this book gives an account of how partisan alignments evolved with newly empowered issue activists and major post-war developments from the civil rights movement to the culture wars.
By 1976, the National Front had become the fourth largest party in Britain. In a context of national decline, racism and fears that the country was collapsing into social unrest, the Front won 19 per cent of the vote in elections in Leicester and 100,000 votes in London. In response, an anti-fascist campaign was born, which combined mass action to deprive the Front of public platforms with a mass cultural movement. Rock Against Racism brought punk and reggae bands together as a weapon against the right. At Lewisham in August 1977, fighting between the far right and its opponents saw two hundred people arrested and fifty policemen injured. The press urged the state to ban two rival sets of dangerous extremists. But as the papers took sides, so did many others who determined to oppose the Front. Through the Anti-Nazi League hundreds of thousands of people painted out racist graffiti, distributed leaflets and persuaded those around them to vote against the right. This combined movement was one of the biggest mass campaigns that Britain has ever seen. This book tells the story of the National Front and the campaign which stopped it.

The report of the Labour Party Defence Study Group, which met from early 1975 to mid-1977, represents a unique attempt to portray defence policy in the context of disarmament and the need to restructure and control the institutions of defence - in particular the defence industry. The report presented the fullest study made by any British political party concerning the implications and consequences of its stated defence policy, and embodied an examination of defence from the perspective of approaches of disarmament. At the same time, the search for a new policy in international relations was harmonised with the further development of a new industrial strategy, concentrating upon the potential for converting part of military industry to civil work. This comprehensive volume is a three-part study of whether the Chinese political system has maintained a significant degree of regime legitimacy in the context of rising domestic discontent, in particular the popular protests against socio-economic inequality and environment degradation. Part I presents the scholarly debate on the theoretical refinement and empirical measurement of regime legitimacy in contemporary China. Part II focuses on the challenges to regime legitimacy of the increasingly widespread popular protests and civil activism. Part III examines the regime's responses to these challenges, including coercive repression, adaptation, and economic performance. This book finds that, while repression can hardly stop popular protests - and often backfires - economic performance legitimacy is increasingly difficult to be maintained. The only way out is the adaptation to the changing domestic and international environment. The chapters in this collection were originally published in the Journal of Contemporary China.
This book investigates how liberal parties have evolved over time as a party family, in a comparative perspective. Through a discussion of the applicability of the concept of party family to liberal parties, it gives a better picture of the development, challenges, and opportunities for liberal parties in Europe. The history of liberal parties in Europe is peculiar and the origins of the liberal family are not clearly defined. Liberal parties are still quite heterogeneous given the various meanings embraced in the idea of liberalism, including economic liberalism, cultural liberalism, progressivism, social-liberalism. Bringing together the best specialists engaged in the study of liberal parties, and with a two-levels perspective (comparative and case study), this book renews and expands our knowledge on the liberal party family in Europe. Four major themes are developed, linked to the four approaches of the concept of party family: electoral performances, participation to power, ideology and political program, and party organization. These themes are systematically developed in case studies, and in comparative chapters. Primarily aimed at scholars and students in comparative politics, this book should especially appeal to scholars in the fields of political parties and party systems, representation and elections, voting behavior, and public opinion.
Populism is on the rise in Europe and the Americas. Scholars increasingly understand populist forces in terms of their ideas or discourse, one that envisions a cosmic struggle between the will of the common people and a conspiring elite. In this volume, we advance populism scholarship by proposing a causal theory and methodological guidelines - a research program - based on this ideational approach. This program argues that populism exists as a set of widespread attitudes among ordinary citizens, and that these attitudes lie dormant until activated by weak democratic governance and policy failure. It offers methodological guidelines for scholars seeking to measure populist ideas and test their effects. And, to ground the program empirically, it tests this theory at multiple levels of analysis using original data on populist discourse across European and US party systems; case studies of populist forces in Europe, Latin America, and the US; survey data from Europe and Latin America; and experiments in Chile, the US, and the UK. The result is a truly systematic, comparative approach that helps answer questions about the causes and effects of populism. |
