In posing challenging questions about the relationship between state and society, theories of governance have promoted fierce debate regarding the capacity of government in an increasingly crowded policy terrain. Yet, despite the picture of a hollow state painted in many accounts of governance, the book reveals how the unique resource advantages and democratic legitimacy afforded to central governments equip them with the potential to redefine their role and preserve their centrality.

Providing an ethnographic account of the Islamic Party of Malaysia (PAS) and its Youth Wing (Dewan Pemuda PAS), this book analyses the genesis and role of Islamic movements in terms of their engagement in mainstream politics. It explores the party's changing approach towards popular culture and critically investigates whether the narrative of a post-Islamist turn can be applied to the PAS Youth. The book shows that in contrast to the assumption that Islamic marketization and post-Islamism are reinforcing each other, the PAS Youth has strategically appropriated and integrated Islamic consumerism to pursue a decidedly Islamist - or 'pop-Islamist' - political agenda. The media-savvy PAS Youth elites, which are at the forefront of implementing new outreach strategies for the party, categorically oppose tendencies of political moderation among the senior party. Instead, they are most passionately calling for the establishment of a Syariah-based Islamic oder for state and society, although these renewed calls are increasingly expressed through modern channels such as Facebook, YouTube, rock music, celebrity advertising, branded commodities and other market-driven forms of social movement mobilization. A timely and significant contribution to the literature on Islam and politics in Malaysia and beyond, this book sheds new light on widespread assumptions or even hopes of "post-Islamism". Decentralization is a curious policy for a central government to pursue. If politics is essentially about the struggle for power, why would anyone want to give away the power that one struggled for and won? This book argues that it is precisely party competition in search of power that propels decentralization. Koichi Nakano develops his core argument through in-depth, qualitative research on the politics of reform in France and Japan. This book examines how inter- and intra-party coalition-building affects governability in South Korea. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book's research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. This book traces the development of modern Syria focusing on the contribution of the Ba'th party and Ba'thist ideology. It examines the roots of the Ba'th in the intellectual ferment of the 1940s and charts its growing influence on Syrian politics. Special attention is devoted to the crucial Sixth Congress of the Ba'th Party in 1963 and the key ideological document, the Muntalaqat, produced by Michel Aflaq. After 1963 the military became increasingly dominant until Hafiz al-Asad came to power in 1970. Since then the Party has been less dominant internally but Syria itself has established a pivotal position in regional affairs. The book concludes by reviewing the prospects for Syria after Asad and the potential for a Ba'thist revival.

This book examines the ways in which Confucian political culture operates in contemporary Chinese politics and influences its development. The author argues that the authoritarian political culture performs functions similar to the democratic political culture, drawing on a wide range of data-surveys, interviews, archives, Public Hearing Meeting records, and the Party Congress Reports of the Chinese Communist Party-to substantiate and illustrate these arguments. In an authoritarian political system, the "legitimating values" of the authoritarian political culture persuade the public of their government's legitimacy and the "engaging values" equip individuals with a set of cultural dispositions, resources, and skills to acquire political resources and services from the state. In the context of Chinese politics, personal connections infused with affection and trust-the Social Capital in the Confucian culture-facilitate political engagement. Despite the country's continuous advocacy for the "rule of law," state and public perceptions of legal professionals and legal practices, such as mediation and lawyer-judge relations, are fundamentally moralized. A new "people ideology," which originated in the Confucian political culture, has been re-appropriated to legitimate the Party's hegemonic governing position and policies.

The world is increasingly becoming less democratic and this trend has not left Southeast Europe untouched. But instead of democratic breakdown what we are witnessing is a gradual decline and the rise of competitive authoritarian regimes. This book aims to give a country-by-country overview of how illiberal politics has led to a decline in democracy and the re-emergence of autocratic governance in Southeast Europe, more specifically in the Western Balkans. It defines illiberal politics as the everyday practices through which ruling parties undermine democratic institutions in order to remain in power. Individual chapters examine recent political developments and identify practices of illiberal politics that target electoral institutions, rule of law, media freedom, judicial independence, and enable political patronage, while several thematic chapters comparatively explore cross-regional patterns. This book explores the argument that Portugal has been an exception to the trend of political upheaval and electoral instability across Southern Europe following the financial crisis and the bailout period. It does so by mapping and exploring in-depth three key dimensions: the governmental arena, the party system and citizens' political attitudes. The five chapters in this edited volume show that a number of factors combine to make Portugal not only a very stimulating case study, but also an exception within the South European panorama: the stability of its party system, and that of the mainstream parties' electoral support in particular; the quick recovery of political attitudes after the end of the bailout period (2011-2014); the absence of competitive populist challengers until 2019, despite high levels of populist attitudes amongst the citizenry; the successful and stable union between anti-austerity parties supporting the socialist government (dubbed the 'Contraption') and its adoption of an 'austerity by stealth' model. This book shows that it is possible to combine critical junctures and political stability, responsiveness and responsibility, through the study of one of the most intriguing cases in Southern Europe in the last decades. Managing Transitions examines the history and roles of China's minor parties and groups (MPG's) in the Chinese Communist Party's (CCP) united front between the 1930's and 1990's using Antonio Gramsci's principles for the winning and maintaining of hegemony. Gramsci advocated a "war of position," the building of political alliances to isolate existing state powers and win consent for revolutionary rule and transform society. Economic reform is now creating new socio-economic groups and the CCP is adjusting the united front and the MPGs to co-opt their representatives and deliberately forestall the evolution of an autonomous civil society and middle class which could challenge CCP rule. This has resulted in a new and expanding role for the united front, the MPGs and organisations representing the new interest groups.

This study presents 13 articles interrogating themes likely to impinge on India's 15th general elections in 2009. These were written following intense discussion between the contributors and use available data as well as original data and analysis. The significance of the analyses goes beyond how much these questions find place in the campaign, or how much they would impact the electoral results. These have and would continue to be essential themes in Indian politics for some time. They would influence the country's politics, its leaders, parties and institutions and would be interrogated in political, policy and social science circles in the foreseeable future. They would in turn be impacted, redefined and perhaps transformed by political dynamics and social pressure. The first attempt of its kind to analyse the impact of certain emerging trends in politics on upcoming elections anywhere in the world, this book will be a useful addition to election studies and policy making in general.

Julius Evola's writing covered a vast range of subjects, from a distinctive and categorical ideological outlook and has been extremely influential on a significant number of extreme right thinkers, activists and organisations. This book is the first full length study in English to present his political thought to a wider audience, beyond that of his followers and sympathisers, and to bring into the open the study of a neglected strand of contemporary Western thought, that of traditionalism. Evola deserves more attention because he is an influential writer. His following comes from an important if largely ignored political movement: activists and commentators whose political positions are, like his, avowedly traditionalist, authoritarian, anti-modern, anti-democratic and anti-liberal. With honourable exceptions, contemporary academic study tends to treat these groups as a minority within a minority, a sub-species of Fascism, from whom they are held to derive their ideas and their support. This work seeks to bring out more clearly the complexity of Evola's post-war strategy, so as to explain how he can be adopted both by the neo-fascist groups committed to violence, and by groups such as the European New Right whose approach is more aimed at influence from within liberal democracies. Furlong also recognises the relevance of Evola's ideas to anti-globalisation arguments, including a re-examination of his arguments for detachment and spontaneism (apolitia).

Ruth First and Joe Slovo, husband and wife, were leaders of the war to end apartheid in South Africa. Communists, scholars, parents, and uncompromising militants, they were the perfect enemies for the white police state. Together they were swept up in the growing resistance to apartheid, and together they experienced repression and exile. Their contributions to the liberation struggle, as individuals and as a couple, are undeniable. Ruth agitated tirelessly for the overthrow of apartheid, first in South Africa and then from abroad, and Joe directed much of the armed struggle carried out by the famous Umkhonto we Sizwe. Only one of them, however, would survive to see the fall of the old regime and the founding of a new, democratic South Africa. This book, the first extended biography of Ruth First and Joe Slovo, is a remarkable account of one couple and the revolutionary moment in which they lived. Alan Wieder's deeply researched work draws on the usual primary and secondary sources but also an extensive oral history that he has collected over many years. By weaving the documentary record together with personal interviews, Wieder portrays the complexities and contradictions of this extraordinary couple and their efforts to navigate a time of great tension, upheaval, and revolutionary hope.

At the national level, political parties play an important role in making representative democracy work. They help to aggregate and communicate policy preferences, link decision-making between different legislative bodies and hold politicians accountable. In the European Union, however, the electoral connection is weak. This casts doubt on the impact of partisan politics at the European level. Are political parties able to fulfil their role as 'transmission belts' ensuring political accountability and consistent decision-making in the European Union? To answer this question we look at the micro foundations of partisan politics in the European Union. The contributions in this volume all depart from a common theoretical framework but use a wide range of empirical data and research designs, covering qualitative process-tracing, elite interview and large-N quantitative analysis. Moreover, they examine party effects in the electoral and legislative arena. Finally, the volume covers all European institutions: the Commission, the Council of the European Union, the European Council and the European Parliament. The findings enhance our understanding of the workings of decision-making in Brussels, add to the debate on the EU democratic deficit, and highlight the usefulness of drawing upon insights from the literature on Comparative Politics when studying the European Union. The Justice and Development Party (AKP) has been in power since 2002. This book is the first book-length analysis to chart the rise and development of the party from its Islamist roots through to government, analysing in particular its internal organisation and dynamics. Since its foundation in 2001, the AKP seems to have been more successful than any other party with an Islamic background in the history of the Turkish Republic. Drawing on interviews and analyses of quantitative data from primary and secondary sources, the author examines the party's character as an organisation, its internal power structure, its electoral roots, strategy and leadership in the context of its organisational environment - including its constitution, major veto players as well as international actors. Going beyond a mere analysis of Turkish politics and parties, this book applies classical theories and models on political parties to the Turkish case. Focusing on the notion of 'institutionalisation' and its two main dimensions, autonomy and 'systemness', it makes an original contribution to both the empirical study of the AKP, contemporary Turkish Politics and the general discussion on theories of party organisation.

Long gone are the times when class-based political parties with extensive membership dominated politics. Instead, party politics has become issue-based. Surprisingly few studies have focused on how the issue content of West European party politics has developed over the past decades. Empirically, Reshaping of West European Party Politics studies party politics in Belgium, Denmark, France, Germany, the Netherlands, Sweden and the UK from 1980 and onwards. This book highlights the more complex party system agenda with the decline, but not disappearance, of macroeconomic issues as well as the rise in 'new politics' issues together with education and health care. Moreover, various 'new politics' issues such as immigration, the environment, and European integration have seen very different trajectories. To explain the development of the individual issues, this volume develops a new theoretical model labelled the 'issue incentive model' of party system attention. The aim of the model is to explain how much attention issues get throughout the party system, which is labelled 'the party system agenda'. To explain the development of the party system agenda, one needs to focus on the incentives that individual policy issues offer to large, mainstream parties, i.e. the typical Social Democratic, Christian Democratic, or Conservative/Liberal parties that have dominated West European governments for decades. The core idea of the model is that the incentives that individual policy issues offer to these vote and office-seeking parties depend on three factors, namely issue characteristics, issue ownership, and coalition considerations. The issue incentive model builds on and develops a top-down perspective on which the issue content of party politics is determined by the strategic considerations of political parties and their competition with each other. What impact has EU membership had on party politics in Central and Eastern Europe? Although there is an emerging body of literature on the Europeanization of political parties, most of these accounts focus exclusively on Western Europe. Drawing on a range of qualitative and quantitative approaches including detailed studies of party programmes and manifestos, analysis of the media, semi-structured interviews and expert surveys, this collection provides not just conceptually informed, but also empirically rooted analyses of party politics in Central and Eastern Europe during the first four years of EU membership. In particular, the contributions assess the impact of EU membership on parties' internal balance of power, the use of European issues in inter-party competition, the role of transnational party federations and the broader role the EU plays in party politics. The findings not only shed light on the impact of EU membership on party organization and programmes, they also inform broader debates concerning the dynamics, fluidity and motors of party politics in Central and Eastern Europe. The Democratic Leader argues that leaders occupy a unique place in democracies. The foundational principle of democracy - popular sovereignty - implies that the people must rule. Yet the people can rule only by granting a trust of authority to individual leaders. This produces a tension that results in a unique type of leadership, specifically, democratic leadership. Democratic leaders, once they have the confidence and authority of the people, are very powerful because they rule through consent and not through fear. Yet in many respects they are the weakest of leaders, because democrats distrust leaders and impose on them a range of far-reaching constraints-legal, moral and political. The democratic leader must perpetually navigate the powerful and contending forces of public cynicism, founded in the suspicion that all leaders are self-interested power-seekers, and of public idealism, founded in a perennial hope that good leaders will act nobly by sacrificing themselves for the people. The Democratic Leader suggests that the inherent difficulty of this form of leadership cannot be resolved, and indeed is necessary for securing the strength and stability of democracy.

While scholars, activists and pundits from around the world have heralded the Lula years as a breakthrough for poverty reduction and the forthcoming emergence of Brazil as a dynamic economic superpower, many of their counterparts in the country as well as a number of Brazilianists elsewhere, have expressed great disappointment. Tracing back the trajectory of Brazilian Workers' Party (Partido dos Trabalhadores - PT), Hernan F. Gomez Bruera explores how holding national executive public office contributed decisively to a pragmatic shift away from the party's radical redistributive and participatory platform, earning the approbation of international audiences and criticisms of domestic progressives. He explains why a unique party, which originally promoted a radical progressive agenda of socio-economic redistribution and participatory democracy, eventually adopted an orthodox economic policy, formed legislative alliances with conservative parties, altered its relationship with social movements and relegated the participatory agenda to de sidelines. Touching on multiple dimensions, from economic policy and land reform to social policy, this book offers a distinct explanation as to why progressive parties of mass-based origin shift to the center over time and alter their relationships with their allies in civil society. Social structure may historically have been of primary importance in accounting for the attitudes and behaviour of many citizens, but now changes in social structure have diminished the role played by class and religious affiliation, whilst the significance of personality in political leadership has increased. This book takes a fresh look at the trajectories of Israeli politics since the election of Likud in 1977, examining how right wing parties have adopted populist policies in order to carve out an identity and win support at the polls. As such it demonstrates how populism has become a hugely significant factor in shaping Israeli politics and society. The original perspective taken by the author allows for an understanding of the central phenomena of the contemporary political system in Israel, such as the Likud's party centrality in Israeli politics, the political force of the religious Shas party and the growing influence of certain political leaders. Through this innovative analysis of the concept of populism, the book contributes to a better understanding of the Israeli political system. With Israel playing such a central role in the Middle East conflict, this analysis of the ways in which populism contributes to the consolidation of governing political forces in Israel will allow for a better understanding of this conflict.
