State takeovers of local governments have garnered national attention of late, particularly following the water crisis in Flint, Michigan. In most U.S. cities, local governments are responsible for decisions concerning matters such as the local water supply and school affairs. However, once a state takes over, this decision-making capability is shuttled. Despite the widespread attention that takeovers in Flint and Detroit have gained, we know little about how such takeovers-a policy option that has been in use since the 1980s-affect political power in local communities. By focusing on takeovers of local school districts, this book offers the first systematic study of state takeovers of local governments. Although many major U.S. cities have experienced state takeovers of their local school districts, we know little about the political causes and consequences of takeovers. Complicating this phenomenon are the justifications for state takeokers; while they are assumedly based on concerns with poor academic performance, questions of race and political power play a critical role in the takeover of local school districts. However, Domingo Morel brings clarity to these questions and limitations-he examines the factors that contribute to state takeovers as well as the effects and political implications of takeovers on racialized communities, the communities most often affected by them. Morel both lays out the conditions under which the policy will disempower or empower racial and ethnic minority populations, and expands our understanding of urban politics. Morel argues that state interventions are a part of the new normal for cities and offers a novel theoretical framework for understanding the presence of the state in America's urban areas. The book is built around an original study of nearly 1000 school districts, including every school district that has been taken over by their respective state, and a powerful case study of Newark, New Jersey.
This edited collection builds directly upon the recently published book by Harmel, Svasand, and Mjelde (Institutionalisation (and De-Institutionalisation) of Right-Wing Protest Parties: The Progress Parties in Denmark and Norway) and applies their conceptual framework to a wide range of additional cases. Employing a common conceptual framework throughout, the chapters cover a broad range of cases and make important contributions toward building theories on why some parties succeed in institutionalising while others fail. The book is primarily about the status some parties achieve as an 'institution', the means by which parties may acquire that status, and some of the obstacles that stand in their way.

Based on a wealth of empirical material, including original interviews with key policymakers and civil servants, it focuses on the "big picture" and analytically maps the direction of travel for the UK political system. This book, with contributions from leading scholars in the field, presents a critical overview of much of the recent literature on political parties. It systematically assesses the capacity of existing concepts, typologies, and methodological approaches to deal with contemporary parties. It critically analyses the 'decline of parties' literature both from a conceptual perspective and - with regard to antiparty attitudes among citizens - on the basis of empirical analyses of survey data. It systematically re-examines the underpinnings of rational-choice analyses of electoral competition, as well as the misapplication of standard party models as the 'catch-all party.' Several chapters reexamine existing models of parties and party typologies, particularly with regard to the capacity of commonly used concepts to capture the wide variation among parties that exist in old and new democracies today, and with regard to their ability to deal adequately with the new challenges that parties are facing in rapidly changing political, social and technological environments. In particular, two detailed case studies demonstrate how party models are significant not only as frameworks for scholarly research, but also insofar as they can affect party performance. Other chapters also examine in detail how corruption and party patronage have contributed to party decline, as well as the public attitudes towards parties in several countries. In the aggregate, the various contributions to this volume reject the notion that a 'decline of party' has progressed to such an extent as to threaten the survival of parties as the crucial intermediary actors in modern democracies. The contributing authors argue, however, that parties are facing a new set of sometimes demanding challenges. Not only have parties differed significantly in their ability to successfully meet these challenges, but the core concepts, typologies, party models and methodological approaches that have guided research in this area over the past 40 years have met with only mixed success in adequately capturing these recent developments and serving as fruitful frameworks for analysis. This book is intended to remedy some of these shortcomings.
Are we seeing the presidentialization of politics in Japan? Certainly, many recent prime ministers have demonstrated powerful leadership, notably Junichiro Koizumi and Shinzo Abe. While the phenomenon of presidentialization has been much discussed for years, the Japanese case has not received much attention in the English language. Iwasaki analyses the state of Japanese politics using the established analytical framework of presidentialization – looking at leadership power resources, leadership autonomy, and the personalization of the electoral process – and assesses the factors that have been claimed to lead to similar changes in other countries. He argues that there are also unique variables that contribute to the presidentialization of Japanese politics. Most notably, the introduction of public subsidies to political parties and electoral reform in 1994. A valuable contribution to the global scholarship on presidentialization, which will be of particular interest to scholars of Japanese politics.

National and transnational debates in Britain and Germany surrounding the meaning of the word "conservative" continue to have far-reaching political consequences. After 1945, even while the term was an accepted part of the political vocabulary of Great Britain, in the Federal Republic of Germany their young democracy was conflicted due to anti-democratic instability. The Guardians of Concepts analyzes the historical changes in the political languages of conservatism in the United Kingdom and the Federal Republic of Germany between 1945 and the early 1980s which plagued intellectuals, politicians, and entire parties. As one of the most difficult concepts in both the political and historiographical vocabulary of the German language, conservatism's analysis takes a linguistically focused path through comprehensive and transnational connection of intellectual history with the history of politics, which are subjects that are otherwise commonly addressed separately from each other.
Populist Parties and Democratic Resilience focuses on populist parties as the main agents of populism and examines when these parties turn anti-democratic and when they remain loyal to the democratic system. Following the Brexit referendum, the election of Donald Trump, and the rise of populist parties around the globe, many observers suggested that democracy was in serious trouble. Nevertheless, while some democratic systems have been seized by populists, most of them have proven resilient. In this volume, the authors identify the conditions under which populist parties become inimical to political and societal pluralism. They offer in-depth analyses of the trajectory of populist parties in eleven European Union countries (Austria, Belgium, Czech Republic, France, Germany, Hungary, Italy, The Netherlands, Poland, Romania, and Spain). The book shows that, reflecting the diversity of national contexts, there are multiple pathways whereby populist parties' power can remain contained and subject to democratic checks and balances. Moreover, populist parties can - at times voluntarily, at other times by force of external conditions - come to adhere to the democratic rules of the game. On this basis, the volume outlines different ways in which European democracies can successfully accommodate populist parties through strategies that carefully navigate between the extremes of uncritical acceptance and outright ostracization. Drawing on the literature on democratic theory and comparative politics, this book directly contributes to the public debate on the state of democracy in Europe. How do Democratic and Republican party leaders react after their party has lost a presidential election? Is there a pattern of response to defeat that reflects the distinctive cultures of the two parties? This book answers these questions by examining how the two national party organizations have responded to presidential election defeats between 1956 and 1993. Drawing on party documents, interviews with party officials, and contemporary accounts, Philip Klinkner provides detailed case studies of opposition party politics. He shows that Republican national committees have reacted to losses by making organizational changes to improve campaign technology and fundraising and that losing Democrats have sought to refine or make more democratic their internal procedures for selecting delegates to the national convention or for choosing presidential candidates. Klinkner suggests that the reasons for these reactions stem from the historical development of the parties. The organizational response of the Republican party is the result of its long-term relationship with business, its homogeneity and hierarchical structure, and its minority party experience. The Democrats' emphasis on participation and representation for its constituent elements is based on its characteristic composition of social and economic out-groups, its heterogeneity and decentralization, and its tradition as the majority party.
This ground-breaking book examines the Soviet ruling elite over the entire period of Communist rule. This book examines how social democratic parties have responded to populist radical right parties in the battle for support from working-class voters. It focuses on the paradigmatic examples of social democratic parties in the Nordic countries. Historically these have been the strongest social democratic parties, but they have declined in recent years partly due to the competition from populist radical right parties. In addition, since populist radical right parties tend to support liberal and conservative parties in parliament or in governmental negotiations, social democratic parties' ability to impact broader policy areas has declined as well. The book provides a detailed empirical account of how social democratic parties - and more broadly, labour movement organisations, including unions - have responded to these challenges across Denmark, Sweden, Finland, and Norway. This volume will be of interest to scholars of party politics, comparative politics, Nordic politics, and the populist radical right.
This book examines Lebanese political parties and their encounters with modernity. Taking three, mainly Christian parties as an example, the book refutes the idea of Middle Eastern parties being backwards or antiquated. By combining historical and anthropological perspectives, it is shown that these parties stand for normativities of modernity. Lebanese, as well as Middle Eastern parties in general, have a rather poor reputation: they are considered family-based, ideologically meaningless, tailored solely to their leadership, and non-modern. Contrastingly, this book claims that the concept of the "real party" corresponds to an encounter with modernity and that these parties, although dysfunctional in parts, are better than their reputation. Most importantly, Lebanese parties are taking the nation-state as their central reference point, as they recognise it as the legitimate form of societal organization. The volume claims that important constituents of modernity, such as the individual, the nation, secularity, progress, and representing the people (demos), serve for the parties in question as resources of utopian elements informing much of these parties' identities. Bringing Lebanese political parties into a global debate on modernity, the book tackles the notion of parties of the Middle East being non-modern. It will be of interest to scholars researching political science, political history and the Middle East.
This book offers the first comprehensive, comparative and coherent perspective on parliamentary candidates in contemporary representative democracy. Based on the unique database of the 'Comparative Candidate Survey' project which interrogated parliamentary candidates in more than 30 countries, it fills a significant lacuna by focusing on the thousands of ordinary candidates that participate in national elections. It examines who the candidates are in terms of their socio-demographic background and political career patterns, how they were selected by their parties, what their policy preference are and whether these are congruent to those held by their voters, who they seek to represent and how they intend to do so once elected, and what their visions are on representative democracy and party government. Last but not least, it investigates how they go about reaching out to their potential voters during the election campaign. Political parties are an established feature of contemporary democratic politics. For decades, parties have organised government, competed in elections and influenced the way society is run. On the one hand lambasted as duplicitous, self-interested, dogmatic organisations that are in decline, on the other they have been proclaimed as resurgent bodies that are attracting new levels of membership and support. The reimagined party offers unprecedented insight into public views of parties in Britain. Exploring public perceptions and desires, Katharine Dommett finds that far from rejecting parties, there is ongoing support for party democracy. The book presents evidence of a desire for change in party ethos, introducing the idea of the re-imagined party to explore perceptions of party representation, participation, governance and conduct.
