From 1926 to 1933, a vast transformation swept through the Soviet Union, a massive militarization of society that was as powerful and far-reaching as the Revolution itself. In Hammer and Rifle, David Stone chronicles this transformation and shows why it is so central to our understanding of Stalin's emergence and consolidation of power. While collectivization dramatically altered rural Russia and Stalin ruthlessly secured his control over the state apparatus, a military-industrial revolution remade the USSR into an immensely powerful war machine. As Stone reveals, the militarization of the Soviet economy--marked by a rapidly expanding defense industry, increasing centralized control, and growing military influence over economic policies--was an essential element in Stalin's strong-armed revolution from above. Spurred by the Bolsheviks' unrelenting suspicions of other nations, the Soviet state embraced rearmament and military preparedness as its guarantee for national survival. Soviet military thinkers, Stone shows, pushed for a ruthlessly centralized economy--one requiring total integration of state and society--as the necessary means for achieving victory in future wars. The result was an ever upwardly spiraling defense budget and increasing military domination of civilian society. Stone demonstrates how this domination emerged, evolved, and entrenched itself. But he also suggests that this military-industrial revolution, theoretically designed to protect the Soviet Union's national security, instead nearly destroyed it at the beginning of World War II. The rigid and inflexible economy that resulted ultimately undermined the Soviet state itself, destroying from within much of what it had tried to defend. Based on unprecedented use of new archival sources, Stone's study also provides a cautionary tale about civil-military relations in an increasingly dangerous world. As such, it should appeal to readers well beyond those interested in Russian and Soviet history.

Brazil's military dictatorship (1964-1985) launched seemingly apolitical official campaigns that were aesthetically appealing and ostensibly aimed to ""enlighten"" and ""civilize."" Some were produced as civilian-military collaborations and others were conducted by privately owned media, but undergirding them all was the theme of a country aspiring to become a developed nation. In Brazilian Propaganda, Nina Schneider examines the various modes of both official and unendorsed propaganda used by an authoritarian regime. Focusing primarily on visual media, she demonstrates how many short films of the period portrayed a society free from class and racial conflicts. These films espoused civic-mindedness while attempting to distract from atrocities perpetuated by the regime. Mining a rich trove of materials from the National Archives in Rio and conducting interviews with key propagandists, Schneider demonstrates the ambiguities of twentieth-century Brazilian propaganda. She also challenges the notion of a homogeneous military regime in Brazil, highlighting its fractures and competing forces. By analyzing the strategies, production mechanisms, and meanings of these films and reconstructing their effects, she provides an alternative interpretation of the propagandists' intentions and a new framework for understanding this era in Brazil's history.

Belarus is an isolated country dominated by one man. Few tourists go there despite its fascinating, cultured past and beautiful countryside. This book argues that, more than any other factor, it was the encounter with totalitarianism that dissolved the ideals of American progressivism and crystallized the ideals of postwar liberalism. The New Deal began as a revolution in favor of progressive governance--executive-centered and expert-guided. But as David Ciepley shows, by the late 1930s, intellectuals and elites, reacting against the menace of totalitarianism, began to shrink from using state power to guide the economy or foster citizen virtues. All of the more statist governance projects of the New Deal were curtailed or abandoned, regardless of success, and the country placed on a more libertarian-corporatist trajectory, both economically and culturally. In economics, attempts to reorient industry from private profit to public use were halted, and free enterprise was reaffirmed. In politics, the ideal of governance by a strong, independent executive was rejected--along with notions of "central planning," "social control," and state imposition of "values"--and a politics of contending interest groups was embraced. In law, the encounter with totalitarianism brought an end to judicial deference, the embrace of civil rights and civil liberties, and the neutralist reinterpretation, and radicalization, of both. Finally, in culture, the encounter sowed the seeds of our own era--the era of the culture wars--in which traditional America has been mobilized against these liberal legal advances, and against the entire neutralist, "relativist," "secular humanist" reinterpretation of America that accompanies them.
In an article in 2001 the author analyzed the way the Hungarian political party Fidesz (the Federation of Young Democrats) was eliminating the institutional system of the rule of law as it was on government for the first time. At that time, many readers doubted the legitimacy of the new approach, in which the author characterized the system as the 'organized over-world', the 'state employing mafia methods' and the 'adopted political family'. Critics considered these categories metaphors rather than elements of a coherent conceptual framework. Ten years later Fidesz won a two-third majority in Parliament at the 2010 elections, removing many of the institutional obstacles of exerting power. Just like the party, the state itself was placed under the control of a single individual, who since then has applied the techniques used within his party to enforce submission and obedience onto society as a whole. It is common in many post-communist systems that a segment of the party and secret service became the elite in possession of not only political power but also of wealth. However, Fidesz, as a late-coming new political predator, was able to occupy this position through a change of elite. The actions of the post-communist mafia state model are closely aligned with the interests of power and wealth concentrated in the hands of a small group of insiders. While the traditional mafia channeled wealth and economic players into its spheres of influence by means of direct coercion, the mafia state does the same by means of parliamentary legislation, legal prosecution, tax authority, police forces and secret service. The innovative conceptual framework of the book is important and timely not only for Hungary, but also for other post-communist countries subjected to autocratic rules.
