Governing beyond the nation state in multi-level governance systems is a key concern in Europe, and this book goes beyond the usual approach of merely describing characteristics and features in its in-depth exploration of EU governance. At the end of World War II, over 20,000 French people accused of collaboration with Germany endured a particularly humiliating act of revenge: their heads were shaved in public. Nearly all those punished were women. This episode in French history continues to provoke shame and unease and as a result has never been the subject of a thorough examination.
This groundbreaking book by Fabrice Virgili throws new light on these acts of retribution and reveals that, contrary to popular belief, a vast number of those women accused were innocent of any sexual involvement with Germans. Further, this form of punishment was in evidence well before the Liberation and in fact occurred in most European countries both in the twentieth century and earlier.
Why were these punishments largely directed at women? Was a relationship with a German emblematic of female collaboration and betrayal, or were contemporary feelings of violence towards the enemy subsequently re-directed? Answering these questions and many more, Virgili suggests that the punishment was not only meted out for 'horizontal collaboration' but also for many other forms of involvement, and that the act of shaving the head was itself a form of sexual punishment. For Virgili, the public nature of the punishment was a defence strategy, a response to the German Occupation and a reaction to the suffering and violence that had preceded the Liberation.
This pioneering investigation of one of France's darkest moments will be fascinating reading for anyone interested in World War II, French history or women's studies.

An autonomous sailboat robot is a boat that only uses the wind on its sail as propelling force, without remote control or human assistance to achieve its mission. This involves autonomy in energy (using batteries, solar panels, turbines...), sensor data processing (compass, GPS, wind sensor...), actuators control (rudder and sail angle control...) and decision making (embedded computer with adequate algorithms). Although robotic sailing is a relatively new field of research, several applications exist for this type of robots: oceanographic and hydrographic research, maritime environment monitoring, meteorology, harbor safety, assistance and rescue in dangerous areas...
Over the last decade, several events such as the Microtransat challenge, the WRSC/IRSC and SailBot have been set up to stimulate research and development around robotic sailing. These proceedings cover the current and future academic and technology challenges raised by the development of autonomous sailboat robots presented at the WRSC/IRSC (World Robotic Sailing Championship/International Robotic Sailing Conference) 2013, in Brest, France, 2-6 September 2013.

Angiogenesis is a multi-stage process that drives the generation of new blood and lymphatic vessels from pre-existing ones. It is highly active during embryogenesis, largely inactive during adulthood but reactivated during wound healing and under a number of pathological conditions including cancer and ocular diseases. In addition to endothelial cells, which line the walls of the vessels, several other cell types (pericytes, macrophages, progenitor cells ) also contribute to angiogenesis. A number of signaling pathways are activated and very finely tune the delicate morphogenetic events that ultimately lead to the formation of stable blood proof neovessels.

This book reviews recent advances in our understanding of the molecular and cellular mechanisms of angiogenesis, with a focus on how to integrate these observations into the context of developmental, post-natal and pathological neovascularization.

The thought that has motivated its adoption is that the most plausible way to make sense of indeterminism is to conceive of future possibilities as branches that depart from a common trunk, constituted by the past and the present. This book offers a nuanced analysis of a US-led foundation initiative of uncommon ambition, featuring seven foundations with a shared commitment to strengthen capacity in higher education in Sub-Saharan African universities. The book examines the conditions under which philanthropy can be effective, the impasses that foundations often face, and the novel context in which philanthropy operates today. This study therefore assesses the shifting grounds on which higher education globally is positioned and the role of global philanthropy within these changing contexts. Statistical implicative analysis is a data analysis method created by Regis Gras almost thirty years ago which has a significant impact on a variety of areas ranging from pedagogical and psychological research to data mining. Statistical implicative analysis (SIA) provides a framework for evaluating the strength of implications; such implications are formed through common knowledge acquisition techniques in any learning process, human or artificial. This new concept has developed into a unifying methodology, and has generated a powerful convergence of thought between mathematicians, statisticians, psychologists, specialists in pedagogy and last, but not least, computer scientists specialized in data mining.

This book about the Mekong Delta presents a unique collection of state-of-the-art contributions by international experts from different scientific disciplines about the characteristics and pressing water-related challenges of the Mekong Delta in Vietnam. The Mekong Delta belongs to one of the areas, which are to expect the largest challenges concerning environmental change and climate change induced sea level rise . The Delta acts as the "rice bowl" of Southeast Asia and is home to over 17 Million people, who need to cope with ecologic as well as socio-economic changes linked to the rapid economic development of the country. Annual floods, severe droughts, salt water intrusion, degrading water quality, tropical cyclones, hydrologic changes due to hydropower projects in the upstream of the Mekong, coastal erosion, and the loss of biodiversity are some of the problems in the region. Heterogeneous resource management responsibilities, and the fact that the Mekong - and thus also the Delta - is influenced by six countries aggravate the situation. Integrated water resources management and fostered cooperation and information exchange are pressing needs for the sustainable development of the Delta.
