Making Health Reform Work - The View from the States (Paperback): John J DiIulio, Richard P Nathan Making Health Reform Work - The View from the States (Paperback)
John J DiIulio, Richard P Nathan
R536 Discovery Miles 5 360 Ships in 12 - 17 working days

Nearly everyone agrees that the nation's health care system needs to be reformed. By mid-1994 over a half-dozen major reform plans were under consideration in Congress. But beyond the political challenge of passing a reform package lies an even bigger challenge--how to make health reform work! Critics of the Clinton plan have charged that it's too complex and doomed to administrative failure. Are they right? The nation's health care finance and delivery systems are already immensely complex and problem-ridden. Is it possible to achieve meaningful reforms without adopting new administrative strategies and structures that are equally complex? What role do the states now play in administering the nation's health care system? Is it possible to design administrative success into national health reform plans from the start? Produced in close consultation with state health care officials from all around the country, this important volume offers practical and timely recommendations for how to make health reform work. It addresses the central implementation, management, and federalism dimensions of reform. Chapters by some of the country's leading health policy and public management experts explore the administrative challenges of reform as they relate to health alliances, cost containment, quality of care, medical education and training, and other key issues. They discuss various working principles for developing an administratively sound health reform policy. The contributors are Lawrence D. Brown and Michael Sparer, Columbia University; Gerald Garvey, Princeton University; Donald F. Kettl, University of Wisconsin-Madison; James R. Tallon, United Hospital Fund; James W. Fossett and Frank J.Thompson, State University of New York, Albany.

Religion and Politics in America - A Conversation (Paperback): Michael Cromartie Religion and Politics in America - A Conversation (Paperback)
Michael Cromartie; Contributions by David Brooks, Stephen Carter, John J DiIulio, Jean Bethke Elshtain, …
R1,058 Discovery Miles 10 580 Ships in 12 - 17 working days

As religiously grounded moral arguments have become ever more influential factors in the national debate-particularly reinforced by recent presidential elections and the creation of the faith-based initiative office in the White House-journalists' ignorance about theological convictions has often worked to distort the public discourse on important policy issues. Pope John Paul II's pronouncements on stem-cell research, the constitutional controversies regarding faith-based initiatives, the emerging participation of Muslims in American life-issues like these require political journalists in print and broadcast media to cover religious contexts that many admit they are ill-equipped to understand. Put differently, these news events reflect subtle theological nuances and deep faith commitments that shape the activities of religious believers in the public square. Inasmuch as a faith tradition is an active or significant participant in the public arena, journalists will need to better understand the theological sources and religious convictions that motivate this political activity. The current national discourse has brought faith and its relationship to public policy to the forefront of our daily news. Since 1999, the Ethics and Public Policy Center, through the generosity of the Pew Charitable Trusts, has hosted six conferences for national journalists to help raise the level of their reporting by increasing their understanding of religion, religious communities, and the religious convictions that inform the political activity of devout believers. This book contains the presentations and conversations that grew out of those conferences.

Medicaid and Devolution - A View from the States (Paperback): Frank J. Thompson, John J. Diiulio Jr Medicaid and Devolution - A View from the States (Paperback)
Frank J. Thompson, John J. Diiulio Jr
R574 Discovery Miles 5 740 Ships in 12 - 17 working days

How much responsibility for providing health care to the poor should be devolved from the federal government to the states? Any answer to this critical policy question requires a careful assessment of the Medicaid program. Drawing on the insights of leading scholars and top state health care officials, this volume analyzes the policy and management implications of various options for Medicaid devolution. Proponents of devolution typically express confidence that states can meet the challenges it will pose for them. But, as this book shows, the degree to which states have the capacity and commitment to use enhanced discretion to sustain or improve health care for the poor remains an open question. Their failure to attend to issues of politics, implementation, and management could lead to disappointment. Chapters focus on such topics as Medicaid financing, benefits and beneficiaries, long-term care, managed care, safety net providers, and the appropriate division of labor between the federal government and the states. The contributors are Donald Boyd, Center for the Study of the States; Lawrence D. Brown, Columbia University; James R. Fossett, Rockefeller College; Richard P. Nathan, Nelson A. Rockefeller Institute of Government, State University of New York, Albany; Michael Sparer, Columbia University; James Tallon, United Hospital Fund; and Joshua M. Weiner, the Urban Institute.

Deregulating the Public Service - Can Government be Improved? (Paperback): John J DiIulio Deregulating the Public Service - Can Government be Improved? (Paperback)
John J DiIulio
R575 Discovery Miles 5 750 Ships in 12 - 17 working days

The nation's federal, state, and local public service is in deep trouble. Not even the most talented, dedicated, well- compensated, well-trained, and well-led public servants can serve the public well if they must operate under perverse personnel and procurement regulations that punish innovation and promote inefficiency. Many attempts have been made to determine administrative problems in the public service and come up with viable solutions. Two of the most important--the 1990 report of the National Commission on the Public Service, led by former Federal Reserve chairman Paul A. Volcker, and the 1993 report of the National Commission on the State and Local Public Service, led by former Mississippi Governor William F. Winter--recommended " deregulating the public service." Deregulating the public service essentially means altering or abolishing personnel and procurement regulations that deplete government workers' creativity, reduce their productivity, and make a career in public service unattractive to many talented, energetic, and public-spirited citizens. But will it work? With the benefit of a historical perspective on the development of American public service from the days of the progressives to the present, the contributors to this book argue that deregulating the public service is a necessary but insufficient condition for much of the needed improvement in governmental administration. Avoiding simple solutions and quick fixes for long-standing ills, they recommend new and large-scale experiments with deregulating the public service at all levels of government. In addition to editor John DiIulio, the contributors are Paul A. Volcker, former chairman of the FederalReserve, now at Princeton University; former Mississippi Governor William F. Winter; Gerald J. Garvey, Princeton; John P. Burke, University of Vermont; Melvin J. Dubnick, Rutgers; Constance Horner, former director of the Federal Office of Personnel Management, now at Brookings; Mark Alan Hughes, Harvard; Steven Kelman, Harvard; Donald F. Kettl, University of Wisconsin at Madison; Mark H. Moore, Harvard; Richard P. Nathan, State University of New York at Albany; Neal R. Peirce, The National Review; and James Q. Wilson, UCLA.

Improving Government Performance - An Owner's Manual (Paperback): John J. Diiulio Jr, Gerald Garvey, Donald F Kettl Improving Government Performance - An Owner's Manual (Paperback)
John J. Diiulio Jr, Gerald Garvey, Donald F Kettl
R564 Discovery Miles 5 640 Ships in 12 - 17 working days

The Clinton administration's National Performance Review of the federal government (also called the Reinventing Government Initiative) is the eleventh effort this century to improve the executive branch and reform the federal service. Most previous efforts have faltered. How can present and future recommendations avoid the same fate?

This book provides practical and timely guidance to those trying to improve government performance. The focus of successful attempts, the authors argue, should be sustained evolution, not bursts of invention aimed at sweeping transformation. Specific proposals address ways to change government over the long term, ways to streamline bureaucracy, attract more resourceful and innovative workers, and make agencies more responsive to their customers, the citizens.

John J DiIulio
R2,507 Discovery Miles 25 070 Ships in 12 - 17 working days

By some definitions, most American prisons and jails are overcrowded; by any definition, many penal facilities are filthy and violence-ridden. Over the last twenty years, dozens of state and local corrections systems have come under court orders to reform. What have been the causes and consequences of judicial involvement in this area, and how in the future can judges act to improve the quality of life behind bars at a reasonable human and financial cost? This volume by a diverse and distinguished group of contributors provides a much needed answer to this question. It offers an introductory statement on enhancing judicial capacity; a critical review of the relevant literatures; original in-depth analyses of selected state and local cases; a statistical study of the likely effect of the "Republicanization" of the federal bench on judicial involvement; and a provocative essay by a corrections practitioner with over three decades of litigation experience. Under the heading "What Judges Can Do to Improve Prisons and Jails," the concluding chapter by DiIulio highlights key findings, offers policy prescriptions, and suggests an agenda for future research.

Godly Republic - A Centrist Blueprint for America's Faith-Based Future: A Former White House Official Explodes Ten Polarizing Myths about Religion and Government in America Today (Paperback)
John J DiIulio
R912 Discovery Miles 9 120 Ships in 10 - 15 working days

"John DiIulio's "Godly Republic: A Centrist Blueprint for America's Faith-Based Future" is a splendid book. It is a much needed book. It is a book that will raise eyebrows and raise hackles-at both edges of the political spectrum. It will also raise the consciousness of readers who are willing to consider dispassionately the careful, thoughtful, and quite penetrating argument Professor DiIulio makes for a via media on the question of public aid to religiously based providers of social services to our fellow citizens who are in need. I hope and--dare I say it?--pray that there will be many such readers."--Robert P. George, Princeton University
"DiIulio's manuscript explodes myths that have surrounded our understanding of constitutional history, law and religion, the public administration of social services programs, the nature of religious service organizations, and the politics surrounding faith based programs. His style is casual, breezy, often funny, and filled with autobiographical detail. Only DiIulio, who is not only a streetwise activist for the poor, but also a prominent social scientist and political figure, could have written this important book."--Steven Shiffrin, Cornell Law School
"John DiIulio has done his country another important service. "Godly Republic "makes a compelling case that respect for religious influence and genuine pluralism go hand in hand in American history. John is a voice of reason and civility in a debate that needs more of both."--Michael Gerson, Senior Fellow at the Council on Foreign Relations, Former Chief Speechwriter for President George W. Bush
"John DiIulio is a person of faith, learning, and wisdom. He brings his passion for truthand history to his examination of the right relationship between religion and government, faith and politics. This illuminating book is a must read for all who seek insight and guidance on these difficult questions."--Kathleen Kennedy Townsend, Former Lt. Gov. of Maryland, Adjunct Professor at Georgetown University, and author of "Failing the Faithful"
""Godly Republic" is lively, stimulating, and thought provoking--just what we have all come to expect from John DiIulio, one of America's leading political thinkers."--William Kristol, Editor, "The Weekly Standard"
"John DiIulio has done more than anyone in America to unleash the power and capacity of sacred places to serve the poor and needy. In "Godly Republic," he lays a foundation for splitting the atom of faith-based civic power. This sage and saint of the compassion agenda might just pull it off-and bring our country around a faith-based agenda that could ignite millions of Americans in service to the nation."--John M. Bridgeland, Former Director, White House Domestic Policy Council and USA Freedom Corps
"John DiIulio presents a succinct and authoritative statement on what the Founding Fathers actually intended as operating principles for a healthy democratic society... A scholar and a man of deep religious faith, he brings to this book first-hand experience... "Godly Republic" will be of enormous value to leaders in political, academic, and religious circles as well as citizens in all walks of life."--George Gallup, Jr., Pollster and Founding Chairman, George H. Gallup Institute
"John DiIulio rejects the kind of Evangelical triumphalism that declares America to be a Christian nation, even as he turns from thatsecularity which leaves no room for religion in the public sector. Writing in a lucid style, he shows how religion and government can maintain a legal relationship that addresses some of the greatest social needs of our time."--Reverend Tony Campolo, Professor Emeritus, Eastern University
"No one in the country better understands the connection between policy and on-the-street results than John DiIulio. In "Godly Republic "he combines his experiences, from urban neighborhoods to the White House, to convincingly show how faith can be a unifying force for citizens and their communities all across the country."--Stephen Goldsmith, Chairman, Corporation For National Service, Former Mayor, Indianapolis
"John DiIulio's renowned leadership in the faith-based initiatives debate is here complemented by his keen scholarship. James Madison's erudition shines in glory as DiIulio explains how the framer of the Constitution balances John Witherspoon's orthodox Christianity and Thomas Jefferson's deistic perspective, thereby creating the '"Godly Republic,"' This is a must read for friend and foe alike of the faith-based movements that will impact American government for generations to come."--Reverend Peter Lillback, President, Providence Forum and Westminister Theological Seminary
"Having excelled at opening government's doors to a greater role for faith-based social work, John DiIulio in "Godly Republic" makes clear that the pedigree for such openness lies deep in our founding principles. Like it or not, America has entered a wide-ranging debate about religion's place in our civil life.A "Godly Republic" supplies an indispensable framework for this debate."--Jeffrey Bell, Washingtonpolitical consultant and author of "Populism" and "Elitism"
"John DiIulio is likely the only person writing today who combines stellar academic credentials and first-hand experience in the corridors of political power and on the streets with faith-based and community organizations. Often compelling, at times challenging, but always thought-provoking, "Godly Republic" offers sharp insights and insider stories to provide a much needed corrective to many myths about religion and government in America."--Amy E. Black, Wheaton College, co-author of "Of Little Faith"
"John DiIulio has made a brilliant contribution to the ongoing debate on the place of religion in the public square. Through good, sound research and reader-friendly language, he has presented our nation with a unique and valuable book that should bring much clarity to the issue of the separation of church and state... It should be read by every elected official, policy maker and religious leader."--Rev. W. Wilson Goode, Sr., Director, Amachi Mentoring Program; Former Mayor, Philadelphia
"At a time when we struggle with the role and status of religious faith in the public square, John DiIulio, in his usual urbane and scholarly manner, clarifies the misconceptions of the liberal left and religious right. Thank you, John, for providing us the Good News that faith and religion have always been part of the public square."--Rev. Luis Cortes, Jr., President, Esperanza, America's largest Latino faith-based organization
"With his trademark combination of candor and intellectual rigor--and a powerful gift for weaving a story--John DiIulio seeks a middle ground in today's increasingly rancorous church-state debates... With him, we travel back to the start of our '"Godly Republic"' and into the minds of our nations' framers; peer into the most private rooms of the White House, where he served as a top aide; and glimpse what the future can hold in a nation that both respects religious pluralism and allows faith-based institutions to help the most disadvantaged among us."--Gigi Georges, Former State Director, Senator Hillary Rodham Clinton and Partner, The Glover Park Group
"Take a brilliant analytical mind, add in a huge heart, a passion for justice and a deep religious faith, combine all that with a lively facility of expression, and you have John DiIulio. This is a book so many have been waiting for, the tough-minded reflections of a man who went into the White House trenches to pursue his carefully thought-through dreams of how compassion might be realized through social policy. By offering an honest, searching and deeply intelligent explanation for why things did not quite work out as he planned, DiIulio offers hope that we can get things right the next time around. And he makes clear how urgent it is that we try. DiIulio is a national treasure."--E.J. Dionne, "The Washington Post "Syndicated Columnist, and author of "Why Americans Hate Politics"
"This wise and engaging book accomplishes an awesome feat-it is both important and a pleasure to read."--Jane Eisner, Vice President, National Constitution Center, and editor of "The Philadelphia Inquirer"
"In "Godly Republic," John DiIulio gives us a timely book for the elevation of our public policy and public discourse. It is a terrific read that reminds us that tolerance is both a religious and an American virtue."--Martin O'Malley, Governor of Maryland, Former Mayor of Baltimore
"In the White House and in his scholarship and civic service, John DiIulio has explored the theory and practice of allowing faith to inform government action. The unending--indeed, unendable--debate on the proper relationship between religion and government will be livelier and more civil because of this book."--George Will, ABC News and Syndicated Columnist
"God and America, what could be more important? And no one is better qualified to explore one of the most important issues of our time than John DiIulio. In a book that weaves a seamless web between superb social science and his own experiences in government, DiIulio has written a must read for any serious citizen-religious or not."--Elaine Kamarck, Public Policy Lecturer, Harvard University; former Senior Advisor to Vice President Al Gore

His brilliance and decency shine through on every page."--Rabbi David Saperstein, Director, Religious Action Center of Reform Judaism

Inside the Reinvention Machine - Appraising Governmental Reform (Paperback): Donald F Kettl, John J. Diiulio Jr Inside the Reinvention Machine - Appraising Governmental Reform (Paperback)
Donald F Kettl, John J. Diiulio Jr
R792 Discovery Miles 7 920 Ships in 10 - 15 working days

This book provides the first independent assessment of the Clinton administration's "reinventing government" plan after a year of effort. What has the reinvention machine produced? Where does it most need to be oiled and adjusted? And has it truly changed the way the federal government conducts its business? The authors of Improving Government Performance: An Owner's Manual (Brookings, 1993) join with other public management experts for a look at both the practice and theory of reinventing government. In examining the movement's driving ideas, relationships with the government's workforce, and connections with the broader political community, they take stock of the boldest governmental reform movement in a generation.

The authors assert that Vice President Gore's National Performance Review has sparked remarkable innovations by operating managers in federal agencies. The NPR, however, has unleashed broad changes throughout the federal government without building the new capacity in the Executive Office of the President required to manage the changing burdens of federal programs. The book appraises the many positive management reforms that federal managers have created, assesses the central political and administrative support that the White House must provide if the NPR is to be successful in the long run, and examines the lessons about the president's role in governmental management that the NPR's experiment in decentralized administration teaches.

The contributors are Carolyn Ban, State University of New York (SUNY), Albany; Christopher H. Foreman, Jr., Brookings; Gerald Garvey, Princeton; Constance Horner, Brookings; and Beryl Radin, SUNY, Albany.

Donald F. Kettl, professor and associate director at the LaFollette Institute of Public Affairs, University of Wisconsin-Madison, is the author of Sharing Power: Public Governance and Private Markets (Brookings, 1993) and coauthor of Civil Service Reform: Building a Government That Works (Brookings, 1996). John J. DiIulio, Jr., professor of politics and public affairs at Princeton University and a nonresident senior fellow at Brookings, is the editor of Deregulating the Public Service: Can Government Be Improved? (Brookings, 1994) and coauthor of Body Count: Moral Povery... and How to Win America's War Against Crime and Drugs (Simon Schuster, 1996).

Governing Prisons (Paperback): John J DiIulio Governing Prisons (Paperback)
John J DiIulio
R634 Discovery Miles 6 340 Ships in 10 - 15 working days

A comparative study of correctional management that illustrates how the introduction of internal governing systems in prisons can encourage civilized behavior, provide order, and enforce punishment. Challenging the accepted notions about prisons, Governing Prisons argues for the necessity of ensuring these facilities are made safely humane. John J. Dilulio argues that the key to better prisons is a highly disciplined constitutional government that involves employing prison managers that are able toconrol themselves while working to control the inmates.
