Humanitarians operate on the frontlines of today's armed conflicts, where they regularly negotiate to provide assistance and to protect vulnerable civilians. This book explores this unique and under-researched field of humanitarian negotiation. It details the challenges faced by humanitarians negotiating with armed groups in Yemen, Myanmar, and elsewhere, arguing that humanitarians typically negotiate from a position of weakness. It also explores some of the tactics and strategies they use to overcome this power asymmetry to reach more favorable agreements. The author applies these findings to broader negotiation scholarship and investigates the implications of this research for the field and practice of humanitarianism. This book also demonstrates how non-state actors - both humanitarians and armed groups - have become increasingly potent diplomatic actors. The study shows how armed groups strive to rule civilians, and how the latter influence the terms of that rule. The theory and empirical results illuminate our understanding of civil war, institutions, local governance, non-violent resistance, and the emergence of political order.

Utilising Northern Ireland as a case study, this book presents an analysis of the gender and sexual politics of conflict transformation. This book uses a series of case studies to examine the roles played by universities during situations of conflict, peacebuilding and resistance. While a body of work dealing with the role of education in conflict does exist, this is almost entirely concerned with compulsory education and schooling. Media coverage of civil wars often focuses on the most gruesome atrocities and the most extreme conflicts, which might lead one to think that all civil wars involve massive violence against civilians. In truth, many governments and rebel groups exercise restraint in their fighting, largely avoiding violence against civilians in compliance with international law. Governments and rebel groups make strategic calculations about whether to target civilians by evaluating how domestic and international audiences are likely to respond to violence. Restraint is also a deliberate strategic choice: governments and rebel groups often avoid targeting civilians and abide by international legal standards to appeal to domestic and international audiences for diplomatic support. This book presents a wide range of evidence of the strategic use of violence and restraint, using original data on violence against civilians in civil wars from 1989 to 2010 as well as in-depth analyses of conflicts in Azerbaijan, El Salvador, Indonesia, Sudan, Turkey, and Uganda.

This book provides a critical understanding of the emerging role of African militaries in peacetime democratic Africa. This book departs from the dominant perspective which simply presents the military as an 'enemy' of democracy because of the history and legacy of unending military coup d'etats and interventions in civilian politics. In the context of Africa, the military has been blamed or largely held responsible for instigating wars, armed conflicts, political violence, poverty and underdevelopment due to bad governance and mismanagement of the state. Drawing from diverse case studies across Africa, including Nigeria, Rwanda, Uganda, Ethiopia and Egypt, this volume presents the argument that though the military has played a negative, and sometimes, destructive role in undermining constitutional rule and the overthrow of democratic civilian governments, the same military, now operating in a changed global environment, is making effort to support the development of democracy and democratic consolidation as well as remain subjected to civilian democratic oversight and control. Notwithstanding, the real challenge for this emerging trend of African peace militaries is the extent to which they are able to fulfil, on a predictable and consistent basis, their constitutional mandate to defend the people against 'elected autocrats' in Africa who try to use the military to perpetuate themselves in power. This work fills a critical gap in the literature and will be of much interest to students of African security and politics, peace and conflict studies, security studies and IR in general.

The gender-differentiated and more severe impacts of armed conflict upon women and girls are well recognised by the international community, as demonstrated by UN Security Council Resolution (UNSCR) 1325 on Women, Peace and Security and subsequent resolutions. Similarly, the development community has identified gender-differentiated impacts upon women and girls as a result of the effects of climate change. Current research and analysis has reached no consensus as to any causal relationship between climate change and armed conflict, but certain studies suggest an indirect linkage between climate change effects such as food insecurity and armed conflict. Little research has been conducted on the possible compounding effects that armed conflict and climate change might have on at-risk population groups such as women and girls. Armed Conflict, Women and Climate Change explores the intersection of these three areas and allows the reader to better understand how military organisations across the world need to be sensitive to these relationships to be most effective in civilian-centric operations in situations of humanitarian relief, peacekeeping and even armed conflict. Around the world in the twentieth century, political violence in emerging states gave rise to different kinds of silence within their societies. This book explores the histories of these silences, how they were made, maintained, evaded, and transformed. This book gives a comprehensive view of the ongoing evolutions and multiple faces of silence as a common strand in the struggles of state-building. It begins with chapters that examine the construction of "regimes of silence" as an act of power, and it continues through explorations of the ambiguous limits of speech within communities marked by this violence. It highlights national and transnational attempts to combat state silences, before concluding with a series of considerations of how these regimes of silence continue to be extrapolated in the gaps of records and written history. This volume explores histories of the composed silences of political violence across the emerging states of the late twentieth century, not solely as a present concern of aftermath or retrospection but as a diachronic social and political dimension of violence itself. Looking beyond the events of the second intifada and 9/11, this book reveals how targeted killing is intimately embedded in both Israeli and US statecraft, and in the problematic relationship between sovereign authority and lawful violence underpinning the modern state system. It details the legal and political issues raised in targeted killing as it has emerged in practice, including questions of domestic constitutional authority, the use of force in international law, the law of belligerent occupation, the law of targeting and human rights law. The distinctive nature of Israeli and US targeted killing is analysed in terms of the compulsion of legality characteristic of the liberal constitutional state, a compulsion that demands the ability to distinguish between legal 'targeted killing' and extra-legal 'political assassination'. The effect is a highly legalized framework for the extraterritorial killing of designated terrorists that may significantly affect the international law of force.

Ethnic inequalities in divided societies can exacerbate social divisions and lead to conflict. Reducing these inequalities could have a de-escalating effect, yet there is little consensus on how this can be achieved most effectively and sustainably. Decentralisation is held to improve inter-ethnic relations in multi-ethnic states by allowing territorially concentrated groups greater autonomy over their own affairs, and the case of the Republic of Macedonia offers an example of the successes and failings of decentralisation. Decentralisation and the Management of Ethnic Conflict offers new insight into the dynamics of conflict management through decentralisation, using an in-depth case study of decentralisation in the Republic of Macedonia between 2005 and 2012. Guided by the concept of horizontal inequalities, the volume identifies the factors which influenced the decision to devolve responsibilities to the municipalities after 2001.Taking an integrative approach to studying the political, administrative, and fiscal dimensions of decentralisation and its implementation, the book investigates whether these institutional reforms have indeed contributed to the reduction of inequalities between Macedonia's ethnic groups, and what the obstacles were in those areas in which decentralisation has not reached its full potential. The key lesson of the Macedonian case is that attempts to solve internal self-determination conflicts through decentralisation will fail if local self-governance exists only in form but not in substance. This book contributes to a more nuanced understanding of the challenges facing different forms of decentralisation in the long term, and as such represents a significant contribution to Conflict Studies, Development Studies and Political Science more generally.

Civilians in Gaza and Israel are caught up in complex, violent situations that have overstepped conventional battle lines. Both sides of the conflict have found ways to legitimate the use of violence, and continually swap accusations of violations of domestic and international humanitarian laws. Israel's Military Operations in Gaza provides an ideological critique of the legal, military, and social media texts that have been used to legitimate historical incursions into the Gaza, with special focus on Operation Protective Edge. The book Psychosocial Perspectives on Peacebuilding offers a template for those dealing with the aftermath of armed conflict to look at peacebuilding through a psychosocial lens. The right to self-determination has played a crucial role in the process of assisting oppressed people to put an end to colonial domination. Outside of the decolonization context, however, its relevance and application has constantly been challenged and debated. This book examines the role played by self-determination in international law with regard to post-conflict state building. It discusses the question of whether self-determination protects local populations from the intervention of international state-builders in domestic affairs. With a focus on the right as it applies to the people of an independent state, it explores how self-determination concerns that arise in the post-conflict period play out in relation to the reconstruction process. The book analyses the situation in Somalia as a means of drawing out the impact and significance of the legal principle of self-determination in the process of rebuilding post-conflict institutions. The book explains an unexpected consequence of the decrease in conflict in Africa after the 1990s. Analysis of cross-national data and in-depth comparisons of case studies of Uganda, Liberia and Angola show that post-conflict countries have significantly higher rates of women's political representation in legislatures and government compared with countries that have not undergone major conflict. They have also passed more legislative reforms and made more constitutional changes relating to women's rights. The study explains how and why these patterns emerged, tying these outcomes to the conjuncture of the rise of women's movements, changes in international women's rights norms and, most importantly, gender disruptions that occur during war. The words 'rebellion' and 'revolution' have gained renewed prominence in the vocabulary of world politics and so has the question of justifiable armed 'resistance'. In this book Christopher J. Finlay extends just war theory to provide a rigorous and systematic account of the right to resist oppression and of the forms of armed force it can justify. He specifies the circumstances in which rebels have the right to claim recognition as legitimate actors in revolutionary wars against domestic tyranny and injustice, and wars of liberation against wrongful foreign occupation and colonialism. Arguing that violence is permissible only in a narrow range of cases, Finlay shows that the rules of engagement vary during and between different conflicts and explores the potential for irregular tactics to become justifiable, such as non-uniformed guerrillas and civilian disguise, the assassination of political leaders and regime officials, and the waging of terrorist war against civilian targets.
