This book examines the normative debates around the American use of targeted killings. It questions whether the Obama administration's defence of its use of targeted killings is cohesive or hypocritical. In doing so, the book departs from the disciplinary purpose of international law, constitutional law and the just war tradition and instead examines discipline-specific defences of targeted killings to identify their requisite normative principles in order to compare these norms across disciplines. The methodology used in this book means that it argues that targeted killings are only defensible as acts of war, but it also highlights the normative role of accountability and responsibility in this defence. In doing so, it offers an argument that the use of 'pattern of life' killings by the CIA falls outside the defence offered by the Obama administration, but that this same type of targeting could be used by the military due to differing standards/mechanisms of responsibility assignment in these organisations. The book thus provides a way of investigating contemporary wars where the conduct of war lacks the traditional hallmarks of conventional warfare. Furthermore, by drawing attention to differing normative concepts that underpin competing interpretations of law and morality, it provides a way of analysing contemporary political violence in an interdisciplinary fashion without seeking to displace single disciplinary study. This volume examines the EU's Global Strategy in relation to human security approaches to conflict. Why is it that warfare in Southeast Asian history is depicted so differently in various historical sources and representations? Why have scholars looking at different countries found so many exceptions to regional overviews of warfare? The contributors offer a range of new studies of warfare in local areas within the region, looking at warfare on its own, local terms rather than for what it says about warfare in the region as a whole. Contested Sites in Jerusalem is the third and final volume in a series of books which collectively present in detail the work of the Jerusalem Old City Initiative, or JOCI, a major Canadian-led Track Two diplomatic effort, undertaken between 2003 and 2014. The aim of the Initiative was to find sustainable governance solutions for the Old City of Jerusalem, arguably the most sensitive and intractable of the final status issues dividing Palestinians and Israelis. Warfare in Europe contributed to the development of the modern state. In response to external conflict, state leaders raised armies and defended borders. The centralization of power, the development of bureaucracies, and the integration of economies all maximized revenue to support war. But how does a persistent external threat affect the development of a strong state? The 'Garrison State' hypothesis argues that states that face a severe security threat will become autocracies. Conversely, the Extraction School, argues that warfare indirectly promotes the development of democratic institutions.Execution of large-scale war, requires the mobilization of resource and usually reluctant populations. In most cases, leaders must extend economic or political rights in exchange for resolving the crisis. Large-scale warfare thus expands political participation in the long run. The authors use empirical statistical modeling to show that war decreases rights in the short term, but the longer and bigger a war gets, the rights of the citizenry expand with the conflict. The authors test this argument through historical case studies-Imperial Russia, Austro-Hungarian Dual Monarchy, African Americans in World War I and II, and the Tirailleurs Senegalese in World War I-through the use of large N statistical studies-Europe 1900-50 and Global 1893-2011-and survey data. The results identify when, where, and how war can lead to the expansion of political rights.

In recent years, the term sectarianism has been widely used to explain contemporary affairs across the Middle East and North Africa. A range of assumptions about the nature of sectarianism have become prevalent amongst scholars and policy makers who engage with these areas, in part driven by the rivalry between Saudi Arabia and Iran (the two dominant Sunni and Shi'a states) and the emergence of ISIS. Despite its prevalence, few scholars have engaged critically with the meaning of the term and its application across the Middle East. Whilst many associate sectarianism with Islam, Sectarianism in the Contemporary Middle East interrogates the political, economic and security factors surrounding the term within both Islam and Judaism, leading to a better understanding of the contemporary politics of the Middle East. This volume offers a critical historical assessment of the negotiation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and of the origins of the nonproliferation regime. The NPT has been signed by 190 states and was indefinitely extended in 1995, rendering it the most successful arms control treaty in history. Nevertheless, little is known about the motivations and strategic calculi of the various middle and small powers in regard to their ultimate decision to join the treaty despite its discriminatory nature. While the NPT continues to be central to current nonproliferation efforts, its underlying mechanisms remain under-researched. Based on newly declassified archival sources and using previously inaccessible evidence, the contributions in this volume examine the underlying rationales of the specific positions taken by various states during the NPT negotiations. Starting from a critical appraisal of our current knowledge of the genesis of the nonproliferation regime, contributors from diverse national and disciplinary backgrounds focus on both European and non-European states in order to enrich our understanding of how the global nuclear order came into being. The book systematically analyses the relationship and interaction between rules of engagement (ROE) and the legal framework regulating armed conflicts, both at the international and national levels. Disarmament is integral to the safeguarding and promotion of security, development, and human rights. Hundreds of millions of dollars are spent each year on disarmament operations, yet no comprehensive guide exists to explain clearly the international rules governing disarmament. This book examines the puzzle of why some states acquire nuclear weapons, whereas others refrain from trying to do so - or even renounce them. Based on the predominant theoretical thinking in International Relations it is often assumed that nuclear proliferation is inevitable, given the anarchic nature of the international system. Proliferation is thus often explained by vague references to states' insecurity in an anarchic environment. Yet, elusive generalisations and grand, abstract theories inhibit a more profound and detailed knowledge of the very political processes that lead towards nuclearisation or its reversal. Drawing upon the philosophical and social-theoretical insights of American pragmatism, The Politics of Nuclear Non-Proliferation provides a theoretically innovative and practically useful framework for the analysis of states' nuclear proliferation policies. This book discusses the practice of no-fly zones in international affairs. The first no-fly zone was imposed over northern Iraq immediately after the first Gulf War, and since then they have become a regular recourse for policymakers confronted with humanitarian crises. They have come to be viewed as a feasible, essentially non-violent form of intervention that can be performed entirely from the air in a situation where some form of action is widely thought to be necessary but the political will for a ground operation is insufficient. Nonetheless, even among policy makers there is limited understanding of the requirements, the shortcomings and the potentialities of no-fly zones. This is the first comprehensive work on this topic, and examines the assumptions surrounding no-fly zones by focusing on issues such as authority, cost, possibility of escalation and effectiveness.
