This textbook examines non-traditional forms of security and expands the notion of security to include non-state actors and non-human actors. Proposing an expansive view of non-traditional forms of security that go beyond traditionally recognized issues of threats to state and national territory, this new textbook rests on the following premises: traditional state-centered threats, such as nuclear proliferation and espionage, remain a concern; old and new threats combine and create interlocking puzzles-a feature of wicked problems and wicked messes; because of the global erosion of borders, new developments of unconventional insecurity interact in ways that frustrate traditional conceptual definitions, conceptual maps, and national policies; unconventional security challenges which have traditionally been seen as "low politics" or "soft" issues are now being recognized as "hard security" challenges in the twenty-first century; many of the so-called "new" threats detailed here are in fact very old: diseases, gender violence, food insecurity, under-development, and crime are all traditional security threats, but deeply modified today by globalization. The chapters offer local and global examples and engage with various theoretical approaches to help readers see the bigger picture. Solutions are also suggested to these problems. Each chapter contains discussion questions to help readers understand the key points and facilitate class discussion. This book explores the process of assessing success in the field of conflict resolution, with a focus on the Action Evaluation method pioneered by the author. Since the early days of the field of conflict resolution, researchers and practitioners have been trying to determine how to define and assess success. Are its various approaches to engaging conflict effective? How is effective defined and operationalized and by whom? How might we know? Action Evaluation (AE), a methodology for defining, promoting and assessing success in and of the field, has been developed over the past two decades to answer these questions theoretically and in-use. It was designed from its inception to help create sound and contextualized standards around which the field could coalesce. AE is an appropriate methodology for evaluation of conflict engagement, in part because it is grounded in key values of the field, like participation, ownership and the constructive engagement of conflict among stakeholders in project development and implementation. By illustrating how AE is applied through case studies, and providing tools for others to use, this book is intended to make AE a more widely available, user-friendly and rigorous action-research tool for researchers and practitioners in the still-emerging field and beyond. In the last years of their existence, the Union of Soviet Socialist Republics (USSR) and the Socialist Federal Republic of Yugoslavia (SFRY) found themselves facing a similar and very grim state of affairs. After their disintegration, the former Yugoslav republics spiralled into a set of ethnic conflicts that did not leave a single one of them unscathed, and in the ex-Soviet space, conflicts were far more limited. This book offers an in-depth analysis of the difference in state collapses and ensuing conflicts in the Soviet Union and Yugoslavia by focusing on their asymmetric ethnofederal structure and the different dynamics of ethnic mobilization that the federal units experienced. This is a new examination of Halford Mackinder's seminal global geostrategic work, from the perspective of geography, diplomatic history, political science, international relations, imperial history, and the space age. Mackinder was a man ahead of his time. He foresaw many of the key strategic issues that came to dominate the twentieth century. Until the disintegration of the Soviet Union, western defence strategists feared that one power, or alliance, might come to dominate Eurasia. Admiral Mahan discussed this issue in The Problem of Asia (1900) but Mackinder made the most authoritative statement in "The Geographical Pivot of History" (1904). He argued that in the "closed Heart-Land of Euroasia" was a strategically placed region, with great resources, that if controlled by one force could be the basis of a World Empire. James Kurth, in Foreign Affairs, has commented that it has taken two World Wars and the Cold War to prevent Mackinder's prophecy becoming reality. In World War I and World War II Germany achieved huge territorial gains at the expense of the Russian empire and the Soviet Union. In the former conflict the Russian empire was defeated by Germany but the western powers insisted that the territorial gains made by Germany, at the treaty of Brest-Litovsk, be given up. In World War II Britain and the US gave material support to Stalin's totalitarian regime to prevent Nazi Germany gaining control of the territory and resources that might have been a basis for world domination. The west, highly conscious of Mackinder's dictum (1919) that "Who rules East Europe commands the Heartland," quickly adopted policies to contain the Soviet Union. History has therefore proved Mackinder's work to be of vital importance to generations of strategic thinking and he remains a key influence in the new millennium. This book will be of great interest to all students and scholars of strategic studies and military history and of geopolitics in particular.

In the current environment, most political violence occurs between internal communities, such as ethnic and religious groups, rather than between states. Such inter-communal conflict threatens both internal political stability and interstate relations. Young People and Everyday Peace is grounded in the stories of young people who live in Los Altos de Cazuca, an informal peri-urban community in Soacha, to the south of Colombia's capital Bogota. The occupants of this community have fled the armed conflict and exist in a state of marginalisation and social exclusion amongst ongoing violences conducted by armed gangs and government forces. Young people negotiate these complexities and offer pointed critiques of national politics as well as grounded aspirations for the future. Colombia's protracted conflict and its effects on the population raise many questions about how we think about peacebuilding in and with communities of conflict-affected people. Building on contemporary debates in International Relations about post-liberal, everyday peace, Helen Berents draws on feminist International Relations and embodiment theory to pay meaningful attention to those on the margins. This book provides an analytical framework for understanding how the concept of quality peace can be used to evaluate post-conflict peacebuilding, using social science, statistics, and case studies. Including contributions from more than 20 researchers and practitioners, it argues that the quality of the peace in a post-conflict state relates to the extent to which peace accords are implemented, the agreed-upon mechanism for the non-violent resolution of the conflict, and the available social space for civil and political actors. More than 15,000 people have been killed, and 500,000 displaced, during years of low-intensity civil war in the South African province of KwaZulu-Natal. This book describes the work of the KwaZulu-Natal Programme for Survivors of Violence (KZN-PSV), which (with the support of Oxfam) helps communities to grapple with the complex social, economic, political, and psychological problems posed by the conflict. A framework to guide interventions in such circumstances is outlined, and the application of this framework in work with children, youth, women, and local leadership is described in detail. The final chapter summarizes the principles of intervention which inform the work of KZN-PSV, and identifies the fundamental elements that have contributed to its sustained success.The book is written for community leaders in any society damaged by civil conflict; for development agencies which support such communities; and for students and teachers of community-development theory and practice. As humanitarian needs continue to grow rapidly, humanitarian action has become more contested, with new actors entering the field to address unmet needs, but also challenging long-held principles and precepts. This book explores the practice of traumatic storytelling that emerged out of the South African Truth and Reconciliation Commission and came to play a key role in the lives of the members of the Khulumani Support Group for victims of apartheid-era political violence. Group members found traumatic storytelling both frustrating and yet also an important form of memory work that shaped how they saw themselves in the post-apartheid era. Drawing on ethnographic fieldwork, the author examines how traumatic storytelling functioned not only as a kind of psychological healing and national political theatre, but also as a potent form of social relation, economic exchange, political activism, and expressive practice. With emphasis on the personal, social, and political significance of the act of traumatic storytelling, this volume asks why members of Khulumani, despite their many disappointments, continued to engage intensively in storying their experiences for themselves and others. Examining what powers storytelling held for both group members and their witnesses, and considering the ways in which storytelling enabled new senses of self and new understandings of what was possible in the years after the end of apartheid, this book considers what we might learn more broadly from the experiences of Khulumani about the possibilities-and limits-of traumatic-memory-making as an instrument of personal, social, and political repair. As such, it will appeal to scholars of sociology, anthropology, and criminology with interest in justice and post-conflict societies.

This book employs the concept of human security to show what the term means from the perspective of women in Afghanistan. It engages with a well-established debate in academic and policy-making contexts regarding the utility of human security as a framework for understanding and redressing conflict. The book argues that this concept allows the possibility of articulating the substantive experiences of violence and marginalisation experienced by people in local settings as well as their own struggles towards a secure and happy life. In this regard, it goes a long way to making sense of the complex dynamics of conflict which have confounded Western policy-makers in their ongoing state-building mission in Afghanistan. However, despite this inherent potential, the idea of human security still needs refinement. Crucially, it has benefitted from critical feminist and critical social theories which provide the conceptual and methodological depth necessary to apprehend what a progressive ethical program of security looks like and how it can be furthered. Using this framework, the work provides a critical reconstruction of the effect of the US-led Western Intervention on women's experiences of (in)security in the three provincial contexts of Nangarhar, Bamiyan and Kabul. This reconstruction is drawn from a wealth of historical and contemporary sociological research alongside original fieldwork undertaken in Delhi, India, during 2011 with women and men from the country's different communities. Over the last decade, the U.S., UK Israel and other states have begun to use Unmanned Aerial Vehicles (UAVs) for military operations and for targeted killings in places like Pakistan, Yemen and Somalia. Worldwide, over 80 governments are developing their own drone programs, and even non-state actors such as the Islamic State have begun to experiment with drones. The speed of technological change and adaptation with drones is so rapid that it is outpacing the legal and ethical frameworks which govern the use of force. Rupert Wieloch has seen more than his share of front-line military action, having served as a platoon commander during the Troubles in Northern Ireland, before leading a squadron during the Gulf War in 1990. Deploying to Bosnia with the United Nations, his troops became renowned by the press as "Saviours of the Children" after he planned and executed the largest defensive battle fought by a Commonwealth combat force for 20 years. Having worked as a spokesperson for the Army Board, Wieloch's role moved to planning and strategy at the highest level. He played a key role in Operation Veritas, the UK's response to 9/11, as part of the team which developed the UK's campaign against international terrorism. With this wealth of experience, he went on to command the British contingent in the NATO mission to Iraq and later to serve as the Senior British Military Commander in Libya following the fall of Gaddafi. This book explores the ethical implications of using armed contractors, taking a consequentialist approach to this multidisciplinary debate. While privatization is not a new concept for the US military, the public debate on military privatization is limited to legal, financial, and pragmatic concerns. A critical assessment of the ethical dimensions of military privatization in general is missing. More specifically, in light of the increased reliance upon armed contractors, it must be asked whether it is morally permissible for governments to employ them at all. To this end, this book explores four areas that highlight the ethical implications of using armed contractors: how armed contractors are distinct from soldiers and mercenaries; the commodification of force; the belligerent equality of combatants; and the impact of armed contractors on the professional military. While some take an absolutist position, wanting to bar the use of private military altogether, this book reveals how these absolutist arguments are problematic and highlights that there are circumstances where turning to private force may be the only option. Recognising that outsourcing force will continue, this book thus proposes some changes to account for the problems of commodification, belligerent equality, and the challenge to the military profession.
