In the current environment, most political violence occurs between internal communities, such as ethnic and religious groups, rather than between states. Such inter-communal conflict threatens both internal political stability and interstate relations. In this edited volume, a multidisciplinary and multinational group of scholars analyze the bases of inter-communal conflict and its domestic and international consequences. The authors focus on inter-communal conflict through the lenses of political struggles in the Middle East and Asia, which provide fertile grounds for assessing the viability of new social constructions and the continuing impact of ancestral ties. Young People and Everyday Peace is grounded in the stories of young people who live in Los Altos de Cazuca, an informal peri-urban community in Soacha, to the south of Colombia's capital Bogota. The occupants of this community have fled the armed conflict and exist in a state of marginalisation and social exclusion amongst ongoing violences conducted by armed gangs and government forces. Young people negotiate these complexities and offer pointed critiques of national politics as well as grounded aspirations for the future. Colombia's protracted conflict and its effects on the population raise many questions about how we think about peacebuilding in and with communities of conflict-affected people. Building on contemporary debates in International Relations about post-liberal, everyday peace, Helen Berents draws on feminist International Relations and embodiment theory to pay meaningful attention to those on the margins. She conceptualises a notion of embodied-everyday-peace-amidst-violence to recognise the presence and voice of young people as stakeholders in everyday efforts to respond to violence and insecurity. This book provides an analytical framework for understanding how the concept of quality peace can be used to evaluate post-conflict peacebuilding, using social science, statistics, and case studies. Including contributions from more than 20 researchers and practitioners, it argues that the quality of the peace in a post-conflict state relates to the extent to which peace accords are implemented, the agreed-upon mechanism for the non-violent resolution of the conflict, and the available social space for civil and political actors. To arrive at the concept of 'quality peace', the authors evaluate the existing literature and identify a lack of a satisfactory means of measuring outcomes, and consequently how these might be researched comparatively. The volume problematizes the 'quality peace' concept as a way to understand the origins of armed conflict as well as problems deriving from the conflict dynamics and the need for social, political, and economic changes in the post-conflict periods. The book emphasizes five dimensions as crucial for quality peace in a post-accord society. As humanitarian needs continue to grow rapidly, humanitarian action has become more contested, with new actors entering the field to address unmet needs, but also challenging long-held principles and precepts. This book explores the practice of traumatic storytelling that emerged out of the South African Truth and Reconciliation Commission and came to play a key role in the lives of the members of the Khulumani Support Group for victims of apartheid-era political violence. Group members found traumatic storytelling both frustrating and yet also an important form of memory work that shaped how they saw themselves in the post-apartheid era. Drawing on ethnographic fieldwork, the author examines how traumatic storytelling functioned not only as a kind of psychological healing and national political theatre, but also as a potent form of social relation, economic exchange, political activism, and expressive practice. With emphasis on the personal, social, and political significance of the act of traumatic storytelling, this volume asks why members of Khulumani, despite their many disappointments, continued to engage intensively in storying their experiences for themselves and others. Examining what powers storytelling held for both group members and their witnesses, and considering the ways in which storytelling enabled new senses of self and new understandings of what was possible in the years after the end of apartheid, this book considers what we might learn more broadly from the experiences of Khulumani about the possibilities-and limits-of traumatic-memory-making as an instrument of personal, social, and political repair. As such, it will appeal to scholars of sociology, anthropology, and criminology with interest in justice and post-conflict societies.

After centuries of British rule, nobody expected Indian Independence and the birth of Pakistan to be so bloody - they were supposed to be the answer to the dreams of Muslims and Hindus. This book employs the concept of human security to show what the term means from the perspective of women in Afghanistan. It engages with a well-established debate in academic and policy-making contexts regarding the utility of human security as a framework for understanding and redressing conflict. The book argues that this concept allows the possibility of articulating the substantive experiences of violence and marginalisation experienced by people in local settings as well as their own struggles towards a secure and happy life. Rupert Wieloch has seen more than his share of front-line military action, having served as a platoon commander during the Troubles in Northern Ireland, before leading a squadron during the Gulf War in 1990. Deploying to Bosnia with the United Nations, his troops became renowned by the press as "Saviours of the Children" after he planned and executed the largest defensive battle fought by a Commonwealth combat force for 20 years. This book explores the ethical implications of using armed contractors, taking a consequentialist approach to this multidisciplinary debate. While privatization is not a new concept for the US military, the public debate on military privatization is limited to legal, financial, and pragmatic concerns. A critical assessment of the ethical dimensions of military privatization in general is missing. More specifically, in light of the increased reliance upon armed contractors, it must be asked whether it is morally permissible for governments to employ them at all. To this end, this book explores four areas that highlight the ethical implications of using armed contractors: how armed contractors are distinct from soldiers and mercenaries; the commodification of force; the belligerent equality of combatants; and the impact of armed contractors on the professional military. While some take an absolutist position, wanting to bar the use of private military altogether, this book reveals how these absolutist arguments are problematic and highlights that there are circumstances where turning to private force may be the only option. Recognising that outsourcing force will continue, this book thus proposes some changes to account for the problems of commodification, belligerent equality, and the challenge to the military profession. The apartheid state was at war. It was a conflict intended to stifle demands for freedom, subjugate Southern Africa and benefit the grip on power by the ruling elite. It was a fight for survival, which was to intensify in the two decades before South Africa’s liberation in 1994. The notion of 'silence' in Politics and International Relations has come to imply the absence of voice in political life and, as such, tends to be scholastically prescribed as the antithesis of political power and political agency. However, from Emma Gonzales's three minutes of silence as part of her address at the March for Our Lives, to Trump's attempts to silence the investigation into his campaign's alleged collusion with Russia, along with the continuing revelations articulated by silence-breakers of sexual harassment, it is apparent that there are multiple meanings and functions of political silence - all of which intersect at the nexus of power and agency. The rhetoric of heroism pervades politics. Political leaders invoke their own heroic credentials, soldiers are celebrated at sporting events, ordinary citizens become state symbols (or symbols of opposition), and high profile celebrities embody a glamorized, humanitarian heroism. Using analytical tools drawn from international relations, gender studies, war studies, history, and comparative politics, this book examines the cultural and political phenomenon of heroism and its relationship to the process of creating, sustaining and challenging political communities. Arguing that heroism is socially constructed and relational, the contributors demonstrate that heroes and heroic narratives always serve particular interests in the ways that they create and uphold certain images of states and other political communities. Studying the heroes that have been sanctioned by a community tells us important things about that community, including how it sees itself, its values and its pressing needs at a particular moment. Conversely, understanding those who are presented in opposition to heroes (victims, demonized opponents), or who become the heroes of resistance movements, can also tell us a great deal about the politics of a state or a regime. Heroes are at once the institutionalization of political power, and yet amorphous--one can go from being a hero to a villain in short order. From ancient to modern times, sexualised war violence against women was tolerated if not encouraged as a means of reward, propaganda, humiliation, and terror. This was and is in defiance of international laws that have criminalised acts of sexualised war violence since the 18th century. Ad hoc international tribunals have addressed especially war rape since the 15th century. The International Criminal Court (ICC), however, is the first independent, permanent, international criminal court that recognises not only war rape but also sexual slavery and other sexualised crimes as crimes against humanity, war crimes, and acts of genocide in its statute and supporting documents. This book explores how the ICC definitions of rape and forced marriage came about, and addresses the ongoing challenge of how to define war rape and forced marriage in times of armed conflict in a way that adequately reflects women's experiences, as well as the nature of the crimes. In addition to deepening the understanding of the ICC negotiations of war rape and forced marriage, and of the crimes themselves, this volume highlights relevant factors that need to be considered when criminalising acts of sexualised war violence under international law. This book addresses provides a series of in-depth portraits of men and women who have been labelled 'terrorists', from the 19th, 20th and 21st centuries. Bridging historical methodologies and theoretical approaches to terrorism studies, it seeks to contribute to the developing historicising of terrorism studies. This is achieved principally through a prosopographical approach. In the preponderance of detailed statistical and quantitative data on the practice of terrorism and political violence, the individuals who participate in terrorist acts are often obscured. While ideologies and organisations have attracted much scholarly interest, less is known of the personal trajectories into political violence, particularly from a historical perspective. The focus on a relatively narrow cast of high-profile terrorist 'villains', to a large part driven by popular and media attention, results in a somewhat skewed picture; of equal value, arguably, is a more sustained reflection on the lives of lesser-known individuals. The book sits at the juncture between terrorism studies, historical biography and ethnography. It comprises case studies of ten individuals who have engaged in political violence in the nineteenth, twentieth and twenty-first centuries, in a number of locations and with a variety of ideological motivations, from Russian-inflected anarchism to Islamist extremism. Through detailed empirical research, crucial themes in the study of terrorism and political violence are explored: the diverse individual radicalisation pathways, the question of disengagement and re-engagement, various counter-terrorist and counter-insurgency strategies adopted by governments and security forces, and the changing nature and perception of terrorism over time. Although not explicitly comparative, a number of themes resonate between the case studies, which will be drawn together in the conclusion to this book. These include the role of migration in radicalisation, the influence of radical family heritages, the experience of imprisonment and the narratives which individuals construct to tell their own terrorist life-stories. Maluku in eastern Indonesia is the home to Muslims, Protestants, and Catholics who had for the most part been living peaceably since the sixteenth century. In 1999, brutal conflicts broke out between local Christians and Muslims, and escalated into large-scale communal violence once the Laskar Jihad, a Java-based armed jihadist Islamic paramilitary group, sent several thousand fighters to Maluku. As a result of this escalated violence, the previously stable Maluku became the site of devastating interreligious wars. This book focuses on the interreligious violence and conciliation in this region. It examines factors underlying the interreligious violence as well as those shaping post-conflict peace and citizenship in Maluku. The author shows that religion-both Islam and Christianity-was indeed central and played an ambiguous role in the conflict settings of Maluku, whether in preserving and aggravating the Christian-Muslim conflict or supporting or improving peace and reconciliation. Based on extensive ethnographic fieldwork and interviews as well as historical and comparative research on religious identities, this book is of interest to Indonesia specialists, as well as academics with an interest in anthropology, religious conflict, peace and conflict studies.
