During the 1990s, military spending, arms procurement and defence industrialisation have all increased rapidly in East Asia. Although these developments do not constitute an arms race, they nevertheless have important implications for suppliers of defence equipment, for arms control and for regional stability. This paper assesses trends in the defence spending of East Asian states, particularly in the light of the economic crisis, which began in mid-1997. It also focuses on three closely-related issues: the nature of the regional market for defence equipment; defence industrialisation; and the effect of trends in defence procurement and industrialisation on East Asian states' military capabilities, and on the regional military balance.
In the post-Cold War era, most countries have been forced to radically reduce their arms industries, and abandon self-sufficiency in favour of a subordinate role in an increasingly globalized worldwide defence industry. This has significant implications for the future of armaments production, for proliferation, and for arms control.
Lyndon B. Johnson and the Politics of Arms Sales to Israel seeks to reconstruct and elucidate the processes behind the decisions made by the Johnson Administration during the years 1965-68 to sell Israel M-48 tanks, A-4 Skyhawk planes and F-4 Phantom planes. This examination is based on a distinction between three factions which competed for influence within Washington's high-policy elite: the traditionalists (whose major representative was Secretary of State Dean Rusk); the pragmatists (whose most outspoken representative was Robert Komer of the National Security Council); and the domestically oriented policymakers (the central decision-maker who quintessentially exemplifies this category being President Johnson). This book is a sequel to John F. Kennedy and the Politics of Arms to Israel, which examined the first arms deal between the US and Israel.

surface-to-air missiles. He argues that such domestic
considerations as the approaching congressional elections, and such
political calculations as the administration's desire to promote a
Palestinian settlement, were all part of a highly complex
decisional setting which affected the thinking and behaviour of
members of Washington's high policy elite on the very eve of the
Hawk decision, albeit not to the same degree. Ultimately, a winning
coalition was formed between the Middle Eastern experts of the
National Security Council and the president's liaison to the Jewish
community, Myer Feldman. President Kennedy's decision to join this
coalition and to approve the sale without any prior Israeli
concessions to the Palestinians, determined the outcome of this
process. This sealed the fate of the Department of State's efforts
to prevent the sale or later to make it dependent upon an Israeli
commitment to soften its traditional Palestinian posture.

This book is an intellectual contribution of policy scientists and researchers from different academic institutions in different parts of the world. The Arab Spring, the rise of ISIS and terrorism ignite the debate on studying conflict and natural resources. Uniquely, the book discusses the sources of the conflicts and the institutions that are managing the conflicts. The natural resources, defense spending, conflict and human welfare are intertwined. In support of the 'resource curse' hypothesis, the book shows that an abundance of natural resources, particularly oil, encourages an increase in military spending and lower economic growth. In addition, the good economic and political institutions do reduce the hazard of conflict; and strong political institutions for checks and balances appear to weaken the impact of natural resources on conflicts. The book also examines the relationship between defense and social welfare expenditures - specifically, health and education. Shedding light on the complicated nature of the relationship between defense spending, inequality, and types of political and welfare regimes gives us a deeper understanding of the type of democratic systems that will likely improve social welfare. In studying the political economy of defense spending, the book shows the link between public opinion toward defense spending and voters' support for candidates. The analysis shows that party identification or having a vested interest in defense industries do correlate with a preference for increasing defense spending. A UN arms embargo has been in place against North Korea for nearly a decade, as part of a broader sanctions regime designed to deny it the goods and funds needed to fuel its nuclear weapons and ballistic-missile programmes. Yet despite these sanctions, a host of state and non-state actors continue to buy arms, material and services from Pyongyang - and inject funds into the same coffers that drive North Korea's nuclear and missile development. While some of North Korea's military customers in the sanctions era since 2006 are well known - such as Iran, Syria and Burma - Pyongyang's wider client base receives little international attention. North Korea has continued to enjoy access to other defence markets across Africa and the Middle East. The drivers of these clients' decisions to buy weapons and related goods from North Korea are rarely discussed. This gap in analysis is essential to fill. If tailored and effective approaches are to be developed to convince North Korea's customers to buy elsewhere, they must be based on a sound understanding of the considerations that motivated the client to turn to Pyongyang in the first place. Target Markets comprehensively analyses the available information on these procurement decisions. It concludes, contrary to conventional wisdom, that the reasons that customers buy weapons and related goods and services from North Korea vary, often greatly. This study also concludes that one of the greatest achievements of the UN sanctions regime to date has been to deny North Korea access to modern conventional weapons technology that it can learn to manufacture at home and sell on to its clients around the world. Using the theoretical lens of the implementation approach this book examines the origins, context, development and fate of the Administration's conventional arms transfer restraint policy.
Governments have a legal obligation to ensure effective control over arms exports and to monitor and supervise the movement of arms to ensure that they do not fall into unauthorized hands. The purpose of this book is to provide a detailed picture of how governments discharge this responsibility. Individual chapters describe national efforts to control arms transfers, concentrating on the legal framework that exists to regulate arms exports. The book includes a discussion of existing multilateral arms transfer control regimes, including the United Nations, the Co-ordinating Committee for East-West Trade Policy (CoCom), the Missile Technology Control Regime (MTCR) and arms embargoes agreed by the Council of Ministers of the European Community. Every effort has been made to produce a comprehensive compendium, but total success has been prevented by the continued failure of some governments to release adequate information into the public domain. |
