This, despite the end of the Cold War. Foerstel examines this continuing trend toward the state as chief sponsor, promoter, and supervisor of scientific research and its unsettling ramifications. Foerstel concludes that scientific secrecy is counterproductive to American interests, particularly in an era when economics has come to define national security. In a period that began with Britain controlling a world-wide empire
and included two world wars, followed by the Cold War and massive
expenditure on nuclear armaments, the relationship between the
politicians and the generals has been central to British history.
While it is correctly assumed that the Armed Forces have never
threatened British political stability in modern times, the
relationship between the military and their political masters is a
major, if under-emphasised, theme of British history. While in
theory the politicians decided strategy and the military
implemented it, in practice decisions often depended on the
personalities and experience of those involved. Asquith, the
epitome of the civilian, left major strategic decisions in the
hands of the military; while Churchill, an ex-soldier and ex-First
Lord of the Admiralty, rode roughshod over professional military
advice. In a period when arms before ever more technologically
sophisticated, there was also the problem of how far politicians
could decide on strategies proposed by the military other than by
the crude yardstick of cost. The essays in Government and the Armed
Forces in Britain, 1856--1990 provide a coherent account not only
of the major decision-making of warfare but also of the changes in
the organisation and control of the Armed Forces.
Residential segregation is a key issue for good governance in Latin American cities. The isolation of people of different social classes or ethnicities has potential political and social consequences, including differential access to and quality of education, health and other services. This volume uses the recent availability of geo-coded census data and techniques of spatial analysis to conduct the first detailed comparative examination of residential segregation in six major Latin American metropolises, with Austin, Texas, as a US comparison. Aquatic ecosystem assessment is a rapidly developing field, and one of the newer approaches to assessing the condition of rivers and lakes is the Reference Condition Approach. This is a significant advancement in biomonitoring because it solves the problem of trying to locate nearby control or reference sites when studying an ecosystem that may be degraded, a problem that bedevils traditional approaches. Rather than using upstream reference sites in a river system or next-bay-over reference sites in a lake, an array of ecologically similar, least-exposed to stress sites scattered throughout a catchment or region is used. Once the reference condition has been established, any site suspected of being impacted can be assessed by comparison to the reference sites, and its status determined. The Reference Condition database, once formed, can be used repeatedly.
The research for this book was prompted by a combination of events, in particular the election of Mary Robinson as President of Ireland (November 1990) and the X case which rocked Irish society (February 1992). The book is an exploration of the dynamics between the Irish and European Courts, the legislators and the Irish citizens in relation to certain socio-sexual questions: divorce, contraception, abortion and homosexuality. Spanning the 73 years since the creation of the Irish State, it questions the nature of the moral order regulating Irish society and the concept of democracy underlying it: from a moral order based on the natural law and Victorian ideology, to a moral order based on the fundamental rights of individuals. The book examines the fragile balance struck between tradition and modernity, and is an indirect tribute to the work of former President Mary Robinson as a constitutional lawyer and senator.
In the past two decades, research on environmental issues in East and Southeast Asian countries has mainly focused on existing institutional mechanisms of environmental management, the establishment of new environmental management structures, the introduction of incentives to improve natural capital and foster environmental protection, and the culture of environmental or "green" groups. Virtually no rigorous research has been directed into the nature and significance of the existing relationship between government and civil society in individual country studies, with specific reference to the environmental policy sector, or into how this relationship may be evolving. This book explores this connection in Singapore, and what causes it to evolve, through three case narratives. Its rationale is to address this gap in the literature from a "governance theory" perspective that focuses on state adaptation to the external environment and new forms of coordination and collaboration between government and civil society to tackle new societal problems. The application of the "governance theory" approach to specific case studies is itself a topic that deserves much greater study than what it has so far received.

Exploring China's transition to a socialist market economy, this book finds that the recent Chinese experience is unique and unprecedented. It seems plausible that the distinctive characteristics of China's market reform have been a result of correcting the big bang approach of Eastern European countries and unique conditions that China possesses. For instance, China is endowed with a relatively high level of skilled labor and a large workforce. Moreover, China has been experimenting with reform and profit-sharing for a number of years, especially in the coastal provinces. Transnational Feminist Rhetorics and Gendered Leadership in Global Politics examines the rhetoric surrounding women who hold or have held the highest office of a nation-state. Heads of state, such as Golda Meir, Margaret Thatcher, Benazir Bhutto, Ellen Johnson Sirleaf, and Michelle Bachelet, have navigated their ascent to executive government in vastly different ways while contending with gendered expectations of leadership, especially since most of them are the first woman to occupy their country's highest governmental position. This book analyzes how these women rhetorically perform their positions of power-discursively, visually, and physically-in a traditionally male leadership role. Specifically, this project examines how certain rhetorical acts open up and close down the potential to confront the gendered expectations surrounding political leadership. When people analyze, campaign for, or critique a "female prime minister" or a "woman president," they are not just talking about one woman but also referencing a collective neoliberal logic that interrupts and reaffirms the belief that the nation-state is an eternal, inevitable structure. Diverse political figures, such as Angela Merkel, Julia Gillard, and Indira Gandhi, are continually put in conversation with one another, through popular media representations, academic scholarship, and political analyses. This book examines the effect of such comparisons and connections, ultimately arguing that many of these gestures reduce or over-simplify women's contributions to world politics. In order to show this effect, this book manifests the transnational connections found in autobiographies, organizations, political commentaries, biographical films, and other sources that focus on women who have been heads of state.
Munch and his colleagues examine how democracy works in the practice of political regulation. Based on empirical research on the politics of clean air in the United Kingdom, France, Germany, and the United States, they provide a comparative sociological perspective. Thus, they look at social change and social integration rather than issues of governance and administration in terms of effectiveness and democratic legitimation. The analysis looks at how different forms of democracy given in the four countries achieve more or less in the political regulation of clean air in terms of societal innovation, conflict settlement, and consensus formation. They concentrate on the network of actors involved, their professions included with their concepts of rationality, the institutional rules of policymaking, and the cultural ideas that are invoked in the legitimation of procedures and decisions. While each country has developed a peculiar form of democracy-representative democracy in the UK, etatist-republican democracy in France, consensus and rule of law democracy in Germany, and multilevel pluralist competitive democracy in the US-they conclude that challenges of the established regulatory style and political order are pushing each country towards a more open democracy. Scholars and students in comparative sociology and political science as well as environmentalists will find the study of particular interest. |
