South Africans often are deeply polarised in our perspectives of the present and the past. Our ‘ways of seeing’ are fraught with division, and we fail to understand the complexities when we do not see what lies beneath the surface. There is no denying that the Jacob Zuma presidency took a significant toll on South Africa, exacerbating tensions and exposing the deep fractures that already exist in our society along the lines of race, class and even ethnicity. The Zuma years were marked by cases of corruption and state capture, unprecedented in their brazenness, and increased social protests – many of which were accompanied by violence – aggressive public discourse, lack of respect for reason and an often disturbing resistance to meaningful engagement. Importantly, those years also placed enormous pressure on our democratic institutions, many of which still bear the scars, and challenged the sovereignty of the Constitution itself. As an analyst and governance specialist at the Institute for Democracy in South Africa (IDASA) for twelve years, February has had a unique perch. The issue of land rights is an ongoing and complex topic of debate for South Africans. Rights to Land comes at a time when land redistribution by government is underway. This book seeks to understand the issues around land rights and distribution of land in South Africa and proposes that new policies and processes should be developed and adopted. It further provides an analysis of what went so wrong, and warns that a new phase of restitution may ignite conflicting ethnic claims and facilitate elite capture of land and rural resources. While there are no quick fixes, the first phase of restitution should be completed and the policy then curtailed. The book argues that land ownership and administration is important to rural democracy and that this should not be placed under the control of traditionalist intermediaries. Land restitution, initiated in 1994, was an important response to the injustices of the apartheid era. But it was intended as a limited and short-term process – initially to be completed in five years. It may continue for decades, creating uncertainty and undermining investment into agriculture.

Citizens are asked to buy, and asked to consider to buy, goods of all sizes and all prices, nearly all of the time. Appeals to political decision-making are less common. There are moments in American history when all eyes are focused on a federal court: when its bench speaks for millions of Americans, and when its decision changes the course of history. More often, the story of the federal judiciary is simply a tale of hard work: of finding order in the chaotic system of state and federal law, local custom, and contentious lawyering. The Federal Courts is a story of all of these courts and the judges and justices who served on them, of the case law they made, and of the acts of Congress and the administrative organs that shaped the courts. As late as the 1980s, breast cancer was a stigmatized disease, so much so that local reporters avoided using the word "breast" in their stories and early breast cancer organizations steered clear of it in their names. But activists with business backgrounds began to partner with corporations for sponsored runs and cause-marketing products, from which a portion of the proceeds would benefit breast cancer research. Branding breast cancer as "pink"-hopeful, positive, uncontroversial-on the products Americans see every day, these activists and corporations generated a pervasive understanding of breast cancer that is widely shared by the public and embraced by policymakers. Clearly, they have been successful: today, more Americans know that the pink ribbon is the symbol of breast cancer than know the name of the vice president. Hiding Politics in Plain Sight examines the costs of employing market mechanisms-especially cause marketing-as a strategy for change. Patricia Strach suggests that market mechanisms do more than raise awareness of issues or money to support charities: they also affect politics. She shows that market mechanisms, like corporate-sponsored walks or cause-marketing, shift issue definition away from the contentious processes in the political sphere to the market, where advertising campaigns portray complex issues along a single dimension with a simple solution: breast cancer research will find a cure and Americans can participate easily by purchasing specially-marked products. This market competition privileges even more specialized actors with connections to business. As well, cooperative market activism fundamentally alters the public sphere by importing processes, values, and biases of market-based action into politics. Market activism does not just bring social concerns into market transactions, it also brings market biases into public policymaking, which is inherently undemocratic. As a result, industry and key activists work cooperatively rather than contentiously, and they define issues as consensual rather than controversial, essentially hiding politics in plain sight.
Gavin Ure explores the making of public policy for Hong Kong between 1918 and 1958. During much of this period, the Hong Kong government had limited policymaking capabilities. Many new policies followed initiatives either from the Colonial Office or from politicians in Hong Kong. This book examines the balance of political power influencing how such decisions were reached and who wielded the most influence -- the Hong Kong or British governments or the politicians. Gradually, the Hong Kong government, through implementing new policies, improved its own policy-making capabilities and gained the ability to exercise greater autonomy. The policy areas covered by this book include the implementation of rent controls in 1922, the management of Hong Kong's currency from 1929 to 1936, the resolution of the financial dispute over matters arising from World War II, the origins of Hong Kong's public housing and permanent squatter resettlement policies, negotiations over Hong Kong's contribution to its defence costs and the background to the granting of formal financial autonomy in 1958.
This book presents a new view of American policymaking, focusing on networks of actors responsible for policymaking. Policy change is not easily predictable from election results or public opinion because compromise and coalitions among individual actors make a difference in all three branches of government. The amount of government action, the issue content of policy changes, and the ideological direction of policy all depend on the joint actions of executive officials, legislators, and interest group leaders. The patterns of cooperation among policymakers and activists make each issue area and time period different from the others and undermine attempts to build an unchanging unified model of American policymaking. In Artists of the Possible, Matt Grossman undertakes a rigorous content analysis of 268 books and articles on the history of 14 different major policy areas over 60 years, compiling and integrates these findings to assess the factors that drive policymaking. His findings-which collectively uncover the 790 most significant policy enactments of the federal government and credit 1,306 specific actors for their role in policy change, along with more than 60 circumstantial factors-overturn established theories of policymaking. First, significant policy change does not follow from the issue agenda of the electorate or policymakers. Second, neither changes in public opinion nor the ideology or partisanship of government officials reliably influence the amount or content of policy change. Instead, the patterns of cooperation and compromise among political elites drive the productivity and ideological direction of policymaking. Third, the policymaking roles of public opinion, media coverage, research, and international factors are all limited. Fourth, no typology can explain differences in policymaking across issue areas because the policy process is broadly similar except for a few idiosyncratic differences associated with each issue area.
The era of economic liberalization, spanning 1978 to 2008, is often
regarded as a period in which government was simply dismantled. In
fact, government was reconstructed to meet the needs of a
globalized economy. Central banking, fiscal control, tax
collection, regulation, port and airport management, infrastructure
development-in all of these areas, radical reforms were made to the
architecture of government.
The collapse of the financial markets in 2008 and the resulting
'Great Recession' merely accelerated an already worrisome trend:
the shift away from an employer-based social welfare system in the
United States. Since the end of World War II, a substantial
percentage of the costs of social provision--most notably,
unemployment insurance and health insurance--has been borne by
employers rather than the state. The US has long been unique among
advanced economies in this regard, but in recent years, its social
contract has become so frayed that is fast becoming unrecognizable.
Despite Obama's election, the burdens of social provision are
falling increasingly upon individual families, and the situation is
worsening because of the unemployment crisis. How can we repair the
American social welfare system so that workers and families receive
adequate protection and, if necessary, provision from the ravages
of the market?
The Letters of Richard Cobden (1804-65) aims in four printed
volumes to provide the first critical edition of Cobden's letters,
publishing the complete text in as near the original form as
possible, accompanied by full scholarly apparatus, together with an
introduction to each volume re-assessing Cobden's importance in
their light. As a whole these volumes will make available a unique
source of the understanding of British liberalism in its European
and international contexts, throwing new light on issues such as
the repeal of the Corn Laws, British radical movements, the Crimean
War, the Indian Mutiny, Anglo-French relations, and the American
Civil War.
During the middle and late 1960s, public concern about the environment grew rapidly, as did Congressional interest in addressing environmental problems. Then, in 1970, a dramatic series of bipartisan actions were taken to expand the national government's efforts to control the volume and types of substances that pollute the air, water, and land. In that year, President Richard Nixon signed into law the National Environmental Policy Act, which established for the first time a national policy on the environment and created the Council on Environmental Quality (CEQ). Additionally, President Nixon created, with Congressional support, the Environmental Protection Agency (EPA), and he signed into law the Clean Air Act of 1970, which had overwhelming bipartisan support in Congress. The strong bipartisan consensus on the need to protect environmental and human health began to erode, however, during the middle and late 1970s as other domestic and foreign policy problems rose to the top of the public and legislative agendas. Ronald Reagan's election to the Presidency in 1980 marked a dramatic shift in both environmental policymaking and administration. Over the thirty years that followed Reagan's election, environmental politics and administration became increasingly polarized. In this book, James K. Conant and Peter J. Balint examine the trajectory of environmental policy and administration in the United States by looking at the development of the CEQ and EPA. They look at changes in budgetary and staffing resources over time as well as the role of quality of leadership as key indicators of capacity and vitality. As well, they make correlations between the agencies' fortunes and various social, political, and economic variables. Conant and Balint cautiously predict that both agencies are likely to survive over the next twenty years, but that they will both experience continuing volatility as their life histories unfold.

What causes a government to invest-or not invest-in poor citizens, especially mass education? In The Education of Nations, Stephen Kosack focuses on three radically different developing countries whose developmental trajectories bear little resemblance to each other-Brazil, Ghana, and Taiwan-and offers an elegant and pragmatic answer to this crucially important question. Quite simply, the level of investment in mass education is the product of one of two simple conditions, one political and one economic. The first condition is the nature and success of political entrepreneurs at organizing the poor politically; the second is the flexibility of the labor market faced by employers who need skilled workers. Drawing from a half-century of evidence, he has found that irrespective of every other factor, these two conditions alone explain whether education is available to the poor or restricted to elites as well as many of the key features of education systems.
