Legislators are entrusted with key parliamentary functions and are important figures in the decision-making process. Their behaviour as political elites is as much responsible for the failures and successes of the new democracies as their institutional designs and constitutional reforms. This book provides a comparative examination of representative elites and their role in democratic development in post-communist Central and Eastern Europe (CEE). It argues that as the drivers of the transformation process in CEE, individual and collective parliamentary actors matter. The authors provide an in-depth analysis of representatives from eleven national parliaments and explore country-specific features of recruitment and representation. This book addresses the paradox of uneven electricity in one of the fastest growing and now petro rich economies, Ghana, by addressing the question of why one of the most hydro rich countries in sub-Saharan Africa produces irregular access for all but 'swing' voter regions of the country. The book questions why targeted rural electricity initiatives over the course of the last two decades have yielded uneven benefits for what is a substantial portion of the country's population. Using Ghana as an emblematic case-study that speaks to broader regional concerns, including those of Nigeria and South Africa, this book contextualizes the variegated nature of how power sector reforms could not be undertaken without significant political costs. Indeed, the book situates an unfolding political landscape that prompted the successful but partial implementation of power sector reforms in part prompted by the Washington consensus and undergirded by a shrinking role for the state in the wider economy.

This volume explores institutional and policy developments in the EU and its member states in a parallel examination of citizens' views of the effectiveness of crisis response reflected in public trust, output legitimacy, and satisfaction with democracy. Our approach to understanding the crisis posits EU-level governance and institutional change, national-level policymaking, and domestic politics as interrelated, interdependent domains of political action and public spheres that collectively shape the political landscape of post-crisis Europe. The volume sheds new light on the relationship among the institutional, policy, and polity consequences of the crisis. The book has two fundamental aims. The first is to demonstrate the interconnected nature of European governance, domestic reform, and democratic politics. The unprecedented complexity of the financial, sovereign debt, economic, and social crises in Europe has led to a political crisis that reflects the struggle to effectively address its various causes and effects. The second objective is to present a theoretically informed assessment of the consequences of the European crises for state-society relations and democratic legitimacy. Our analysis of the crisis in a variety of national contexts and European governance highlights the difficulties faced by political decision-makers. We find that the domestic policy process is selectively affected or disconnected from the process of rule-making at the EU level, that public opinion still matters in the process of policy formation and EU crisis response, and that the salience of the EU agenda in the domestic public sphere increasingly depends on the preferences of political actors. Public response to the crisis has become increasingly complex as well, ranging from declining trust in the political institutions, emerging national stereotypes, changing expectations of the EU level of crisis response, growing disconnect between political parties and voters, and evolving intra-regional distinctions across the EU's east-west divide.
This book provides new perspectives on recent Asian dynamism which go beyond the mainstream views, by attempting to situate the recent economic expansion within a broader analysis of capitalist accumulation and the various processes that it generates both within and across economies. The contributions in the book include analyses of recent growth patterns in both China and India; assessments of the sustainability of such growth and potential constraints and pitfalls; the role of international finance in affecting both national and international growth and employment patterns; the factors determining particular accumulation strategies and the results of these strategies. These forces within the two economies of China and India are situated within a broader assessment of the impacts on the world economy, by identifying long run tendencies in international capitalism and changing patterns of uneven development. Specific issues emerging within the Asian region are identified, including not just the relations between the three large Asian economies, but also the wider geopolitical implications as well as the political economy of these changes. This book therefore provides a more comprehensive examination of the longer run dynamics of the global capitalist system in which these economies are necessarily destined to play more significant roles in future.
This book provides an original argument that rejects the idea of national MPs having but one 'standard' mode of representation. It acknowledges the national electoral connection, but considers representation beyond national borders. The author empirically investigates such patterns of representation in MPs' parliamentary speech-making behavior and their attitudes in Austria, Germany, Ireland and the UK. The book analyzes representative claims in parliamentary debates on the Constitutional Treaty, the Lisbon Treaty and the Eurozone crisis, and relies on qualitative interviews with members of the European affairs and budget committees. It finds a Eurosceptic Europeanization in that national MPs from the Eurosceptic left particularly represent other EU citizens.
Comparative politics often involves testing of hypotheses using new methodological approaches without giving sufficient attention to the concepts which are fundamental to hypotheses, particularly the ability of these concepts to 'travel'. Proper operationalising requires deep reflection on the concept, not simply establishing how it should be measured. The New Minorities of Europe: Social Cohesion in the European Union argues that while the EU currently faces economic issues, it is pressed with larger questions and potential problems due to the backlash against those who move freely inside the union. It uses the intra-EU migrants, particularly the Polish community who moved post-2004 into Britain and to a lesser extent Ireland, as the case through which to examine these issues. The book argues that the traditional definitions of minorities and migrants are no longer valid in the EU and we should look at all groups collectively through a continuum of social cohesion based on their ability to access rights. The book traces the development of free movement in the EU, the movement of the intra-EU migrants, and the challenges and growing chilly climate they and other non-EU immigrants face across Europe. The book concludes with a proposal for the development of a High Commission on Social Cohesion in the European Union similar to the OSCE High Commissioner on National Minorities who could use Quiet Diplomacy to try to work with minority groups in all their forms and the EU member states to address these issues.
International peacebuilding has reached an impasse. Its lofty ambitions have resulted in at best middling success, punctuated by moments of outright failure. The discrediting of the term 'liberal peacebuilding' has seen it evolve to respond to the numerous critiques. Notions such as 'inclusive peace' merge the liberal paradigm with critical notions of context, and the need to refine practices to take account of 'the local' or 'complexity'. However, how this would translate into clear guidance for the practice of peacebuilding is unclear. Paradoxically, contemporary peacebuilding policy has reached an unprecedented level of vagueness. Peace in political unsettlement provides an alternative response rooted in a new discourse, which aims to speak both to the experience of working in peace process settings. It maps a new understanding of peace processes as institutionalising formalised political unsettlement and points out new ways of engaging with it. The book points to the ways in which peace processes institutionalise forms of disagreement, creating ongoing processes to manage it, rather than resolve it. It suggests a modest approach of providing 'hooks' to future processes, maximising the use of creative non-solutions, and practices of disrelation, are discussed as pathways for pragmatic post-war transitions. It is only by understanding the nature and techniques of formalised political unsettlement that new constructive ways of engaging with it can be found.

Ethno-politics has become a major force in the post-Cold War era. The fundamental challenge to military establishments in deeply plural societies is the formation of institutional unity from diverse ethnic groups. This edited volume examines seven case studies of countries that have attempted, with varying degrees of success, to develop, or to begin to develop, within their military establishments a single "quasi-ethnic" military identity to effect unity within their ranks and attenuate the deep and often violent ethnic divisions that otherwise would pertain. The volume compares contrasting outcomes in two African regions: West Africa with the contrasting cases of Guinea and Nigeria and East Africa with the cases of Tanzania, Uganda and Kenya. It also examines the very different cases of Algeria and Suriname. The failures of the EP to secure adequate levels of visibility on these websites automatically signify serious basic weaknesses in its communication strategy. Over the last twenty years, the role of national parliaments in EU affairs has gained considerable academic attention. Much of the literature, however, has focused on parliamentary scrutiny and control in EU affairs. What tends to be generally overlooked is that the parliamentary communication function is at least as important in EU politics as the control function. Democratic legitimacy depends on a vibrant public debate on political solutions and alternatives to allow citizens to make informed political (electoral) choices and to exercise democratic control. Within the EU, it is precisely the opacity of policy-making processes and the lack of public discourse that have been defined as core problems of democratic legitimacy. Here, parliaments have the potential to provide an ideal arena for the deliberation of important European issues and thus to help overcome the much-lamented distance between European policy processes and the citizens. Yet, despite parliaments' central relevance for the legitimacy of European politics, the parliamentary communication function remains so far under researched. The volume aims at filling this gap by providing both qualitative and quantitative comparative data on various communication efforts by national parliaments. Who shapes the European Union's policy towards Latin America? How has this EU policy modified individual member states' relations with the region? This book provides a comparative account of seven member states' bilateral links with Latin America since 1945, in the context of their EU membership and based on the concept of 'Europeanization'. It illustrates how and why the main architects of this EU policy have been Spain and Germany. In the 1920s and the 1930s, Turkey, Iran and Russia vehemently pursued state-secularizing reforms, but adopted different strategies in doing so. But why do states follow different secularizing strategies? The literature has already shattered the illusion that secularization of the state has been a unilinear, homogeneous and universal process, and has convincingly shown that secularization of the state has unfolded along different paths. Much, however, remains to be uncovered. This book provides an in-depth comparative historical analysis of state secularization in three major Eurasian countries: Turkey, Iran and Russia. To capture the aforementioned variation in state secularization across three countries that have been hitherto analyzed as separate studies, Birol Baskan adopts three modes of state secularization: accommodationism, separationism and eradicationism. Focusing thematically on the changing relations between the state and religious institutions, Baskan brings together a host of factors, historical, strategic and structural, to account for why Turkey adopted accommodationism, Iran separationism and Russia eradicationism.
