This book explains the increasingly turbulent Sino-Japanese relations since the 2000s by innovatively investigating the formation mechanism of mutual misperception deeply rooted in China-Japan-U.S. trilateral structural dynamics. The political and security relationship has been increasingly deteriorating against the high interdependency between the world's second and third largest economies. More ironically, both sides have also shown the intent and made efforts to improve bilateral ties. The author systematically conducts a focused comparison of the evolution of the Sino-Japanese mutual perceptions and policies toward one another during the past decade and a half. Empirically, Yun Zhang closely examines five case studies that provide insights to IR students and scholars and policy makers on how misperception and mistrust have formed, replicated, and intensified.

The main purpose of the book was to analyze heterogeneous political and institutional aspects in the development of such an arguably universal tool of modern democracy as e-government from the perspectives of two nations with completely different systems of governance and traditions of public administration and provide generalizations on objective institutional limitations that indirectly affect the implementation of political and administrative decision-making in this area by governments of the United States and Kazakhstan, representing respectively the typical federal and unitary state. This book is both a policy review and agenda setting research. By applying case studies of e-government strategies in these two different countries both at the national and local levels and analyzing corresponding legal and institutional foundations, it offers ways forward for further hypothesis testing and proposes a road map for e-government practitioners to improve the strategic policy in this area in Kazakhstan and other developing nations. It provides recommendations on how to improve the regulatory and methodological basis for effective implementation of interactive and transactional services as well as how to solve challenges of an organizational character in realization of e-government projects at the national level, for example, by resorting to a promising phenomenon of civic engagement and citizen-sourcing, creation of open data-driven platforms and provision of information security measures, project outreach in social media, etc.

Delegating Rights Protection explores bill-of-rights outcomes in four "Westminster" countries - Australia, Canada, New Zealand, and the United Kingdom - whose development exhibit an interesting combination of both commonality and difference. Comparative analysis of some thirty-six democracies demonstrates that the historic absence of a bill of rights in Westminster countries is best explained by, firstly, the absence of a clear political transition and, secondly, their strong British constitutional heritage. Detailed chapters then explore recent and much more diversified developments. In all the countries, postmaterialist socio-economic change has resulted in a growing emphasis on legal formalization, codified civil liberties, and social equality. Pressure for a bill of rights has therefore increased. Nevertheless, by enhancing judicial power, bills of rights conflict with the prima facie positional interests of the political elite. Given this, change in this area has also required a political trigger which provides an immediate rationale for change. Alongside social forces, the nature of this trigger determines the strength and substance of the bill of rights enacted. The statutory Canadian Bill of Rights Act (1960), New Zealand Bill of Rights Act (1990), and the Human Rights Act (UK) (1998) were prompted politically by a relatively weak and backward-looking 'aversive' reaction against perceived abuses of power under the previous administration. Meanwhile, the fully constitutional Canadian Charter (1982) had its political origins in a stronger, more self-interested and prospective need to find a new unifying institution to counter the destabilizing, centripetal power of the Quebecois nationalist movement. Finally, the absence of any relevant political trigger explains the failure of national bill of rights initiatives in Australia. The conclusionary section of the book argues that this Postmaterialist Trigger Thesis (PTT) explanation of change can also explain the origins of bills of rights in other internally stable, advanced democracies, notably the Israeli Basic Laws on human rights (1992).

With the establishment of the EU, the goals and policies pursued through European Communities, and the targets and policies covered by new action areas, which include Economic and Monetary Union, European Citizenship, Common Security and Foreign Policy which will be progressed gradually by European Union treaty, have started to be addressed as a whole. The identity of the EU at the global level has also experienced change. In this context, the EU represents a political structure on its own, with its institu-tions, activities and authority, which constitute a supranational structure. Of course, it is not possible to say that this process continues without any problems and disputes. However, when we look at the development process of the EU, it is seen that this change and the transformation continue in the context of the requirements and the process continues dynamically. In this context, this study includes other studies discussing the developments of the EU in different policy spaces. In these studies, it has been examined whether EU policies have an impact on national structures, practices and actors and if there is, how and under what conditions this has become clear.

The European Union faces a set of inter-related crises that it struggles to contain and address. The idea of 'the commons' is a long-standing concept in the English-speaking world and in English law. A similar concept occurs in China. How different from or similar to the English idea of 'the commons' is the idea in China; and how is the concept applied? This book explores this important subject. It examines the subject from a philosophical and theoretical perspective; considers 'the commons' widely, including tangible commons of resources, intangible commons of culture, identity and social capital, and institutional commons of welfare, security and public goods; and goes on to examine the concept as it applies to the hydropower developments along the Lancang River, outlining the different competing interests of local people, central and provincial government, and environmental considerations. It argues that the concept of 'the commons' in China is dual-dimensional, with a vertical dimension of 'public authority' and a horizontal dimension of 'commonly sharing', that power structures in China have often been flexible and polycentric, and that, correctly applied, this approach will do much to serve the common interest of the people, ensuring positive impacts for shared prosperity for multiple stakeholders, whilst mitigating the negative impacts involved in the delivery of such positive impacts.

For a long time, India and China have been seen as the rising economic giants on the Asiatic mainland. Studies of the conflicts which have plagued the borderlands of India and China however have tended to only analyse individual case studies without attempting to compare and contrast the situation in these conflicts. This book compares and contrasts the situation in India's disputed borderlands - Kashmir and the Indian north eastern states - with China's contested borderlands - Xinjiang and Tibet. The book looks at the root causes of the conflict and how these conflicts have evolved and changed their character with the passage of time. Analysing how the countries have dealt with their territorial disputes from the 50's till more recent times, the author shows to what extent these state policies have exacerbated the already strained situation. Using primary data collected primarily through interviews, from the people/inhabitants of these conflict zones, the book throws new light on the problem. This bottom up approach allows the people to speak and provides a different understanding of the nature of the conflict, which may very well be the way forward for long lasting peace. In this book, Marc Morj Howard addresses immigrant integration, one of the most critical challenges facing European countries today, the resolution of which will in large part depend on how foreigners can become citizens. Howard s research shows that despite remarkable convergence in their economic, judicial, and social policies, the countries of the European Union still maintain very different definitions of citizenship. Based on an innovative measure of national citizenship policies, the book accounts for both historical variation and contemporary change. Howard s historical explanation highlights the legacies of colonialism and early democratization, which unintentionally created relatively inclusive citizenship regimes. The contemporary analysis explores why some of the more restrictive countries have liberalized in recent decades, whereas others have not. Howard s argument focuses on the politics of citizenship, showing in particular how anti-immigrant public opinion when activated politically, usually by far right movements or public referenda can block the liberalizing tendencies of political elites. Examining three mature democratic countries - Britain, Australia and New Zealand - the authors discuss patterns of governance from the emergence of mass democracy at the outset of the twentieth century through to its present condition.
