What is the economic order of state capitalism? Furthermore,how can its significant performance differences be explained? The firstquestion is tackled with the help of New Institutional Economics by developinga model of state capitalism. This topic is furthermore dealt with in Chapter 3 wherea taxonomy of state capitalism is presented. This chapter already explains someof the performance differences. In the last chapter with the help ofsemi-structured interviews and literature surveys - in four case studies -propositions are forwarded as to why state capitalist orders vary so widely intheir performances. Two points stick out: the quality of the bureaucracy aswell as a varying degree of commitment of the political leadership to adevelopmental course.

This volume of essays is a reflection on social memory as a force for social and economic transformation. Written by scholars and organic intellectuals, it focuses on the uses of social memory, in particular the conflict between the legacies of colonialism and the movement for fundamental change. The content addresses both experts and ordinary citizens alike, with a view to advancing discourse on where we are right now, and how we move on from here to achieve meaningful transformation. The book assesses the policy actions of select Asian governments (China, India, Hong Kong, South Korea, Singapore and Thailand) to address critical health system functions from a policy design perspective. The findings show that all governments in the region have made tremendous strides in focussing their attention on the core issues and, especially, the interactions among them. However, there is still insufficient appreciation of the usefulness of public hospitals and their efficient management. Similarly, some governments have not made sufficient efforts to establish an effective regulatory framework which is especially vital in systems with a large share of private providers and payers. A well-run public hospital system and an effective framework for regulating private providers are essential tools to support the governance, financing, and payment reforms underway in the six health systems studied in this book.
Who decides how official statistics are produced? Do politicians have control or are key decisions left to statisticians in independent statistical agencies? Interviews with statisticians in Australia, Canada, Sweden, the UK and the USA were conducted to get insider perspectives on the nature of decision making in government statistical administration. While the popular adage suggests there are 'lies, damned lies and statistics', this research shows that official statistics in liberal democracies are far from mistruths; they are consistently insulated from direct political interference. Yet, a range of subtle pressures and tensions exist that governments and statisticians must manage. The power over statistics is distributed differently in different countries, and this book explains why. Differences in decision-making powers across countries are the result of shifting pressures politicians and statisticians face to be credible, and the different national contexts that provide distinctive institutional settings for the production of government numbers.
This book postulates that the rise of right-wing populism in the West and its references to religion are less driven by a resurgence of religious fervour, than by the emergence of a new secular identity politics. Based on exclusive interviews with 116 populist leaders, key policy makers and faith leaders in the USA, Germany, and France, it shows how right-wing populists use Christianity as a cultural identity marker of the 'pure people' against external 'others' while often remaining disconnected from Christian values, beliefs, and institutions. However, right-wing populists' willingness and ability to employ religion in this way critically depends on the actions of mainstream party politicians and faith leaders. They can either legitimise right-wing populists' identitarian use of religion or challenge it, thereby cultivating 'religious immunity' against populist appeals. As the populist wave breaks across the West, a new debate about the role of religion in society has begun.
The profound transformations that preceded the downfall of Communism originated in Poland and Hungary, but played out in strikingly different ways. Hungary led through economic reform, Poland through open political struggle. Analysis of these transformational variants yields important insights into systemic change, marketization, and democratization. This book shows how these changes were possible in authoritarian regimes as, over time, state and society became mutually vulnerable, neither fully able to dictate the terms of engagement. For Poland this meant principled confrontation; for Hungary, innovative accommodation. This book argues that different conceptual frameworks and strategies of persuasion account for these divergences in virtually identical institutional settings. Seleny traces the different political-institutional residues which, in both Hungary and Poland, now function as constraining or enabling legacies. In particular, she demonstrates that state socialist legacies account for salient differences between these two new capitalist democracies, and now condition their prospects in the European Union.

This volume addresses an important aspect of Brexit that has been ever-present in public debates, but has so far not received corresponding attention by academic scholars, namely the role of parliaments and citizens in this process. Punishing the Black Body examines the punitive and disciplinary technologies and ideologies embraced by ruling white elites in nineteenth-century Barbados and Jamaica. Among studies of the Caribbean on similar topics, this is the first to look at the meanings inscribed on the raced, gendered, and classed bodies on the receiving end of punishment. Dawn P. Harris uses theories of the body to detail the ways colonial states and their agents appropriated physicality to debase the black body, assert the inviolability of the white body, and demarcate the social boundaries between them.,br> Noting marked demographic and geographic differences between Jamaica and Barbados, as well as any number of changes within the separate economic, political, and social trajectories of each island, Harris still finds that societal infractions by the subaltern populations of both islands brought on draconian forms of punishments aimed at maintaining the socio-racial hierarchy. Her investigation ranges across such topics as hair-cropping, the 1836 Emigration Act of Barbados and other punitive legislation, the state reprisals following the 1865 Morant Bay Rebellion in Jamaica, the use of the whip and the treadmill in jails and houses of correction, and methods of surveillance, policing, and limiting free movement. By focusing on meanings ascribed to the disciplined and punished body, Harris reminds us that the transitions between slavery, apprenticeship, and post-emancipation were not just a series of abstract phenomena signaling shifts in the prevailing order of things. For a large part of these islands' populations, these times of dramatic change were physically felt.
This book addresses the field of populisms from a contemporary perspective. The book brings a conceptual, qualitative, culturally sensitive and transformative approach to containing populist governance. The authors set out not only examine and compile the most varied conceptual definitions, but also present a theoretical definition in which they recognize a myriad of variable properties of populisms which are strategies commonly used in specific political contexts. Furthermore, with its own methodology, the book shows the use of a working method whose analysis was designed to apply the definition of populism applicable in any national context and answer the following hypothesis: the political and normative actions undertaken in the political system could be characterized as a populist movement in its formal and/or informal aspects, directly or indirectly? In this perspective, variable properties are attributes that allow to establish a traceable relationship through a set of specific indicators for its operationalization and empirical tests. The book also applies the definition of populisms in the political and normative actions undertaken by Jair Messias Bolsonaro in Brazil, presenting an extensive repertoire of mechanisms which understanding could contribute to contain populism, with the proper adaptations to the characteristics of each context. Reading Populisms will certainly contribute to the readers having more conceptual tools to analyze this global phenomenon that threatens the building of democratic constitutionalism as well as to understand how the growth of populism is associated with the weaknesses of liberal democracy.

Learning from the successes and failures of others is a necessity in the field of public sector innovation. The rapid diffusion of policy innovations in different countries has been characterized by a schizophrenic adoption of practices with governments utilizing those considered the 'best' as well as those deemed capable of actually providing solutions to policy problems. Nevertheless, the replication of policy innovations in different countries have been met with varying degrees of success. The adoption of the Standard Cost Model in a number of European countries, a methodology to measure red tape and improve the quality of regulation, provides an excellent example of this due to it being met with success in some countries while failing inexplicably in others. By exploring the adoption of policy innovations in the Netherlands and Denmark, this work aims to develop guidelines for policy makers, practitioners, and policy analysts in order to evaluate the quality of best practices, to understand the reasons of success and to transfer innovations from a source case to a target case presenting a final appraisal on how to design an effective policy.

This book explores incentives capable of enhancing the effectiveness of urban planning systems in Sub-Saharan Africa using economic theory as a framework. This book seeks to answer how we can reposition the geopolitical situation of the Central and Eastern European (CEE) region in the 21st century. CEE region defined by the socialist past has transformed in the 21st century. Within geopolitical thought we must abandon the paradigms of the Cold War period. The role of a gateway zone to entail links between the great powers. In the CEE region it is possible to bound four gateway regions along the north-south Baltic-Adriatic axis (Baltic, North Adriatic, Central European and Eurasian) and two gateway regions along the southeast-east European axis (Mediterranean and Black Sea). The key question of the 21st century is whether a new gateway zone of the present forming World-Island can be developed along a north-south Baltic-Adriatic axis.
This book addresses one of the enduring questions of democratic government: why do governments choose some public policies but not others? Political executives focus on a range of policy issues, such as the economy, social policy, and foreign policy, but they shift their priorities over time. Despite an extensive literature, it has proven surprisingly hard to explain policy prioritisation. To remedy this gap, this book offers a new approach called public policy investment: governments enhance their chances of getting re-elected by managing a portfolio of public policies and paying attention to the risks involved. In this way, government is like an investor making choices about risk to yield returns on its investments of political capital. The public provides signals about expected political capital returns for government policies, or policy assets, that can be captured through expressed opinion in public polls. Governments can anticipate these signals in the choices they make. Statecraft is the ability political leaders have to consider risk and return in their policy portfolios and do so amidst uncertainty in the public's policy valuation. Such actions represent the public's views conditionally because not every opinion change is a price signal. It then outlines a quantitative method for measuring risk and return, applying it to the case of Britain between 1971 and 2000 and offers case studies illustrating statecraft by prime ministers, such as Edward Heath or Margaret Thatcher. The book challenges comparative scholars to apply public policy investment to countries that have separation of powers, multiparty government, and decentralization.
How have regionalization processes across Europe impacted on policy convergence? This book takes as its starting point the curious fact that autonomous regional policymaking may be parallel to regional governments pursuing policy similarity. The author proposes that these observations are paradoxical only if sector-specific policy norms are disregarded and when autonomy is considered as the exclusive goal of regional governments. Focusing on common yet under-studied regional situations where a sense of cultural or historical distinctiveness is not readily apparent, if at all, the book argues that in policy sectors where norms of territorial equality have long been dominant, regional governments endorse them as a way to secure or expand their policy capacity when the central state or other policy entrepreneurs challenge it. This results in converging policies. A textured comparative account of educational policymaking in German Lander and French conseils regionaux over three decades forms the backbone of this analysis of policymaking in ordinary regions.

Countries throughout the world have passed regulations that promise protection for workers and the environment, but violations of these policies are more common than compliance. All too often, limitations of state capacity and political will intertwine, hindering enforcement. Why do states enforce regulations in some places, and in some industries, but not in others? In Politicized Enforcement in Argentina, Amengual develops a framework for analyzing enforcement in middle-income and developing countries, showing how informal linkages between state officials and groups within society allow officials to gain the operational resources and political support necessary for enforcement. This analysis builds on state-society approaches in comparative politics, but in contrast to theories that emphasize state autonomy, it focuses on key differences in the way states are porous to political influence.
This book provides an up- to- date discussion of the effect of crises on European identities in the post- Soviet states. In doing so, the book presents an original study on dynamics of European identities during four crises in Georgia and Ukraine. More specifically, it considers the comparative impact of two colour revolutions and wars involving Russia on European identity constructions in Georgian and Ukrainian public identity discourses, studied through national mass media. It compares outcomes of change and continuity during such "big bang" events in identity discourses and establishes scope conditions that allow or inhibit change. The major finding of the study is that the selected events can indeed instigate sudden shifts in European identity discourses but only when the elite power structure also changes in such hybrid regimes, as Ukraine and Georgia. These changes include shifts in elite groups and in the relative power they hold in the overall power structure.
