This book traces religion and secularity in eleven countries not shaped by Western Christianity (Japan, China, Indonesia, India, Pakistan, Iran, Russia, Turkey, Israel, Egypt, and Morocco), and how they parallel or diverge from Charles Taylor's grand narrative of the North Atlantic world, A Secular Age (2007). In all eleven cases, the state - enhanced by post-colonial and post-imperial legacies - highly determines religious experience, by variably regulating religious belief, practice, property, education and/or law. Taylor's core condition of secularity - namely, legal permissibility and social acceptance of open religious unbelief (Secularity III) - is largely absent in these societies. The areas affected by state regulation, however, differ greatly. In India, Israel and most Muslim countries, questions of religious law are central to state regulation. But it is religious education and organization in China, and church property and public practice in Russia that bear the brunt. This book explains these differences using the concept of 'differential burdening'.

Learning from the successes and failures of others is a necessity in the field of public sector innovation. The rapid diffusion of policy innovations in different countries has been characterized by a schizophrenic adoption of practices with governments utilizing those considered the 'best' as well as those deemed capable of actually providing solutions to policy problems. Nevertheless, the replication of policy innovations in different countries have been met with varying degrees of success. The adoption of the Standard Cost Model in a number of European countries, a methodology to measure red tape and improve the quality of regulation, provides an excellent example of this due to it being met with success in some countries while failing inexplicably in others. By exploring the adoption of policy innovations in the Netherlands and Denmark, this work aims to develop guidelines for policy makers, practitioners, and policy analysts in order to evaluate the quality of best practices, to understand the reasons of success and to transfer innovations from a source case to a target case presenting a final appraisal on how to design an effective policy.

This book explores the question of why and under which conditions right-wing populist parties receive electoral support. The author argues that neither economic variables, nor national culture or history are what account for their successes. Instead, he illustrates that the electoral success of populist parties in Western Europe, such as the French Front National or the Alternative for Germany, is best understood as the unintended consequence of misleading political messaging on the part of established political actors. A two-level theory explains why moderate politicians have changed their approaches to political messaging, potentially benefiting the nationalist, anti-elitist and anti-immigration rhetoric of their populist contenders. Lastly, the book's theoretical assumptions are empirically validated by case studies on the immigration societies of Germany, the Netherlands and Sweden.

This book addresses one of the enduring questions of democratic government: why do governments choose some public policies but not others? Political executives focus on a range of policy issues, such as the economy, social policy, and foreign policy, but they shift their priorities over time. Despite an extensive literature, it has proven surprisingly hard to explain policy prioritisation. To remedy this gap, this book offers a new approach called public policy investment: governments enhance their chances of getting re-elected by managing a portfolio of public policies and paying attention to the risks involved. In this way, government is like an investor making choices about risk to yield returns on its investments of political capital. The public provides signals about expected political capital returns for government policies, or policy assets, that can be captured through expressed opinion in public polls. Governments can anticipate these signals in the choices they make. Statecraft is the ability political leaders have to consider risk and return in their policy portfolios and do so amidst uncertainty in the public's policy valuation. Such actions represent the public's views conditionally because not every opinion change is a price signal. It then outlines a quantitative method for measuring risk and return, applying it to the case of Britain between 1971 and 2000 and offers case studies illustrating statecraft by prime ministers, such as Edward Heath or Margaret Thatcher. The book challenges comparative scholars to apply public policy investment to countries that have separation of powers, multiparty government, and decentralization.
New forms of solidarity are being shaped as a response to the European "refugee crisis." This book focuses on the indicators of fragility and the resilience of state-led interventions to address them in sub-Saharan Africa. Practices of Citizenship in East Africa uses insights from philosophical pragmatism to explore how to strengthen citizenship within developing countries. This book explores the relationship between oil pollution laws and environmental justice by comparing and contrasting the United States and Nigeria. Critically, this book not only examines the fluidity of oil pollutions laws but also how effective or ineffective enforcement can be when viewed through the lens of environmental justice. Using Nigeria as a case study and drawing upon examples from the United States, it examines the legal and institutional challenges impacting upon the effective enforcement of laws and provides a contrasting view of developed and developing countries. Focusing on the oil and gas industry, the book discusses the laws and international acceptable standards (IAS) in these industries, the principles behind their application, the existing barriers to their effective implementation, and how to overcome those barriers. Utilising an environmental justice framework, the book demonstrates the synergy between policy-making, human rights, and justice in oil-producing regions as well as addressing the importance of protecting the rights of minorities. Through a comparative analysis of the United States and Nigeria, this book draws out enforcement approaches and mechanisms for tackling oil-related pollution with a view to reducing environmental injustice in developing countries. Examining the role of NGOs in pursuing environmental justice matters, the book showed the regional courts as one avenue of overcoming the enforcement challenges faced by the developing countries. This book explores the effect of the judiciary on the incidence of post-election violence by political actors across Africa and within African countries. It examines how variation in judicial independence can constrain or incentivize election violence among democratizing states. Using case studies and cross-national analysis, the book shows that variation in levels of judicial independence from a non-independent judiciary to a quasi-independent judiciary or from a fully independent judiciary to quasi-independent judiciary increases the likelihood of strategic use of post-election violence by non-state actors. However, the likelihood of post-election violence is significantly reduced in non-independent judiciaries or once countries' judiciaries become fully independent. The author makes the theoretical argument that, within unconsolidated states, non-state actors that view the judiciary as semi-independent are more likely to engage in post-election violence with the purpose of creating political and professional uncertainty in order to influence assertive behaviour from judges in disputed elections. Consequently, the book argues that semi-independent judiciaries or judiciaries that are neither fully controlled by the incumbent nor fully independent from the incumbent can help explain post-election violence among unconsolidated states, all else being equal. This book will be of interest to scholars of election violence, democratic politics, law and politics and African politics.
This book reconceptualises the idea of the state in Ethiopia. It focuses on the cultural and political processes of state formation, and reveals the complexity of state-society relations as they unfold in the everyday context of local life. It does so by exploring specific configurations of governance practices, development activities and discourses, and bureaucratic representations that are rooted in the ongoing contingencies of power relations and social contexts. The book places the lives, subjectivities, and experiences of farmers, pastoralists, women, traders, shopkeepers, daily labourers, the rural youth, state functionaries, and NGO workers in two rural localities in different regions of Ethiopia at the centre of ethnographic enquiry. The book offers a rich and compelling ethnographic account while making distinctive theoretical contributions to the analysis of the state in Africa. It foregrounds the Ethiopian experience as an important component of the politics of everyday life in Africa, at the same time as making important linkages between Ethiopia and politics in the rest of the continent that are often overlooked in Ethiopia-specific studies. Federal systems are praised for creating political stability, but
they are also blamed for causing rigidity. They are said to balance
powers, but apparently they are also threatened by instability due
to drifts in power. Federalism should support democratization, but
it can also constrain the power of the demos and strengthen the
executive. In short, there is widespread agreement that federal
systems are dynamic. The forces, mechanisms and consequences of
federal dynamics, however, are not sufficiently understood so far.
