This book assesses the quality of democracy through the study of organized interests in Central and Eastern Europe (CEE) since the collapse of communism in 1989 up to 2017. It offers a much-needed comprehensive look into formal interest representation in CEE countries and compares this with the model in Western democracies. Drawing on democratic theory and comparative analysis, the authors explore the effects of a legal framework, political as well as social contexts. The volume contributes to debates on the performance of young democracies in CEE, where scholars argue that there is a 'democratic crisis' and democratic fatigue while the interest group system is often labelled as weak and, in some cases, underdeveloped. Although great efforts have been made to deepen our understanding of interest organization and lobbying tools, the current literature fails to provide a comprehensive answer on the influence of unsupportive environments on population ecology. The case of CEE countries shows significant effects of political and social contexts on interest representation, stimulating a debate about the quality of democratic institutions following the collapse of communism.
Politics at the Centre is a comparative study of the rules, norms and behaviour surrounding political party leadership. The primary analysis includes 25 parties in Australia, Canada, Ireland, New Zealand, and the United Kingdom from 1965 onwards. The topics covered include methods of leadership selection and removal and the nature of leadership politics. The themes of the book include intra party democracy, with an emphasis on the relative roles of the parliamentary and extra parliamentary groups, and the causes of organizational reform within parties. Particular attention is paid to change over time and to differences among parties with explanations offered for both. Considerable attention is paid to the trend of expanding the leadership selectorate including consideration of why many parties are adopting this reform while others resist it. Data, collected from more than 200 leadership elections, are analyzed to consider issues such as the competitiveness of leadership contests, the types of individuals who win the contests and the longevity of leaders. The influence of different methods of selection and removal on these issues is also examined. Much of the analysis is based on in-country interviews conducted with active politicians, former and current party leaders, political journalists and officials of the extra parliamentary parties. Extensive use is also made of a comprehensive review of party documents related to leadership selection. Many real-life examples from all five countries are used to illustrate the central concepts and themes. A separate chapter considers the applicability of the findings from the Westminster systems to parties in other parliamentary and presidential systems. The concluding chapter makes a normative argument for a particular version of leadership selection and removal. Today, the European Union faces challenges that threaten not only internal cohesion but also its position in the global system. This book presents an interdisciplinary exploration of the governance of public procurement reform in Africa. Through a bottom-up approach to case studies and comparative analyses, scholars, practitioners, and social activists write about the organizational mechanisms and implementation gaps in public procurement governance in light of the general premises of national reform. Reforming the ways in which government purchases works, goods, and services from the private sector is one of the most sweeping policy reform undertaken in Africa in the past decade. Despite the transnational scope of policy change, very little is known about the mechanisms of public procurement governance at the subnational level. The argument in this volume is that policy reforms that mitigate contractual hazards along the three-dimensional "law-politics-business matrix" are more likely to bring about meaningful institutional transformation and broader social accountability. Key to substantive transformation of public procurement is the revitalization and professionalization of the public sector to meet the opportunities and challenges of development by contract.
The idea of 'the commons' is a long-standing concept in the English-speaking world and in English law. A similar concept occurs in China. How different from or similar to the English idea of 'the commons' is the idea in China; and how is the concept applied? This book explores this important subject. It examines the subject from a philosophical and theoretical perspective; considers 'the commons' widely, including tangible commons of resources, intangible commons of culture, identity and social capital, and institutional commons of welfare, security and public goods; and goes on to examine the concept as it applies to the hydropower developments along the Lancang River, outlining the different competing interests of local people, central and provincial government, and environmental considerations. It argues that the concept of 'the commons' in China is dual-dimensional, with a vertical dimension of 'public authority' and a horizontal dimension of 'commonly sharing', that power structures in China have often been flexible and polycentric, and that, correctly applied, this approach will do much to serve the common interest of the people, ensuring positive impacts for shared prosperity for multiple stakeholders, whilst mitigating the negative impacts involved in the delivery of such positive impacts.

Recently there has been a convergence of party funding regimes across many states of Western Europe. The driving force behind this process has been the introduction of state funding to political parties. This book subsequently asks why state funding to political parties has been introduced in ever more countries and yet there still remain some places where it has only been introduced to a decidedly limited degree? It argues that a consensus of the relevant parties is a prerequisite for the introduction of state funding, thereby assuming a nexus between particular forms of party competition and the outcome of party funding reforms. The author shows how the introduction of state funding is more likely to occur in countries where parties have a high number of institutional veto points at their disposal, where both policy- and office-seeking play a more important role in parties' strategic preferences than vote-seeking, and where the discourse on political corruption identifies state funding as a remedy against corrupt practices. These assumptions are confirmed for four cases: Germany, Sweden, the UK, and France. He argues that two constellations of independent variables facilitate the introduction or reform of state subsidies. On the one hand, in political systems that provide parties with a considerable number of veto points, vote-seeking generally plays a minor role in decisions about party funding. On the other hand parties can reach a consensus independently of the institutional environment and their strategic preferences by engaging in the discourse on political corruption. Decreasing levels of ideological polarisation prior to the introduction of state funding imply that causal mechanisms similar to the ones identified in the four case studies are at work in established democracies in Western Europe more generally. Thus, the book represents a first step towards a theory which explains differences and similarities in party funding regimes.
The main purpose of the book was to analyze heterogeneous political and institutional aspects in the development of such an arguably universal tool of modern democracy as e-government from the perspectives of two nations with completely different systems of governance and traditions of public administration and provide generalizations on objective institutional limitations that indirectly affect the implementation of political and administrative decision-making in this area by governments of the United States and Kazakhstan, representing respectively the typical federal and unitary state. This book is both a policy review and agenda setting research. By applying case studies of e-government strategies in these two different countries both at the national and local levels and analyzing corresponding legal and institutional foundations, it offers ways forward for further hypothesis testing and proposes a road map for e-government practitioners to improve the strategic policy in this area in Kazakhstan and other developing nations. It provides recommendations on how to improve the regulatory and methodological basis for effective implementation of interactive and transactional services as well as how to solve challenges of an organizational character in realization of e-government projects at the national level, for example, by resorting to a promising phenomenon of civic engagement and citizen-sourcing, creation of open data-driven platforms and provision of information security measures, project outreach in social media, etc.

This book argues that the backsliding or stagnation of democracy should be interpreted in a wider perspective on irregular movements towards and away from contemporary liberal democracy. This a perspective couched by a metaphor, namely the 'pendulum of democracy', which the author has constructed to suggest that democratic regimes may swing between a democratic end (fully developed liberal democracy) and a semi-authoritarian end (competitive authoritarianism). The pendulum does not have a predictable frequency. Democratization may lead to irregular movements back and forth. It is easier to analyze such movements of the pendulum when democracy is not consolidated yet (for instance, in the three post-Yugoslav political regimes mentioned above), as democratic institutions and processes are not yet stable. For this reason, this book analyses the swing of unconsolidated democracy away from the democratic end in the cases of today’s Serbia and Montenegro and the swing back towards liberal democracy in the case of North Macedonia which - until 2017 - had been developing into a competitive authoritarian regime, but then embarked on the road to democratic recovery.
Building on recent theories of interactive governance and political leadership, Interactive Political Leadership develops a concept of interactive political leadership and a theoretical framework for studying the role of elected politicians in the age of governance. The purpose of the theoretical framework is to inspire and guide empirical research into how elected politicians perform political leadership in a society where citizens and other stakeholders play an active role in making and implementing political decisions and what barriers, challenges, and dilemmas they encounter in relation to the performance of interactive political leadership. The research framework draws extensively on recent theories of interactive governance and political leadership and other new developments in political science and public administration research. Moreover, it finds inspiration in current tendencies and embryonic examples of interactive political leadership performed by elected politicians operating at different levels of governance in Western liberal democracies. The basic assumption is that political legitimacy is essential for the survival of a political system, and that interactive political leadership stands out as a promising way of securing what political scientists denote as input-, throughput-, output-, and outcome legitimacy in the age of governance. Hence, interactive political leadership aims to establish a bridge between representative democracy and emergent forms of political participation, to promote political learning and accountability, to strengthen the political entrepreneurship of elected politicians, and to advance the political system's implementation capacity through resource mobilization. The book develops 20 propositions that sets the agenda for a new and much needed field of empirical research into political leadership in the age of governance.

Why are some multiethnic countries more prone to civil violence than others? This book examines the occurrence and forms of conflict in multiethnic states. It presents a theory that explains not only why ethnic groups rebel but also how they rebel. It shows that in extremely unequal societies, conflict typically occurs in non-violent forms because marginalized groups lack both the resources and the opportunities for violent revolt. In contrast, in more equal, but segmented multiethnic societies, violent conflict is more likely. The book traces the origins of these different types of multiethnic states to distinct experiences of colonial rule. Settler colonialism produced persistent stratification and far-reaching cultural and economic integration of the conquered groups, as, for example, in Guatemala, the United States, or Bolivia. By contrast, in decolonized states, such as Iraq, Pakistan, or Sri Lanka, in which independence led to indigenous self-rule, the colonizersa adivide and rulea policies resulted in deeply segmented post-colonial societies. Combining statistical analyses with case studies based on original field research in four different countries in Sub-Saharan Africa and Latin America, Vogt analyzes why and how colonial legacies have led to peaceful or violent ethnic movements.
In the post-war era one of the most significant transformations in the democratic process throughout Western Europe has been the widespread introduction of regional elections. Symptomatic of this decentralization has been the shift of various legislative powers to regional governing bodies. In The Rise and Fall of Moral Conflicts in the United States and Canada, sociologist Mildred A. This book brings together recent research on the sociopolitical history of Latin American statistics from the nineteenth to the first half of the twentieth century. Reflecting the influence of social constructivism in the social sciences, it sheds new light on the historical emergence and development of both statistical reasoning and practices within a region traditionally seen as a passive consumer of foreign-produced theories and methods. By analysing the processes of institutionalisation of statistics in different national spaces, from Mexico to the Southern Cone, these studies show the unique ways in which Latin America adapted and used this modern tool of government and social classification to build political regimes and scientific arenas.
