Truth qualities of journalism are under intense scrutiny in today's world. Journalistic scandals have eroded public confidence in mainstream media while pioneering news media compete to satisfy the public's appetite for news. Still worse is the specter of "fake news" that looms over media and political systems that underpin everything from social stability to global governance. Although party membership has been extensively analysed in the EU Members States from Western and Eastern Europe, there is a gap in systematic data collection and analyses for the other countries in the Balkans and post-Soviet region. From fear and anxiety, to celebration, China's rise has provoked a variety of responses across the world. In light of this phenomenon, how are our understandings of China produced? Different forms of referendums are classified according to how they are initiated and how their agenda is set. It is argued that various types of referendums have been justified by arguments based on different normative theories of democracy as referendum is not a unitary phenomenon.

This book offers a fresh re-evaluation of Yehud in the Persian period, addressing in particular the dynamics of its relationship to the Persian imperial government. Among the variety of social-political reconstructions of Persian-period Yehud, one 'consensus' stands out - one which states that the Jerusalem priesthood enjoyed a prominent level of authority, symbolized in the Jerusalem temple. Unfortunately, this leads easily into conclusions of a theocracy in Yehud. The problem, in part, is due to the immediate association of priests assumed to be authoritative with that of a theocratic governing structure.To address this problem, at least three aspects of Yehud's governing structure(s) require further attention: the social implications of a particular governing structure within a society; the developments of a society leading up to that governing structure; and, a clearly articulated definition of the term and concept of theocracy. Since many scholars appear to depend upon a theocratic 'structure' or 'spirit' at some point in their discussions of Persian-period Yehud, one would usually expect to find a clear definition of theocracy. Instead, a hasty and ill-equipped definition that seems to avoid addressing the social and political complexities is often used.The conclusion is that no power or political vacuum appears to have existed allowing the priesthood to claim power in Yehud. The Persian empire did not allow territories to develop autonomous governing structures (Chapter 2). The social, economic, and political realms of Yehud functioned within the framework of Persian imperial administration (Chapter 3). And the term theocracy, when defined according to social-scientific requirements (Chapter 4), does not accurately describe the social-political context of Yehud during the Persian period (Chapter 5).

One common demand in the 2011 uprisings in the MENA region was the call for 'freedom, dignity, and social justice.' Citizens rallied against corruption and clientelism, which for many protesters were deeply linked to political tyranny. This book takes the phenomenon of the 2011 uprisings as a point of departure for reassessing clientelism and patronage across the entire MENA region. Using case studies covering Morocco, Tunisia, Egypt, Jordan, Lebanon, Turkey and the Gulf monarchies, it looks at how the relationships within and between clientelist and patronage networks changed before 2011. The book assesses how these changes contributed to the destabilization of the established political and social order, and how they affected less visible political processes. It then turns to look at how the political transformations since 2011 have in turn reconfigured these networks in terms of strategies and dynamics, and concomitantly, what implications this has had for the inclusion or exclusion of new actors. Are specific networks expanding or shrinking in the post-2011 contexts? Do these networks reproduce established forms of patron-client relations or do they translate into new modes and mechanisms? As the first book to systematically discuss clientelism, patronage and corruption against the background of the 2011 uprisings, it will be a valuable resource for students and scholars of Middle Eastern Studies. How can an "ethics of listening" guide the media to contribute to the deepening of democracy in Africa? In Africa, the media plays a significant role in conflict management and resolution. Which conflicts the media report, which are ignored, and how conflicts are represented can have a profound impact on the outcomes. While the media can in some cases ensure the stability of African democracy, critics have pointed out that in other cases, the media actually increases tensions in areas of conflict. The media tends to privilege only elite voices, offering superficial coverage of marginalized groups in a way that increases polarization. In The Ethics of Engagement, Herman Wasserman explores the ethics of the media in conflicts that arise during transitions to democracy in Africa. He examines the roles, responsibilities, and obligations of media in contexts of high socioeconomic inequality. In doing so, he looks at ethnic and racial polarization in the histories of colonialism, post-colonial authoritarianism, and hybrid regimes. Taking a critical view of the normative guidelines and professional identities of journalism inherited from contexts outside of Africa, he argues that a more reciprocal and collaborative approach is needed. He develops a new ethics of engagement that would require the media to facilitate the resolution of conflicts across differences of ethnicity, citizenship, and class. A central point of this theory is the development of an "ethics of listening" which would enable the media to conceive of their role as facilitators in democratic deliberation and community-building. Wasserman applies his ethics of listening to case studies across the African continent. He finds that by following this new model of conduct, the media may actually deepen democracy and help de-escalate conflict. This book develops an informational theory to account for the coexistence of China's exceptionally resilient authoritarianism and its high decentralization. The nuanced information contained in citizens' complaints, which are filed through the petition system, helps to sustain China's decentralized authoritarianism in three important ways. First, petitions help to alleviate the information asymmetry problem that arises when the central government has less information than lower level governments do. When studying citizens' petitions, higher level governments can obtain valuable and accurate information about local officials' performance in policy implementation, public goods provision, and corruption. Higher level governments need this information in order to effectively utilize the cadre management system to reward good performance and punish malpractice. The result of this interaction is the PRC's relatively high quality of governance and effective control of local officials. There is also a second way in which citizens' petitions help the government to overcome the dictator's dilemma that arises when an authoritarian regime is uncertain about how much support it really enjoys among its citizens. Citizens' specific grievances are revealed in these petitions and are mostly addressed in their beginning stages. When citizens' complaints are rooted in central policy, they set the agenda for policy change in order to maintain social order. There is yet a third benefit conferred upon the PRC by the petition system. Thanks to the petition system, the central government can present itself as the ally of citizens when it addresses the matters raised by their petitions. As a result, the petition system grants the central government an opportunity to hold local officials accountable, scapegoat local authorities, divide citizens and local officials, and justly claim all the credit when its policies succeed. This helps to build citizens' trust in their central government and reinforces its legitimacy in their eyes. In Huntington's terms, the Chinese Communist Party institutionalizes mass support by addressing citizens' grievances expressed through the channel of communication provided by the petition system. In this sense, the complaints of citizens can be very useful tools for regime maintenance. The author substantiates these points with case studies and statistical analysis.
