In many countries, social differences, such as religion or race and ethnicity, threaten the stability of the social and legal order. This book addresses the role of constitutions and constitutionalism in dealing with the challenge of difference. The book brings together lawyers, political scientists, historians, religious studies scholars, and area studies experts to consider how constitutions address issues of difference across 'Pan-Asia', a wide swath of the world that runs from the Middle East, through Asia, and into Oceania. The book's multidisciplinary and comparative approach makes it unique. The book is organized into five sections, each devoted to constitutional approaches to a particular type of difference - religion, ethnicity/race, urban/rural divisions, language, and gender and sexual orientation - in two or more countries in Pan Asia. The introduction offers a framework for thinking comprehensively about the many ways constitutionalism interacts with difference.

The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

This book provides a systematic analysis of the major structural and institutional governance mechanisms in Cameroon, critically analysing the constitutional and legislative texts on Cameroon's semi-presidential system, the electoral system, the legislature, the judiciary, the Constitutional Council and the National Commission on Human Rights and Freedoms. The author offers an assessment of the practical application of the laws regulating constitutional institutions and how they impact on governance. To lay the groundwork for the analysis, the book examines the historical, constitutional and political context of governance in Cameroon, from independence and reunification in 1960-1961, through the adoption of the 1996 Constitution, to more recent events including the current Anglophone crisis. This edited collection gathers together Canadian and non-Canadian scholars to reflect on and celebrate the 20thanniversary of the Quebec Secession Reference, delivered by the Canadian Supreme Court in 1998. It opens withtwo Canadian scholars exchanging thoughts on the legacy of the reference from a domestic perspective as one ofthe most questioned decisions of the Canadian Supreme Court. To follow, non-Canadian scholars discuss theimpact of this reference abroad, reflecting upon its influence in European and non-European contexts (Spain,Scotland, the EU after Brexit, Eastern European Countries, Ethiopia, and Asia). Two final chapters, one by a lawyerand one by a political scientist, explore the democratic theory behind that reference.

Transformative democratic politics are necessary to the advance of substantive democratization. They are vital to the improvement of popular control over public affairs and for promoting economic growth and social welfare. In this diverse collection, the authors examine the political dynamics of democratization in the Global South, and the potential and problems of transformative strategies in new growth economies, as well as the benefits for post-clientelist transformations. If the contemporary challenge for democratization in the Global South is to substantiate formal and minimalist democracy, the contribution of this book is to point to the centrality of transformative democratic politics.

It is often remarked that critical - and especially Marxist - state theory began to lose its central place in the study of comparative politics in the 1980s. Ironically, this shift occurred just as neoliberal policies were transforming the social form and spatial scales of the state, radically restructuring the practices of state economic intervention, and extending the capabilities of the coercive arms of the state. Spain's former African colonies-Equatorial Guinea and Western Sahara-share similar histories. Both are under the thumbs of heavy-handed, postcolonial regimes, and are known by human rights organizations as being among the worst places in the world with regard to oppression and lack of civil liberties. Yet the resistance movement in one is dominated by women, the other by men. In this innovative work, Joanna Allan demonstrates why we should foreground gender as key for understanding both authoritarian power projection and resistance. She brings an ethnographic component to a subject that has often been looked at through the lens of literary studies to examine how concerns for equality and women's rights can be co-opted for authoritarian projects. She reveals how Moroccan and Equatoguinean regimes, in partnership with Western states and corporations, conjure a mirage of promoting equality while simultaneously undermining women's rights in a bid to cash in on oil, minerals, and other natural resources. This genderwashing, along with historical local, indigenous, and colonially imposed gender norms mixed with Western misconceptions about African and Arab gender roles, plays an integral role in determining the shape and composition of public resistance to authoritarian regimes.

Barrington Moore bequeathed comparativists a problem: how to reconcile his causal claim of no bourgeoisie, no democracy with his normative dream of a free and rational society. In this book, Mark I. Lichbach harmonizes causal methodology and normative democratic theory, illustrating their interrelationship. Using a dialogue among four specific texts, Lichbach advances five constructive themes. First, comparativists should study the causal agency of individuals, groups, and democracies. Second, the three types of collective agency should be paired with an exploration of three corresponding moral dilemmas: ought-is, freedom-power, and democracy-causality. Third, at the center of inquiry, comparativists should place big-P Paradigms and big-M Methodology. Fourth, as they play with research schools, creatively combining prescriptive and descriptive approaches to democratization, they should encourage a mixed-theory and mixed-method field. Finally, comparativists should study pragmatic questions about political power and democratic performance: In building a democratic state, which democracy, under which conditions, is best, and how might it be achieved?

Post-Communist Democracies and Party Organization explains why some political parties are better able than others to establish themselves in new democracies and why some excel at staying unified in parliament, whereas others remain dominated by individuals. Focusing on the democratic transitions in post-communist Europe from 1990 to 2010, Margit Tavits demonstrates that the successful establishment of a political party in a new democracy crucially depends on the strength of its organization. Yet not all parties invest in organization development. Tavits finds that when parties recognize the potential of organization building, it is often the result of pragmatic professional leaders and particularly competitive, even hostile, electoral environments. This book argues that the primary political obstacle holding women back in the twenty-first century is a bait and switch promising but simultaneously undercutting gender equality. Through a comparison of Russia and Iceland, the book shows how this revised form of male dominance came about, how it constrains feminisms, and how activists are beginning to fight back. It argues that while feminist movements have made it harder for most countries to maintain formal rules discriminating against women, economic liberalization strengthened male-dominated elites in informal institutions. These elites offer women prominent roles as policymakers and in non-governmental organizations, but then box them in with little room to represent women's interests. Activists' attempts to shame countries for ignoring problems such as violence against women result in new laws, but, lacking the necessary funding and enforcement, violence and inequality intensify. Explaining this paradox is the principal focus for social scientists, policymakers, and activists concerned with gender equality, women's social inclusion, and human rights.

This book examines the "left turn" in Latin American politics, specifically through the lens of Ecuador and the effects of the Citizens' Revolution's actions and public policies on relevant actors and institutions. Through a comprehensive analysis of one country's turn to the left and the outcomes generated by that process, the authors and editors provide a clearer understanding of the ways in which the popular desire for change (predominant through the region in recent times, as a response to late-twentieth-century neoliberalism) was realized-or not. The particular case of Ecuador further potentiates analysis of the entire region-wide process, considering that the "corrector" cycle is now at an end, and that the economic and international conditions that favored the return of left governments have also changed.

The monograph it attempts to identify the definitions of the past, present, and future used by Polish political elites in electoral discourse from 1989 to 2015. It aims not just to identify these definitions, but to compare and contrast them, and show how they evolved over this period. At all times, the dominant definitions were a resource of temporal consciousness for society. For this reason, they can be taken as a basis for scholarly "diagnosis." They can reveal key insights not only into social imaginations of the three dimensions of time, but into social change itself. Therefore, the fundamental aim of this work is to show how society developed its approach to the past, present, and future from 1989 to 2015.
