Policy-makers are increasingly trying to assign economic values to areas such as ecologies, the atmosphere, even human lives. These new values, assigned to areas previously considered outside of economic systems, often act to qualify, alter or replace former non-pecuniary values. Valuing Development, Environment and Conservation looks to explore the complex interdependencies, contradictions and trade-offs that can take place between economic values and the social, environmental, political and ethical systems that inform non-monetary valuation processes. This book examines the concept of naturalness in ecosystems, discusses its values and considers choices about the level of naturalness in conservation efforts. The author argues that all ecosystems have been modified and the idea of places 'untouched by humans' is a myth. But there are large differences in the degree of modification and levels of naturalness which can be identified. Changes are not always irreversible; some apparent wilderness areas are sites of former civilizations. There is no longer any simple distinction possible between 'natural' and 'cultural' systems. In the future, society will, to some extent, choose the degree of naturalness in land and seascapes. The growth of protected areas is an early sign of this, as are changes in forest management, dam removal and control of invasive species. To make informed choices about these areas, the author shows that we must understand the characteristics and values of naturally regulating ecosystems - their practical benefits, social values and management needs.

It has been argued that donor support is based on recipient's perceived expertise and needs, with no favouritism of flagship environmental organizations as recipients of donor funds. A counterview holds that the private sector prefers to fund mainstream ENGOs for environmental research and policy reforms congenial to industrial capital. The authors show that the debate about these arguments, together with the empirical evidence on which they are based, may shed light on certain aspects of the nature of environmental philanthropy. Elephants are in dire straits - again. They were virtually extirpated from much of Africa by European hunters in the eighteenth and nineteenth centuries, but their numbers resurged for a while in the heyday of late-colonial conservation efforts in the twentieth. The Natura 2000 network of protected areas is the centrepiece of European Union nature policy, currently covering almost one-fifth of the EU's entire land territory plus large marine areas. Based on original archival research and interviews with key participants, the book records a detailed history of the origins and negotiation of Natura 2000 policy and law, with the history of EU environmental policy provided as a framework. An historical institutionalist approach is adopted, which emphasises the importance of understanding legal and policy development as processes that unfold over time. Three phases in the history of EU environmental policy are identified and described, and the history of EU nature policy is placed within the context of these three phases. Informed by this history, the author presents a comprehensive summary and assessment of the law and policy that protects Natura 2000 sites at EU level, and reviews the nature conservation outcomes for the targeted species and habitats. Uganda has extensive protected areas and iconic wildlife (including mountain gorillas), which exist within a complex social and political environment. In recent years Uganda has been seen as a test bed and model case study for numerous and varied approaches to address complex and connected conservation and development challenges.
