The 2008 global economic crisis has led to a new age of austerity, based more on politics than economics, which threatens to undermine the very foundations of the welfare state. However, as resistance to the logic of austerity grows, this important book, the second of a three-book series, argues that there is still room for optimism.

The author examines the productivity, profitability and welfare effects of industrial clustering and a public policy promoting industrial clusters in Ethiopia. He uses reliable counterfactuals as well as original enterprise and worker level data. By investigating the effect of firm, time, entrepreneur and site specific factors as well as endogenous location choice issues, the author finds strong evidence for the existence of significant agglomeration economies in the Ethiopia leather footwear cluster. Using primary survey data collected from firms which benefited from the cluster policy and those that did not, both before and after the implementation of the policy, the author shows the unintended negative impact of a cluster prompting policy in Ethiopia. The book is essential reading for those who are interested in the gender and welfare impact of female full time labor force participation in industrial jobs.

The author examines the dynamics of participation in and welfare impact of integrated aquaculture-agriculture (IAA) value chain by using three-year panel data from indigenous households in the northern and north-western regions of Bangladesh. By different panel estimation methods he analyses the IAA value chain participation dynamics and indicates that education and household size, access to extensions and market information, community-based organisations (CBO) membership are positively associated with participation and continuing participation in IAA value chain activities. Welfare impact results indicate that IAA value chain participation is positively correlated to household income and consumption frequency of some goods, particularly fish. Assessment of the comparative socio-environmental impacts of rice monoculture and rice-fish based IAA practices suggests that rice-fish based IAA is a sustainable alternative to rice monoculture.

In the Community-building process, citizens are the most invoked and feared, but at the same time the least known subject. This lack of knowledge nourishes the citizens' detachment from the European Union and itself emerged in well known cases such as the French and Dutch referenda on the Constitutional Treaty or the public concern towards the EU policy on immigration. This gap is true especially for active citizenship organizations operating in the European policy making, not only in Brussels, but also and above all at national and local levels, and this book is aimed at filling this knowledge gap. The book is divided into two parts. The first part of the book focuses on the way in which the literature on EU governance and citizenship and on participatory democracy deals with citizen activism in public policy making. The second part discusses a number of empirical research projects on civic activism in Europe. This book aims, on the one hand, to bridge the academic debate to more policy oriented debates in which active citizenship organizations and policy makers are involved; and, on the other hand, to bridge theoretical discussion of the nature of the EU with the empirical literature based on the study of civic activism in Europe and at the national level. The control of competition is designed, at best, to reconcile socioeconomic stability with innovation, and at worst, to keep competitors out of the market. In this respect, the nineteenth century was no more liberal than the eighteenth century. Even during the presumed liberal nineteenth century, legal regulation played a major role in the economy, and the industrial revolution was based on market institutions and organisations formed during the second half of the seventeenth century. If indeed there is a break in the history of capitalism, it should be situated at the turn of the nineteenth and twentieth centuries, with the irruption of mass production, consumption and the welfare state, which introduced new forms of regulation. This book provides a new intellectual, economic and legal history of capitalism from the eighteenth century to the early twentieth century. It analyzes the interaction between economic practices and legal constructions in France and compares the French case with other Western countries during this period, such as the United Kingdom, the United States, Germany and Italy.

This book investigates whether the effects of economic integration differ according to the size of countries. The analysis incorporates a classification of the size of countries, reflecting the key economic characteristics of economies in order to provide an appropriate benchmark for each size group in the empirical analysis of the effects of asymmetric economic integration. The formation or extension of Preferential Trade Areas (PTAs) leads to a reduction in trade costs. This poses a critical secondary question as to the extent to which trade costs differ according to the size of countries. The extent to which membership of PTAs has an asymmetric impact on trade flow according to the size of member countries is analyzed by employing econometric tools and general equilibrium analysis, estimating both the ex-post and ex-ante effects of economic integration on the size of countries, using a data set of 218 countries, 45 of which are European. ?

This study explores issues of biomass energy use in relation to household welfare and it assesses Ethiopia's future energy security with a focus on long-term model of the energy sector, and institutional arrangements required for decentralized energy initiatives. Data from Ethiopian rural households reveal negative welfare effects associated with traditional biomass energy utilization, while increases in the opportunity cost of fuelwood collection is associated negatively with allocation of labour to agriculture and fuelwood use. It appears that investment on integrated energy source diversification improves sustainability and resilience, but increases production cost. Innovations that improve alternative sources reduce production cost, improve energy security, and thus serve as an engine of economic growth.

A regulatory idea conducted this work: the need to connect the economic rationale of the theory of currency areas with the current EU institutional frame of the European monetary unification process. The latter includes the recent revamping of fiscal rules of the Stability and Growth Pact, and calls for enhancing flexicurity in EU labour markets. The lack of EU political leadership is a dead-weight loss to build a genuine economic and monetary union, and risks to blow-up the whole project. Further, it undermines the internal macroeconomic logic of a single currency like the euro, and gives a prominent non-democratic role to financial markets. As it happened in the past with the gold-standard, the euro condemns today the peripheral countries to a deflationary process which might last for a decade. A more pro-European approach is needed with both sides of the system (core and periphery) making the required adjustment efforts, though in the opposite way, to save the eurozone and Europe.

Economic development has cyclical dynamics and long-term dynamics - the latter are typically related to demographical changes, innovation and long-term insti- tional changes in open economies. Financial markets - that means mainly capital markets - and labor markets are affected in OECD countries both by innovations and institutional reforms. As regards demographics ageing is a typical challenge on both sides of the Atlantic, and pension reforms in industrialized countries have placed greater emphasis on capital markets than in previous decades. Innovation dynamics certainly are also quite important for all high wage OECD countries. The Lisbon Agenda has put particular emphasis on more growth, higher innovation dynamics and better exploitation of the advantages of a digitally networked society. Traditionally, the US has a lead in global innovations, and the US policy certainly has contributed to the American technological leadership. There still is a per capita income gap in favor of the US and the US labor market situation also looks relatively favorable, but in the ?ve years since 2001 employment growth in the euro area was higher than that of the US. The euro area is, however, a rather heterogeneous set of countries which differ in terms of institutions, attitudes and reform progress - and everywhere governments are aware that there have to be reforms, not least in the context of globalization which bring a more complex and dynamic spatial structure of value-added.

In the last few years research on regional development has increased dramatically. Real-world concerns have - to a certain extent - driven this scientific concern of interest. The field has been given a big boost in particular by the process of European integration and the attempt to understand how this deeper integration will work at the regional level. This volume makes a modest attempt to reconsider the issue of regional development mainly from an European perspective and in the light of the transition of society towards a knowledge-driven economy. It originated from the Thirteenth European Advanced Studies Institute in Regional Science, held in Istanbul, July 2-8, 2000. In producing the book, as friends and colleagues, we have benefited from the possibility of exchange of ideas and experience. Since the end of the Cold War, the human face of economics has gained renewed visibility and generated new conversations among economists and other social theorists. The monistic, mechanical "economic systems" that characterized the capitalism vs. socialism debates of the mid-twentieth century have given way to pluralistic ecologies of economic provisioning in which complexly constituted agents cooperate via heterogeneous forms of production and exchange. Through the lenses of multiple disciplines, this book examines how this pluralistic turn in economic thinking bears upon the venerable social-theoretical division of cooperative activity into separate spheres of impersonal Gesellschaft (commerce) and ethically thick Gemeinschaft (community). Drawing resources from diverse disciplinary and philosophical traditions, these essays offer fresh, critical appraisals of the Gemeinschaft / Gesellschaft segregation of face-to-face community from impersonal commerce. Some authors issue urgent calls to transcend this dualism, whilst others propose to recast it in more nuanced ways or affirm the importance of treating impersonal and personal cooperation as ethically, epistemically, and economically separate worlds. Yet even in their disagreements, our contributors paint the process of voluntary cooperation - the space commerce and community - with uncommon color and nuance by traversing the boundaries that once separated the thin sociality of economics (as science of commerce) from the thick sociality of sociology and anthropology (as sciences of community).
